MRI wait times too long "$56"- * 54  r  /&84 Too many patients in the Eastern Ontario region are still waiting too long for necessary MRI scans as part of their diagnosis and treatment procedures. A partnership plan, set up two years ago between the Champlain Local Health Integration Network (LHIN) and local hospitals to redistribute scheduling of magnetic resonance imaging (MRI) appointments for patient referrals, managed a “significant” decrease in wait times prior to the situation in 2013. few months. The second recommendation is for improved management of MRI cases. The report noted, from interviews with radiologists at area hospitals, that five to 10 per cent of MRI requests are “unnecessary or inappropriate” and take away scheduling time for more urgent cases. New scheduling guidelines based on medical evidence will help deal with this situation.

But increasing demand since then threatens to rollback the progress made. MRI scanning is a critical tool for diagnosing many internal injuries or disease conditions not detectable through X-ray or other diagnostic techniques. The Champlain LHIN has boosted support funding to area hospitals for MRI “blitzes” but LHIN administration noted, in a recent report to the board of directors, that this is “temporary solution at best”. The report indicated that emergency patients must have priority for MRI scans over less-urgent cases. A review report on the situation from Ottawa Hospital President Dr. Jack Kitts included four recommendations. First is a centralized triage process for MRI referrals to try to even out the hospital wait lists throughout the Champlain LHIN region. The process could be in place within a

The final recommendation is for more funding to boost MRI capacity to handle patients. The report noted that the 13 MRI scanners available throughout the Champlain LHIN could handle larger patient schedules through extra funding, if the funding focus is on hospital sites with the most critical wait times. The Champlain LHIN board of directors approved the report recommendations and asked for administration to continue tomonitor the situation through the 2016- 2017 fiscal year, for a further report to the board.

L’Église Saint-Isidore emportée par les flammes

L’Église Saint-Isidore a été la proie des flammes, le 23 juillet dernier. Plus de 300 résidents ont dû être évacués en raison de l’incendie qui a complètement ravagé l’édifice. L’incendie, qui a commencé vers 16 h, pourrait avoir été causé par un éclair se- lon des témoins. Le clocher s’est effondré quelques heures plus tard, alors que les

flammes ont continué de ravager les restes de cette église construite en 1879 . « Nous avons eu deux gros orages cet après-midi, et ensuite l’église a pris feu. C’était impressionnant! Il y avait des grosses flammes. Cela fait de la peine aux habitants, car cette église faisait partie de l’histoire de notre village », a expliqué une résidente de St-Isidore qui a préféré conserver l’anony-

mat. « C’était impressionant. C’était notre église et maintenant elle est complètement détruite. J’ai dû être évacué de chez moi! », a déclaré un autre résident. Une cinquantaine de pompiers des cinq

casernes de la municipalité de La Nation ont été mobilisés pour tenter de combattre le feu. De plus, les pompiers ont dû diviser leurs forces en raison d’un autre incendie qui a détruit une ferme laitière à Riceville, à quelques kilomètres de St-Isidore.

This message is for all those people who have the privilege of walking their dogs along the old railway station trail in Bourget. It is a lovely walk, and families with children on their bikes, on foot, and in strollers, also enjoy this beautifully maintained trail. Unfortunately, the grass beside the trail is littered with dog poop, left behind by people who can’t be bothered to pick it up. I recently acquired a puppy that I frequentlywalk along this trail. It is disgusting to see what irresponsible dog owners are

doing to it. When I see someone not picking up their dog’s poop, they tell me they forgot their bags at home. So I give themone.They are not expensive. You can buy several rolls of bags at the dollar stores. I understand that renovations will soon begin on the old train station, and that it will become a tourist attraction for Bourget, bringing in some people, perhaps for the first time, andmaybe leading them to spend money at some of our local businesses. I have also heard a rumour that the trail may be closed to dogs due to the accumulation of filth these tourists would otherwise be forced to walk in. Come on, people! You knowwho you are. Please don’t jeopardize your own chance of losing the privilege of walking your dog on this trail. Do the responsible thing and pick up your dog’s poop!

New health service proposal reviewed

More efficient use of sub-acute services for out-patients is part of a new plan for hospitals and health service providers in Eastern Ontario. The Champlain Local Health Integration Network board (LHIN) has approved a proposal for a new long-termplan for making the best use of sub-acute services within the Champlain LHIN region.The LHIN oversees fundingmanagement and other planning for the Champlain health services region, which includes Ottawa, the Five Counties and parts of Renfrew and Leeds-Grenville counties. LHIN administration has determined

patients, caregivers, and health service providers. It recommends early- identification and prevention strategies to help patients avoid future hospital stays resulting from relapse or new injuries or illness during their sub-acute care period. Monitoring patient care during hospital stays to prevent any hospital-acquired disabilities prior to release is also recommended. “Significant investments” from the LHIN in home-therapy support, ambulatory services, and other community based sub-acute health care services is also recommended along with redistribution The AMP shows what assets a municipality has, how well those assets are maintained, and helps support arguments for approval of an application for a specific provincial funding program. An AMP also shows the provincial government how responsible a municipality or county is in looking after its existing infrastructure and planning for future needs. “This document identifies what has been achieved,” the report introduction noted, “what is being done and what needs to be done to ensure core services provided to citizens, business, and institutions attain sustainability.”

there are more than 870 sub-acute care hospital beds in the Champlain LHIN region available for patients who have finished with their acute care treatment and may transfer over to rehabilitation or other types of inpatient or outpatient care. These types of services handle stroke survivors, patients with acquired brain injuries, amputees, and older patients who have become debilitated following an illness or injury and are in need of follow-up support care. The new plan was developed through the LHIN’s sub-acute capacity steering committee through consultation with

where possible of sub-acute bed space within the Champlain LHIN region. This redistribution would be based on demographics to try to reduce the amount of travel time and distance involved for patients in sub-acute care. The plan also proposes making the most efficient use of convalescent units in long-termcare homes. The plan recommends a $5.6 million investment for the Champlain LHIN’s sub- acute care services program for inpatient care. Most of themoneywould go towardsmore intensive rehabilitation services. Another $11.3 million investment is recommended for community-based services. The Champlain LHIN board approved the plan and asked LHIN staff and their partners in local health services facilities and centres to develop a detailed strategy for putting the plan to work as part of the LHIN’s overall strategy for improving patient care and support services throughout the region.

