Executive summary.

As a member of the University Leadership Team, the post-holder will lead the successful delivery of the University’s ambitious estate, comercial, and facilities development plans in the context of the University’s strategy. The Director will balance strategic leadership with innovation and operational delivery, building strategic partnerships and relationships with internal and external stakeholders and taking responsibility for delivering a complex portfolio of development, innovation, improved user experience and value for money. The Director of Estates & Campus Services will be responsible for oveseeing the physical estate (maintenance, refurbishment and capital projects), facilities, space management, student residences, hospitality and conferencing, sports, security, catering and other ancillary services. This is an exciting time to join the University during a period of expansion and we have ambitious plans for the future. About us.

The University of Northampton is one of the youngest universities in the UK, gaining full university status and research degree awaring powers in 2005. Whilst we may be a ‘new’ University, we have made our impact in the Higher Education sector. We are committed to doing things differently; for example, we were the first University in the UK to be named as a Changemaker Campus in 2012 and are dedicated to creating social impact in all that we do. Our overt focus on positive change was spearheaded by our relocation to Northampton town centre with the opening of our Waterside Campus for the 2018/2019 academic year. The impetus of this bold move was to create a learning experience based on how our students

want to learn, rather than how it is expected, whilst also securing the sustainable future of our University. Since 2018, we have embraced our purpose- built state-of-the-art campus, being witness to many day-to-day interactions/experiences of our University community within our new physical estate. Listening and learning from those experiences, has allowed us to identify further opportunities to evolve. Against a backdrop of sustained growth in student numbers, with 2022 marking our current record year, this is an exciting era for the University of Northampton. Our estate.

The estate (c. 99 acres) is predominantly located at our £330m Waterside Campus with a selection of satellite sites and student accommodation buildings split across the town. Waterside opened in 2018, relocating two campuses to one new purpose-built campus, with 21st teaching and learning in mind. The campus moves away from individual buildings built for a specific purpose (e.g Library), prioritising shared spaces and multi-disciplinary use, with support and social experiences distributed throughout the academic space. Our vision for the Waterside Campus was to deliver an outstanding student experience, reaching exceptional standards in all that we do, embracing cutting edge digital technologies, and ensuring our learning and teaching model was future focused. Our aim was to be an outward looking University having a social impact through supporting public and private enterprise and skills development, producing purposeful research and actively engaging with our community.

Aim: To deliver an exceptional, sector leading estate with facilities and services that support and improve the student experience, transforming their lives and inspiring change.

The role.

Principal duties & responsibilities The role holder will be responsible for: • The physical environment, physical resource strategy and planning, estates strategy, Facilities & Building Services, Projects & Capital Development, Catering & Commercial, Accommodation & Residential Life, Safety & Business Continuity, Environment & Sustainability and Security & Community Safety • Promoting efficiency and flexibility in the use of physical resources and services, optimising the use of physical assets and providing for staff and students a world class teaching and research environment, with an improved sense of community that enhances the general quality of University life • Providing strong strategic leadership, management and coordination of service provision • Developing Professional Service level KPIs against which the performance of the directorate will be measured in line with cost parameters and service level agreements • Developing an Estates Strategy that supports the University’s Strategic Plan and, via the masterplan providing a framework for the future development of the University Estate. In addition, ensure that development opportunities are identified to assist funding and development of the Estate, increasing value where applicable • Leading the development and management of the University’s estate, related resources and business activities to provide a physical support environment commensurate with the University’s strategic aims and its mission of delivering excellence in teaching, research, knowledge transfer and associated commercial activity • Providing innovative, comprehensive

