Boat fire proves shocking experience for couple GREGGCHAMBERLAIN gregg.chamberlain@eap.on.ca filled soon after a pleasure cruise the previ- ous day.
“If it (tank) had been half full, we wouldn’t be here today,” he said, noting that the gas fumes could have resulted in a complete boat explosion and not just a fire. The Dawsons had taken their 22-foot Bar- etta out on July 1 for a Canada Day cruise near Montebello on the Québec side of the Ottawa River. The 22-year-old and its 12-year-old motor performed well that day and the couple returned home to Clarence Point later in the day. The following Monday they and their son set out from the Dawson’s home dock at 3 p.m., intending to take a cruise upriver. Tim Dawson was seated in the captain’s chair and the boat was idling along the shoreline westward upstream before turning out into the main channel in the direction of Rock- land. Tim pushed down on the throttle and chaos followed. “There was a large bang from the cutty area,” said Barry Dawson. “The doors that were locked blew off.” The cutty is a cabin area located near the bow of the boat. At almost the same time as an explosion blew out the cutty doors and grabbed the full attention of the Dawson trio, they heard another bang behind them. The sun pad, located towards the stern, be- hind the back seat of the boat, also blew out and a fire began to burn. “Witnesses (from shore) told us it went up 15 to 20 feet in the air,” Barry Dawson said. “The flames were six-feet high in the back area.” Right then is when all three of the Daw- sons jumped into the river. “We swam like hell,” Barry Dawson said. Other boaters on the river raced over to help the Dawsons out of the river and get them away from the burning boat. The OPP, paramedics, and Rockland fire fighters ar- rived on the scene. By then the burning boat had run aground on a sand bar. Fire fighters went out in their rescue boat to make sure the burned out boat was secure on the sand bar. The hair on the back of Suzanne Dawson’s hair was singed but other than that, the three escaped injury, though Suzanne and Barry confess to being shaken up by the ex- perience. Barry Dawson said the boat was well- maintained. What caused the explosion will remain unknown as there is little left in the wreckage to offer clues. Alfred-Plantagenet| A summer informa- tion meeting about a proposed land-use zoning change near the village of Planta- genet promises to be a “hot topic” session if some area residents have their say. A July 16 evening meeting is scheduled at the community recreation centre in Al- fred. The subject is a proposal for a zoning change to a property located along County Road 17 near the Jessup’s Falls Bridge from its present rural designation to mineral ag- gregate resource. The change is needed to allow a proposed asphalt plant to set up on the site. Several residents have already expressed concern about the proposal, with the focus on the potential truck traffic in and out of the site and the impact on the Jessup’s Falls Escarp- ment area, which is classed as an Area of Natural and Scientific Interest (ANSI). Première étape franchie pour une clinique à Limoges

LIMOGES | Le coup d’envoi de l’étude de faisabilité du centre médical de Limoges sera donné en septembre. Une nouvelle étape a été franchie mardi de la semaine dernière avec l’octroi officiel d’une sub- vention de 43 500 $ de la Société de dével- oppement communautaire de Prescott- Russell au comité des citoyens du village pour la réalisation de ses objectifs. L’étude déterminera des recommanda- tions sur la construction et les réels besoins du village, en se basant su les pratiques et modèles d’administration déjà en us- age dans d’autres cliniques. « Il vont nous donner une évaluation notamment pour le nombre de médecins à engager », a fait savoir François Sigouin, président du comi- té des citoyens. Toujours selon lui, la clinique bénéficie déjà de l’intérêt d’un médecin local, prêt à s’installer. L’enjeu est d’autant plus de taille que les résidents du village doivent encore se déplacer à Casselman, Winchester et Ot- tawa pour recevoir des soins. « Cette étude devrait mener à la construction d’un centre médical qui répondra à un besoin réel dans cette région de notre circonscription. Il sera très avantageux pour les résidents d’avoir accès à des services médicaux près de chez eux », a déclaré le député Pierre Lemieux.

