Counties staff face budget plan challenge

be available now for the 2017 budget plan. Some of themajor UCPR expenses during the past four-year period, which will now affect planning for the 2017 budget include: providing $2million tomunicipalities for use in their own local budget planning; providing an extra $250,000 in support grant funds to the Centre d’accueil Roger Séguin, in Cla- rence Creek, for its upgrading project tomeet the new provincial construction standard guidelines for retirement and long-term care facilities; purchase of the provincial offences office in L’Orignal and also the heri- tage grocery store building on John Street in that community. These two buildings are scheduled for future renovation work for later use as counties facilities. Brault noted several major projects for future budget planning for the counties include: either renovation of the existing Résidence retirement home or development of a new one that meets the new provincial standards for such facilities; upgrading of County Road 17; a new staff office for the Larose community forest; construction or rental for a new regional ambulance station in the counties. Mayors on counties council spent several minutes, after Brault’s verbal report, discus- sing whether some items like a new office for the Larose Forest were necessary for the 2017 budget planning and also whether keeping any tax rate increase limited to two per cent or less might be possible for next year’s budget.

Summer holiday break time is almost over for everyone. For themayors sitting at the counties council table and their staff, it also means time to prepare to face the annual budget planning challenge. The Aug. 10 committee of the whole ses- sion for the United Counties of Prescott-Rus- sell (UCPR) council featured a verbal report from UCPR Chief Administrator Stéphane Parisien and Financial Director Julie Mé- nard-Brault, on the challenges facing both, staff and the counties council, inworking out the 2017 budget plan in time for approval before the end of the year. “This is only a snapshot, or highlights, of what we’re facing,” said Parisien. “With the help of our treasurer, as she wanted to make council aware of some of the decisions we’ve taken in the past and how they affect our (2017) budget plan.” Brault noted that over the past four-year period, from2013 to 2016, the UCPR annual budget planning has resulted in tax rate increases ranging from minus 2.1 per cent to plus one per cent. The negative tax rate increases, which work out to actual decreases, resulted from various factors, including strict economy measures by staff to sudden windfalls of funds, coming in fromunexpected surpluses fromvarious sources. Overall, Brault noted,

the UCPR has enjoyed an average tax rate increase of 0.4 per cent over the past four- year period. She also noted that the UCPR has made a sizeable draw on its various reserves funds total, over the past four years, to help with some budget economy measures. The total UCPR reserves in 2014 amounted to almost $27.5 million. As of this year, the reserves total is about $17.8 million, representing a $9.6 million decrease in the total reserves

over a four-year period. Brault explained that the reserves exist for future capital works and services planning and to also help balance the budget and stabilize the UCPR tax rate when necessary. She noted that the reserves are not intended as a means to avoid high tax rate hikes. During the 2016 budget planning, she observed, staff needed to draw on $3.3mil- lion in reserves to balance expenses and revenues. That amount, she added, will not

The community service legacy of one of Prescott-Russell’s most beloved mayors lives in the annual award bearing his name. The call for nominations has begun for the J.P. St-Pierre Award. The award is named in honour of Jean- Paul St-Pierre, one-time mayor of Russell Township, whose sudden death during his reelection campaign in 2014 shockedmany. This honour is bestowed upon deserving residents of the United Counties of Prescott- Russell (UCPR). The J.P. St-Pierre Award celebrates the exceptional contributions of its nominees to the community and civic life of the Prescott- Russell region, through their endeavours in the fields of art, culture, business, professio- nal work, charitable and community works, health, education, public service, media and communications, sports, agriculture, the environment, and other areas. The sole unifying factor is that whatever the reci- pient’s achievements are, they have made some lasting contribution to the well-being of other UCPR residents. The award was created in 2015 inmemory of Jean-Paul St-Pierre, who served on Rus- sell Township council both as councillor and as mayor and also, during his time as mayor, served a one-year termas warden of the United Counties. During that time, he also sat as chairman of the Eastern Ontario

Warden takes message about highways to AMO one meeting at the AMO conference with Ontario Transportation Minister Steven Del Duca. The minister was in Rockland earlier this summer to confirm $40 million in funding for the four-laning of the County Road 17 portion of the highway link between Rockland and Orléans. That will help cover costs for the nine-kilometre stretch between the Landry and Canaan Road intersections. The province is still in talks with the City of Ottawa regarding the Highway 174 portion of the highway link. During his Rockland visit, Del Duca expressed confidence that an agreement with the city would happen soon to ensure that the entire stretch of highway between Rockland and Orléans

