Executive Summary

The University of Liverpool is seeking to appoint an industry-leading engineering professional to take up the key role of Head of Engineering Services Group. The University of Liverpool has a diverse and complex property portfolio, incorporated within the main Liverpool City Centre Campus and associated satellite sites. Many of the buildings and assets within the portfolio are listed or are of historic importance so any construction, refurbishment or modernisation works must be carefully considered and delivered to an exemplar standard. Reporting to the Director of Capital Projects and Estate Strategy, the Head of Engineering Services Group will provide engineering strategy and leadership on design and construction activities across maintenance, compliance, minor works and major capital projects. In this senior management role you will lead the provision of a comprehensive service to support all aspects of the design, operability and maintainability of the engineering and infrastructure building services and the associated engineering strategy within the University estate, primarily focused on supporting the Capital Projects, Design Group and Property functions. The post will play a key role in the realisation of the University’s £1bn Masterplan Estate Strategy. The successful candidate will have a proven track record of operating at a senior level in the engineering industry across large-scale, technically complex estate and infrastructure portfolios. You have experience across design, construction/ installation and maintenance and operations and will be capable of managing a multidisciplinary engineering services team. A technical background in engineering and attainment to chartered level is essential. Role Purpose and Univers Facilities, Residential And Commercial Services (Frcs) Role Profile – Head Of Engineering Services Group (Grade 9) Role Overview: The role is to provide Head of Engineering Services Strategy on design and works, which includes building maintenance, as well as mechanical and elect alterations/improvements and minor value capital projects within the value b £25K to £120M. University Context: The FRCS team has a key role to play in maintaining and improving the buildings and engineering infrastructure of the University to support the academic and research departments, based in 300 buildings (500,000 m2) across the 255 ha site. The diverse Estate includes many listed buildings from Georgian and Victorian periods as well as contemporary buildings and conservation areas coupled with the complex research laboratories this provides many challenges in maintaining and servicing the estate. The responsibility for ensuring the implementation of all current University systems and procedures remains with the Project Manager on all Projects. The Head of Engineering Strategy will work with Project Managers and other team members to ensure that appropriate engineering design standards and operational and maintenance provisions are adopted to minimise post-contract maintainability issues and improve client satisfaction with the subsequent operation-in-use of engineering and building services. The post holder is accountable to the Director of Capital Projects and Estate Strategy and will be employed within the Engineering Services Strategy Group of the Capital Projects and Estate Strategy Team within the Facilities, Residential and Commercial Services (FRCS) providing professional Mechanical and Electrical Engineering Services Project Management support to other professionals both in Minor Projects and on Major Capital Projects. • Works with the Project Team and appointed contractor to carry out a post tender Value for Money review to consider any alternative technical solutions offered to ensure best value is achieved. • Takes a leading role in introducing the requirements of the BSRIA “Soft Landings” methodology to tender documents for Major and Minor Capital Projects. • Develops, monitors and reviews procedures for the commissioning & handover of building engineering services for Major & Minor Capital & Revenue (LTM) projects in conjunction with the Senior Capital Projects Manager(s), Engineering Maintenance Manager and Design Group Manager. • Works with Capital Projects and Design Group Teams to ensures that appropriate client training programmes are incorporated into project schedules and ensures, in liaison with the Engineering Maintenance & Service Managers, that relevant maintenance staff attend as required. • Develops, in conjunction with the Engineering Services Manager and Facilities Engineers, design & operational strategies and standards for the effective utilisation of the Building Management System on new and refurbishment projects for incorporation into University Engineering Standards and Consultant Briefing information. • Coordinates, in conjunction with the CAD Manager, the development of combined engineering services drawings for University premises. • Develops & implements, in conjunction with the Maintenance Planning & Systems Manager, a standard format for the provision of project engineering asset information to facilitate entry into the Planon maintenance management system. • Works with the Engineering Maintenance Manager to improve standardisation of engineering components & assists in identifying any additional stock spares requirements in conjunction with the Maintenance Planning & Systems Manager. • Liaises with the M&E consultants, Resident Engineer/COW and M&E contractor to monitor progress of M&E installation work to ensure that the expected standards are being delivered. • Works as part of the project delivery team to set standards and agree a regime for the commissioning, testing and handover of all M&E systems, plant and equipment and that it is carried out to the University’s satisfaction in accordance with the design and specification. • Works with the project delivery team to set the standard and format for the production and handover of all relevant Statutory Regulations, H&S files, Building Manuals (logbooks) & Building User Guides and review to check that all information is delivered in accordance with agreed criteria. • Following Practical Completion, work with the Project Manager during the defects liability period to assist to resolve any outstanding technical issues on M&E systems. • Develops and maintains quality working relationships with all Client Departments in order to deliver a high quality efficient and effective service. • Maintains effective communication and co-ordinates activities with other FRCS colleagues, in particular with the Capital Projects Team, Engineering Maintenance & Service Team and the Design Group. • Produces and presents documentation and analysis to FRCS and University Senior Management teams as required regarding the operation, design & future development of the site engineering services.

Energy Management/Sustainability • Works with the Engineering Services Manager & Facilities Engineers (BMS/ & Plant /Performance) to ensure that design standards for engineering servic optimised to minimise energy consumption and carbon emissions.