M. Sigouin voit même encore plus loin. « Je reste persuadé que l’installation d’une clinique permettra enfin le développement commercial tant attendu. Cela pourra par exemple amener une pharmacie et d’autres magasins. » Une fois l’étude de faisabilité terminée, la communauté devrait se pencher sur le choix d’un développeur pour construire la clinique. L’année 2014 pourrait voir le début des opérations.

La Cité de Clarence-Rockland vient de vivre deux weekends extraordinaires. En premier lieu, comme le veut la tradition, nous avons célébré la Fête du Canada en grand le 1er juillet au parc Simon. Petits et grands ont pu s’amuser sur les jeux gonflables en plus de découvrir différents groupes musicaux et admirer les superbes feux d’artifices. Ensuite, les activités se sont poursuivies du 6 au 8 juillet pour le premier Festival de la rivière des Outaouais, qui avait comme activités principales le Poker Run de bateaux de performance et le Poker Run de voitures classiques Ford. Alors que les participants décou- vraient la rivière des Outaouais tout au long de leur trajet respectif, les citoyens de la Cité de Clarence-Rockland ont pu faire des tours de canots, admirer l’exposition de l’Association des artistes de Clarence-Rockland, rire des pitreries des amuseurs publics ou écouter les nombreux concerts sous la tente. Ces activités n’auraient pu être possible sans nos partenaires, commanditaires et nom- breux bénévoles. La Cité est choyée de pouvoir compter sur des bénévoles de tous âges qui répondent toujours à l’appel lorsque vient le temps d’organiser des activités commu- nautaires. au Canada, n’est pas un système acquis mais plutôt un système à revendiquer au quotidien. Une proposition de modification de zonage, émanant de la municipalité du Canton d’Alfred et Plantagenet pour permettre l’établissement d’une usine d’asphalte, fut envoyée à tout au plus, une dizaine de personnes ayant une propriété adjacente à la propriété ciblée par le changement de zonage. Le moyen choisi par la municipalité pour aviser le reste de la population du territoire, soit près de 10,000 personnes, est le suivant : une pancarte d’environ un mètre carré, installée sur une propriété en broussailles, de façon parallèle à la route 17 près du pont Jessup’s Falls où les voitures circulent à 90 km/heure. La municipalité jugeant ceci suffisant car, en fait, pour cette dernière, il s’agit d’un amendement mineur. L’accueil potentiel d’une industrie lourde sur le territoire est-il un évènement mineur? Combien de résidents seront affectés positivement ou négativement par la venue d’une industrie lourde? Certainement plus d’une dizaine. Pourquoi la municipalité n’a pas, au moins, publié dans les journaux locaux cet avis de proposition de modification de zonage qui touchera l’ensemble de la population du ter- ritoire? Normalement, une municipalité se pête les bretelles lorsqu’elle réussit à intéresser une entreprise d’envergure. L’usine proposée n’est pas petite usine. Elle aura une capacité max- imale de 250 tonnes d’asphalte par heure et un nombre maximum d’entrées et de sorties sur la route 17 estimé à 40 camions à l’heure. Les effets adverses à l’augmentation de revenus fonciers sont peut-être trop importants et difficiles à justifier auprès de la population. Pensons entre autres aux impacts envi- ronnementaux, au bruit, à la circulation accrue, à la qualité de l’air et de la nappe phréa- tique, à la perte de valeur immobilière, aux eaux de ruissellement, aux services d’urgences et d’incendie, à la perte d’un patrimoine naturel, etc. La démocratie c’est, entre autres, le droit à participer à des activités politiques et la liberté d’expression. À mon avis, omettre d’informer et de promouvoir auprès de la population les effets posi- tifs et négatifs de l’arrivée d’une nouvelle entreprise sur le territoire constitue un bris de confiance ou, même, un abus de pouvoir de la part de la municipalité. La participation du peuple dicte la démocratie. Le 16 juillet prochain, à 19 h, au Centre des Loisirs d’Alfred situé au 555, rue St-Philippe, aura lieu une réunion publique organisée conjointement par les Comtés unis de PR et la Corporation du Canton d’Alfred et Plantagenet. L’occasion pour faire une présentation ver- bale ou écrite, soit en faveur, soit contre la proposition de modification