AVIS AU PUBLIC que le Conseil de la Corporation du Canton d'Alfred et Plantagenet a adopté le 8 août 2016, le Règlement sur les redevances d'aménagement No. 2016-60 en vertu de l'article 12 de la Loi de 1997 sur les redevances d'aménagement . BUT ET EFFET: Le Conseil a préparé une étude et un Règlement sur les redevances d'aménagement. Le but de l’étude était d’évaluer le besoin de services de loisirs additionnels. Suite à cette étude, le conseil municipal a adopté un amendement au règlement sur les redevances d’aménagement dans le but d’augmenter les redevances d’aménagement résidentiel de 3 286,37 $ à 4 590,19 $ afin de financer la construction d’un complexe multi-sports qui sera localisé à l’extérieur du Village de Plantagenet, tout près de l’école secondaire, à un coût estimé de 1,5M$. Le règlement sur les redevances d’aménagement a aussi été modifié afin de retirer les redevances pour les services de traitement des eaux usées dans le Village d’Alfred. Les redevances d’aménagement sont payables lors de l’émission d’un permis de construction. COMMENT FAIRE APPEL - Les avis d'appel doivent être reçus au plus tard le 19 septembre 2016. Toute personne ou organisme public peut faire un appel contre le Règlement No. 2016-60 en déposant auprès du greffier de la municipalité un avis d'appel en vertu de l'article 14 de la Loi de 1997 sur les redevances d'aménagement , qui explique les objections qui sont faites contre le règlement, ainsi que les raisons pour ces objections. TAKE NOTICE that the Council of the Corporation of the Township of Alfred and Plantagenet adopted By-Law No. 2016-60, a by-law for development charges, on August 8, 2016, under Section 12 of the Development Charges Act, 1997. PURPOSE AND EFFECT: Council has prepared a development charges study and by-law. The intent of the study was to evaluate the need for additional recreational services. Based on the report, Council has adopted an amendment to the 2014 Development Charges by-law to increase the development charge for residential development from $3,286.37 to $4,590.19 in order to finance the construction of a multi-use sports facility to be located just outside of the village of Plantagenet adjacent to the high school at an estimated cost of $1.5 million. The Development Charges By-law has also been amended to remove the development charge for wastewater treatment services in the Alfred Village. Development charges are normally collected at the time a building permit is issued. APPEAL - The last date for filing a notice of appeal of the by-law is September 19, 2016. Any person or organization may appeal By-law 2016-60 to the Ontario Municipal Board under Section 14 of the Act by filing, with the clerk of the municipality, a notice of appeal setting out the objection and the reasons supporting the objection. ADDITIONAL INFORMATION - The complete by-law is available for inspection in the office of the clerk during regular office hours. This year’s annual fundraiser tournament took place July 6 at the eQuinelle Golf Club in Kemptville. Besides the registration fees to play in the event, golfers also helped raise the tournament pledge drive with bids on the silent auction items during the after- tournament supper, along with supporting sponsorships fromvarious area businesses. “We are extremely pleased with the sup- port we received from players this year, as well as themany businesses that graciously supported our event,” stated Foundation Pre- sident Carole Dufour. “Themoney raised will help us improve the childhood experience for many youth in our area. The UCDSB Champions for Kids Foun- dation was formed in 2008 to “discreetly help level the playing field” for children and families within the UCDSB region.Themain focus of the foundation is to help children in need to take part in organized sports, arts and other community programs outside of school hours. But the foundation will also consider applications for assistance with minor medical expenses like eyeglasses, providing gas cards to parents who want to visit with their children whomay be in hos- pitals outside of the UCDSB area, or helping parents to provide proper warmwinter clo- thing for their children. All aid approvals are kept confidential.

The weekend deluge didn’t stop all the fun at the annual Navan Fair over the mid- August weekend. Horse pull challenges and the always popular demolition derby along with other attractions entertained spectators during the four-day fair.

More than a hundred golfers teed off to help children in need in the Upper Canada school district. The 2016 Champions for Kids Foundation Golf Tournament finished after 18 holes with $37,500 in donations, pledges, and entry fees, to help swell the foundation’s coffers. The money will go towards foundation programs to support children of families in need in the Upper Canada District School Board (UCDSB) region, and also, when possible, children who may attend schools in other districts.
