Tim Hortons in Russell

A communitymeeting was held at Russell town hall on Tuesday July 19, in order to discuss the future construction of a Tim Hortons coffee shop in the village of Rus- sell. Though not yet officially approved by the municipality, plans for a Russell Tim Hortons have been made and presented to the township administration by Ros Bay Developments Inc. The planned location for the commerce is at the corner of Craig and Broadway, near theMelanie construction project, Foodland and Home Hardware. One of the points brought up during the meeting was the fact that the entrance for the Tim Hortons is to be placed on Broad- way St. rather than Craig St., whereas other businesses such as Home Hardware have theirs directly on Craig. Township administration has assured that this is due to a recent United Counties of Prescott-Russell (UCPR) bylawwhich forbids the building of new entrances on counties roads, such as Craig St. Other concerns from citizens were the traffic that this will cause in the area, the noise, the lights as well as the height of the building and the landscaping plans.

Before the plans are approved by the municipality, studies have to be made by various authorities such as the UCPR and the South Nation Conservation Authority, something which can take three to four months to complete. Construction is set to begin in the spring of 2017 and should take about five to 6 months. While this will be a great addition to the Russell economy, it will also bring relief to the ever busy Tim Hortons located in Em- brun, which is always more than crowded with people from both villages.
Jonathan Pitre’s best wishes barbecue A best wishes barbecue will be held at the Russell Fair grounds onWednesday August 10, from4:30 to 8:30 p.m., in honor of Jonathan Pitre whowill be leaving for the United States in a few weeks, to begin treatments that may help improve his quality of life. Jonathan, a 16-year-old resident of Russell, is afflicted by a rare and aggressive form of Epidermolysis Bullosa (EB), a skin disease that causes major blistering of the skin. On August 17, Jonathan and his mother, Tina Boileau, will be leaving for Minnesota, where a pediatric transplant specialist has developed a treatment which requires blood, bone marrow and skin transplants. Although there are many risks associated with the transplant, it has the chance of extending and improving his life. People are invited to attend the event and give their best wishes to Jonathan for the next step of his journey. Those who can’t attend can also send video messages to Jonathan which will then be displayed during the evening. This will be an evening full of music, fun activities and other surprises, all the while being free for everyone.

C’était la stupeur à Saint-Isidore, le 23 juil- let dernier, alors que le feu ravageait l’église de l’endroit. « C’est une perte totale pour la commu- nauté, a exprimé Tarra McNeil, une rési- dente du village rencontrée près des lieux du sinistre. C’était un lieu historique, notre trésor, je suis vraiment attristée de voir que l’église est complètement détruite. » Les circonstances exactes du sinistre ne sont pas connues pour lemoment. Mais les témoins ont rapporté que le feu a commencé vers 16 h, peu après que de violents orages se soient abattus sur la région. « Jeme souviens que des éclairs ont frappé juste à côté de l’église, a expliquéMarc Groelly, un touriste de passage à Saint-Isidore. Ma femme et moi nous sommes réfugiés dans uncafé en facede l’église, avant de reprendre la route, car l’orage était très fort. Quand nous sommes sortis du café vers 16 h, l’église commençait à prendre feu. » À ce jour, les pompiers ne veulent pas faire d’hypothèses face aux circonstances de cet incendie. De nombreuses enquêtes sont en cours pour déterminer les causes. Les résidents touchés par ce triste évè- nement, jamais connu dans la région, sont choqués et font preuve de solidarité. Beau- coup sont ceux qui proposent leur aide à la paroisse. « J’ai été baptisé dans cette église, a expliqué Justin Léger, un habitant de Saint-Isidore. C’est vraiment triste, c’est

