L'Ombusdman a exprimé son avis sur les cinq plaintes acheminées par des ci- toyens et certains membres du conseil municipal au sujet de la tenue de «réunions priveés » au cours de la dernière année. « En tenant des réunions à huis clos, ils excluaient non seulement des membres du public, mais aussi leurs collègues con- seillers. Cette situation va à l’encontre des principes d’ouverture et de transparence et, à tout le moins, ces réunions ne respec- tent pas l’esprit des dispositions sur les réunions publiques », souligne l'Ombuds- man, qui a publié ses conclusions sur son site Web la semaine dernière. Le maire Guibord a choisi de discuter des recommandations de l'Ombudsman en huis clos en présence d’un conseiller juridi- que avant de les rendre publiques. Une lettre s’opposant à certaines recom- mandations devrait d’ailleurs être envoyée à l’Ombudsman. « Le rapport sera rendu public, mais nous devons attendre un avis légal », a mentionné le maire Marcel Guibord. Questionné sur le délai, il a mentionné que le rapport serait dévoilé cette semaine ou au début de la semaine prochaine. Certains conseillers et citoyens ont criti- qué l’attitude du maire lors de l’assemblée ordinaire du 13 février. « C’est un document public », a affirmé le conseiller Raymond Serrurier à l’assem- blée. Celui-ci déplorait également le fait que des membres du conseil n’avaient pas ob-

tenu copie des lettres lors de leur réception. En guise de protestation, Raymond Serru- rier n’a pas participé au huis clos. Au bout du compte, les contribuables

How much did the City of Clarence- Rockland have to pay its formermunicipal director when he resigned? There may be an answer at last to the question. Council voted during a Feb. 16 special session to disclose some of the details about the severance package to Daniel Gatien, former chief administrative officer for the city. “They (details) should be public, at the latest, at the next committee of the whole, or before,” said Mayor Marcel Guibord. The Thursday vote, which was part of a wrap-up session of matters leftover from the regular Monday council session, was a follow-up to an announcement during the Feb. 13 regular council meeting from Coun. Bernard Payer. He presented council with copies of a brief letter from Gatien, who stated that he had no objections to council divulging details of the severance agree- ment. The letter was set aside until the city received a legal opinion on the matter. There is still a limit to how much infor- mation the city will provide about the severance agreement. During an interview following the close of Thursday’s meeting, Mayor Guibord noted that information that

“We need to know what will be the impact on Clarence-Rockland and Prescott- Russell,” said Mayor Marcel Guibord. Guibord received approval from council to ask the UCPR for a $50,000 subsidy towards a socio-economic impact study of a plan by the Department of National Defence to relocate 10,000 of its employees who now work in offices east of Ottawa to the old Nortel megaplex facility situated west of the city in the Kanata suburb. The gloom-and-doom predictions of an economist’s assessment for Ontario’s future do not seem to dampen the spirits of the province’s economic development and innovations minister. The focus is on protecting particular water sources in their area from contamination. Last month the provincial environment ministry approved drinking water assessment reports for the Raisin River and SouthNationRiver source protection areas. This brings to an end a major review projectoftheRaisin-SouthNationDrinking Water Source Protection Committee (RSNSPC) under the guidelines of the Clean Water Act that the Ontario Liberal government approved several years ago in the wake of the Walkerton tainted water crisis. “A lot of hard work and scientific study went into creating these assessment re- ports,” stated Claude Cousineau, RSNSPC chairman, in a news release. “Successful completion of these reports takes us to the next important step: working with our local communities to create source protec- tion planning policies that protect drinking water.” All of the assessment reports, including breakdowns by individual communities, are now available online at www.yourdrinkingwater.ca.Theyidentify protectionzonesexistingorneededaround surface water intakes and wellhead pro- tection areas around municipal wellheads that serve 100,000 people spread across 26 communities in Eastern Ontario included in the two watersheds. The reports identify drinkingwater pro- tection issues for each site and list land-use activities that could create problems with water quality now or in future. With the major assessment review done local Source Water Protection Committees (SPCs) can start working with municipalities at both the local and counties level to develop protection plan- ning policies to deal with issues raised in the report. The provincial government wants these plans finished by the end of this year, following municipal and public consultations. Colleges and universities empty out in a couple months and that means students looking for summer jobs to help with their expenses next semester. Business owners can help by getting their funding aid applications in soon to the Canada Summer Jobs program. “Like all ministries, we’re going to need to be creative and innovative and learn to do more with less,” Duguid said. He noted that there are several existing business development and support programs that may be either redundant or duplicate other programs. He added that the Eastern Ontario Development Fund (EODF) is not one of them. The minister indicated that there is a positive way to look at the report of bank economist DonDrummond and some of the austerity measures it proposes. “It’s an opportunity for us to do things better,” Duguid said. “We have no alterna- tive but to look at a transformation of the waywe do government.
