Jean-Marc Lalonde retourne dans l’arène politique

41 ans d’expérience en politique. Il s’est d’abord lancé en politique municipale en 1962. En 1995, il est élu député provincial de Glengarry-Prescott-Russell. Il remplira quatre mandats avant d’annoncer sa re- traite en 2011. Le candidat conservera ses vieilles cou- tumes électorales en faisant du porte-à- porte. «Certainement. Lors des élections de 2007, j’ai frappé à au-delà de 11 000 portes. C’est une grande région de 45 villes et vil- lages». Pour ce qui est de son âge, M. Lalonde confie que cela l’importe peu. Il est aujourd’hui âgé de 78 ans. «Je sens que j’ai la santé et l’énergie pour être candidat.», a confié le candidat.

“Oh, definitely. For the 2007 provincial election for Glengarry-Prescott-Russell, I knocked at over 11000 doors. That’s a big area, 45 towns and villages in the riding of Glengarry-Prescott-Russell. But here in Ward 1, I’m pretty sure this could be done pretty easily in a week.” He also dismissed any suggestion that he might be past his prime for politics now. “Even though some people might be say- ing I’m getting old, but 78 doesn’t bother me at all. I feel that I have the health and the energy and also the capacity to be a candi- date. Remember Hazel McCallion is 93 years of age, she’s still the mayor of Mississauga, pop of over 900,000 people. Even though I am at the present time running for Ward 1, I would be happy to help anyone within the municipality.” Lalonde also brushed off suggestions that he was “putting a target on his back” for lo- cal political opponents. “I don’t mind at all,” Lalonde said, smiling. “I could take it anytime. I feel that I have a clear record and it doesn’t bother me.”

Since his retirement from provincial poli- tics, Lalonde has been involved in interna- tional relations work in La Francophonie for the Americas Group along with offering his expertise and political connections to lobbying efforts on local issues in Prescott- Russell. He believes that he will be able to continue to work for the Americas Group even as a full-time councillor for Clarence- Rockland. “I don’t see it bothering me at the present time,” he said. “I think I could handle it very easily. It would be to the advantage of the municipality.” Lalonde expects to begin his election- eering work as soon as he has his team as- sembled. ROCKLAND | He’s stepping back into the political ring. For certain this time. Jean-Marc Lalonde announced on St. Val- entine’s Day his official candidacy for the Ward 1 council seat in this year’s October civic election. He told supporters during a press conference at the G.A.B.’s sports bar- and-bistro that he felt “called” to run for council once more after pondering the mat- ter for several months since last autumn. “Feb. 14 is Valentine’s Day,” Lalonde said, regarding his choice of date for the an- nouncement. “We say in French, la journée des amoureux. My love, really, my family comes first and then the people of Clarence- Rockland have always been my loved ones.” Lalonde reaffirmed comments in previous media interviews since last autumn that if he decided to run for city council it would be as a councillor candidate. But he still did not rule out the possibility that he might make a run for the mayor’s chair in the end. “I prefer just saying at the present time that I’d be a candidate in Ward 1. But I have until Sept. 12, if I want to change a ward or go for another position on municipal coun- cil.” Lalonde explained that municipal elec- tion rules do allow a person to run as a can- didate in a ward other than the one where

Mayors meet ministers over key concerns Ontario Good Roads Association (OGRA) conference in Toronto this week.