une immense perte pour la communauté, l’église s’est embrasée très vite. » Le prêtre est également très touché face à la tragédie. En déplacement au Québec, le curé Pascal Nizigiyimana a dû rentrer à Saint-Isidore en urgence pour constater les dégâts. Arrivé il y a trois ans à la tête de cette église, le prêtre originaire du Burundi nous a exprimé sa tristesse par téléphone. Mais il ne perd pas espoir et fait preuve d’optimisme face au futur concernant les suites de cet incident. « C’est une perte totale. Je suis triste, mais nous allons continuer à être solidaires avec les résidents. La perte de cette église est plus profonde ce que l’ont croit, ça vient chercher la spiritualité des personnes. Les résidents de la ville sont touchés directement à l’intérieur de leur être. » Le curé a aussi exprimé une forte soli- darité auprès des communautés « Les habitants m’appellent pour me demander
si on a besoin d’aide, a-t-il expliqué. Les communautés religieuses de la région nous soutiennent et nous citent dans leurs prières, c’est un réel appui que nous avons et ceci réchauffe nos cœurs. » Rien n’a pu être sauvé face aux flammes, l’intérieur à été totalement brûlé en comp- tant les statuts emblématiques de cet édi- fice religieux construit en 1879. Les 1000 habitants du village considéraient l’église, construite par l’architecte Philias Joly, comme la figure emblématique de la ville. Certains se sont mariés ici ou d’autres ont été baptisés, et les fidèles qui allaient à lamesse sont également dévastés. Riche en histoire depuis plus de 137 ans, c’est toute une géné- ration qui est touchée par cette tragédie qui, heureusement, n’a causé aucun dégât humain. La devise de la paroisse, « Fière de notre passé, foi en l’avenir », caractérise bien la situation actuelle.

Low water warning from SNC
The recent thunderstorms may have shaken things up a bit, and messed with satellite T.V. reception during everyone’s favourite programs, but they haven’t made much difference in the water levels for the SouthNation andOttawa Rivers and other streams. The SouthNation Conservation Authority (SNC) has had a Level 2 moderate drought condition alert for the South Nation River watershed region since early July. Sandra Mancini, SNC water resources technician, reported that the situation has not changed. “We’re still at Level 2,”Mancini said during a July 27 phone interview. A Level 2 rating means that drought conditions for the watershed region are moderate for this time of the year when compared to what is normal, based on the average of past years. A Level 1 rating means minor drought conditions while Level 3 is extreme. The SNC website noted that EnvironmentCanadaclimatestationslocated in Cornwall, Ottawa, and Brockville all show that the total amount of rainfall for Eastern Ontario, for the past threemonths, has been 60 per cent of what is normal for the region during the summer season. “We need a little bit more,” explained Mancini, adding that a 20 per cent increase in the amount of rain, compared to what has fallen so far, would help reduce drought conditions for the watershed back to Level 1 or better. SNC staff has receivedmore than a dozen reports of wells in thewatershed region either going dry or working at low-pressure. Some callers have asked staff about whether there should be any concern about bacteria or algae growth in the wells as a result of the drought condition. Some longtime residents have remarked to SNC staff that they never sawwater levels as low as they were in June. Mancini noted that the prolonged dry weather has not proven a threat to stream habitats yet, though some SNC staff and local landowners have noted “scattered pools” where the receding water in some creeks has left behind isolated water-filled depressions in the stream bed. The SNCWater Response Teamhas toured around the region, and also answered inquiriesfromfarmersabouttheimpactofthe drier weather on local crop yields.The recent storms may have reduced concerns that newly-planted seedlings and wild vegetation

