Rural infrastructure fun- ding approvals Three communities in the Five Counties region will each receive funding aid from the Ontario Community Infrastructure Fund (OCIF) for one of their infrastructure improvement projects. The City of Clarence-Rockland will receive up to $1.26 million in OCIF funding for replace- ment work on the Bearbrook Bridge on Bouvier Road. Hawkesbury is approved for OCIF funds up to a limit of $1,793,396 for replacement work on water, sanitary sewer, and stormwater mains to help reduce the chance of sewer overflows. The City of Cornwall will receive up to $2 million in OCIF funding for impro- vements on its water distribution network. – Gregg Chamberlain St-Amour joins SNC exec Mayor François St-Amour of The Nation Municipa- lity will be vice-chairman this year on the South Nation Conservation Authority (SNC) executive. St-Amour’s appointment was declared without contest during the SNC board’s Feb. 19 regular meeting. Doug Thompson is the new SNC chair- man, taking over from Bill Smirle, who steps down this year and assumes the post of past-chairman. Thompson outlined the goals for the SNC during the coming year as continuing strong representa- tion with the provincial umbrella group, Conser- vation Ontario, and maintaining close contact with local municipal councils and other agencies within the South Nation River watershed. – Gregg Chamberlain

The members of Ontario Public Service Employment Union (OPSEU) local 426 held an information picket in front of the L’Orignal courthouse on Friday, March 13, at noon, to denounce the contract offer presented by the government of Ontario at the negotiation table. OPSEU is negotiating the renewal of the Ontario public service collective agreement, which expired on December 31, 2014. “We are out here today to educate the public about issues we are facing,” saidDave Lundy, regional VP for OPSEU. “We believe the government wants to privatize public services. They have wasted $ 8.2 billion on public private partnerships. Our people who live and work in Ontario can do the job better, cheaper and faster than any other corporation.” Lundy said the OPSEU has been operating on a zero percent increase for the last two years and the Wynne government has demanded they sign on for another four years at zero per cent. “Our public service is the most cost effective in Canada,” said Lundy. “WhenMike Harris came into office there were 67,000 public servants. Now there are only 35,000 of us left. Our job increases year after year, but our income does not.” Fairness “We are now negotiating. It will be a very long process,” said Mario Decarie from the

The RCM is the only organization that supports veterans and their dependants. “We are asking the population to come to our rescue,” said Louise Ryder-Cousineau, president of branch 472 in Hawkesbury. “Our veterans need to be remembered not only on November 11, but all year through. We need help, and we need to help them.” New blood The branch has been suffering financially with expenses far outweighing revenues. Expenses for utilities are more than $5,000 per month alone. In addition to these costs there is mortgage, insurance, and snow removal. “It is not only money that we need, but new membership,” said Ryder- Cousineau. “They gave their youth to this country. It’s time for us to give back.” “I’d like to have the legion stay open for at least another 100 years,” said Denis Rousseau, 2 nd vice president and sergeant-at- arms. “We have nomoreWWI veterans and only a fewWWII. Myself, I was in the Kuwait conflict. Most people think that the legion is only for veterans. It used to be like this, but no longer. Anyone can join the legion and
we are open six days a week.” The Hawkesbury Legion has supported many of the region’s charities including the food banks, Cadets, and seniors and youth projects. The legion also offers its hall free of charge to several community groups such asThe Stamp Club, Toastmasters Club, The Bridge Club, The Pool Club, and The Dart Club, to name a few. “We have helped the community, now it’s the community’s turn to help us,” said Hume. Volunteers can help with ongoing activities such as live music & dancing on Sunday afternoons, and the monthly smokedmeat dinner. High school students can receive community service hours for helping out. Newmembers are not required to volunteer in any of the activities, but are encouraged to do so. “Rene Bertrand is a WWII veteran who just turned 90,” said Hume. “He is still very activewith the smoked meat dinner, bingo, selling poppies and more. The Hawkesbury branch of the Royal Canadian Legion (RCM) is in trouble and is asking for the public’s help. “Unless we get some good community support, we are either going to have to rent out the building or sell it,” said Jack Hume, public relations director for the legion. “We are in real trouble here.” The executive committee of the RCM branch 472 is looking for donations and sponsorship from community members and community businesses in order to keep their doors open. “We need $38,000 a year in order to survive. Just to run the building is $65,000 a year in utilities,” explained Jacques Lacelle, legion member and councillor for the Champlain Township. “If we don’t have this, we will have no legion. We have to keep a place for our veterans.” The poppy fundraising drive brings in a fair amount of money each year, but the legion bylaws state that money from the poppy drive can only be used to directly benefit veterans through services such as

