On engage pour 800 000 dollars de personnel alors qu’on observe des coupures dans la fonction publique fédérale et que vous voulez investir plus dans les routes.» Le maire Marcel Guibord a souligné que l’embauche de personnel était devenue nécessaire. Elle s’explique, en partie, par la croissance de la ville. «Nous sommes une ville en croissance. Le nombre de personnes qu’on embauche est définitivement nécessaire et la plupart aurait dû être en place il y a longtemps.» Récemment, la municipalité a engagé Gilles Marand pour le nouveau poste de directeur d’infrastructures et ingénierie. La Cité a également ajouté deux pompiers à temps plein. Par la suite, il a été question des études à être menées par la municipalité cette année. Environ 800 000 dollars sont prévus pour 11 études. «Vous avez pour 800 000 dollars de personnel, mais nous avons 11 études (800 000 dollars). Ça n’a pas de sens», a affirmé Daniel Gatien. Le maire a précisé que la plupart des études visent à faire l’inventaire de l’état des infrastructures de la municipalité. «Les études sont là pour nous dire dans quelles conditions sont toutes nos routes, notre aqueduc, nos égouts et nos ponts. C’est ce que nous n’avions pas au départ».

ROCKLAND | L’ex-directeur général de la Cité de Clarence-Rockland, Daniel Ga- tien, a vivement critiqué le dernier bud- get de l’administration Guidord, lors de la dernière réunion du conseil mnicipal. Daniel Gatien a notemment accusé le maire de ne pas avoir tenu ses promesses électorales. «Durant votre campagne électorale, Monsieur Guibord, vous aviez indiqué qu’il fallait qu’on fasse un taux de taxe selon le principe du revenue neutral (sans incidence sur les recettes)». Ce principe veut que les revenus de la municipalité demeurent les mêmes et ce, malgré la hausse des valeurs foncières. Ainsi, lors des périodes d’imposition, une municipalité peut modifier son taux de taxe afin qu’il n’y ait pas d’incidence sur les recettes (revenu de la taxe). Daniel Gatien a notamment déploré le fait que depuis 2010, les revenus de la taxe foncière sont passés de 10millions à environ 15 millions de dollars, ce qui représente une hausse des revenus d’environ 50%. «Où est allé tout cet argent, a questionné M. Gatien. Il faut réaliser qu’on n’a pas une augmentation de 0,5%, mais bien 5,5 % en revenus de taxe, avec la hausse des évaluations». De son côté, Marcel Guibord a expliqué

choix (de compléter le projet de la rue Caron) parce que ça n’a jamais démarré.» Cependant, selon l’ex dg, le dossier de la rue Caron était prêt depuis 2011. Le conseil avait alors décidé de le retarder. Cela s’était produit dans le cadre du processus de démission de M. Gatien. «J’avais déposé un budget avec une augmentation de 3% sans incidence sur les recettes, qui incluait la rue Caron. La décision du conseil à été de repousser le projet de trois ans.» Daniel Gatien a ensuite discuté des coûts pour l’embauche de personnel à

ROCKLAND | Ball teams and soccer clubs will have to dig into their pockets for more money to use municipal playing fields in the City of Clarence-Rockland. Council has accepted recommendations from the community services department for an increase to the sports field user rates this year. The decision matches a recent de- cision to increase ice rink fees. The main reason given for the increase is to either reduce the municipality’s opera- tion costs for maintaining playing field or at least keep the city’s share at current levels. The 2013 municipal budget projects op-

ROCKLAND | The cost of childcare will cost a little more this year for working parents. Clarence-Rockland council has approved a small increase in the fees charged for mu- nicipal daycare programs. The main reason for the increase is to keep pace with a two- per cent increase for staff salaries and bene- fits included in the 2013 municipal budget. The fee increases take effect in April. For toddlers, the daily rate will increase from the Daycare fees go up

He is one of the two patron saints of Italy and founded both the Franciscan order of monks and two other religious orders, all of which are dedicated to working with the poor. Political pundits who follow Church af- fairs describe Cardinal Bergoglio as “a man who calmly stands for what’s right and just” and has “great compassion for the poor” and that his election as pope may indicate a shift towards a more sympathetic adminis- tration in Vatican City. Francis is now one of the most popular names for boys in the Americas. Besides St. Francis of Assisi it is also the name of