de zonage. Rappelons aux membres de notre conseil municipal certains fondements importants d’un système démocratique en participant aux activités politiques et en exerçant notre liberté d’expression. Comme citoyen, c’est un droit mais aussi une responsabilité. The City of Clarence-Rockland has just experienced two amazing weekends. First, as is our tradition, we grandly celebrated Canada Day July 1, at Simon Park. Everybody had fun on the inflatable games, were able to discover different musical groups and enjoy the great fireworks. Then the fun continued from July 6th to the 8th for the first Ottawa River Festival, which had as its main activities of the performance boats and Ford Classic and Mustang cars Pok- er Runs. While the participants discovered the Ottawa River along their respective paths, the citi- zens of the City of Clarence-Rockland could do canoe tours, admire the Clarence-Rockland Artists’ Association, laughed at the antics of our street performers or listen to concerts un- der the tent. These activities could not have been possible without our partners, sponsors and many volunteers. The City is fortunate to count on volunteers of all ages who are always ready when it comes the time to organize community activities. a truck-and-trailer decorated with sunflow- ers, the official symbol of Ovarian Cancer Canada (OCC), Shackleton will walk 160 kilometres along the Ottawa River roads down to Hawkesbury and across the bridge in Québec and finish up in Valleyfield where her mother was interred. While she does hope to inspire some peo- ple to donate to the cause of finding a cure for ovarian cancer, the main focus for Shack- leton on her walk, besides honouring her mother’s memory, is to help raise the profile of ovarian cancer and make more people understand how it is even more subtle and insidious for women than breast cancer. “There is no screening test for ovarian can- cer,” she said. “We had thought the pap test covered ovarian cancer too, but it doesn’t. It covers cervical cancer. Ovarian cancer is the most fatal of all gynecological cancers.” The survival rate for women diagnosed with ovarian cancer is about 75 per cent on average, depending on various factors, including how soon the condition is diag- nosed. Right now it depends on women being aware of the various possible symp- toms that may indicate ovarian cancer if those symptoms persist for more than three weeks. The OCC lists the symptoms in its information pamphlets and on its website and urges women who suspect they might have ovarian cancer to get a pelvic exam, a transvaginal ultrasound, and a CA-125 blood test along with a referral to a special- ist. “If we could catch it early, the survival rate for ovarian cancer goes up to 90 per cent,”

Clarence-Rockland | “Going walkabout” is an Australian expression referring to a spiritual journey or dream quest on foot. Come mid-July Lyne Shackleton is off on a week-long walkabout in honour and memory of her mother, Rita Desjardins, and her losing battle last year with ovar- ian cancer. “She was only 69 years old and the health- iest person I know,” Shackleton said. “She never even took a headache pill. My sister, Nathalie Lalumière, and I were with her through her surgery, her chemo, and, when the cancer came back, though actually it was never in remission, we were by her side till the end.” One memory of Rita Desjardins’ matter- of-fact courage about her situation sticks in the mind of her daughter. “When she knew that there was nothing the doctors could do, she started prepar- ing the clothes that she wanted to wear for the wake. She said it felt like she was going on a trip. When she passed away, my sister and I held her hand and we were able to say ‘good-bye’ and ‘bon voyage’. It was the most difficult thing I have ever had to do and I miss her so much.” Last year Shackleton took part in one of the several cancer fundraising and aware- ness walks that take place in Ottawa. Her mother had hoped to accompany her