TORONTO | The mayors of Prescott-Russell have a list of priorities for review at this year’s annual gathering of Ontario’s may- ors with provincial ministers. Jean-Paul St-Pierre, Russell Township mayor and this year’s warden for the United Counties of Prescott-Russell (UCPR), listed three items guaranteed for discussion at the

resources, and energy. The transportation topic of concern is the environmental as- sessment process (EAP) for the County Road 17/Highway 174 upgrade project for the highway connection between Rockland and Orléans. While the EAP is still in progress, the City of Ottawa has already indicated in its own

Master Transportation Plan (MTP) that its immediate focus for any future transporta- tion upgrading within its municipal bound- aries include its own light rail transit project and any route connections with that. The MTP pushes back any upgrades to Highway 174 and its Trim Road connection in Orléans until 2031 at the earliest. The provincial government has provided $5 million for the EAP process after accept- ing a demand from Ottawa that the review include looking at expanding the 174/ Queensway up to the Split to six-lane status from its current four-lane setup. Both the province and the federal govern- ment have also confirmed $40 million each to upgrading and expansion of the County Road 17/Highway 174 connector from Rockland through Cumberland. The EAP will determine if that upgrade will involve either expansion to four-lane status from the present two-lane setup or developing a new alternate commuter route south of Cumberland, perhaps through expansion of the Innes Road connection. The status of peat moss as an extractable resource is the topic of the meeting with Ministry of Natural Resources (MNR) offi- cials at OGRA. Natural gas access is the subject for dis- cussion with Energy Minister Bob Chiarelli during OGRA. Rural municipalities want to make sure their residents, including farm- land owners, have more home heating op- tions besides electricity, oil, and propane.

Fire destroys home

ROCKLAND | An evening fire destroyed a Rockland family’s home. Police have now opened an arson file on the case. Fire departments fromClarence-Rockland and neighbouring municipalities, including Ottawa, spent several hours Feb. 13 battling the blaze that gutted a house on McTeer Road near the Canaan Road intersection with Highway 174 west of Rockland. “We had to go to a defensive attack, fight- ing the fire from the outside” said Pierre Sa- bourin, Clarence-Rockland Fire Chief. Confirmed details on the fire are that the roof of the house collapsed and also the main floor inside. Sabourin noted the lack of fire hydrants in that area meant calling

water tankers from neighbouring fire de- partments in Limoges, Alfred-Plantagenet and Ottawa to help both contain the fire and put it out. No injuries reported from the fire. Officials from the Ontario Fire Marshall’s office (OFM) spent the long weekend on site, reviewing the scene for a final report on the cause of the fire. The OFM final report won’t be available for several weeks. Meanwhile Rockland OPP have arrested a 49-year-old woman for a bail court hearing Feb. 20 on charges re- lated to their own investigation. The woman, name withheld, is charged with arson and domestic vandalism.

BOURGET | La gare de Bourget devrait être restaurée. C’est principalement ce qui est ressorti de la consultation publique portant sur l’avenir de l’édifice, tenue le 11 février. «Plusieurs petites villes en Ontario ont transformé leur ancienne gare avec succès. J’ai eu la chance d’en visiter quelques-unes. Il est important que la nouvelle vocation de l’ancienne gare de Bourget rencontre les besoins touristiques, économiques et récréatifs de la communauté locale, tout en gardant son cachet historique», a affirmé la conseillère Diane Choinière. Plus d’une cinquantaine de personnes se sont joint à la discussion animée par le modérateur David Sherwood consultant retenu pour ce projet. Plusieurs idées sur l’utilisation de la gare ont été proposées: un café, un musée, un lieu d’exposition, une halte pour les cyclistes ainsi que les motoneigistes et autres. La majorité des participants était également en faveur de la sauvegarde et d’une restauration fidèle de l’édifice. «Toutes les idées sont bonnes. Il faut simplement que le projet en soit un qui va rassembler et engager la communauté», a confié un participant. Le conseil municipal a voté pour l’acquisition de la gare en septembre derni-

À moyen terme, la Cité devra financer la réfection de la toiture de même que le remplacement du système de chauffage. À long terme, une somme de 250 000 dollars serait mise en réserve pour la restauration de la gare. Le mon- tant proviendrait du fonds des redevances d’exploitation, soit les revenus issus du développement de la municipalité. La gare nécessiterait plusieurs travaux de

