ROCKLAND | Les réunions du conseil pourraient se transporter dans le village de Clarence Creek dès l’an prochain. Lors d’une réunion spéciale du comité plénier, tenue le 28 octobre dernier, le conseil a majoritairement voté pour l’aménagement de la salle du conseil, actuellement à Rockland, dans l’ancien

À noter que lors de la réunion, les conseillers Bernard Payer, Raymond Serrurier, Michel Thivierge et Guy Desjardins étaient absents des discussions. La résolution avait au préalablement été apportée à la réunion régulière du conseil, le 21 octobre dernier. Lebut serait ainsi d’aménager des bureaux dans la salle du conseil actuel, à Rockland. «Le but c’est d’avoir les employés de chaque département au sein de leur département et sur le même étage», a affirmé Thérèse Lefaivre, directrice des services communau- taires. De plus, la municipalité doit prévoir des bureaux pour des employés actuels et à venir.
L’objectif serait également de centraliser les réunions de conseil municipal. Actuel- lement, la réunion du comité plénier se tient à la salle communautaire de Bourget et la réunion régulière du conseil se tient à l’Hôtel de Ville de Rockland. «Nous avons encore l’obligation de nous promener à Bourget et Rockland pour être capables de garder autant que possible les deux ex- trémités heureuses, avait affirmé le maire Marcel Guibord. Là, on aurait un endroit central et, entre autres, un système audio stationnaire qui serait supérieur de beau- coup à ce qu’on a». Salle trop petite, dit Desjardins Lors de la réunion régulière du 21 octobre, le conseiller Guy Desjardins a précisé que la salle de l’ancien Hôtel de Ville de Clarence
Creek serait trop petite pour accommoder les citoyens. «On couperait notre capacité de moitié, a-t-il précisé. On passerait de 110 à 55 personnes qui pourraient entrer». Lors des réunions de conseil, le nombre de participants ne doit pas dépasser le nombre de places assises. Les citoyens excédentaires devraient alors demeurer à l’extérieur de la salle. Le conseiller Raymond Serrurier avait, toujours lors de la réunion régulière, suggéré une option différente, soit de maintenir les deux salles, à Bourget et Rockland, et de déménager le service d’infrastructure et d’ingénierie à Clarence Creek tout en réaménageant la salle du conseil à Rockland. Cette proposition avait toutefois été rejetée.

Prescott-Russell Community Development Corp. (PRCDC) to announce a $54,000 grant from the Eastern Ontario Development Program (EODP) to support the business plan behind the creation of the ecological tourism and “green” business development project. “This is a great project for our riding,” Lemieux said. “Investments like this one help strengthen our community.” The ecoLarose Centre project is the brain- child of the PRCDC, in co-operation with the counties and the two municipalities whose borders include the community forest. The project involves the UCPR as owner of the centre and responsible for its construc-
tion. The counties will then lease the prem- ises to the Prescott-Russell Entrepreneurial Academy (PREA), a non-profit group which will manage the site and develop programs and services for clients using the centre for conferences, workshop retreats, ecotourism initiatives, and business development ven- tures that focus on bio-energy, eco-indus- try, and eco-tourism. The federal grant will cover the cost of hiring a project manager and also help with some of the start-up marketing expenses for the centre. The Larose Forest is the end result of Ferdinand Larose’s effort to reclaim aban- doned farmlands wasted by soil erosion.

