TAKE BACK THE CITY DESIGN CONTEST

Take Back the City Coalition has launched an international competition with a £10k prize for architects, planners and urban design consultants to submit a design to transform Belfast’s largest publicly owned site. With the potential for 950 gentle density homes in the area of highest social housing need in Belfast, entrants are being encouraged to submit design concepts to help transform the 25 acre vacant site formerly occupied by Mackies, once one of West Belfast’s

largest employers. Plans will be judged by a panel of local and international experts. Marissa McMahon of the Take Back the City Coalition said, “Take Back the City is led by families in housing need …We want to build a sustainable city, without walls, where every child has a home.” The closing date for all submissions will be September 30 2022 with winners announced in October 2022. Belfast City Council has granted planning permission to add new recreational facilities to the Student Roost student accommodation development located on Nelson Street near the Ulster University’s Belfast campus. Previous approval was granted in 2017 for 774- bed student accommodation on Nelson Street, and work has begun on the site. The revised proposals signal an increased investment in new recreational facilities within the courtyard and ground floor, whilst retaining the existing 774-bed student accommodation building. The plans were submitted by major UK student accommodation operator, Student Roost. The new planning approval grants permission for the inclusion of new sports and recreation facilities, with activity areas that will include a games hall, wellness room and VR sports room. Smaller activity zones and breakout spaces will also be integrated into the new design to encourage active socialising. CHOICE HOUSING ANNOUNCE £20M NEW HOMES INVESTMENT IN CARRICKFERGUS

Choice Housing has announced plans to deliver 146 new homes in Carrickfergus. The scheme is accessed off Minorca Drive and was home to the former Courtaulds textiles factory site in town. The development will also provide a public open space, landscaping and a children’s play area and is expected to be completed by March 2025. The project will include a mix of accommodation to meet the growing and diverse needs of local residents. This will include a range of 2-,3- and 4-bedroom houses with a number of these properties to be wheelchair

accessible. Choice Group Chief Executive, Michael McDonnell said, “…this latest investment of £20m further demonstrates our commitment to addressing the growing need for quality affordable housing in Carrickfergus.” Choice is working in partnership with local South Down Developer McGreevy Construction Ltd to deliver the design and build. NRC GRADUATE EAGER TO MAKE HIS MARK ON FAMILY BUSINESS

Draperstown construction student James Flanagan has graduated from Northern Regional College. James, who studied a Foundation Degree in Construction Engineering with Surveying for three years after completing a Level 2 and Level 3 in Joinery before completing his Foundation Degree at the College, plans to go into the world of work “to really use the skills” he has gained during his studies. He explained, “If I wanted, I could decide to go to university in September, however I feel the course I have just completed has

equipped me well for the job I have now. It is good to know that that option is there for me if I feel differently in the future. “I currently work alongside my father in the family business – GF Joinery – and I enjoy working there a lot. I can work both in the office or being out on site.” When reflecting on his time at Northern Regional College, James noted the support he received from his lecturers, including Chris Keating. “Chris made learning easy. NIB: What are the main priorities and goals in your role as Managing Director? RE: As Managing Director my goal is to ensure that I manage the company in a professional way, which reflects our core values. That we continue to deliver the various complex projects to the highest quality, mindful that we must remain competitive in the current environment. Managing the pipeline and evaluating contracts to mitigate risk in these volatile times. My focus is ensuring the welfare of the Woodvale team across all sites, the priority remains that everyone returns home safely each evening. Our goals are to continue to grow and expand the company.

NIB: What are your biggest challenges as Managing Director of Woodvale Construction Company Limited? RE: Responding to the unprecedented! The last few years we have experienced many unprecedented events: collapse of the Executive; Brexit followed by the Covid-19 pandemic and most recently the material price raises and shortages. As Managing Director, I have to manage the risk to the business while ensuring we deliver on our contracts – without losing our shirts! While managing the day-to-day contracts I always have an eye to the future, ensuring to nurture up-and-coming talent to maintain a steady, reliable workforce. Woodvale’s success is down to the efforts of our talented team.