The mayors of all of Prescott-Russell’s municipalitiesmay be on a summer break but that does not mean they do not have any “homework” to occupy themselves away from their municipal offices. One large report all themayors have to read over the month of July, before theymeet in L’Orignal early in August for counties council, is a 60-plus detailed report on all the assets of the United Counties of Prescott-Russell. The UCPR Asset Management Plan report outlines and describes the entire infrastructure which belongs to or is managed and maintained by the counties.

The report represents the past few years of research and prior studies and update briefings on counties infrastructure and service support facilities and properties. One of the aims of the report is to make sure that the counties has an up-to-date assessment and inventory of all its assets to meet themandatory provincial government guidelines set for municipalities dealing with asset management plans (AMP). These AMPs are now essential for municipalities when they apply for some forms of provincial support grants or special infrastructure projects funding.

Upgrades to eliminate sewage smell "$56"- * 54  r  /&84 The City of Clarence-Rockland sewage treatment plant will undergo an upgrade with the aim of eliminating an occasional odor situation. which encouraged algae growth, reducing the plant’s ability to treat sewage waste until the accumulated residue was removed. The upgrade plan proposes installation of a new headworks facility at the plant, which will improve removal of grit and other solids before they enter the treatment tanks. This will improve the treatment process and reduce the chance of odors. A study from the Ontario Clean Water Agency (OCWA) indicated one of the main causes of the problem was due to accumulation of grit and solids in the collection tanks. The city will schedule a public information centre session in autumn for the report, including any possible alternative solutions. Michel Chrétien, emergency services director for the United Counties of Prescott-Russell (UCPR), presented a brief verbal report to the counties’ emergency services committee on the status of the project. Chrétien reported discussing the matter with Russell Township officials, including a suggestion that the township buy a building suitable to house an ambulance station. Since 2001 the UCPR has built its own stations and then rented the premises to itself at a reasonable cost. But now changes to the senior government public sector amortization regulations forbid local government from long-term rental of their own facilities for inventory purposes. Participants in a workshop at Tucker House in Rocklandwill find themselves out in the backyard garden, scrounging around for seed plants. It’s not harvest time, though. It’s time to help bank something away to ensure a future for native food plants. Tucker House, in cooperation with the Clarence-Rockland Public Library, hosts a seed-collection workshop this summer. It’s the second year that the two local community groups have partnered on the project, and NathalieMathieu explained that the purpose of the workshop goes beyond just helping teach local gardeners how to collect and save their own seeds for future planting. “Seed saving is really important for the diversity of our (local) seeds and vegetables,” Mathieu said. Almost all commercial packets of seeds for sale for home gardeners, in the store, come from companies which may be in Canada but most often are located in the U.S.The same goes for the large bags of seeds available for commercial farms. Those seeds, Mathieu noted, may not be native to Canadian climate. They will grow here but their place of origin for the most part may be in the United States, and the plants that produce those seeds may be hybrids which are adapted for specific growing conditions in their home regions. Some of those seeds may not grow very well or may not grow at all when planted in Canadian soil. Mathieu noted that the Clarence- Rockland Library has begun its own small seed bank, storing away samples of vegetable seeds from plants which grow in the Clarence-Rockland area.The seed-collection workshop, which the library and Tucker House co-sponsor, aims at educating more people about seed collection and helping to preserve local varieties of vegetables, and even flowers, which are adapted to local growing conditions. Seed banks, Mathieu noted, are important for helpingmaintain genetic diversity, which is key to evolutionary survival for plants. “You want all kinds of varieties,” she said. “We also invite the old-time farmers to share their seeds for the seed bank.” The seed-collection workshop is divided in two parts.The classroom session features

Trail rider groups negotiate The City of Clarence-Rockland is going to try and help broker an agreement between the ATV Club of Eastern Ontario (ATVCEO) and the Eastern Ontario Snowmobile Club (EOSC) for trail use within the municipality. 2015 Ambassador’s Message It has been a great honour representing Navan as the 2015 Ambassador! Throughout the year I have had the opportunity to travel, meet new people, and experience all kinds of exciting activities. In the fall, I participated in the Navan Fall Fest where I was the MC for the talent

Welcome to the 71st edition of the Navan Fair presented by the Cumberland Township Agricultural Society. This year’s theme is “Udderly Awesome” and the theme relates to all aspects of the fair not just the great dairy showcase. At the time of writing this, many new shows

show. In February, I represented our Fair and the Cumberland Township Agricultural Society at the Ontario Association of Agriculture Societies Conference in Toronto. Throughout the conference, I was privileged to meet other fair Ambassadors from all across Ontario. I also attended different seminars that focused on valuable interview and leadership skills which can be applied during my role as Ambassador, as well as in the future. I cannot believe how quickly my year as Ambassador has gone by and how much fun this experience has been. I would highly recommend this opportunity to others because it is a great way to get involved in the community, and an extremely rewarding experience overall. I would like to thank everyone who has contributed to making my year a very memorable one, and look forward to crowning the 2016 Navan Fair Ambassador!
