But working a rock drill was never his ultimate career goal.. “I came out of school, came to Ottawa looking for a position. I just happened to walk into the INCO office. But my mind was always set. I was going to be a police officer. I was 16 and knew I was going to be a police officer.” After he turned 24, Dupuis put his ap- plication in and was accepted into the OPP. Nine months later to finish all the paperwork and other requirements and he began his training period with three weeks first at theOPPCollege in Brampton followed by 15 weeks at the provincial police college in Aylmer where the OPP and all the metro forces sent their recruits. After that he was assigned a coaching officer to mentor him during his first 10 months as a rookie. “It’s learn as you go,” he said, recalling those first months as a newly-fledge OPP officer. “Extremely stressful. You know you’re being watched by everybody, po- lice included.” His first actual posting after finishing training was in Sturgeon Falls, located along Highway 17 outside of Sudbury. “It was scary at first,” he said, smiling. “I had a lot of relatives in that area. You could expect that you might have to stop one of them for something. But you had a job to do.” After 10 years in the Falls, he was promoted to sergeant and posted to Co- chrane as one of the two duty supervisor sergeants for the detachment there. More postings followed, including four months of undercover work on a gaming case, and time spent in detective work. There are more promotions, including staff-sergeant/commanding officer for the Casselman detachment in 1994, his first arrival in the Prescott-Russell region. From then on he was assigned to Hawkesbury and at last, promoted to inspector and given command of Russell County’s OPP operations. As his official retirement approaches at the end of May, Dupuis looks back over a wealth of memories. Some are good, like receiving the French knighthood honour as a Chevalier de la Pléiade in 2005 for his work on behalf of francophone interests. And the day he was named a Volunteer of Canada and received his certificate from the hands of then-Prime Minister Jean Chrétien. Somememories are bad but remind him of challenges. Like the ice storm that battered Ontario and Québec in the 1990s. “That was a tremendous use of resources. My first day then was 28 hours long.” A typical work day now involves wading through the emails that come in through either his office computer or his Blackberry. Most are requests for informa- tion, some require his consulting with officers and staff. He chuckles as he describes being a long-time police officer in the Digital Age. “Hard to adapt,” he said, adding that most of the problems stemfromnot always compatible computer informationsystems. “But you can google anything now and find out how something works and where it is. It is awesome.” The down side of the cyberverse, he thinks, is not just the obvious opportunities offered to criminals. It’s also the distancing of human relations. “I hate Facebook and all those social media. I feel it really breaks down commu- nication. I also find it really invasive.” He has one main piece of advice to anyone based on his years in the OPP. “Life is short, so live everymoment to its fullest.”
Yves Dupuis always knew that his career destiny was in police work. Even during the years he spent underground at one of his first real jobs after graduating high school. “I was a miner for nearly eight years in Sudbury,” Dupuis said, recalling the time before he joined the OPP. “I worked underground. I was a hard- rock miner, and I operated a drill.” At the INCO pit mines in the Sudbury area, Dupuis and other hard-rock miners would ride into the adits and drop down the elevator transport shafts deep down as far as 6000 feet below the surface of the earth, though most of the time he worked the mining vaults around the 2800-foot

Since then the pile of debris remains sitting in the middle of the walls that are still standing. The township has begun the legal process required to deal with the si- tuation. “We’ve issued an order,” he said, citing the property standards bylaw. The township has posted a sign at the property site declaring the wreckage as dangerous and requiring demolition under the bylaw. Daigneault said that under law the owner is deemed to have been served notice. The owner has 21 days from the date of issue of the order to either comply or file a complaint to the township’s property stan- dards committee, demanding a review of the matter. The deadline for him to do one or the other expired after the May long weekend. Il est donc normal que, si vous n’av z pas payé passé ce « délai de grâce », vous perdiez tout simplement cette gratuité. Tous les achats faits avec votre carte portent alors intérêt, et ce, à compter du moment où vous les avez faits et jusqu’à ce qu’ils aient été remboursés. Mais, contrairement à ce que plusieurs pensent, si vous avez fait un remboursement partiel, le calcul d’intérêt se fait seulement sur ce qui reste à payer…et quotidiennement. D’où l’avantage de ne pas attendre