Plusieurs personnes honorées lors du banquet annuel du président

Guy Desjardins, président des Comtés unis de Prescott et Russell (CUPR), a été honoré par ses collègues, sa famille et ses proches lors du Banquet annuel du président, qui s’est tenu le samedi 26 novembre dernier au River Rock Inn dans la Cité de Clarence- Rockland. Près de 220 personnes se sont présentées afin de célébrer l’année de présidence de M. Desjardins. Parmi les gens présents, on retrouvait notamment Francis Drouin, député fédéral de Glengarry-Prescott-Russell, Grant Crack, député provincial de Glengarry-Prescott- Russell, les membres du conseil des CUPR, plusieurs autres élus de la région de l’Est ontarien, ainsi que divers représentants de la communauté de Prescott et Russell. Cette année, le Prix JP St. Pierre – une distinction municipale qui vise à célébrer les contributions d’un individu des CUPR – a été conféré à Doug Anthony, un bénévole très engagé dans sa communauté, dans la municipalité de Russell. Grâce à ses efforts, plusieurs centaines de milliers de dollars ont été amassés pour diverses causes sociales et communautaires. Comme le veut également la tradition du Banquet du président, le Prix du président est remis lors de cette soirée afin de recon- naitre le travail acharné et la contribution exceptionnelle d’un employé municipal envers la communauté. Counties council splits on 2017 budget

thought. I think it’s a mistake.” One of the planned revisions to the bud- get includes reducing the original $240,000 allocation for maintenance work on the Pres- cott-Russell Recreational Trail (PRRT) to $100,000 for next year. That change allowed counties council to boost the annual allocation for Prescott- Russell Community Services (SCPRCS) to $40,000 next year instead of the usual $30,000. The regional non-profit social ser- vice agency asked for an increase in support funds for 2017 because of recent increases in demands for its various services. The remaining $130,000 taken from the PRRT allocation for 2017 will go towards the UCPR public works budget to ensure particular road improvement projects, like

the one planned for County Road 23, go ahead as scheduled in 2017. UCPR staff have also made some other “nickle-and-dime” tweaks to the 2017 budget plan tomake sure priority items are covered while still keeping the tax rate increase at a two-percent limit as counties council directed. Charlebois explained that UCPR staff did “a wonderful job” on the 2017 budget proposal. Her opposition was to having any increase next year to the tax rate. “I wanted zero,” Charlebois said during a later interview. “I wanted it (budget tax rate) to be revenue-neutral.” Mayor Dicaire still expressed hope that the cut in funding for the PR Trail in the counties budget will prove a one-time si- tuation. He has stated that his township depends on the trail as part of its tourism sector operations and he plans to lobby next year to have full support restored for the 2018 budget. “We’re working to gather public support,” he said.

Two of the mayors on counties council voted against accepting next year’s pro- posed budget. For the staff at the counties’ economic development department, it’s like getting an early Christmas gift. Carole Lavigne, director of economic development and tourism for the United Counties of Prescott-Russell (UCPR), was all smiles at the Nov. 23 regular session of counties council, as she announced to the assembledmayors of Prescott-Russell, that the department won the inaugural award for marketing sustainability from the EDAC Marketing Canada Awards gathering. “We are very happy,” Lavigne said, during a later interview. “It’s a very great acknowled- gement of our work. It says we’re doing the right thing.” The Economic Development Association of Canada (EDAC) and the Business Deve- lopment Bank of Canada (BDC) co-sponsor the annual CanadianMarketing Awards, to recognize and promote awareness of the efforts of local government and business groups to boost their economic profile, both within their own regions and across Canada and elsewhere. This year, the EDAC Marketing Canada Awards debuted its inaugural sustainability award, to recognize and highlight “green” efforts at economic development in com- munities and regions. Flight-Corporal Hotsie Beauvoir enjoyed giving Lt. Rick Cooper a different kind of salute, with a cream-filled chocolate pie, as her reward for being the lucky cadet in the draw that the 832 Twillick Squadron held as part of its Christmas food drive collection for the RocklandHelp Centre. Clarence-Rockland’s air cadets filled up four packing crates with 155 non-perishable food items, for later delivery to the help centre’s food bank shelves. Lt. Cooper provided incentive for the collection by offering himself as target for a “pieing” by one of the cadets, as selected in a blind draw. Guignolée à Saint-Pascal-Baylon

Dans la poursuite de ses objectifs et dans son désir d’aider ses membres et la communauté à se développer de façon positive au niveau économique, la Nouvelle Chambre de commerce de Clarence-Rockland lance une campagne de promotion sur l’achat local. Grâce à une contribution financière du Développement économique et touristique de Prescott et Russell, les membres de la Chambre de commerce se verront récompensés en recevant un espace publicitaire gratuit dans le journal Vision. Pour trois semaines, du 1 er au 15 décembre, seulement 60 espaces sont disponibles. C’est sur une base de premier-arrivé, premier-servi que ces 60 membres pourront réserver leur publicité gratuite. À la conquête d’un nouveau sommet au lancer du javelot

L’objectif de Valérie Chartrand? Améliorer son classement à la prochaine compétition nationale du lancer du javelot. Pour atteindre cet objectif, cette femme de Bourget, qui occupe déjà le 8e rang, sou- haite participer à un stage spécialisé dans ce sport, aux États-Unis. Deux choix s’offrent à elle avant la compétition nationale de 2017, dont un stage en janvier en Louisiane et l’autre au mois de mars en Pennsylvanie. Valérie Chartrand souhaite amasser 3000 $ à l’aide d’un site d’autofinancement. Elle fait donc appel à sa communauté et aux gens d’affaires de Prescott-Russell, pour l’appuyer dans ses démarches. C’est en 2001 qu’elle empoigne un javelot pour la première fois dans le cadre de son cours d’athlétisme, à l’école secondaire. Elle n’avait que 14 ans. Au cours des années, de compétition en compétition, elle réussit à décrocher la 8e place en juillet dernier, lors de la compétition nationale du javelot, à Edmonton. Elle rencontre, lors de son par- cours, le champion du javelot Alex Bernard qui l’inspirera à persévérer dans ce sport. Pour la compétition nationale à l’été 2017, Valérie Chartrand, une native de Rockland qui est propriétaire de VC Gym à Bourget, sait qu’elle doit aller chercher de l’aide au chapitre de sa technique et en apprendre
