VARS l No one was injured when a fire completely claimed a house at 1861 Div- ision Street in Vars on Saturday, March 29. The fire was called in at 5:18 p.m. in the early evening. It consumed the house and slightly damaged the house next door. The young family, including a nine-month-old baby, were not at home at the time. Fire of- ficials have not yet determined the cause. When firefighters arrived the fire was engaged and was upgraded almost im- mediately to a two-alarm fire. A ruptured gas line going into the house was leaking and on fire. To isolate the fire the gas line to that part of the village was shut down. The area, which included about 40 homes, was evacuated. Electricity in the area was also turned off for several hours. Both gas and power were restored overnight and people were allowed to return to their homes in the early hours of Sunday morning. Firefighters on the scene the next day said the young couple have lost everything, including baby items.

Quand on promet quelque chose, on n’est pas capable de livrer la marchandise.»

Il veut cependant que les gens viennent le rencontrer. «Je garantis que je ferai de mon mieux avec l’équipe qui sera en place, mais ce n’est pas toujours évident. Je suis un gars d’action et non de promesses.» Selon lui, la municipalité de Russell doit agir comme une seule et même municipali- té, et les villages doivent travailler ensemble vers un objectif commun. «La municipalité de Russell est une communauté émotive, dit-il. Et entre Embrun et Russell, il existe toujours de vieilles rivalités, de vieilles men- talités. Mon but est d’ignorer les rivalités entre villages parce que ça ne nous aide pas à prendre les bonnes décisions.» Le conseiller Leroux voit de belles occa- sions dans un proche avenir, mais seule- ment si les bonnes décisions sont prises aujourd’hui. «Je vis dans le présent mais avec un regard bien plongé dans le futur», conclut-il.

Council is also giving its support to a Trees for Tomorrow project along a two-kilometre section of the Embrun-Russell cycling path between Eadie Road and Concession Street. The Trees for Tomorrow group and the township’s Environmental Advisory Com- mittee will organize a volunteer force from local schools, the Russell Horticultural So- ciety, and other groups to do the treeplan- ting on May 10. The non-profit group has applications out to various agencies for grants to cover to the $6000 cost for purchase of seedlings, shrubs, and small trees. The township will put $1200 already allocated in the budget for community aid.
EMBRUN | The greenspace in Russell Township will get a boost this year with two projects on the go with the support and blessing of council. The South Nation Conservation Authority (SNC) has applied to the RBC Blue Water Project for $10,000 in funding support for treeplanting along the Castor River as part of the Stream Watch program for the Cas- tor River watershed region. Russell Registry Office building future up in air

St. Pierre has been in contact with the Ministry of Infrastructure, the branch of government that handles prop- erty sales. He reports the ministry said in September they were looking into it. Even with proper title there is a process by which property must be declared surplus and an Order in Council needed for disposition. Declared a heritage property by the town- ship in 2013, if it goes to public auction, that designation must be respected. A newly formed cultural committee is interested in working with other local or- ganizations to purchase the property, said Greg Rokosh, a Police Village Trustee also involved with the Russell Community Sport Centre. The committee envisions the build- ing as a cultural centre for dramatic produc- tions, art shows and other arts events. The price the propertywould sell for is cur- rently unknown but it is valued at $362,000. The registry office itself moved to Embrun when Service Ontario changed their service outlets. Until that time the building was one of a handful of original registry offices still in use in the province.

RUSSELL l Potential uses for the Russell Registry Office building, one of the village of Russell’s earliest remaining buildings, are under consideration, but so far there are no firm plans for its future, for reasons including an apparent Land Registry error. The Registry Office was one of Russell Township’s few buildings surviving the 1915 fire that leveled much of the town. It was built in 1875 of high-quality locally produced brick and stone with steel and stone fireproof doors and vaults. According to Stanley’s history book, From Swamp and Shanty, the county council sold the prop- erty in 1875 for use as a registry office, but, “there was never any deed to the county registered for the lot.” With the modernization of Land Titles and digitization of records it is now impossible to locally search the original documents. A faint copy of a Quit Claim Deed (transfer) shows the property was transferred from the United Counties of Prescott Russell to the Province in 1968. The deed does not

VANKLEEK HILL | A new tree-friendly pro- gram was launched last week at the prop- erty of Joanne and Roy Bureau on Cass- burn Road near Vankleek Hill. Dignitaries and foresters gathered to officially launch a maximum $500-per-woodlot subsidy process under the Managed Forest Tax In- centive Program.
The United Counties of Prescott and Russell (UCPR) are contributing $5,000 to woodlot owners to assist in preparing man- agement plans under the Tax Incentive Program. This sum is in addition to $25,000 for delivery of South Nation Conservation’s Woodlot Advisory Service (WAS) across the counties. The service works with local governments, other agencies and woodlot owners to promote sustainable manage- ment of existing forests and establishment of additional cover across the South Nation River watershed. The individual subsidies cover 100 per cent of costs up to $500. To be allocated on a first-come, first-serve basis, applications can be made to Josée Brizard at South Na- tion, 877-984-2948, extension 231. “UCPR is the home of Larose Forest that counties government has invested considerable time and money to maintain and enhance over the years,” noted Brizard, SNC Team Lead, Forest Resources. “The counties clear- ly have a special interest in building their forest cover and don’t mind putting some money where their interest lies.” The WAS was created in part to help counteract loss of forest cover in the water- shed due to residential and agricultural ex- pansion. Under WAS, SNC forestry techni- cians are available to property owners for consultation on best management prac- tices. The WAS partnership with UCPR is the second announced in the past month. Early in February, Stormont, Dundas and Glengarry Certified Forest Owners pledged $5,000 towards expanding the service across the watershed.