le relevé suivant pour acquitter ce qu’il reste d votre solde, si vous n’avez remboursé que le montant minimal requis. Un tas de déchets n’est jamais joli à regarder! La bouteille d’eau prend jusqu’à un million d’années à se décomposer. Il serait si simple d’en disposer en la mettant au recyclage. Pensez-y, la prochaine fois, svp, avant de la jeter par terre! La planète et la SECR vous en seraient grandement reconnaissantes. The street sweeping allocation is $20,000 more than the contract requires but the sidewalk construction budget has fallen short by $13,300. Council approved resolutions authorizing the public works department to transfer the money needed for street line painting from the salt dome fund and from the street sweeping fund to the sidewalk budget. Council also approved a contract with Centennial Construction Rockland Ltd. for building a retaining wall at the Clarence Creek salt dome at a cost of about $24,600 plus HST. It's the Victoria Day long weekend in May when the 1st Rockland Scouts host their annual Giant Flea Market and Garage Sale and this year's event proved to be the biggest success ever in the four decades that the local youth group has organized the sale. One of the test samples showed hydrocarbon levels in the ground core that exceeded provincial standards. In June 2007 Shell Canada offered to indemnify the city against all claims of contamina- tion from past use of the former gas station site. During the period from June 2007 to February 2008 the company and city exchanged letters concerning the results of that one particular soil sample. The city hired the consultant firm, Levac Robichaud Leclerc to review and revise the enginee- ring report of Shell Canada. The city also had the legal firm of Charron Langlois review and revise the indemnity agree- ment that the company had proposed. During its April 9 regular session Cla- rence-Rockland council voted approval of Bylaw 2012-42 to authorize Mayor Marcel Guibord and Chief Administrative Officer Pierre Tessier to sign an indemnity agree- ment with Shell Canada. New “no shooting” rule for Larose Forest vision@eap.on.ca Bourget Hunters and target shooters tramping throughLarose Forest could endup losing their guns and facing charges if they fire off a round in thewrong part of thewoods now. Clarence-Rockland council approved an amendment to the municipal firearms bylaw following a petition from Larose Forest residents worried about shooting near their homes. The bylaw designates the section of Larose Forest between St-Felix Road and Route 25 as a safety buffer zone with signs posted declaring that it is a no-shooting area. There may be a farmers’ market in the Village of Vars this year after all. Vars Community Association President Jean Séguin told the board of directors during the May 17 regular session that he has met with officials for the Anglican church diocese who have granted permis- sion for the parish to offer use of the St. Andrew’s Anglican Church property at the corner of Rockdale Road and Devine Street for use as a site. “We’re back on track,” Séguin said. “It’s doable.” Details still need to be worked out for use of the church property as a farmers’ market site. That includes setting vendor’s space rental rates and other issues, including promotion. Theremaybe somegrant-in-aid funding available from the City of Ottawa to help with promotional costs if the community association is also able to contribute either in cash or in kind. Séguin noted that he has had calls from people offering to help organize and manage a farmers market for Vars if the association decides to go ahead with the project this year as was the origi- nal plan. Canada Day was suggested as a possible launch date for the first farmers’ market session. He has also had inquiries about the likelihood of a community flea market project and suggested to the association board that could be combined with a farmers’ market. “The more you have on the tables, the more people you could bring in,” he said. Soil conditions where a Shell Canada gas station used to be won’t be coming back to haunt the City of Clarence- Rockland. The city and the company have agreed on terms for an indemnity agreement between each concerning the vacant lot at the corner of Laurier Street and Edwards Street where a Shell station used to be. The company shut down the station in September 2006 and went through the stan- dard site-cleaning process that involved removal of the underground fuel storage tanks, carting away the original soil from the site and replacing it with clean fill, and There will be five additions to the municipal employee list for the City of Clarence-Rockland. Council has given the go-ahead to ad- ministration to restructure the municipal staffing setup for the city. The new organizational structure includes five new positions that Chief Administrative Officer Pierre Tessier hopes to have filled before the start of summer. He anticipates no problem accommodating the new postings in the existing 2012 municipal budget. “For this year I’ll be okay,” he said during an interview.
