Member Cox called the meeting of the Maryland Transportation Authority (MDTA) Capital Committee to order at 9:01 a.m. The meeting was held via video conference and livestreamed on the MDTA Board Meeting web page. At 9:02 Member Cox asked for a motion for the removal of Item #6 from the Agenda. Member Waesche motions first and seconded by Member Cordova. APPROVAL - OPEN SESSION MEETING MINUTES OF JUNE 4, 2026 Upon motion by Member Snead and seconded by Member Waesche, the Open Session meeting minutes of the Capital Committee’s meeting held on June 4, 2026, were unanimously approved.

This procurement solicited comprehensive services for preliminary engineering and final design phases, including support during construction. The services span the domains of architecture, planning, engineering, asset management, construction management, project management and program support. The services are for roads, roadsides, tunnels, bridges, structures, rest areas, inspection areas, weigh stations, toll plazas, travel plazas, surface lots, utilities, ancillary appurtenances, and facilities (buildings, domes, barns, water towers, etc.). The services are driven by system preservation (i.e., maintenance, repair, remediation, rehabilitation, reconstruction, retrofit, upgrades, etc.), system expansion (i.e., new construction), demolition, commissioning, asset management, regulatory compliance, reporting, staff augmentation, etc. MDTA relies primarily on the contracts resulting from this procurement for delivery of large and small projects. Mr. Kulkarni presented this request to seek recommended contingent approval from the Capital Committee to present MDTA 2024-01A, Comprehensive Preliminary Engineering and Final Design Services to the full Board for award at its next scheduled meeting. Services provided under this contract are for environmental compliance and engineering and will include, but are not limited to, support on environmental asset management: inventory, inspection, assessment, and remediation design; environmental permitting and compliance: projects review, permitting, and compliance, and MS4 and Industrial General Permit coverage and compliance; environmental projects management, study and planning, engineering design, and Phase V services; Geospatial Information System (GIS) database and tools development and management; climate change adaptation and resiliency; environmental studies and research. Specific assignments are expected to vary depending on MDTA’s needs throughout the duration of the contract. Upon motion by Member Cordova and seconded by Member Snead, the Members unanimously recommended contingent approval of MDTA 2025-01A, Comprehensive Environmental Compliance and Engineering Services to AECOM/KCI JV, RK&K/ Century JV and WSP and present a contingent approval recommendation for award to the full MDTA Board at its next scheduled meeting. APPROVAL – MDTA 2024-01A, COMPREHENSIVE PRELIMINARY ENGINEERING AND FINAL DESIGN SERVICES APPROVAL – MDTA 2025-01A Comprehensive Environmental Compliance and Engineering Services Mr. Belay presented this request to seek recommended contingent approval from the Capital Committee to present MDTA 2025-01A Comprehensive Environmental Compliance and Engineering Services to the full Board for award at its next scheduled meeting.

Upon motion by Member Cordova and seconded by Member Snead, the Members unanimously recommended contingent approval of MDTA 2024-01A, Comprehensive Preliminary Engineering and Final Design Services to AECOM Design Services/Wallace Montgomery JV, WSP USA/KCI Technologies JV and RK&K LLP and present a contingent approval recommendation for award to the full MDTA Board at its next scheduled meeting. APPROVAL – KH-3053-0000-PHEASANT RUN MITIGIATION SITE Mr. Alqasem presented this request to seek recommended contingent approval from the Capital Committee to present KH-3053-0000-Pheasant Run Mitigation Site to the full Board for award at its next scheduled meeting This project is to purchase Stream Mitigation credits from an existing environmental bank constructed by Ecotone LLC to offset unavoidable stream impacts associated with the I-95 Express Toll Lanes Program. The ETL program does not have the ability to provide all mitigation on-site and needs to provide off-site mitigation to meet permitting requirements. The Pheasant Run Mitigation site is located in Harford County, Maryland in the watershed where MDTA needs to provide stream mitigation and construction has been completed. Upon motion by Member Cordova and seconded by Member Waesche, the Members unanimously recommended contingent approval of KH-3053-0000 Pheasant Run Mitigation Site to Ecotone and present a contingent approval recommendation for award to the full MDTA Board at its next scheduled meeting. There being no further business, the meeting of the MDTA Capital Committee was adjourned by consensus at 9:55 a.m. following a motion by Member Cordova and seconded by Member Snead. The next meeting of the MDTA Capital Committee is scheduled for Thursday, September 3, 2026, at 9:00 am. This meeting will be virtually conducted via livestream.