NIB: How do you keep your team/staff motivated? RE: Mutual trust and loyalty. As a family run business, we are very fortunate to have a long serving team. They all have the opportunity to pursue a lifetime career with Woodvale with mentoring and support as they progress from apprenticeship to senior management roles. We thrive on business successes and support each other through the high and low days. NIB: What are the challenges facing the industry going forward? RE: The construction industry is enduring a turbulent time following the uncertainty of Brexit, followed by the Covid-19

NIB: What is Woodvale Construction Company doing right in the current business climate? RE: We strive to deliver quality, finished buildings and the key to success is consistency. This increases our reputation for quality, approachability and being team players throughout each project. Our reputation for partnership was recognised with the CEF 2021 Partnering Award, which was a phenomenal achievement for the team. NIB: Are there any major changes you would like to see in the construction sector? RE: There is a genuine effort to make the industry more inclusive. We are partnering with social enterprises such as “NOW Group” and “Not Just For Boys” to ensure a more diverse workforce. We want to

encourage people from all walks of life to consider working in the construction industry. It is a rewarding and fulfilling career with a variety of roles and fantastic opportunities for career progression. NIB: How has Covid-19 impacted your business strategy? RE: We have embraced technology; we conduct the majority of our meetings remotely which has led to efficiencies and time saving. We recognise Covid hasn’t gone away and we have to be flexible and adapt when instances arise. NIB: What’s the best advice you’ve been given, or would give, in business? RE: Value and respect all your employees; encourage them to reach their potential. It is important to have a loyal trustworthy team. When I delegate, I have full confidence in them. NIB: What have been your highlights as MD of Woodvale Construction over the past several years? RE: A notable career achievement was

leading Woodvale’s MCIOB programme, which resulted in 16 candidates graduating from one company in a single ceremony – the largest group ever for CIOB internationally. I was personally proud of the team winning the CEF Restoration Award for St. Mary’s, Lavey. The traditional craft skills of stonemasonry, slate, stained glass and wood employed on the Grade B1 listed building and the breadth of restoration techniques employed on this project was inspiring. Successfully handing over the Schools Bundle 5 scheme was also a highlight, as we made our mark in the ROI market with a complex delivery, restoring the reputation of the construction industry which had received negative press with the initial Sammon - Carillion contract collapse. NIB: What’s next for Woodvale Construction Company Limited? RE: We plan to continue what we are doing and build on the success we have enjoyed for over 40 years.

SAFETY CAMPAIGN

A CAMPAIGN EMPHASISING THE IMPORTANCE OF WORKING SAFELY TO AVOID FALLS FROM MOBILE ELEVATING WORK PLATFORMS (MEWPS) HAS BEEN LAUNCHED BY THE INTERNATIONAL POWERED ACCESS FEDERATION (IPAF)… IPAF launches ‘Don’t Fall for It!’ targeted safety campaign

A campaign emphasising the importance of working safely to avoid falls from Mobile Elevating Work Platforms (MEWPs) has been launched by the International Powered Access Federation (IPAF). The ‘Don’t Fall for It!’ safety campaign outlines the possible underlying causes of falls from the platform when using MEWPs, which almost always lead to serious injury or death. It offers key advice to mitigate the most common risks, as identified in IPAF’s incident reporting and analysis. Peter Douglas, CEO and MD of IPAF said, “The IPAF ‘Don’t Fall for It!’ safety campaign aims to instil safe working practices and remind operators and managers of positive steps they can take to reduce the risk of such incidents. The message is simple – select the correct machine, don’t take risks, don’t cut corners and wear the correct personal fall protection equipment in boom-type platforms.” Brian Parker, IPAF’s Head of Safety & Technical, added, “If you find yourself tempted to do something different to what you know is the right and proper way to work, or if ever asked to do something you think isn’t safe by a colleague or supervisor, then ‘Don’t Fall for It!’ Far better to think twice and save a life – whether it is a workmate’s or your own.”