The flu is still trying to spread its viral ten- tacles throughout Eastern Ontario. The good news is that the number of cases this season is lower than last year. “I think we’re seeing a plateau,” said Dr. Paul Roumeliotis, chief medical health of- ficer for the Eastern Ontario Health Unit (EOHU), during a phone interview Feb. 7. He observed that the 68 reported cases of influenza so far for the 2013-2014 winter season is lower compared to the same time during the 2012-2013 winter period when 100 cases were reported. Dr. Roumeliotis also noted that there is a higher percentage of H1N1 type influenza among flu incidents reported. The primary targets for H1N1 are youth and middle-aged people. Dr. Roumeliotis noted that people in those age categories tend not to bother getting their flu shots but he declined to state that is the main reason for the higher percentage of H1N1 cases this season. The EOHU-sponsored flu clinics recorded more than 8000 vaccinations by the end of December 2013, which Dr. Roumeliotis de- scribed as “a good response” to the annual flu vaccination campaign. The vaccine now available for influenza immunization campaigns through either public health clinics or through medical clinics and drugstores which provide flu shots is effective against HIN1, the two types of A flu virus and the B strain of virus. Dr. Roumeliotis noted that the peak sea- son for the A strains is during January and February while the B variant peaks during March. “So we’re still not out of the woods yet,”he said, adding that anyone who has not got- ten their flu shot should do so for protec- tion against the B strain.

something locally.” The main item of interest for the regional conservation group is federal budget provi- sions to encourage more “donations of eco- logically sensitive land” to agencies like the SNC from local landowners. The 2014 bud- get promises to double the carry-forward period for such donations for income tax purposes. Right now the carry-over period for a property owner to claim such a donation for charitable purposes is five years. The 2014 budget would extend that period to 10 years. The SNC manages hundreds of acres of

forest and wetland habitat, some of it re- ceived as donations and legacies from local landowners. The federal budget provision means people with ecologically-sensitive or critical land that could benefit from the SNC’s land management and conservation program would have more flexibility in claiming their donation as a charitable tax write-off. “For some people, that’s very important,” O’Grady said. The federal budget also includes a $15 al- location over the next two years to extend the Recreational Fisheries Conservation Partnerships Program. This and other in-

frastructure-related programs dealing with natural heritage are of interest to the SNC. “We haven’t had a lot of federal money before,” said O’Grady. “That would be nice to have.” Most of the financial support for SNC’s infrastructure program to maintain the dams and dykes and other facilities along the South Nation River and its tributar- ies for flood control and monitoring have come from the province and municipali- ties within the watershed region and other private-sector or non-profit foundations with an interest in conservation and habitat management. One priority now for SNC is updating its floodplain mapping data which it provides local developers and municipal planning departments looking at potential new resi- dential or commercial/industrial develop- ment sites. SNC staff are working on updat- ing its floodplain information but some of the statistics are three decades old. “And we feel that floodplain mapping is very important,”O’Grady said. Another concern for SNC is future funding for some upgrades to dams and dykes along the river. The agency budgets each year for improvements and repairs but some of the structures are also as old as some of the floodplain mapping data. “It will become an issue maybe 10 to 15 years from now,” said O’Grady. Police service hot ticket item L’ORIGNAL | The rising cost for policing is not just a concern for municipalities in Prescott-Russell. It has become the hot ticket item all across the province. Warden Jean-Paul St-Pierre reported to his fellow mayors at the United Counties of Prescott Russell (UCPR) committee of the whole session Feb. 12 that the new OPP contract proposed for community police services was one of the top items for discus- sion during the January board meeting of the Association of Municipalities of Ontario (AMO). “Obviously this is a huge concern,” War- den St-Pierre said. The AMO has set up an OPP Billing steer- ing committee to deal with the issue and provide support and guidance for lobbying efforts with the OPP and the provincial gov- ernment on police service costs. The AMO will send an email to all its member munici- palities asking for feedback and details on policing needs and limitations in their com- munities to aid the subcommittee in its re- view and recommendations work.