New funding rates to assist mental ser- vices in Eastern Ontario are on the table from the provincial government. The Champlain Local Health Integration Network (LHIN) will have more than $11 million, over a three-year period, of dedica- ted funding for mental health programs and services within the region.The Champlain LHIN oversees planning and funding for health services for the LHIN region, which includes the City of Ottawa, the Five Coun- ties area, and the neighbouring counties of Leeds, Grenville, and Renfrew. The Ontario Ministry of Health an- nounced a new base funding plan for mental health services in the Champlain LHIN as part of the next phase of its Com- prehensiveMental Health and Addictions Strategy (CMHAS). The Champlain LHIN will receive $11.1million of dedicated fun- ding out of the $138million theministry has earmarked for mental health and addiction services and programs support for all of Ontario, with themoney funnelled through the regional LHINs. The ministry is also creating a province-wide registry of mental health beds to improve the assignment of critical bed space for those in need of extended stays at either hospitals or other facilities, to deal with chronic addiction or mental health problems. These programs and services will also help address other spinoff problems related to mental illness or addiction. Examples of the new base funding levels for mental health and addiction services at facilities in the Champlain LHIN include : $2.3million each year for the Royal Ottawa Health Care Group for several programs; about $500,000 for Montfort Renaissance Inc., for its Maison Gilles Chagnon Sta- bilization Program which assists women withmental health and addiction problems who also experience long-term homeles- sness; $350,000 for Montfort Hospital and Montfort Renaissance Inc., for a substance addiction treatment program; $142,355 for Montfort Renaissance Inc.’s Hoarding Consultants’ initiative to help people with mental issues that results in hoarding behaviour; about $70,000 shared among Montfort Hospital, Cornwall Community Hospital, Pembroke Regional Hospital, Queensway CarletonHospital, the Ottawa Hospital, and the Distress Centre for Ottawa and the Region, to support and expand the Call-Back After Discharge Program, a bilingual service that aids people dischar- ged fromhospital after receiving treatment for mental health or addiction problems, to make sure they receive continuing care and support as needed. The first year of the new base levels for Champlain LHINmental health and addic- tion services dedicated funding totals about $4.5million for the 2015-2016 fiscal period.

Follow that pigeon!
The Canadian Pigeon Fanciers Association (CPFA), Club Modène Québec (CMQ) and the Inter-Provincial Bird Association (IPBA). The IPBA will be having its semi-annual bird auction on March 28 in Alfred at the Knights of Columbus. The auction starts first thing in the morning and goes on until everything is sold. It is opened to the public where more than just pigeons will be auctioned. As secretary-treasurer for IPBA, Schlegge is passionate about what he does and takes pride in a job well done. “I care about the vendors as well as the buyers,” said Schlegge. “I want to make sure the vendors get a reasonable fee, and the buyers get a healthy, quality, well-bred bird for a fair price.” Training made easy Schlegge has started breeding his pigeons for this year and is getting them ready to race. “It’s really easy to train them,” he said. “Start with a new batch of babies in mid-March. ComeMay, they will becomemy flying stock.” Schlegge said the most important part of having good racing birds is having a clean and dry enclosure, good ventilation, clean water, good food, and lots of perches. The young birds go outside in caged enclosures. “They are not free, but they can go in and out as they like,” Schlegge said. “Once they have all gone out, I open up the cage. Eventually they will all go out and fly around. They will learn to fly together as a bunch.” The pigeons start off by flying circles around the property, getting their bearing and

Carl Schlegge fromEast Hawkesbury used to work with computers. Now retired, pigeon racing has become a great hobby of his. “When I was 10 years old, I saved a pigeon with a badwing,” recalls Schlegge. “He ended up healing very well. Every morning he would wait on the railing for me. I’d get on the bus for school and there he’d be. For a little kid, that was something. I developed quite an attachment to that bird.” The rescued pigeon started Schlegge on his journey to pigeon racing. Originally from Ottawa, Schlegge retired to East Hawkesbury and lives on a hobby farmwith his partner and several animals including dogs, cats, llamas, and several different types of birds. “There is just something about animals,” said Schlegge. “I have always really loved animals. I feel a special connection to them.” Schlegge started collecting and racing pigeons after a friend gave him some pigeons when hemoved to the area. “I got into it when I retired out here,” said Schlegge. His friend, Andre Bakx, gave Schlegge a few pairs of racing pigeons to get him started. “That childhood attachment came again,” said Schlegge. “I joined a pigeon club called Fly in Circle. I won a race first year out, and I kept going.” Schlegge belongs to several different organizations in regards to pigeons and racing;

