More long-term view proposed for A-P budget planning gregg.chamberlain@eap.on.ca Plantagenet Taxpayers are welcome to take part in this month’s review on budget proposals for Alfred-Plantagenet Township. Council begins its overall review of the draft budget document during a two-day special session Jan. 16 and 17 at the muni- cipal hall in Plantagenet. “While the draft budget is made up,” said Marc Daigneault, municipal director, “council still has to make decisions on what will be retained. I would say, by the end of January or early February the (final) budget should be adopted by council.” The final budget figure for the municipality, along with any possible property tax rate increase, has not been determined yet. Council has asked staff to develop an overall financial plan for the entire township’s operations, programs, assets, and expenses. The township has a similar long-term plan in place for water services that helps determine trends in water supply needs. An overall financial plan for the municipality would help guide council in future budget planning, including deciding how much, if any, tax rate increases might be necessary. “If we have a firm idea of where the trends are, we can better project for the next five or 10 years,” Daigneault said. He cited examples of other municipalities that tried to restrict their budget planning to either zero per cent or at most one per cent tax rate increases. They later faced huge double-digit tax rate hikes to cover ballooning expenses because their previous planning had not kept up with inflation, the need to expand services to support new growth, or even basic upkeep of existing infrastructure. “What I’m saying to council is ‘Let’s avoid those situations,’” Daigneault said,. Rather than let sentiment and wishful thinking dictate budget plans, a financial plan would provide department heads and council with revenue and expense projections as a basis for deciding future property tax rate increases. “It’s a more logical way of looking at things,” Daigneault said, adding that pro- vincial downloading has increased the budget strain on all municipalities. “We’re always having to do more with less.”

After long service as the voice for English Catholic schools throughout Eastern Ontario, Ron Eamer is stepping down as district chairman. Brent Laton is the new chairman for the Catholic District School Board of Eastern Ontario (CDSBEO). He was named to the post by acclamation during the board’s December session. “Iwouldliketothankmyfellowtrustees for the privilege of serving as your chairman,” stated Laton in a news release. “We are here for the sole purpose to advocate for Catholic education in Onta- rio. I feel our role as trustees is significant tothesuccessoftheCatholicDistrictSchool Board of Eastern Ontario. We will conti- nue to work together and be strong advocates and stewards of Catholic education in Ontario.” Laton is the board trustee for Grenville

Ils devraient plutôt se concentrer d’abord sur les coupures des effectifs et attendre avant de dépenser cette somme », a commenté M. McNeely. « Cette décision risque d’avoir un effet à la baisse de la valeur des maisons dans le secteur ainsi que sur le temps de voyagement pour les résidents », a-t-il affirmé. Stephen Blais, conseiller municipal du secteur de Cumberland, arbore dans le même sens, qualifiant d’erreur monumentale cette décision. «C’est une terrible décision. Les coûts de rénovations de l’édifice Nortel rendus publics sont très élevés, une erreur majeure de la part du gouvernement fédéral, qui en coûtera aux contribuables », a déclaré M. Blais. Le gouvernement fédéral de Stephen Harper a annoncé en novembre dernier une dépense de plus de 600 millions de dollars pour rénover l’ancien édifice de Nortel, situé sur la rue Carling. Ce montant s’ajoute à la somme de 208 millions de dollars, pour l’acquisition de l’édifice.

L’annonce du Ministère de la Défense nationale de déménager ses locaux dans l’ancien édifice de Nortel, à Kanata, fait réagir les intervenants de la région. Les membres du conseil municipal de la Cité de Clarence-Rockland ont d’ailleurs adopté une résolution indiquant leur opposition à cette décision et demandent l’appui des autres élus de Prescott et Russell afin que les emplois demeurent dans notre région. « Nous allons présenter cette résolution aux Comtés Unis, afin de former un front commun », a déclaré le maire Guibord, qui entend approcher également le député fédéral Pierre Lemieux, ainsi que le premier Ministre Dalton McGuinty. Du côté d’Orléans, le député provincial d’Orléans-Ottawa, Phil McNeely soutient que la majorité des employés fédéraux occupant un poste au sein de la Défense nationale vivent dans le secteur d’Orléans, et que l’impact de cette migration vers l’ouest sera dévastateur pour la région. opportunity for us to pause and reflect on the good work the Catholic District School BoardofEasternOntariohasbeeninvolved in over the last year. It is a chance to review and celebrate our many accomplish- ments.” One notable achievement in the report is that the CDSBEO has matched or exceeded in most cases the provincial ave- rage for reading, writing, andmathematics skills in the annual Ontario Education Quality Assessment (OEQA) review for primary, junior and grade 9 levels. The report also noted progress in developing the aboriginal education cur- riculum, expanding the e-learning program to support home-school students and others through distance learning setups. Woodlots deserve disaster aid too says lobby group vision@eap.on.ca Plantagenet Alfred-Plantagenet Township council did not hesitate in voting support for a resolution from its counterpart over in HuronCountyaimedatprovidingwoodlot owners the same kind of disaster relief protection and support from the province as other property owners receive. The resolution notes that some private woodlots serve provide income for property owners through small-scale com- mercialforestry.Butifawoodlotisdamaged ordestroyedthroughsomenaturaldisaster like the tornado that ravaged the Goderich area within Huron County last August, it may take a whole generation’s time before the woodlot can grow back suitable timber for cutting. “The Ontario Disaster Relief Assistance Program (ODRAP) does not currently include claims from the private woodlots harvestedforcommercialpurposesfortheir loss of income or product,” the resolution states, “even when the woodlot landowner can provide evidence of the loss of income sustained from an eligible disaster.” The resolution notes that the Ontario Professional Foresters Association would be able to provide an accurate evaluation of the commercial value of a woodlot. Many rural property owners in Alfred- Plantagenet Township and other parts of Prescott and Russell counties have woodlots on their land. The resolution calls on the finance and municipal affairs ministries to revise ODRAP to include claims from woodlot owners for disaster relief aid.