Key points: Key points of guidance in the IPAF ‘Don’t Fall for It!’ safety campaign include: • Plan thoroughly – conduct a proper MEWP site assessment, select the correct machine for the work and use professionally trained operators and supervisors. • Know your machine – operators should be trained on the machine type they are using and familiarised on the specific model. Operators should assess that the machine is suitable for the task and conditions and adequate in terms of reach, articulation and load-bearing capacity. Machine knowledge includes whether personal fall protection equipment (PFPE) should be used. • Clip on – if personal PFPE is required, all occupants of the platform must attach their lanyard to the correct

anchor point. Ensure movement within the platform is possible while attached, and do not move the machine or elevate the platform until and unless all occupants are attached. • Set up and manoeuvre the machine/ platform effectively – occupants should never need to over-reach, unfasten PFPE, step or climb on guardrails or otherwise extend the safe working envelope of the platform. Ensure vertical MEWPs are positioned and repositioned as necessary to allow easy access to the area of work. • Stay inside the platform/attached – always stay inside the platform. Where there is a requirement for PFPE, you must wear it. Do not exit the platform at height; unclip/exit only on completion of work when lowered to the ground.

THE FEDERATION OF MASTER BUILDERS DELIVERS MANIFESTO FOR THE INCOMING NORTHERN IRELAND EXECUTIVE 2022… Building a stronger construction industry T he Federation of Master Builders (FMB) has called on industry, policy makers and elected representatives to work together to “maximise the positive impact” that the construction industry has on Northern Ireland. The FMB has five key asks of the incoming Executive.

• Recognise and assist the commitment made by employers, many of which are SMEs, to tutor, mentor and invest in training others. • Address high dropout rates from construction courses to construction jobs. • Help diversify the sector by addressing the barriers for under-represented groups.

• Utilise a multi-year budget to deliver social and private housing. • Bring forward local development plans to provide greater certainty to house builders. • Deliver a scheme that offers public sector land that is “shovel ready” for development to encourage SME developers to return to house building.

MRP TRANSFORMS THEIR GREAT VICTORIA STREET PROPERTY INTO ‘THE VANTAGE’ – OFFERING HIGHLY DESIRABLE AND FLEXIBLE OFFICE SPACE IN THE HEART OF BELFAST…

A TRUE VANTAGE POINT AT THE HEART OF THE CITY

P rivately owned, multi-award-winning investment and development company, MRP is the property division of McAleer & Rushe which has operated throughout the UK & Ireland for in excess 50 years. With offices in London, Belfast and Cookstown, the company specialises in the development of high- quality buildings within the office, hotel, residential and student accommodation sectors. ‘THE VANTAGE’ ‘The Vantage’ was originally developed circa 30 years ago after which it became the home for the NIHE until 2019. Obtaining full vacant possession was the prime opportunity for MRP to redevelop and transform the property for a second time. The completed project boasts 65,000 square feet of office space over 11 floors and 2,250 square feet of retail space

located on the ground floor. Gary Coyle, Quantity Surveyor for MRP explained, “The main objective was to deliver exciting new Grade A office space, achieved through a mix of contemporary and corporate design whilst respecting environmental awareness, MRP sought to attract a range of dynamic and ambitious business types. “In lieu of demolishing a significant concrete frame, we opted for a more sustainable approach by retaining and adding to the existing structure – we achieved BREEAM ‘Very Good’, EPC ‘A’ Rating and substantially extended the life of the building. In addition, we attained Wiredscore ‘Gold’, ensuring the building is digitally fit for the future.” During construction, a pre-let was secured with Atkins, Faithful + Gould, a world leading integrated project management consultancy, who now

occupy a single floor in ‘The Vantage’. ‘The Vantage’ is also home to Optical Express who operate a state-of-the-art laser eye surgery from this prime location on Great Victoria Street. MRP are currently in Legals with an expanding Telecoms & IT service provider as well as a national retailer for the ground floor retail unit which fronts onto Great Victoria Street. SCOPE OF WORKS The scope comprised of extensive refurbishment works, including but not limited to: • Stripping back of the entire building fabric to leave only the concrete frame. • Formation of double height reception space with speed gates and contemporary wall to ceiling light feature. • New external envelope consisting of a lightweight internal skin with brickwork external skin.

