Breach of trust case continues

The case has been tied up with pre-trial conference in-camera sessions between the lawyers for the accused and the Crown Counsel’s o!ce. L’ORIGNAL | Le procès pour abus de con"ance entourant trois membres du conseil municipal de Clarence-Rockland et un avocat local se prolongera maintenant au-delà de la période des élections municipales. Le maire Marcel Guibord, les conseillers Guy Félio et Diane Choinière ainsi que l’avocat Stéphane J. Lalonde font tous face à une accusation d’abus de con"ance dans une a#aire concernant le départ de l’ex-directeur général, Daniel Gatien. Stéphane J. Lalonde est également accusé d’avoir conseillé de commettre un abus de con"ance. En août 2011, l’Unité de lutte au crime de Russell avait ouvert une enquête après avoir reçu une plainte que des communications par courriel entre politiciens avaient été illégalement interceptées. Le maire Marcel Guibord avait d’ailleurs déposé une plainte à cet e#et. Les courriels en question avaient été publiés sur le réseau social Facebook sur le compte de Sergio Netaliano. Les courriels peuvent toujours être consultés. L’Unité de lutte contre l’escroquerie, qui a pris en main l’enquête au mois d’octobre 2011, adéterminéqu’aucuncrimen’avait été commis dans l’interception des courriels. La PPO a plutôt décidé de diriger son enquête sur le contenu des courriels, des échanges entre le maire et les trois autres accusés. Le procès continuera avec une audience à huis clos entre les avocats des accusés et le bureau du procureur de la couronne. Le procès, qui devait se poursuivre le 30 juillet, a été ajourné au 1 er octobre. Cette fois, le public aura accès à cette portion des procédures Le procès pour abus de confiance se poursuit

Bien qu’il ne possède pas d’expérience en politique, Luc Thivierge s’appuiera sur son expérience auprès des gens. «Ma grande qualité, c’est que je suis beaucoup à l’écoute des gens. Je suis capable de m’as- seoir avec une équipe et arriver à des solu- tions. Si tu n’es pas capable de travailler en équipe, il n’y a jamais rien de positif qui va se faire.» S’il est élu le 27 octobre prochain, Luc Thivierge entend regarder le dossier des infrastructures, notamment les chemins. Le candidat souligne que les chemins ont également besoin d’un rafraîchissement. «Il faut s’asseoir ensemble au conseil. Si l’on n’a pas le budget pour les faire tout de suite, il faut avoir un plan d’action clair. Il faut com- mencer quelque part», a con"é Luc Thi- vierge, en précisant toutefois qu’il ne s’agit pas d’une promesse. «Je ne ferai pas de pro- messes, mais je fais une liste de priorité.» Ensuite, Luc Thivierge aimerait travail- ler sur la promotion et la revitalisation des villages. Une trentaine d’élèves se sont inscrits en première année du programme de techno- logie agricole. Bourget train station sold for a dollar

VIA Rail has agreed to sell the building to the city for a dollar on condition that the city look after any legal and other expenses related to both declaring and marking the building as a heritage site. City sta# are also authorized to deal with VIA Rail over details and "nal signing of a land lease agreement with VIA Rail for the station property. Once all agreements are complete, the city will do a public consultation to get feedback from residents about the future of the old train station, whether as a type of community centre facility, a museum, or what other use would be most appropriate.

Raymond Fredette se retire après 26 ans

Fredette. Il servira jusqu’en 1991 avant de tenter sa chance pour le poste de maire. Il sera défait cependant par unmince écart d’une vingtaine de votes. Six années plus tard, en 1997, il est à nouveau élu conseiller, cette fois pour le canton d’Al- fred-Plantagenet qui venait d’être créé avec la fusion. «On a certainement fait beau- coup de progrès depuis la fusion», a con"é M. Fredette en mentionnant, entre autres, l’amélioration des services comme l’aque-

CLARENCE CREEK | Getting more power and using less energy is one of the future goals for the City of Clarence-Rockland. One of the last pieces of business for council members to review before their summer break was a consultants’ report on an Energy Conservation and Demand Management Plan for the city. The report and plan may also be one of the "rst items council members want to consider when they return in August to resume planning and discussion meetings before the start of the October municipal election o!cial campaign period. Alex Tiessen and Chris Pulfer of the Poste- rity Group of consulting engineers. During his opening remarks, Tiessen noted that provincial government regulations now require all Ontario municipalities to have

Le 14 octobre 1972, Gérald et Donna célèbrent leur mariage en l’église de la Très-Sainte-Trinité de Rockland. Le Père Maurice Gervais, m.s.a., cousin du marié, préside la cérémonie nuptiale. Les jeunes époux font l’acquisition de la ferme laitière familiale où ils s’établissent et fondent une famille. De leur union naissent trois fils : l’aîné Jean-Marc , leur fils adoptif, né le 6 avril 1979, Nicholas né le 30 avril 1980 et Daniel né le 8 mars 1983. Donna et Gérald sont les fiers grands-parents de Liam né le 27 août 2010 et de Meia née le 7 février 2013.

