Wastewater services The largest portion of the capital works plan budget goes to wastewater service improvements with an allocation of about $6.2 million. The bulk of that is divided between two major upgrades at the municipal water treat- ment plant with a combined cost of almost $5 million. The projects, when completed, will improve treatment of water going through the municipal facility. More than half of the cost for the two upgrade projects is covered through senior- level government grants and other sources. A $1.3 million loan will cover the remainder of the cost. Transportation The second-largest combined portion of the capital works plan budget covers road improvements and other needs related to transportation within the municipality. The total is $2.5 million with almost half of that going to repairing the retaining wall along McGill Street bordering Hawkesbury Creek. The project cost is $1,050,000 and most of the expense is covered through an $850,000 provincial grant.
The capital works plan for Hawkesbury this includes some expensive upgrades to maintain and improve some recrea- tional and utilities services. Council approved the $12 million capital works budget plan that Treasurer Philippe Timbers presented during the second 2021 municipal budget review on February 2. But one item on the list, a $2 million upgrade of refrigeration system for the arena at the Robert Hartley Sports Complex, prompted some discussion on the best way to pay for the work. The capital works plan calls for a long- term loan for the cost. Council members wondered if the town could get a federal infrastructure grant for the project. Timbers noted that the focus of the federal infrastructure fund for recreation and critical infrastructure needs calls for “shovel-ready” project proposals. Treasurer Timbers also observed that it is uncertain how long the municipality would have to wait to learn if its application was accepted or not. requests for flowers and gifts in the lead-up to February 14, but had already received interest online. She said the province’s lockdown had made the logistics more challenging than usual, but said demand remained strong. “We’ll be busy with line-ups, because that’s the way it goes every year,” she said. “We have a lot of Galentine’s, a lot of girls buying for their friends, so that’s very driven online. We don’t have a lot of pre-orders, but we typically don’t for Valentine’s Day, that’s more Christmas and Mother’s Day.” Supply chain disruptions were another hurdle for florists ahead of Valentine’s Day. Flowers for Valentine’s Day were ordered before Christmas to ensure on-time delivery, while prices rose. “I haven’t changed my pricing, because I don’t want to do that to people in a pan- demic, but we do pay a little more because they’re a little more difficult to get,” Dawson said. “All of our roses are from Colombia and Ecuador, so that’s tougher to get, though they have been better since Mother’s Day.” Despite the pandemic, Jade Garden remained in a relatively stable position thanks to strong Mother’s Day and Christmas sales. Mother’s Day stock began to run out last year, but Dawson ensured gifts for elderly residents were accepted. “A lot of them have been in lockdown for so long, and can’t see anyone at all, so we try to get to them first,” she said.
During a period of social distancing and isolation, a person’s heart can be buoyed by something as simple as a message in a window. Plenty of residents have left signs or posts in their front windows during the pandemic to passersby. Some thank frontline workers for their efforts, others remind people to keep prac- tising safe social distancing protocols, while a handful simply let strangers know they are not alone. In the lead-up to an unusual Valentine’s Day, the front window of Jade Garden in Vankleek Hill has been plastered with mes- sages of love and gratitude from members of the community. Staff asked residents to send in their messages, either signed or anonymous, then wrote them down on heart-shaped pieces of paper and stuck them to the inside window. Jade Garden owner Erin Dawson said the messages also gave the flower and gift shop the opportunity to thank the community for their support during a challenging year. “I know it’s corny to say, but it’s such a nice town,” she said. “Everybody shops local. I can’t even tell you the number of people who’ve called to say, ‘I want to send flowers to my mom’, or ‘I want to send flowers to a teacher’, and ‘I want to support local’.” Dawson expected a rush of last-minute

It may take a bit longer than anticipa- ted for the start of construction on a distillery project for Hawkesbury but Pierre Manthas hopes to have the offi- cial groundbreaking in autumn. “I hope to put the shovel in in Septem- ber,” Manthas said during a phone interview February 8 from the Gatineau office of the Artist in Residence distillery (AiR). “All the architect plans are all done.” Last fall Manthas announced plans to building the second AiR distillery, in Hawkes- bury. At the time he expected construction on the first phase of the facility to begin in spring 2021 but he admitted that he had made a mistake in thinking he would have all of the permits and site plan approvals done within a six-month period. Meeting both the municipal requirements and provincial regulation demands for the site plan approval process means at least a year before construction can begin on AiR Hawkesbury distillery. Manthas noted that legal title to the Tupper Street property is secure and he hopes to have the permits situation finished by either June or July this year. Phase One Development of the AiR Hawkesbury dis- tillery will span eight to 10 years and cost between $20 million to $25 million. Phase One involves construction of 30,000-square- foot building to house the main distillery operation. The first two years of the development is focused on Phase One, getting the distillery operating and producing barrels of whisky and bottled gin and vodka for distribution throughout the Ontario market. The carnival spirit filled the air in Champlain on the weekend, even if social gatherings were not allowed. The township held its COVID-modified win- ter carnival on Friday, Saturday, and Sunday. While snow sculptures and the formal ball could not be held, residents were able to experience a break from the winter tedium with a series of virtual and distanced events across the municipality. The 18 km stretch of Ski Vent Clic trails around Vankleek Hill were free from Friday to Sunday. Volunteers were hard at work during the periods of snow across the weekend to ensure the trails remained well groomed for visitors.

Le Centre de services à l’emploi est à la recherche d’un.e Superviseur(e) de programmes – Hawkesbury et Rockland Poste permanent temps plein – 35 heures semaine / Date d’entrée en poste – 1 er avril 2021 Sous l’autorité de la direction générale, le superviseur de programmes planifie, organise, dirige, contrôle et évalue l’efficacité et l’atteinte des cibles fixées par les bailleurs de fonds. Il conçoit et développe des programmes et services complémentaires à l’offre actuelle, pour mieux rencontrer la mission organisationnelle. Il rédige des demandes de subventions, des politiques et procédures et supervise des professionnels en soutien à l’emploi, en orientation de carrière, en développement économique et communautaire ainsi qu’en coordination de projets. Principales tâches : • Établir des procédures administratives pour satisfaire aux objectifs des programmes • Gérer le fonctionnement, le budget et les activités des programmes • Représenter l’organisation dans les communications avec le gouvernement et autres bailleurs de fonds • Rédiger des plans d’affaires, répondre à des appels d’offres, compléter des demandes de subventions • S’assurer de la reddition de comptes aux bailleurs de fonds et veiller à la quantification des livrables à travers diverses plateformes • Veiller à l’embauche et à la formation des employés Exigences et compétences : • Un diplôme d’études universitaires en administration ou une combinaison d’expérience en administration des affaires • Une vaste expérience en tant que cadre intermédiaire dans un organisme ou un établissement connexe • Expérience pertinente en gestion et supervision