Evening watering will give the ground a good chance to absorb all the water during the night. Watering during themiddle of the day will see most of the water wasted through evaporation. Heat and humidity still a health risk
Counties call for energy moratorium The United Counties of Prescott-Russell (UCPR) approved support for a resolution from Cham- plain Township. The resolution calls for a mora- torium by the provincial government on any further development applications under the Green Energy Act for solar power and wind tur- bine farms until there has been an extensive review of the legislation itself. The township’s resolution argues that electricity rates in Ontario have increased 50 per cent since 2012, with the greatest impact on seniors and others living on fixed incomes, while the province has had to sell surplus power to other provinces or the United States at a loss. The resolution criticizes the provincial government promotion of solar and wind power project developments even when the operators are paid higher rates for the electricity produced than its actual value from other sources like hydro. – Gregg Chamberlain While the recent rainstorms have helped wash dust and pollen out of the air and helped refresh lawns and gardens around the region, the weather in general remains hot and humid going into August. Even though the heatwave of July has passed on by, the Eastern Ontario Health Unit reminds all residents to remember to take precautions to avoid the chance of heat exhaustion or related illness while the sum- mer temperature continues to sit in the high 20s or low 30s during the next fewweeks.The humidity level canmake those temperatures seem even higher. Seniors, infants, and very young chil- dren along with people who have chronic illnesses, and those who have to work long hours outside in the heat or are doing train- ing exercises outside are the ones most at risk for heat-related illness. The first rule is to stay in the shade as much as possible when outdoors and keep hydrated by regular drinks of water. Do not wait until thirsty but take regular sips during the day. Schedule outside activities, if possible, for either early in themorning or later in the eve- ning, when it is cooler. When outside, wear loose-fitting, light-coloured clothing made of breathable fabric. Wear a wide-brimmed
hat or even carry a parasol. Dress babies and young children in light clothes. Do not bundle up infants in blankets or heavy cloth- ing if they are in strollers or walkers or riding in a child carrier. Do not leave children or pets inside parked vehicles sitting in direct sunlight. Park in the shade. Better still, leave pets at home when possible and keep children with you when getting out of the car and going inside for errands. When working outside, take breaks to go sit in a cool place, whether a shaded area, an air-conditioned building, or at a public pool. After being outside, take a cool shower or bath. When indoors, block sun by drawing shades or blinds and closing awnings. Also check with a doctor or pharmacist if any
prescriptionmedications or personal health conditions are affected by extreme heat con- ditions. Symptoms of heat-related illnesses may include swelling of the hands, feet and ankles, rash or muscle cramps, dizziness or fainting, nausea or vomiting, headache, rapid breathing and heartbeat, extreme thirst and decreased urination with the urine a dark yellow colour. If any of these symptoms appear and persist, go right away to a cool place and drink water or other cool liquids. A heat stroke situation requires immedi- ate medical attention. Call 911 if someone has a high body temperature, and appears confused, or has stopped sweating, or col- lapsed unconscious. While waiting for help, move them to a cool place; apply cold wet cloths to as much of the body as possible, and fan the person as much as possible. Members of the Kajukenbo/ Embrun Fam- ily Karate Centre have been granted a new place to practice in Place d’Embrun, after the old dojo, located at 931 Notre-Dame, was reduced to cinders in a fire on Sunday July 24.

Not only is this activity a great way to stay fit and learn discipline, it is also very competitive. In October, twelve students of Sigung John Lianos are set to participate in the world championships which will be taking place in Dublin, Ireland. Without a place to practice until then, these students are faced with a great disadvantage. Fortunately for members of the centre, a new location was found barely 24 hours after the fire. Located under Lucky 7 in place d’Embrun, this new dojo will offer double the space the old dojo did. Members of the club and the community joined in during the following days to help renovate the new

Une fabuleuse histoire de lutte

Jacques Lamoureux en a vécu des sensations fortes depuis son baptême de lutte en février 2015 au sein des Hart Throbs. Même si son coéquipier Steven Levac a accroché ses bottes indéfiniment, le Fabuleux n’a pas l’intention de ralentir et il se prépare pour le plus gros match de sa carrière le 5 novembre, à Hawkesbury. « Notre premier match, c’était un kick pour deux meilleurs chums et j’avoue que ça me manque de triper avec lui, de monter dans l’arène et d’entendre la foule, a indiqué le lutteur de 40 ans. On s’entraînait ensemble, onmangeait bien, la motivation était là et on était sur la coche et on avait du fun. Après le show pour le cancer chez Ford, Steven a eu un différent avec le promoteur et ça s’est arrêté là. Devon (Hannibal) ne nous a pas parlé pendant un bout de temps, mais je suis un gars qui se garroche partout et dans n’importe quoi et je n’ai pas peur de grand-chose. Quand Devon m’a texté pour parler demon potentiel et d’unmatch solo, j’ai décidé de foncer. » Monter dans l’arène pour la première fois à la fin de la trentaine n’a pas été de tout repos pour Jacques Lamoureux, dont le dos de producteur maraîcher le fait souvent souffrir. Propriétaire des Jardins Lamoureux, une entreprise dont les kiosques de fruits et légumes ont pignon sur rue dans tout Prescott-Russell, il doit conjuguer cette passion avec celle de son travail, un défi pas toujours facile à relever. Mais la lutte professionnelle est un sport-spectacle comme pas un, où la foule fait partie de l’histoire et attise la passion des lutteurs, qui se donnent cœur et âme pour cette étincelle que seuls les amateurs de lutte peuvent réellement comprendre. « Des fois, lematin, j’ai de lamisère àme lever, mais la lutte c’est un challenge, un rythme de vie et une poussée d’adrénaline, a-t-il rajouté. Pendant le combat, quand tu vas chercher la foule en tapant des mains ou avec des prises et que tu montes dans les cordes pour une pose, la foule crie et c’est tout un feeling. Tu rentres dans le personnage et bing bang les coups de la corde à linge et le gars est fini! » Comme l’a si bien dit l’humoriste Yvon Deschamps, il n’y a rien de mieux que les sports arrangés, comme la lutte et le hockey.

