SHE SAID/SHE SAID CONTROVERSY IN SIMARD PC CAMPAIGN The provincial election is about two weeks away and now controversy has struck at the campaign of Progressive Conservative candidate Amanda Simard. Rachel Theriault sent out an email to all media May 18 stating that she had resigned as a member of the Simard campaign team. Theriault identified herself as the secretary for the Glengarry-Prescott-Russell PC execu- tive and the campaign’s technology manager and stated that she could no longer continue in either position “due to a number of ethical and moral conflicts” which she cannot accept or resolve for herself concerning both the local campaign itself and the party’s current leader, Doug Ford. Thériault stated she will now support Liberal candidate Pierre Leroux. “The rationale for my decision is multi- faceted, including Doug Ford’s antiquated policy to deny media and debate requests;” stated Theriault, “the inequality between English and French in their priorities; the continued dirty politics committed by the Simard Team during this campaign; my personal concerns and loss of faith in our local candidate; and finally, my absolute disgust in the coup that was done to Patrick Brown by members of the Ontario Progres- sive Conservatives. La mairesse a voulu en savoir plus sur les possibilités de conversion d’un étage en résidence, surtout en condominium. « Au centre d’achat de la rue Principale, au 2 e étage, est-ce que le propriétaire pourrait l’aménager pour faire des condos ou des appartements ? », a-t-elle demandé à Mme Belle-Isle, qui lui a répondu en substance ceci : « Le règlement le permet. »

Il y aura désormais plus de résidences sur la rue Main de Hawkesbury, dont la vocation reste toujours commerciale. C’est ce que suggère le nouveau rè- glement de zonage de la Municipalité adopté en mars dernier par le conseil municipal. « Les zones commerciales, en particulier sur la rue Main, vont permettre plus de résidences et d’immeubles à usage résidentiel, à l’exception de la section entre les rues John et McGill. Là, on veut avoir un tissu commercial beaucoup plus serré », a expliqué, lors de la présentation du nouveau règlement au conseil, l’urbaniste de la Ville Manon Belle-Isle. On justifie la décision d’ouvrir la rue Principale (La Main) à plus de résidences par le fait que certains commerces sont fermés. Les propriétaires de ces locaux vacants ont de la difficulté à trouver des locataires. « C’est comme les locaux commerciaux que l’on trouvait sur la rue William. Il y avait des locaux vacants, mais comme c’était zoné commercial, on ne pouvait pas se servir de ces locaux pour usage résidentiel. Ce que l’on voulait faire, c’était de permettre que les locaux commerciaux vacants au centre- ville soient occupés comme résidences », a indiqué Mme Belle-Isle. Condos sur La Main ? Elle a répété que cela ne concerne pas la rue Main entre John et McGill, où se trouvent des commerces. L’augmentation du salaire minimum en Ontario a été un sujet important au cours des dernières années pour les employeurs de l’Ontario, particulière- ment ceux de la région de Glengarry- Prescott-Russell (GPR) aux élections provinciales. Lors d’une table ronde organisée par la Compagnie d’édition André Paquette (EAP) le 17 mai dernier, les trois candidats qui avaient accepté notre invitation, le libéral Pierre Leroux, le libertarien Darcy Neal Don- nelly et la néo-démocrate Bonnie Jean-Louis ont fait valoir leurs perspectives sur divers enjeux, y compris l’augmentation du salaire minimum. Les candidats ont plus au moins convenu que l’augmentation du salaire minimum à 14 $ en janvier dernier, et dont l’augmenta- tion est prévue à 15 $ en janvier prochain, est nécessaire pour aider les travailleurs de la province. Cependant, les écoles de pensées entourant l’exécution de l’augmen- tation et les solutions pour diminuer l’impact de cette augmentation varient parmi les trois candidats. « Personnellement, oui je pense que [l’aug- mentation], c’était trop vite. On n’a pas nécessairement donné la possibilité aux petites entreprises de s’ajuster, a déclaré le candidat libéral Pierre Leroux. Cependant, les faits sont les faits et l’Ontario se porte bien, mais pas tout le monde va bien. C’est une occasion pour aider les gens qui en ont besoin, car plusieurs personnes ont besoin d’aide pour avancer dans la vie. » M. Donnelly du Parti libertarien, pour sa part, croit que les salaires ne devraient pas du tout être contrôlés par le gouvernement, mais devraient être négociés entre l’ache- teur et le vendeur. « Nous libérerions le marché et retirerions le gouvernement des affaires et des affaires gouvernementales », a-t-il expliqué. It is now a three-way race for the mayor’s chair in Champlain Township. Urbano Fumagalli of L’Orignal announced that he will challenge the two current con- tenders, Councillors Paul Emile Duval and Normand Riopel, for the position in this fall’s municipal election. “It’s been going through my mind since the last election,” said Fumagalli about his reasons for seeking the mayor’s post. Fumagalli is a lieutenant-colonel in the Canadian Armed Forces, currently assigned to the Joint Operations Command office in Ottawa. He received a dispensation from the assistant deputy minister of the review services department to enter the Champlain Township mayoral race after having shown that it would not be a conflict with his current military assignment. Fluent in both English and French, Fuma- galli holds a bachelor’s degree in political science along with a variety of management training certifications achieved through his military career. He feels his background in senior management will prove an asset in working with council and getting consensus on dealing with issues related to the annual budget, infrastructure needs, and creating a sustainable community plan that will help the township grow and attract more people and business.

“I’m trying also to motivate other people to come forward as councillors (candidates),” he said. In his campaign announcement to local media, Fumagalli emphasized fiscal responsibility, measurable and innovative progress, public transparency, and the environment as points of his election plat- form. He also emphasized that he wants to encourage residents to take a more active role in advising him and the rest of council on decisions for key issues. “That will be a challenge that is not new to me,” he said, referring to his military management background, “and it’s one I

am willing to work on. Even in the military, you need to bring people to consensus.” Fumagalli lives in L’Orignal and is familiar with the controversy and current legal battle concerning a cement plant project proposed for a site near the village. He wants to see first how the Ontario Municipal Board rules on the two zoning appeals concerning the project. “We’re living in the 21 st Century now, and the environment needs to be part of every decision we make now,” he said. “It’s not something we can ignore.”