The plan has a short-term target of four per cent reduction by 2019 in facility ener- gy use compared to the 2012 baseline. The long-term goal is six per reduction by 2024 compared to the 2012 baseline. Ways to achieve both the short- and the long-term goals include looking into the feasibility of LED street lighting in place of the existing sodium lights, continuing with heating fuel switchovers at key facilities, and training programs for building opera-

CLARENCE CREEK | Le gouvernement canadien versera une somme de 50 000 dollars au Regroupement des parents et amis des sourds et malentendants franco-ontariens (RESO). Le député de Glengarry-Prescott- Russell, Pierre Lemieux, en a fait l’annonce récemment au nom de la ministre du Patrimoine canadien et des Langues officielles. Cette somme provient du volet Vie communautaire du programme Développement des communautés de langues officielles. Le financement aidera l’organisme à prévoir sa programmation annuelle pour les deux prochaines années. «RESO joue un rôle essentiel dans notre collectivité en répondant aux besoins des francophones sourds et malentendants. Nous reconnaissons l’importance que revêtent dans Glengarry-Prescott-Russell, des organismes à but non lucratif comme RESO, qui permettent aux familles francophones de l’Ontario de s’épanouir», a déclaré le député Lemieux. Le RESO est un organisme à but non lucratif provincial qui aide les francophones sourds à obtenir des services dans leur langue. Ceci leur permet ainsi de s’épanouir en acquérant des compétences et en développant leurs habiletés. Parmi les programmes et initiatives qu’o#re RESO il y a, entre autres, des cours en langue des signes québécoise à l’intention des enfants et des adultes de

Clarence-Rockland city council thinks so and is willing to help back his next play on the international competition stage. Before taking its July break, council approved a resolution to dedicate $2000 from the annual Mayor’s Golf Tournament reserve fund to help with Cormier’s travel expenses to attend the European Rubik’s Cube championships in Denmark from Aug. 8 to 10. Le Festival de la Curd sera de retour du 13 au 17 août avec une programmation des plus variées. Les organisateurs dévoilaient aujourd’hui (31 juillet) la programmation de la 21 e édition. Celle de cette année sera unique, notam- ment, puisqu’en plus de participer à une panoplie d’activités, les gens auront l’occa- sion de voir l’avancement des travaux de la nouvelle usine dont les coûts s’élèvent à environ 32 millions de dollars. «Le Festival, si vous vous en souvenez, était plus petit au départ. À ce moment-là, c’était une occasion de remercier la clien- tèle. Tout a vraiment changé depuis et on en est pas mal "er », a a!rmé Denis Latour, président du Festival. Le Festival de la Curd présente encore cette année une impressionnante pro- grammation complémentaire qui fera le bonheur de toute la famille, des gens des villes et de la campagne. De plus, pour sa 21e édition, le site du Festival prendra des allures de circuit patrimonial avec des prestations théâtrales, un historien conteur, des kiosques d’antiquités et de vieilles photos et toujours des tonnes de curds gratuites. A transportation committee report rec- ommends that the City of Ottawa lobby Transportation Minister Steven Del Duca for amendments to the Highway Tra!c Act to double the "nes levied against drivers speeding through posted school zones. The recommendation comes with one condi- tion, advising council to wait and see if the provincial government reintroduces the Keeping Ontario’s Roads Safe Act now that Premier Kathleen Wynne’s Liberals have a majority at Queens Park. The committee report noted that there

are more than 300 schools within the City of Ottawa and its suburbs and that “pedestri- an and cycling safety for children in school zones has been an ongoing priority”for City Hall and council. The Highway Tra!c Act (HTA) allows for doubling the "nes for speeding through posted construction zones and commu- nity safety zones. Both the committee and city council agree that the same penalty in- crease should apply to speeding in a post school zone. The report noted that declar- ing and posting such areas as community safety zones could accomplish the same thing but it would “add signage clutter, be

very costly, and detract from the promi- nence of school area signage, potentially decreasing safety” while an amendment to the HTA would be simpler and easier. For now all depends on whether or not the government reintroduces the Keeping Ontario’s Roads Safe Act which died on the table when the legislature dissolved for the past spring election in Ontario. If the legisla- tion or something similar is introduced dur- ing the current or next session of the leg- islature then the City of Ottawa will lobby the transportation minister for changes to the HTA to double the "nes for speeding through posted school zones.

The last weeks of summer are here now and the OPP is making a big push to make people more aware of boating safety, in- cluding keeping any alcohol below deck. The OPP is sending out public service an- nouncements focusing on use of lifejackets and other personal #oatation devices (PFD) during boating excursions and also advi- sories urging boaters to avoid indulging in alcohol while in charge of a vessel. “The majority of boating fatality victims recovered in OPP marine investigations this season would have likely survived had they been wearing a lifejacket or PFD,” states an OPP press release. The new campaign includes use of the Internet to spread the message. Three new public service announcements (PSA) are now posted on YouTube to get the message out to along with regular radio and news- paper notices. The Internet promotion link is at www. opp.ca/media/pfd/PSA_WaterSafety. The OPP are also urging boaters to be more responsible about having alcohol on board. Statistics for the summer season so far this year indicate alcohol was a factor in almost half of the 18 boating fatalities under investigation in Ontario. The OPP, in partnership with the Canadian Safe Boating Council and other law-enforcement agen- cies, remind both Ontario residents and visitors that boating safety is not just the responsibility of the person at the wheel or tiller. “We are all responsible for safety, as boa- ters, cottagers, guests, as well as marina sta$,” stated Chief Superintendent Chuck Cox, OPP highway safety division. “Strongly encourage your family and friends to not mix drinking and boating before they head out, and report impaired boaters to police.” Under Ontario boating regulations, open alcohol is allowed on board only on boats which have permanent sleeping, cooking, and washroom facilities built as part of the original design, and only when those boats are either docked or moored at anchor. Im- paired boating, or having open alcohol on board while the boat is moving on the wa- ter, are both subject to the same penalties as impaired driving or having open liquor inside a vehicle.