Mais même si les dés sont pipés dans l’arène, l’entraînement de lutteur est dur sur le corps avec les chutes répétées, les atémis cinglants et les câbles qui causent mille et une ecchymoses. « Une blessure n’attend pas l’autre et les gars sont toujours poqués partout et raqués et un faux mouvement peut tout changer, a-t-il dit. Lors de mon dernier combat à Smiths Falls contre Preston Perry, il niaisait lemonde en bas de l’arène et je suis descendu et il m’a rentré dans le côté de l’arène comme un joueur de football. D’habitude, tu te baisses pour encaisser le coup, mais je ne l’ai pas fait la deuxième fois et j’ai eu vraiment mal pendant deux, trois semaines. Mais bon, je suis un extrémiste et lemonde va quand même me voir sur la troisième corde en novembre. »
Même si bien des amateurs de lutte aimeraient voir Jacques Lamoureux et son coéquipier Guy Gagné massacrer Preston Perry et Michael Von Payton dans l’arène de Hawkesbury, la Great North Wrestling serait en négociation pour amener les anciens champions par équipe de la WWE, Sylvain Grenier et René Dupré, pour le gala de cet hiver au Complexe sportif Robert Hartley. Pour Jacques Lamoureux, affronter d’anciennes vedettes qui sont encore en grande forme serait tout un défi, tout comme le rêve de remporter les ceintures par équipe dans son patelin et devant une foule des plus partisanes. La saison des fraises et des fruits d’été tirant à sa fin, le producteur peut maintenant reprendre l’entraînement en vue du gala de Hawkesbury, qui sera ensuite suivi d’un gala à Rockland en 2017. En plus de pousser de la fonte dans le gym, il va encaisser dans l’arène de la Torture Chamber de Dru Onyx
àMontréal et aussi à Ottawa avec Hannibal. Après quelques matchs solos, il a gagné en expérience et en assurance sur le matelas, l’hésitation faisant maintenant place à l’écoute de la foule et à la chimie qui rend unmatch de lutte plus vrai que lameilleure des illusions. « Il va y avoir de la voltige en masse et les fans ne m’auront jamais vu en shape de même, a conclu le Fabuleux. Je reviens avec une nutritionniste à plein temps pour mes repas et je neme ferai pas prendre àmanger une patate! Je vais aussi avoir un nouveau maillot et je veux développer l’entrée de mon personnage, car je suis maintenant un bon que la foule adore. Ça va être le fun et je m’amuse dans la lutte et ça continue. J’aimerais bien faire un show par mois l’hiver et je commence à regarder d’autres ligues à Montréal et Valleyfield. Je suis capable d’en prendre. »

