SIDEWALK CLOSURES Champlain Township public works is pre- paring its winter road maintenance plan for the municipality, including temporary closure of some sections of sidewalk in Vankleek Hill. The reasons for the closures are because the sidewalk plow is not able to get to them for snow removal or because they are used as snow storage from plowing operation. The sidewalk closure rule from Novem- ber 1, 2019, to April 30, 2020, applies to sections of Stanley Street, Jay Street, and Bertha Street.– Gregg Chamberlain SNOWPLOW PURCHASE Just in time for the first early snows of winter to arrive, East Hawkesbury Township council approved a recom- mendation, from administration, to use the municipal modernization fund to buy a new 2019 model Freightliner snowplow. The township will allocate up to $160,000 towards the purchase. – Gregg Chamberlain BUDGET SCHEDULE Champlain Township Council has two long days of budget planning review to do before the end of the year. Council members agreed to schedule reviews of the 2020 draft budget for December 11 and 19, starting at 1 p.m. both days. If needed, a third review session will take place in January. Un rapport géotechnique, publié le mois dernier par Stantec Consulting Ltd., recommandait de réparer ou de remplacer la section du mur de soutènement au cours des deux prochaines années. Le cout des travaux est estimé à environ 900 000$, mais il ne fait pas partie du projet de budget initial pour 2020 ni du calendrier décennal de remplacement des infrastructures municipales. L’administration et le service des Travaux publics recommandent de faire une demande d’aide financière auprès du programme Routes de raccordement aux routes principales, puisque le tronçon du mur de soutènement concerné est situé près de l’intersection de la rue Main et de la rue McGill. Il s’agit d’une artère importante pour la ville, où circulent des camions commerciaux lourds et d’autres véhicules. Le rapport de Stantec indique que la section du mur de soutènement concernée montre des signes d’instabilité qui pourrait poser des problèmes dans l’avenir si aucune réparation n’est effectuée. ONTARIO TEACHERS READY TO STRIKE

It could be a very cold Christmas season for the education commu- nity in Ontario with the threat of a province-wide teachers’ strike. The Ontario Secondary School Tea- chers Federation (OSSTF/FEESO) held a strike vote, November 18, and received huge support from its membership for a walkout, if there is no satisfaction from the present round of negotiations with the provincial government. Education workers represented by the OSSTF voted 92 per cent in favour of strike action while teachers, both full-time and part- time, gave the union a 95.5 per cent vote of support. “This is a powerful mandate from our members,” stated Harvey Bischof, OSSTF/FEESO president, in a news release issued after the Monday night vote. “And it sends a compelling mes- sage. Our members are committed to defending the quality of education in Ontario against a government that is determined to undermine it, and they are absolutely prepared to defend their ability to provide the best possible learning environment for the students they work with.” While the union has its strike man- date, Bischof stated that the OSSTF/ FEESO will continue to negotiate with the provincial government. Cette initiative-là, qu’un centre de services à l’emploi puisse avoir un pied-à-terre dans des écoles secondaires sur un territoire donné, ça peut se reproduire dans d’autres régions ailleurs en Ontario », a assuré Mme Arcand. « Nous allons mesurer les impacts du partage des compétences du CSEPR et les bénéfices du projet, mais je suis convain- cue que ça va être à la fois bénéfique pour les étudiants dans chacune des écoles secondaires des deux conseils; ça va être bénéfique pour le personnel scolaire aussi de se sentir appuyé, parce que nous voulons aller prêter mainforte jusque dans la limite de notre compétence, qui est vraiment au ni- veau du marché du travail, le développement économique…les perspectives d’emploi, les demandes, les tendances, etc. » Plus concrètement, les élèves auront accès à de précieuses ressources qui seront une véritable passerelle pour leur perfection- nement, le développement de leur employa- bilité, répondront à leurs besoins et leur fourniront des contacts avec les employeurs qui cherchent du talent dans la communauté. C’est aussi une mesure préventive contre le décrochage scolaire, puisque 30 % d’entre ces jeunes-là ne sont pas intéressés à faire des études postsecondaires, selon M. Dubois, donc ils voudront savoir vers qui se tourner afin d’intégrer le marché du travail plus rapidement. C’est alors que la présence sur place de conseillers du CSEPR pourra s’avérer bénéfique, afin de les informer sur toutes les possibilités existant dans leur communauté immédiate. D’un côté, les jeunes ne détiennent pas toute l’information nécessaire pour prendre des décisions éclairées concernant leur avenir; d’un autre côté, le CSEPR n’a pas accès à ces jeunes-là, avant qu’il ne soit trop tard, avant qu’ils doivent ramasser les pots cassés, selon M. Dubois. C’est donc ainsi que les bureaux satellites du CSEPR dans les écoles permettront de rapprocher deux mondes, jusqu’ici éloignés l’une de l’autre, mais en besoin pressant de rapprochement.

We gave our notice to bargain, almost seven months ago, but we are still waiting for even one meaningful, serious response to our key proposals that address the quality of publicly funded education.” Elementary teachers Ontario’s elementary teachers are also in a legal position to strike, starting on November 25. But the Elementary Teachers Federation of Ontario (ETFO) is also staying at the bargaining table. The ETFO received its strike mandate from the membership November 8. The union, representing teachers employed with English Catholic schools in Ontario, has also received a strike mandate from its membership. French teacher unions have not declared whether they are also seeking a strike mandate from their members.

Cette initiative permettra à la région de mieux s’équiper pour garder ses jeunes engagés dans la communauté. On en a fait l’annonce le 14 novembre dernier, lors d’une conférence de presse tenue au Centre de services à l’emploi de Prescott-Russell (CSEPR), à Hawkesbury. Francis Drouin, député de Glengarry-Prescott- Russell était sur place et a tenu à souligner l’importance du partenariat pour la circons- cription qu’il représente. « Je veux dire à quel point je trouve cela très intéressant. Je sais que ce programme aura un impact sur nos jeunes pour les garder ici. J’ai très hâte de voir le produit de ce travail-là dans les mois à venir », a-t-il dit. De son côté, Caroline Arcand, directrice générale du CSEPR, a remercié son collègue Jean Dubois pour lui avoir donné l’idée d’un partenariat. « Il faut qu’on se rapproche des écoles; ce serait bien qu’on ait un pied dans les écoles, m’avait dit Jean. Alors, je suis partie avec ça », a-t-elle ajouté. Je suis telle- ment fière que ça se concrétise aujourd’hui, mais je suis surtout fière parce que c’est un projet qui est né d’une collaboration entre différents partenaires de la communauté. » L’idée l’a amenée vers un partenariat qui réunit maintenant l’Assemblée de la Francophonie de l’Ontario (AFO), le Conseil des écoles publiques de l’est de l’Ontario (CEPEO) et le Conseil des écoles catholiques de l’Est ontarien (CSDCEO), des conseil- lers en orientation, la direction et le CA du CSEPR. Bien entendu, toute idée de cette enver- gure demande des ressources matérielles et des ressources financières. C’est là qu’entrent en scène l’AFO et les Comtés unis de Prescott et Russell, à travers le financement de FedDev-Ontario, une insti- tution fédérale. Le projet s’encadre dans le programme de l’AFO, Effet Multiplicateur. L’Effet Multi- plicateur, ce sont des initiatives qui portent,
