Chief Adminis- trative Officer Pierre Tessier listed continued assistance with vital infrastruc- ture improvements as one of the top local priorities for this year’s provincial budget. He noted that the municipality’s 2012 budget has a focus on safety and security with expansion and improvement planned for Rockland fire station and priority given to either rehab work or plans for future upgrades to three city bridges. “Those are all very expensive items,” he said. “We have some major hurdles to overcome just with catching up on the infrastructure.” Tessier also noted that assurance of funds for future expansion of the highway link between Rockland and Orléans once the environmental assessment review is done would also be a comfort. Keep education a provincial priority say If there is no new money in the provincial budget for education then at least let there not be any less money this year. That is the hope for officials for the two main English language school districts in the region. GordonGreffe, associate director for the Catholic School District of Eastern Ontario (CDSBEO), observed that the provincial government is facing a large deficit situa- tion with its budget planning this year. How that will play out for education funding he won’t speculate but he does hope it won’t result in bad news. “We are watching very carefully how it (ministry budget) will impact students and staff,” Greffe said during a phone inter- view March 16. “We’re just waiting to see how they (province) will address it.” David Thomas, education director for the Upper Canada District School Board (UCDSB), is taking a more optimistic view of the situation. He noted that McGuinty has worked hard during his past terms to Ontario’s “education premier” and to make students a top priority with infras- tructure aid for school districts and trying to ensure there are no labour disruptions during school terms. “We have enjoyed a special status,” Thomas said. “I don’t see him turning his back on our sector or thinking he’s done enough.” Even with budget restraint, Thomas indicated there may still be room for some “tinkering on the margins” of education needs in the province. One thing he and otheradministratorsintheeducationsector would like to see is some kind of four-year cycle of assured basic education funding rather than the present year-by-year setup. “I’m hoping we see predictable funding,” he said, adding that would then make budget planning for school districts much easier. school board reps gregg.chamberlain@eap.on.ca Eastern Ontario

MPP declares his support for both official languages
Glengarrywhereeveryone,francophoneandanglophone,dobusinesstogether,volunteer together, play together and work together. We laugh together, we cry together and we develop friendships that often lead to marriage. I recognized early on the importance of being able to communicate in both official languages and as such both my children attended francophone schools and are completely bilingual. I believed and still believe that being able to communicate and do business in both English and French was an important part of their education. I continue to work on my French language skills on a daily basis. It’s hard work but rewarding. Being able to communicate in both official languages is something I consider to be an asset both professionally and personally It’s important that we all move forward…together to build and live in stronger communities in Eastern Ontario. Language is part of culture, culture is part of people and people are the cells of our vibrant communities. Respectful communication will always be key in the success of our relationships and our communities and that is what I will continue to value and uphold.
I would like to take this opportunity to share my thoughts and position on a very important issue that has been raised recently, here in Eastern Ontario. Bilingualism. Bilingualism is something that I believe defines us as a region, something that creates opportunities and something that I and many others respect but obviously took for granted. I am disheartened and surprised that the conversation about providing services in both official languages in our region has been brought to light once again. At a time when we should be building upon our successes and gains of the past, at a time when we should be celebrating and promoting our two cultures, at a time when we should be respecting our individual rights as Canadians, as Ontarians, we are once again faced with the challenge of justifying who we are. In Ontario, the French Language Services Act was enacted over 25 years ago. It was supported unanimously by all parties represented in the Ontario Legislative Assembly in 1986. This Act was important as Ontario recognized in law, that the French language “is an historic and honoured language in Ontario”. I support it 100 per cent. Au moment où nous devrions construire à partir de nos succès et de nos réussites antérieures, au moment où nous devrions célébrer et promouvoir nos deux cultures, au moment où nous devrions vivre dans le respect de chacun et de nos droits individuels en tant que Canadien(ne), Ontarien(ne), nous sommes encore à nous définir et à nous justifier. La loi sur les services en français a été adoptée et mise en vigueur il y a plus de vingt- cinq ans. Elle a été acceptée par tous les partis à l’Assemblée législative de l’Ontario en 1986. Cette loi marquante reconnaît que la langue française est une *langue historique et honorée en Ontario*. Je peux vous assurer que j’appuie cette loi à cent pour cent. J’ai grandi et je vis dans une communauté bilingue à Alexandria, située dans la municipalité de Glengarry Nord. Ici tous les résidents francophones et anglophones font Lettre ouverte

La langue fait partie de la culture, la culture fait partie des gens et les gens sont les cellules de nos communautés. leadership nominees he plans to cast his ballot for when the voting starts but he knows what kind of person he wants as the federal party’s next leader. “I think most of us would like to see someone like Jack,” McDonald said during a March 19 phone interview. “Someone who is a unifying force. Someone approachable and energetic as Jack was.” Layton died last year at the end of a final battle against cancer but not until he had led the federal NDP to its greatest triumph ever in the 2011 spring election, deposing the Liberals as the head of the Loyal Oppo- sition in Parliament against the incumbent Conservative government. MP Nycole Turmel (Hull-Aylmer) was named interim party leader in August after Layton passed away and has served in that post while leadership candidates Niki Ashton, Na- than Cullen, Paul Dewar, Thomas Mulcair, Peggy Nash, Martin Singh, and Brian Topp campaigned. The two-day leadership convention takes place over the March 24 weekend in Toronto. McDonald and at least one other delegate for the GPR NDP riding associa- tion will attend and vote in person but all party members are able to take part in the
leadership vote through online advance and on-site polls. Details on how to vote for one of the candidates during the leadership conven- tion are at www.leadership2012.ndp.ca. McDonald was still mulling over the choice of candidates at the time of his interview and indicated hemay hold off on his final decision right until the time for the first ballot at the convention. He has also refrained from talking to other local party members about which candidate or candi- dates he does favour. “I am hard-pressed right now between several of them,” he said, “and I’ve been trying to avoid stating a preference so as not to influence the membership.” He noted that this leadership conven- tion is already proving a significant event for the party as the venue has been changed to a larger facility to contain the huge number of confirmeddelegates expected to attend. “This is the largest convention in the history of the party,” he said. “We have a level of interest that is unprecedented.” Part of the reason for that, he agreed, is the party’s new political power as head of the Opposition.