Elle s’est mise à courir, il y a un mois environ, dès qu’elle a su qu’elle partait pour le continent africain. « J’ai commencé par 20 minutes de course tous les jours, et maintenant je peux faire 40 minutes, soit sept kilomètres », a-t-elle confié. Elle a également fait de la randonnée sur un terrain plus accidenté, dans les montages du côté québécois. « Je suis allée au Parc de la Gatineau, où il y a des roches. On travaille les jambes et aussi la respiration », a-t-elle ajouté. Sa plus grande crainte, comme certains autres participants du même groupe, est de ne pas pouvoir compléter le parcours. Son jeune âge pourrait l’avantager par rapport à d’autres, mais Émilie est consciente que les hautes altitudes peuvent surprendre le corps de quiconque, sans discriminer. « Tu peux être la personne la plus en forme, mais seul ton corps peut te dire comment il va réagir. J’ai peur de ne pas pouvoir monter. Ça va prendre beaucoup d’énergie mentale pour se dire, par exemple, qu’il reste trois jours de montée », a conclu avec lucidité la jeune recrue. L’équipe de la Fondation de La Cité collégiale gravira 5 892 mètres d’altitude et sera accompagnée des organisateurs chevronnés de Zara Tanzania Adventures. Émilie Smith, étudiante de 2 e année du programme de production télévisuelle de La Cité collégiale, a été sélectionnée par son enseignant, pour rapporter des images de l’expédition aumont Kilimanjaro. Émilie, originaire d'Orléans, et son collègue Maxime Delaquis, seront parmi les plus jeunes aventuriers du groupe, dont le séjour est prévu du 30 janvier au 12 février. Les participants sont en principe tenus de défrayer les coûts du voyage, incluant le billet d’avion, frais afférents et équipement technique, en plus d’amasser un montant de 5000$, qui sera remis à la Fondation, pour le nouvel institut 911 de La Cité collégiale. Dans le cas d’Émilie, les responsables du programme lui ont annoncé que le coût du billet d’avion, ainsi que les vaccins nécessaires, seraient couverts par la Fondation de la Cité. « Comme nous allons tourner un reportage sur place, l’expédition entre dans le cadre de notre programme d’études », a expliqué Émilie, encore frémissante d’enthousiasme, à quelques courtes semaines du départ. « On l’a su seulement à la mi- décembre que nous étions sélectionnés », a précisé l’étudiante. Le personnel enseignant s’est basé sur l’excellence du rendement scolaire, et la capacité de rattraper les cours manqués sur une période de deux semaines. « Ils savent qu’ils peuvent nous faire confiance. On va ramener des images, une activité qui

compte comme un apprentissage », a poursuivi la jeune fille. Émilie précise que le reportage ne sera pas évalué comme un travail de session, ni crédité comme un cours. Toutefois, cette expérience est unique à ses yeux, une offre incontournable. « C’est une expérience que je veux faire une fois dans ma vie », a-t-elle confié. Les étudiants devront trimbaler l’équipement audiovisuel de mise, en l’occurrence une caméra vidéo. Émilie croit que les changements drastiques

Si jamais on a des problèmes techniques, on ne sait pas comment on va s’arranger. Les gens de La Cité s’attendent à quelque chose de beau en terme de produit visuel », a expliqué Émilie, de manière articulée, dégageant une belle passion pour son futur domaine. Nous continuons donc avec les enfants exposés à la violence.

Comment savoir si un enfant est exposé à la violence faite aux femmes?

Les enfants ne parleront pas nécessairement de la violence dont ils ont été témoins, mais on peut reconnaître quelques signes avertisseurs. Bien que les enfants soient en général dotés d’une grande capacité de résilience, et que certains ne montrent que peu d’effets négatifs à court ou à long terme après ce type d’expérience, tous les enfants qui sont exposés à la violence faite aux femmes courent des risques plus élevés de subir par la suite des actes de violence ou de mauvais traitements. Les signes avertisseurs suivants peuvent indiquer qu’un enfant a été exposé à la violence faite aux femmes : Troubles physiques (maux de tête ou d’estomac), fatigue, crainte constante d’un éventuel danger et/ou inquiétude pour la sécurité de ses proches, tristesse et/ou éloignement des autres et des activités, faible estime de soi et manque d’assurance, en particulier quand il s’agit de commencer de nouvelles activités (y compris les devoirs scolaires), manque d’attention en classe, difficultés à se concentrer sur le travail et à apprendre, crises de colère dirigées contre d’autres adultes, d’autres enfants ou soi-même, intimidation et/ou agressivité dirigées contre d’autres enfants et les frères et sœurs, croyance en des stéréotypes : les hommes sont des agresseurs et les femmes des victimes, les enfants plus âgés peuvent manifester les signes suivants, idées et actes suicidaires, comportement à haut risque, y compris des actes criminels ou un abus d’alcool ou de drogues, absentéisme à l’école ou fugues, violence dans les fréquentations.

Voir ou entendre sa mère subir la violence de son partenaire, ou apprendre ce qui s’est passé par la suite, menace le sentiment de stabilité et de sécurité des jeunes.

Les conséquences possibles sur les enfants et les adolescents et adolescentes, incluent entre autres : L’augmentation des troubles affectifs et comportementaux, des réactions de stress post- traumatique (souvenirs récurrents (flashback), cauchemars, sursauts au moindre bruit, crainte permanente d’un éventuel danger, etc.), risques accrus de blessures physiques ou de mauvais traitements (violence physique ou psychologique).
