Every municipality in Prescott-Russell and the rest of Ontario received some welcome news from the province as they begin their 2020 budget planning. The Ford Progressive Conservative govern- ment announced early approval of next year’s Ontario Municipal Partnership Fund grants (OMPF). The funding formula for the 2020 OMPF grants will remain the same as for the 2019 grants. So, all municipalities will receive the same amount of money from the fund next year as they did this year, with the figures based on household population total estimates for the past year and other factors. OMPF funding totals /FYUZFBS $IBNQMBJO5PXOTIJQXJMMSF - DFJWF JO0.1'GVOEJOH&BTU Hawkesbury Township will get $283,500, while the Town of Hawkesbury will receive $2,017,400. For Alfred-Plantagenet Township, its OMPF funding will be $1,400,800, while the Village PG$BTTFMNBOSFDFJWFT 5IF/B - tion Municipality will get $717,600. The City of Clarence-Rockland’s OMPF allocation for 2020 will be $615,300 while
Russell Township will receive $180,800. The United Counties of Prescott-Russell (UCPR) will not receive OMPF funding, accord- ing to the provincial government’s information announcement. Parmi les divers bâtiments et installations municipaux énumérés dans le rapport sur le centre communautaire, qui pourraient être réaffectés pour une meilleure utilisation par la collectivité, mentionnons les deux bureaux municipaux existants à Rockland et à Clarence Creek, l’aréna Jean-Marc Lalonde, la salle communautaire Chamberland au parc Simon et l’abri d’orchestre du parc, l’ancienne caserne de Bourget, le bâtiment du Musée Rockland sur la rue Laurier et plusieurs autres installations. L’administration fournira ultérieurement au conseil un rapport détaillé sur ce qui est nécessaire pour remettre à neuf toutes ces installations et les mettre à jour en fonction des normes provinciales.
L’administration municipale de Clarence- Rockland a un plan pour tirer le meilleur parti possible de plusieurs installations municipales. La directrice générale Helen Collier a présenté un rapport détaillé au conseil municipal, au cours de la séance plénière du comité du 22 octobre, pour un projet de centre communautaire. La proposition est un plan à long terme, visant à réaménager 11 installations municipales afin d’en tirer le meilleur et plus efficace usage possible. Mme Collier a exhorté le conseil à profiter d’un programme fédéral-provincial d’amé- lioration des installations communautaires pour aider à financer le projet de centre communautaire. « Il s’agit d’une importante somme d’argent que les gouvernements fédéral et provincial ont mise de l’avant, a déclaré Mme Collier. Lastly, children are encouraged to stay in a familiar neighbourhood and only go to homes that are well lit. They should also never go inside a house and should always have their treats inspected by their parents before eating them. Motorists are also reminded to drive with caution and be on the lookout for trick or treaters throughout the afternoon and evening.

Finance director Julie Ménard-Brault presented the preliminary version of the budget during the October 23 regular session of UCPR council. “The last five years have had an impact on our 2020 budget (plan),” Ménard-Brault said, warning council that there may be little room for adjustment. She noted that the UCPR had a $16 mil- lion shortfall in revenue over the past five years, because of demands to keep the tax rate increase either low at between two and three per cent, or non-existent at zero per cent. This has resulted in budget-balancing strategies that involved drawing more on reserve funds to cover the cost of some programs and projects, and delaying some projects and programs or reducing their scope. UCPR staff also had to deal with past surprise cost-cutting initiatives of the Ford Progressive Conservative government. The 2020 budget draft proposed a 3.3 per cent tax increase to cover daily operation costs, proposed capital projects, contracted salary increases for UCPR employees, and other expenses. For the average homeowner in the Prescott-Russell region, that would mean about a $36 increase in property taxes on a house valued at about $267,000. Ménard-Brault noted that finance depart- ment staff exercised caution in projecting provincial revenue for the budget, because of the Ontario government’s own budget restraint planning on support for social service and other municipal programs. The provincial government has indicated it may look at more revisions to municipal funding support formulas but no specific details are available yet. REMEMBRANCE DAY IN CANADA Remembrance Day is celebrated annually on November 11 to honour the contributions of all military servicemembers who gave their lives defending our nation. Similar commem- orative events, such as Decoration Day in June and Paardeberg Day in February, were held before World War I. However, the scale of the Great War and the extensive human cost incurred by the conflict led to the adoption of a single celebration. Canada’s armed forces have since been involved in a number of conflicts, including World War II, the Korean War, the Gulf War and the war in Afghanistan, as well as a long list of peacekeeping operations across the globe. Veterans of these wars are likewise honoured on Remembrance Day.

Il est devenu un symbole du Sou- venir à la suite de l’Armistice en 1918. Le samedi après-midi était ensoleillé et chaud pour un mois d’octobre, contribuant à l’atmosphère de fête en plein air pour le lancement officiel de la campagne annuelle du coquelicot de la Légion de Rockland. It was a party atmosphere for the October 26 weekend launch of the Rockland Royal Canadian Legion’s annual Poppy Campaign. On a warm sunny Saturday afternoon at The Pavilion, outside the Jean-Marc Lalonde Arena, Cumberland singer/songwriter Albert Bernicky on guitar, with Derek Wilson of Carleton Place on fiddle, and Serena Brannen, recently arrived from Nova Scotia, providing backup vocals and tambourine rhythm, entertained listeners with a selection of classic rock, country, and bluegrass, along with Bernicky’s original composition, “The Canadian Soldier”, in honour of Canadian veterans, past, present, and future. —photo Gregg Chamberlain

Second period scoring see-sawed back and forth with the Canadians tying up the score and Rockland breaking it. An unanswe- red goal for Carleton Place in third period tied up the score one last time. Overtime period play was scoreless, leading to a shootout. Carleton Place took the game with one point from Jake Code and the winning goal by David Gagnon.
The final week of their October game schedule saw the Rockland Nationals split their last three games with a win against Cornwall but narrow losses to Smiths Falls and Carleton Place. Rockland slipped away with a win from the Colts in overtime play, October 24 in Cornwall, with Gunnar Smith firing in the final point two minutes into the overtime play, off a pass from Nats’ assistant captain Jack Sullivan. The Nats outshot the Colts almost two to one throughout the game, though Cornwall was first on the scoreboard. Simon Labelle put Rockland on the board in the first half of the second period, with help from Smith and David Lafrance. Aidan Hilton then pushed the Nats into the lead with a power-play goal, assisted by David Lafrance and David Menges. The Colts’ final goal, midway in the third period forced the over-time play. Smiths Falls Rockland hosted Smiths Falls last Friday, with the Bears getting a 3-1 win over the Nats, even though the Nats had twice as many shots on goal compared to the Bears.