chansons, je préfère les composer à la guitare. » Ce changement, de la guitare à la basse et vise versa, est même présent lors de ses spectacles sur scène. Lorsqu’il fait partie d’un groupe, il joue de la basse. Quand il monte sur scène en solo, il devient un réel magicien de la guitare. Le talent musical de Jean-Christophe est un héritage familial. En effet, sa sœur Hélo ï se participe également à des concerts en direct. Ensemble, ils sont la preuve que lamusique est un talent réel dans la famille. « Ma mère est professeur de violon, a affirmé le jeune homme, alors j’ai appris à jouer de cet instrument très jeune. La musique a toujours fait partie de ma vie. » Il a commencé à performer en direct lors de récitals et de spectacles communautaires, à peine âgé de cinq ans. C’est au cours des deux dernières années que le musicien a changé de voie; il cherche définitivement à devenir professionnel. En même temps, l’artiste talentueux a créé son propre groupe musical, Zakär, un mot hébreu signifiant se souvenir. Ce mot lui a sauté aux yeux alors qu’il faisait des recherches sur Internet, avec les autres membres du groupe, afin de trouver un nom pour leur ensemble musical. « J’aime tout lorsque je performe sur scène, a déclaré Jean-Christophe, du jazz au métal. Mais lorsque je compose, mon style de musique est très progressif. »
Apprêtez-vous à voir Jean-Christophe Yelle sur la scène et ce dans un avenir prochain. Le jeune homme possède plusieurs talents artistiques, dont le chant, la guitare et même les monologues comiques. « J’essaie d’ouvrir le plus de portes possibles, » a-t-il affirmé en riant, au cours d’une entrevue téléphonique. Âgé de 19 ans, le jeune homme de St- Pascal-Baylon vit plusieurs aventures musicales ces temps-ci, y compris certains moments importants, tels que son apparition récente aux FrancoFolies de Montréal ainsi que sa participation en direct aux célébrations de la fête du Canada à Clarence- Rockland. Jean-Christophe se rappelle difficilement du moment exact o ù il a commencé à s’impliquer dans lemondemusical. En effet, il a fait partie du monde artistique dès son jeune âge. « Je joue de la musique depuis l’âge de quatre ans, a-t-il souligné. Le violon d’abord, puis ensuite la basse électrique à onze ans, puis enfin la guitare. » Il joue également de la batterie. Mais il avoue que faire chanter les cordes de ses instruments est sa passion, voir même son point fort. « Mon instrument principal est la basse, a-t-il avoué. Mais quand j’écris mes propres

Il décrit son style de composition comme étant unmélange d’influence rock, combiné avec des styles folkloriques et jazz. « En ce moment je prépare du matériel pour un album démo, a fait valoir le musicien. La musique, c’est ma passion. Je ne peux pas m’imaginer faire autre chose. » Mais il admet que son amour du spectacle ne se limite pas à la scène. Un autre art de la scène qu’il maîtrise bien est le théâtre d’improvisation. « J’aime vraiment faire de l’impro, a-t-il
dit en riant. Faire rire les gens, c’est un défi que j’aime bien. » C’est pourquoi, lorsqu’il n’est pas occupé à jouer soit la guitare, la basse ou le violon, ou à chanter et composer, Jean Christophe est inscrit dans le programme des arts de la scène à l’Université d’Ottawa. Il apprend tout ce qu’il peut sur tous les aspects de la réalisation, à la fois sous la forte lumière des projecteurs et dans le fin fond des coulisses. Comme observé, le jeune homme dit garder toutes les portes ouvertes.

The Nation Municipality is seeking a bilingual Community Economic Development Officer for a 12 month contract.
Qualifications: • Post-secondary degree in Economic development, Geography, Urban Planning, Business Administration or Marketing or equivalent work experience • Economic Development (Ec.D) certification would be an asset • Minimum of three years (3) related work experience; municipal government experience would be an asset • Ability to compile and analyze socio-economic data and identify key and emerging trends • Superior computer skills • Ability to communicate and prepare clear and concise reports • Valid G driver’s License in good standing
Exigences du poste : • Études postsecondaires /diplôme de développement économique, géographie/urbanisme, administration des affaires ou marketing ou expérience équivalente. • Une certification en développement économique (Ec D) serait un atout • Un minimum de trois (3) ans d’expérience pertinente, expérience en milieu municipal serait un atout • Habiletés pour la compilation et l’analyse de données socio-économiques et l’identification des tendances • Habiletés supérieures dans l’utilisation d’ordinateurs et logiciels • Habiletés de communications pour la préparation et la présentation de rapports • Permis de conduire G en bonne et due forme