Un rapport indiquait que l’épinette bleue, haute de 22 mètres, âgée d’environ 90 ans, était devenue un danger pour la sé- curité du public. «Le Comité consultatif en environnement déplore le fait qu’on présente seulement les éléments négatifs dans le rapport du ser- vice de l’aménagement du territoire, a ajou- té M. Vachon. Il manque des documents importants.» En juillet 2011, l’arbre avait été évalué par un ingénieur forestier de l’entreprise Hori- zon Multiressource. Celui-ci avait déclaré l’arbre en santé. Claude Vachon a présenté un autre document, daté du 4 novembre, présent- ant une évaluation de l’arbre Powers ef- fectuée par l’entreprise Horizon Multires- source. Le rapport indique notamment que l’arbre se porte bien et ce, malgré une maladie qui rend les aiguilles rouge. Celle- ci n’influencerait pas la structure interne. Le rapport indique également que «les pousses annuelles 2013 de l’arbre Powers semblent vigoureuses». En bout de ligne, le rapport souligne les bienfaits de l’arbre tout en recommandant son maintien en place et émet diverses consignes d’entretien régulier. «Afin de ne pas reprendre le combat chaque année, le comité consultatif propose que les services d’André Goulet (ingénieur forestier) soient retenus pour évaluer la santé de l’arbre aux deux ans», a affirmé Claude Vachon. OTTAWA |Stephen Blais is more than pleased with next year’s budget proposal for the City of Ottawa. The Cumberland Ward representative sees a treasure trove of benefits for his con- stituency in the 2014 budget report tabled during last month’s regular council session. “This is really a parks and recreation bud- get,” Blais said during an interview Nov. 2 while attending a fundraiser dinner at the Meadows Golf Club. “It’s very exciting news. We’re seeing a lot of investment in Cumber- land (ward).” The proposed 2014 budget includes al- Coun. Blais happy with “parks and rec” budget The 2014 budget report also calls for re- paving Highway 174 from the Trim Road intersection all the way east through Cum- berland Village to the Cameron Street inter- section with the ferry pickup connection across the Ottawa River to Gatineau, QC. The budget report is now going through the public review process before coming back to council for any final changes before adoption. Blais reported “extraordinarily positive” feedback from his constituents to the budget proposal, both during the re- cent public information session in Orléans and from email messages and talks with residents in the ward. The report also projects another $877,000 in 2015 for plan- ning and building the community centre as a complement to the existing aquatic and fitness centres at FDRC. Blais has noted in the past that the Orlé- ans area needs more community space for non-profit outfits, sports clubs, and other groups and individuals. Prior to the start of actual construction, there will be a public consultation process next year to deter- mine what kind of space and facilities the new community centre addition at FDRC will have. The proposed budget allocates more than $2 million to expand Millennium Park with the addition of two regulation-size soccer fields and a “destination splash pad” that can serve the whole region. This type of larger splash pad setup has more fea- tures than the typical small neighbourhood splash pad like those in Rockland, Limoges, and St-Isidore. Other good news items under parks and recreation in the proposed 2014 budget for the CumberlandWard includes $500,000 for work on Bloisdell Park in the Avalon subdi- vision, and a continued freeze for the fourth straight year on recreation fees at municipal facilities. Blais noted that the capital works por- tion of the budget proposal also features road improvement projects that will benefit CumberlandWard commuters. Included in next year’s works schedule is a proposal for further extension of Brian Co- burn Boulevard to connect Mer Bleue Road to Navan Road. The new extension will pro- vide an alternative route to Innes Road for Avalon area commuters. Blais noted much of the feedback he has received supports administration efforts to continue investing in infrastructure and ser- vice improvements while still keeping any increases to the property tax rate and fees to a minimum. “We’re bringing that fiscal balance to city hall,” Blais said.

OTTAWA | Ontario’s highways minister says there won’t be any toll booths be- tween Ottawa and Rockland. Transportation Minister Glen Murray turned thumbs down to a request from the City of Ottawa for authority to impose toll fees on drivers using the Highway 174 route in and out of the city. The highway is a municipal responsibility and the city planned to use the toll revenue to helpmaintain the road and also deal with
Cumberland Ward Coun. Stephen Blais suggested the toll road idea earlier this year, arguing that a toll charge at the Ca- naan Road intersection of Highway 174 and County Road 17 could mean an annual $6.5 million in revenue for the city. But the minis- ter said no to the proposal in a letter to city council. “We are not contemplating upload/down- loads or a regulation to enable road tolling at this time,”stated the minister, but with no reasons given in the letter for the decision. Highway 174 was a provincial route that the then-Progressive Conservative govern- ment downloaded onto the City of Ottawa in late 1990s. It serves as the main commut- er route for Clarence-Rockland residents and others in Prescott-Russell who go to Ottawa to work and for shopping trips and other needs. Counties plan review