CHALLENGES The Covid pandemic forced the site to close for a period – once re-opened, specific procedures were adopted to maintain safe working conditions for all staff. Material shortages, also fuelled by the pandemic, put supply under pressure and hence prices inevitably increased. “Existing buildings offer challenges as unknowns can present themselves when the building fabric layers are peeled away. Along with our contractor and design

team supply chain, we were able to mitigate any issues that arose,” said Gary. Gary added, “The original structural design would not have accounted for our ambitious modifications, the 2-storey vertical extension and formation of the double height reception space for example. This required careful structural consideration and appropriate construction methods including additional concrete columns and reinforcement.” With limited space around the site, deliveries were meticulously managed and close interfacing with neighbouring businesses was vital to maintaining good relations. Commenting on the completed project Gary noted, “Developing the property for the second time in the company’s ownership was an exciting prospect – we were proud to reinvent the building as a more energy efficient and contemporary product. “We backed ourselves in successfully delivering the project during a period of such uncertainty. It was an excellent opportunity for our team to deliver this

D rew Wylie Building Services (DWBS) refurbished and installed access flooring to ‘The Vantage’ office building at Great Victoria Street, Belfast. DWBS refurbished approximately 80% of the floors in the existing building and supplied and installed new raised access floors into two existing floors and two new floors on the upper levels. For DWBS – the sole approved NI dealer for Kingspan’s range of access flooring products – this was a return visit, having installed the existing Kingspan raised access flooring over 30 years previously. Commenting on the project, Drew Wylie said, “This project once again demonstrates the fact that Kingspan flooring system is still at the forefront in the marketplace. MARIOFF’S HI-FOG HIGH PRESSURE MIST SYSTEM IS PERFECT CHOICE FOR CHALLENGING SPACES AND LOW WATER SUPPLY ISSUES… HIGH-PRESSURE MIST SYSTEM

M cAleer and Rushe chose Marioff HI-FOG® as an efficient and environmentally responsible solution for ‘The Vantage’s mist system. Marioff has designed, installed and commissioned a wet-pipe bulb-operated water mist system for protection within the retail/office building, and total compartment flooding open deluge water mist system for the generator rooms. The system has narrow, stainless steel tubing and compact components, making it the perfect choice for challenging and evolving office layouts. Without significant water supply requirements, HI-FOG is a truly flexible system for installation into new office spaces. Commenting, Gregor Toland, Sales Director for Marioff said, “For the project our EPU4+1, modular pump was supplied complete with frequency convertors for all pump motors as well as auto changeover facilities. This involved the supply and

installation of 30m 3 grp water tank to supply the system. “The project is split into 13 sections all with monitored wet pipe isolation valves with flow switches and one deluge isolation valve complete with flow switch for the generator space. The project comprises 675 HI-FOG sprinkler bulb activated sprinkler heads and well over 5,000 metres of stainless steel tubing. “Aesthetics was very important to the client as the building has no suspended ceiling to hide the mechanical and electrical services behind and this lends itself very well to the small stainless steel pipework and fittings supplied and installed by Marioff. “As always it has been a pleasure to work with McAleer and Rushe on the project, the ethos is always to get things completed as quickly as possible with a minimum of fuss. required a rethink to ensure the project worked as close to program as possible, explained Fergus. “Once we started the project it was decided to remove the brick and the block completely and rebuild from scratch. It was a lot faster

to rebuild using a structural framing system with inner skin and a cementitious board, and this allowed us to claw back a lot of time. We also prefabricated as much stuff as we could on site, and the two new upper two floors were all done in curtain walling.” Commenting on the completed project Fergus said he was delighted with the end result and praised