and integrated resource plans to support the delivery of the University strategy whilst ensuring departmental colleagues are equipped with the competencies and skills required for delivery • Leading, developing and empowering the Estates & Campus Services leadership team, ensuring the delivery of effective and efficient services and fostering an inclusive and high performing culture • Identifying and evaluating risks and options, and developing operational strategies to manage and mitigate risk and ensure compliance with statutory obligations. Be aware of any impending legislative, statutory and national changes that may affect the University’s estate and campus services • Managing high-quality, cost-effective, customer oriented services which contribute optimally to the achievement of the University’s mission • Contributing to the University Leadership Team and Operational Directors Group, chairing or participating in a number of senior committees and presenting regularly at Board level committees on the Professional Service performance and strategic direction • Providing guidance and support to the Chief Operating Officer and act as deputy, as appropriate, at key meetings or for agreed tasks • Ensuring that commercial opportunities are identified and exploited appropriately • Ensuring that an excellent range of student and commercial facilities and services are promoted, and managed in a cost effective, customer-responsive way which meets student and staff needs and promotes the University’s competitive position • Leading the improvement of the University’s environmental sustainability, in terms of carbon neutrality, energy reduction and water consumption and efficient waste management, whilst working with the local authority and strategic partners to deliver

Northampton’s Sustainability Strategy • Championing strategic sustainability throughout the institution, ensuring the UN Sustainable Development Goals are embedded in teaching, research and operations • Setting the strategic direction for health and safety management across the institution, maintaining high standards of health and safety practice to foster and develop a positive safety culture • Ensuring an appropriate framework is delivered for incident preparedness and business continuity throughout the institution thereby ensuring the University is able to continue with its core activities during periods of disruption • Regularly reviewing Estates and Campus Service staffing to ensure maximum effectiveness and efficiency is delivered whilst providing high quality leadership and management for all staff in the department • Representing the University in dealings with local authorities, NHS, funding bodies, and other external organisations, participating in local and regional committees, building strong working relationships with these external bodies to the benefit of the University • Developing and delivering strategies to increase short and long-term cash flows from the University’s physical assets, meeting targets set within the Financial Strategy • Developing and maintaining a strong working relationship with the Students’ Union, Trade Unions and staff networks, the University’s student and staff body, and other student and staff representatives in order to ensure services provided meet their needs and support key security and welfare requirements • Working with other senior staff to ensure that the support infrastructure and service offering to our staff, our students and sponsors is sector-leading, accessible and user focused.

The Director of Estates & Campus Services will be responsible for overseeing the physical estate (maintenance, refurbishment and capital projects), facilities, space management, student residences, hospitality and conferencing, sports, security, catering and other ancillary services. The Director will be responsible for a large and diverse team.

Core people management duties and responsibilities • Manage performance and behaviour (including the PDR and the Probation period) of team on an ongoing basis • Monitor leave and absence of the team on an ongoing basis. Approve annual leave requests, manage poor attendance and support staffwith ongoing ill-health issues • Monitor and approve development opportunities to meet the changing needs of the University and personal development • Communicate effectively at all levels, ensuring relevant information is cascaded to the team and allowing for two way communication including team meetings and 1-2-1’s • Foster wellbeing of team members ensuring maintenance of work life balance, adherence to Working Time Regulations and providing opportunities for staff to raise issues e.g. through regular 1-2-1 meetings • Plan resources (human and capital) to ensure adequate coverage to meet the needs of the service whilst recognising employee wellbeing. • Undertake all aspects of recruitment in accordance with University policy and procedure, for both within the team and supporting other departments and faculties across the University • Undertake investigations and the role of hearing manager in cases of disciplinary and grievance for employees across the University in line with University Policy and procedures.

Qualifications

Essential: Possessing a relevant professional background in the estates and facilities industry, with qualifications and/or professional membership in a relevant subject. Desirable: Chartered professional qualification in property/ built environment related discipline. Skills, knowledge and experience Essential: • Significant experience and track record in a senior estates leadership role or equivalent • Evidence of initiating, developing and delivering strategies to support an organisations institutional strategy, and the ability to translate these into reality • An established track record of managing a complex portfolio of services and activities with a diverse staff mix and complex budgeting and financial management requirements • A successful track record of leading successful transformation programmes in multi-functional operating environments involving people, infrastructure, systems and culture change • Significant proven experience and ability to motivate and lead a large scale and diverse internal team on behalf of a complex organisation • Proven experience of managing major estates programmes and/or operations, and budgets associated • Experience of leading successful change programmes in multifunctional operating environments that deliver improved commercial productivity and net contribution to organisational objectives • Experience and skill in negotiating and