Counties staff fielded questions about Clarence-Rockland’s future urban poten- tial during an open house on the official plan. Louis Prévost, planning director for the United Counties of Prescott-Russell (UCPR), estimated at least 30 people turned out at City Hall in Rockland Oct. 23 for an after- noon open house on the UCRP Official Plan draft revision (OP). Similar open houses in The Nation and Casselman over a two-day period saw similar sized turnout with a va- riety of questions posed to Prévost and his people. “It ranged quite a bit from the urban ex- pansion area for Rockland, which was a hot topic,” said Prévost, “to the (proposed) as- phalt plant.” The asphalt plant Prévost referred to is an industrial development project proposed for land located in the Jessops Falls area. The project has been a focus of controversy because of concerns how such a develop- ment might affect the natural heritage of the area, local property values, and traffic patterns. Prévost said the proposal is not part of the current OP review and revision because the asphalt plant file is not active now. “We’re not dealing with this in the current OP because it’s been set aside,” Prévost said. “It’s been put on the back burner by the de- veloper.” Most of the other questions Prévost and other counties planning staff fielded dur- ing the Rockland open house concerned the importance and impact of the Rockland urban expansion area and what it might mean for the community in general and people living in or near the area.

K9 cops called on burglary capers der the Young Offenders Act.
The OPP K9 Unit was called in to help deal with a couple of burglary incidents in Rockland. Police received a call Nov. 3 about a break- in at the Dépanneur Lemieux on Laurier Street. The report said an unknown number of suspects were still in the building. The officers answering the call sent in a request for the K9 Unit before entering. Two Rockland youths, ages 16 and 13, were found inside and arrested on charges of break-and-enter. They will appear at the Dec. 19 provin- cial youth court session in L’Orignal. Their names have been withheld as required un-