learning landmarks. Motivated by food, they return to eat. As they get used to flying close to home and figure out directions, Schlegge said they are ready to start training. The training process includes getting the birds used to baskets, or cages, so they can be transported further from their home base. The birds will be taken consecutively further away until they become accustomed to finding their way back from great distances. “The pigeons have excellent eyesight,” said Schlegge. “They can see about 10 miles. We start them at 10 miles away and when they get used to that, we go 20 and then 30.” The
process is repeated until the birds recognize their surroundings further and further from home until they can find their way from hundreds of miles away. “These birds have such a drive to get home, it’s incredible,” explained Schlegge. “If they become injured, they will try to walk home.” Schlegge said he is not in it for themoney. “I just do this for fun,” he said. “Once it starts becoming too competitive, I am no longer interested.”

Un disque d’or pour Manon Séguin

Les belles surprises continuent d’arriver à Manon Séguin qui a étreint son premier disque d’or pour l’album On a tous quelque chose de Sweet People , dans lequel elle interprète en duo avec son amoureux, Christian Marc Gendron, la pièce Et j’ai le mal de toi. Ainsi, ce disque d’or confirme que le cap des 40 000 copies vendues a été franchi. La chanteuse, originaire de L’Orignal, a du même coup fait connaissance avec la Suisse puisque le producteur de l’album, Mario Pelchat, a organisé un voyage avec quelques- uns des interprètes de l’albumpour remettre, en main propre, sa copie du disque d’or à l’inspirateur de ce projet, AlainMorisod. La remise a eu lieu dans le cadre de l’émission télévisée Les Coups de cœur, animée par M. Morisod. « On est allé chanter à l’émission et c’était vraiment impressionnant. C’est un gros pla- teau, plus gros que La Voix encore. C’est une émission spéciale qui est produite quatre fois par année sur le Réseau RTS, un peu l’équivalent de Radio-Canada ici. Family donates land for accessible playground

A park where everyone can play The idea for the park came about when the Chenier family had the opportunity to travel to Orlando, Florida, in 2010, through Make-a-Wish Foundation. During the trip, the family was introduced to the concept of a universal accessible playground where Sacha was able to play on the play structures for the first time. “The time in the playground watching Sacha giggle with joy, as his brother Sabastien pushed him on the swings, was the highlight of our trip,” said Jacquelyn, Sacha’s mother. The structures were made to accommodate wheel chairs and children with special needs. Prior to this trip, Sacha had been unable to play in most parks and would have to spend his time on the sidelines, unable to participate. The Chenier family decided that having an accessible park locally was not only a good idea, but a necessity. “Imagine a playground where no child has to sit by the sidelines and feel left out,” said Jason Chenier, Sacha’s father. “It is my dream to have a park that everyone can play in.” The Chenier’s concept of the barrier free inclusive park would include things like spongy surfaces rather than gravel or sand, resulting in easier access for wheel chairs, walkers, and people who have difficulty walking on uneven surfaces. Childrenwith special needs don’t get to play in parks that most kids get to play in. But that will soon change for the Champlain Township. In memory of 11-year-old Sacha Chenier, who passed away suddenly June 9, 2014, the Chenier family, along with Champlain Township, are in the process of building an accessible park near L’Orignal. The Chenier family has generously offered to donate a piece of land in the new Place la Seigneurie residential development near L’Orignal, as long as the land will be used for an accessible park in Sacha’s memory. Fundraising efforts and planning have just begun for Sacha’s Park after Champlain Township agreed to support the endeavour, at the town council meeting on March 11. Jason, Jacquelyn, and Sebastian Chenier attended themeetingWednesday to discuss plans to create andmaintain the innovative park. The council members agreed whole- heartedly to be part of this new development. Mayor Gary Barton congratulated the Chenier’s for their undertakings. “If we all work together, we could make it happen.” The township along with the Chenier family will work together to find funding in way of government grants and

swings, sensory and interactive panels for childrenwith vision loss and autism, a theme designed to spark imagination, and perhaps a splash pad. Funding for the project could amount to several hundred thousand dollars. “It is an ambitious project, but one we canmake happen if we all come together,” said Jason. A