daughter at the time but her condition erased that plan. In the end, Shackleton walked alone in memory of her mother. Now she’s going on another long walk to honour her mother’s courage and spirit. nourriture chaque jour et de ne pas faire le ménage lui permet de vaquer à ses occupations puisqu’à cause de la fragilité de ses jambes et de ses pieds, il lui faut beaucoup plus de temps qu’auparavant et cela est devenu une corvée qu’elle apprécie ne plus avoir. Elle possède une voiture mais ne peut plus conduire. Sa belle-fille la conduit chez le médecin et à ses rendez-vous. Elle lui prépare aussi certains plats. «J’ai deux garçons dont un qui habite à Ottawa. Un a été malade du cancer et l’autre va débuter des traitements de chimio. Ils sont aussi occupés. Ça leur laisse pas grand temps pour s’occuper de moi comme ils le voudraient mais grâce aux bénévoles je peux rester à la maison et je mange bien.» Les repas de la popote roulante sont préparés avec les mêmes soins que ceux servis en résidences pour personnes âgées ou encore à l’hôpital pour les endroits desservis par un hôpital. Les repas comprennent le plat principal, une soupe, une salade et un dessert. «Je trouve les portions trop grosses pour une personne seule mais c’est vrai qu’il doit y en avoir qui ont un meilleur appétit que moi. Je le reçois pour dîner et le mets dans des assiettes dans le frigidaire et à l’heure du souper, je n’ai qu’à le mettre dans le micro-onde. Plus de préparation à faire, plus de nettoyage ensuite », dit-elle en ricanant. Grâce à 457 bénévoles qui ont consacré 33 593 heures de bénévolat l’an dernier, les Services communautaires de Prescott et Russell offrent des services de popote roulante, de transport, d’appel téléphonique, d‘entretien ménager, de répit, de repas communautaires , de soins de pieds, de visite amicale. Si les Services communautaires aident beaucoup à maintenir les personnes âgées à la maison, ils aident également les personnes qui sont un peu plus démunies comme les personnes sur le programme ontarien de soutien aux personnes handicapées. Gabrielle Séguin, 78 ans, est reconnaissante. Elle sait que si ce n’était pas des bénévoles des Services communautaires de Prescott et Russell, elle habiterait une résidence de personnes âgées au lieu de vivre paisiblement chez elle avec son chien à Plantagenet. Depuis 9 ans, Mme Séguin jouit des services offerts par les Services communautairesdePrescott et Russell. L’organisme communautaire travaille a aider les gens les moins nantis dont les personnes âgées des huit municipalités à vivre dans la dignité à la maison. Mme Séguin est catégorique. «Si ces services-là n’existent pas, moi je pacte ma valise et je m’en vais dans une résidence», souligne t-elle. La sexagénaire est surtout reconnaissante aux bénévoles- travailleurs qu’elle côtoie trois fois par semaine depuis plusieurs années. D’une gentillesse extraordinaire, elle apprécie chaque moment qu’elle passe avec eux. Veuve depuis neuf ans, elle a vu sa santé dépérir à la mort de son mari. Aujourd’hui, elle a beaucoup de difficultés à marcher et à se tenir longtemps sur ses jambes et sur ses pieds. Elle doit se faire opérer bientôt. Elle préfère s’abstenir de cuisiner et de tout nettoyer. «J’utilise les services de la popote roulante trois fois par semaine. Pour 4,25 $ je me sauve trois fois par semaine de faire la cuisine. Les bénévoles sont tous très gentils. À chaque fois qu’ils viennent, ils prennent le temps de s’informer et de jaser un peu», ajoute Mme Séguin. La cliente bénéficiemême d’une aide chaque vendredi pour faire son ménage. Pendant quelques heures le vendredi, une dame vient et s’occupe de l’entretien ménager. «Elle est très gentille. Elle a même mis mes pots de fleurs en terre. Je suis certaine que leurs bénévoles ont été choisis pour être si gentils», déclare-t-elle. C’est grâceà sonclubde l’âged’or oùelleallait encompagnie de son défunt mari qu’elle a entendu parler pour la première fois du programme des Services communautaires de Prescott et Russell. Elle trouve dommage qu’il n’y ait pas plus de gens qui utilisent le service de la popote roulante par exemple. Ne pas avoir à se soucier de préparer la

Un peu plus tard, les spectacles d’amuseurs publics et de talents locaux ain- si que des tours de canot ont été à l’honneur.
De façon plus cocasse, l’équipe du maire de la municipalité de Clarence-Rockland Marcel Guibord a remporté la coupe des maires tout le long de la rivière. Il a devancé son homologue de la municipalité de Hawkesbury René Berthiaume. Dans la ca- tégorie des skieurs nautiques en solo, la vic- toire est revenue à Andrew Johnson.