Missing person Ottawa police and firefighters from the City of Ottawa and the Gatineau munici- pality spent the first Monday of November searching the Ottawa River and the shore- lines on both the Ontario and Québec sides for a missing 75-year-old man. The man boarded the Cumberland-Mas- son Ferry from the Ontario side earlier that day. When the ferry docked at Masson, the man’s vehicle remained on board and was unoccupied.
No other details of the case were avail- able from police as of press time Tuesday. The search was still in progress and police are listing the matter as a missing person investigation. Traffic accident In the early-morning hours of Nov. 2, po- lice responded to a report of a vehicle in the ditch on County Road 17. Police report that a 17-year-old Clarence Creek woman lost control of her vehicle and it went into the ditch along the county road near the Ramage Road intersection. Her ve- hicle airbag deployed, resulting in no inju- ries to the driver. She is charged under the Highway Traffic Act with careless driving. Domestic call Police have charged a 51-year-old Rock- land man with assault and uttering threats following investigation of a report on a do- mestic incident Nov. 1 on Patricia Street in Rockland. A woman reported to police that she was victim of physical abuse. The man’s name was not included in a press release on the case. He was scheduled for a show cause hearing in court Nov. 4 on the charges. Stolen Vehicle Police are looking for a stolen car taken from the driveway of a Bourget residence sometime in the afternoon Nov. 2. The occupants of a house on Lapointe Street were away for the afternoon that day. When they returned home they found their 2011 Subaru Imprezza, a four-door white sedan, was gone. It has an Ontario licence with the plate identification BHX A863. Police on the scene found some broken glass at the site where the car was taken. Anyone with information can call Const. Mi- chel Corbeil at the Rockland OPP station at 446-5124. Drunk driver After midnight Nov. 3 OPP answered a call about a collision on County Road 17 west of the Concession 5 road in Alfred-Plantagen- et Township. Constables Pascal Boudreau and Francine Lévèsque arrived on the scene and found a truck in the ditch on the north side of the road. The truck had extensive damage but the occupants were uninjured. The driver, Mitchell Robert Foster, 22, of Eldon Township was charged with driving with a blood-alcohol content exceeding 80 milligrams and with dangerous driving. He was released on a promise to appear at the Nov. 20 provincial court session in L’Orignal. A person driving a dirty red pickup truck was seen at a construction site on Denis Street in Wendover Oct. 27, between 10:30 and 11 a.m. The individual drove off with scaffolding from the site. Earlier in the week on Oct. 31 police re- sponded to a break-in report at the Café Laroche on Laurier Street in Rockland. A broken window was found but there were no certain signs that anyone had entered. The OPP K9 Unit was called to the scene but a search of the premises and surround- ing area yielded nothing. A police media release noted this is the second break-in in- cident within two weeks in the area. Anyone with information on the break-in can call Const. Le Partage de Bourget: un joyau de bienfaisance
Le Comptoir Le Partage œuvre depuis 1996. De ses modestes débuts, il est ap- puyé aujourd’hui par une équipe de près d’une soixantaine de bénévoles. «Il y a deux choses qui assurent le succès de notre or- ganisme: les donateurs et les bénévoles», a expliqué Pierre Hurtubise, président du CA du Partage. Une grande partie des recettes du Comp- toir sont remises à la Banque alimentaire de Bourget. D’ailleurs, la banque alimentaire de Bourget est une des rares qui connaît un succès chaque année. «La Banque alimen- taire de Bourget, c’est pour ainsi dire, notre bébé, a confié Pierre Hurtubise. Elle con- naît du succès chaque année. Il y a même des années où nous avons offert de l’aide à d’autres banques alimentaires.» Autrement, Le Partage vient en aide à d’autres organismes de même qu’à des in- dividus dans le besoin. «Toutes les demandes de dons, peu im- porte le type de demande, vont être regar- dées et évaluées. À partir de l’évaluation du comité, on va déterminer de quelle fa- çon on peut aider l’individu, la famille ou l’organisme qui a fait la demande.» Lors de son dernier exercice financier, de septembre 2012 à août 2013, le Comp- toir a remis 36 640 dollars au total en don. Ajoutez à cela les frais d’exploitation, de même qu’une hypothèque. «Grâce à nos bénévoles, nous connaissons un succès. S’il fallait fonctionner avec des employés, ça ne marcherait pas», précise Pierre Hurtubise. La bénévole Marthe Boileau, âgée de 96

BOURGET | L’expression «dans les petits pots, les meilleurs onguents» prend tout son sens lorsque l’on parle de l’œuvre du Comptoir familial Le Partage dans le petit village de Bourget. L’organisme sans but lucratif se donne comme objectif de combler les besoins ma- tériels des gens moins fortunés, de même que les gens en quête de matériel à bon marché. «On reçoit un peu n’importe quoi, confie Denise Charbonneau, vice-prési- dente du CA du Partage. Ça couvre tout ce qu’une maison peut contenir, ce qu’un ga- rage peut contenir, etc.» Presque tous les jours, le Comptoir reçoit plusieurs articles de toutes sortes. Le mardi, les bénévoles se mettent à l’œuvre pour trier tous les vêtements, meubles et autres matériaux récoltés durant la semaine. «Le mardi, c’est la grosse journée de triage, a indiqué le bénévole, Jean-Denis Yelle. Des fois nous sommes plus d’une vingtaine de personnes ici. Il y a des sacs et des sacs de vêtements, c’est vraiment bourré.» Une fois le triage terminé, le matériel est mis à la disposition des clients. Ceux-ci peuvent se rendre à Bourget pour visiter le Comptoir situé au 2259, rue Laval. Celui-ci est ouvert les jeudis, de 13h à 20h, les ven- dredis de 13h à 17h et les samedis de 10h à 13h.