another past leading Catholic missionary, St. Francis Xavier who worked in eastern Asia. The name Francis itself, means “a free Frenchman” and was given to the original St. Francis by his Italian father who was an admirer of the French. “In Canada, we celebrate the broad cross- section of the Church’s cultural richness and linguistic diversity,” stated Archbishop Pren- dergast.“In our own local circumstances, we see manifest the oneness of the Universal Church and so we rejoice in a special way with a Pope from the Americas. OTTAWA | The leader of the National Capi- tal region’s Catholics celebrated the elec- tion of a new pope following the St. Pat- rick’s Day weekend. The Most Reverend Terrence Prendergast, archbishop for the Ottawa archdiocese, of- ficiated at a Mass of Thanksgiving on March 19 at Notre Dame Cathedral in honour of the new pope-designate, Francis I. Archbishop Prendergast held a news conference following the March 13 an- nouncement that the Conclave of Cardi- nals in Vatican City had settled on Cardinal Jorge Mario Bergoglio in the fifth ballot as the new Bishop of Rome to take the place of Pope Benedict XVI, who announced his decision to retire earlier in the year. Cardinal Bergoglio, a Jesuit from Argentina, has ad- opted the papal name of Francis I. “It is with great joy and thanksgiving that I extend my fraternal greetings and prayerful best wishes to the Holy Father, Pope Francis, on his election as Bishop of Rome,” stated Archbishop Prendergast. “This is truly a his- toric moment for the Church when her uni- versal character is manifested to the world.” Archbishop Prendergast noted that Cardi- nal Bergoglio’s choice of Francis as his papal name is significant concerning the direc- tion for the new papal ministry. “Pope Francis has sent a powerful mes-

Police put brakes on St. Patrick’s Day drivers

highway construction zone. One driver was clocked at 141 kilometres an hour while the other scored 154 kilometres on the radar gun screen. Both drivers had their vehicles towed to the impound yard for a seven-day layover

the mistake of thinking that “going green” on St. Patrick’s Day weekend meant going as fast as they pleased along the highway. The OPP Ottawa detachment tagged two drivers over the March 17 weekend for stunt driving in a posted 80-kilometre-an-hour

and they each received seven-day suspen- sions of their driver’s licences along with future traffic court dates. Police also charged four drivers over the weekend with impaired driving and driving with a blood-alcohol reading exceeding 80 milligrams. They all had their vehicles im- pounded for seven days and each received 90-day automatic suspensions of their driv- er’s licences. Three other drivers had their licences suspended for three days each be- cause their blood-alcohol levels were at the 50-milligram mark or higher. Two drivers holding“novice level”licences were charged because their blood-alcohol level was above the zero mark. A condition of a “novice level” driver’s licence in Ontario is total abstention from alcohol while driv- ing. Ottawa OPP also filed 27 other charges for speeding over the St. Patrick’s Day weekend along with three “distracted driv- ing” charges against motorist caught using cellphones or other handheld devices while they were driving. ŏ1,/!0ŏ 3%0$ŏ The chair of the Upper Canada District School Board is disappointed that the El- ementary Teachers Federation of Ontario has not followed the lead of their second- ary school counterparts to suspend politi- cal actions. “Our students and parents will be frustrat- ed that ETFO has not taken itself out of the equation by which teachers decide to fully participate in school activities,” said Greg Pi- etersma. “Although we are concerned about the information that teachers will receive, we are pleased that it is advice, not a directive to elementary teachers,”said David Thomas, UCDSB director of education. The ETFO said in a Feb. 28 statement it is hoping that positive discussions held with the provincial government will turn into concrete actions, but discussions so far have not translated into real change. “In these circumstances, ETFO’s advice regarding voluntary/ extra-curricular activi- ties remains unchanged,” the union stated. Karen Paquette, SNC spokeswoman, reported good turnout from schools during the start of the month- long cultural history education event. “Our first week saw about 150 students,” Paquette said. “We expect to see the big push in numbers after March break. We have bookings pretty for every day after that.” The sugarbush tours program runs all through March and into the first week of April. While the main focus of the March project is to provide students in the region with a unique opportunity to enjoy learn- ing about the history and culture behind Eastern Canada’s tradition of making maple syrup, the SNC welcomes other groups like Scouts, and individuals who want to take part in the scheduled tours of a local sugar- bush operation. A typical two-hour tour starts with a stroll among the sugar maples and demonstra- tions of how the trees are tapped for the sap that runs through their trunks and is later refined into syrup. While sugar maples are the prime candidates for maple syrup- making, Paquette noted that other species of maples and a select few other types of trees can also provide sap suitable for mak- ing syrup though not as good as from a genuine sugar maple. “It does produce the best syrup.”

Students on tour through the sugarbush plantation also learn about the ecology of a sugarbush and how it is managed to pro- duce quality sap for as long as the trees are viable. They also learn the history behind maple syrup, starting with the First Nation legends about how the origin of maple syrup followed by an explanation of how the Algonquin and other aboriginal folk were able to refine the sap without the use of iron cauldrons or other equipment that they later obtained from French traders and others. The traditional First Nation method in- volved hollowing out a large hardwood log, filling it with sap, and then dropping hot rocks into the sap to bring it a boil and thus render the sap into syrup. The sugarbush tour finishes up with a walk through the evaporator and boiler rooms where the maple sap is reduced down to syrup. Paquette noted that 40 litres of maple sap produces one litre of maple syrup. “It gives an idea of how hard maple farm- ers work,” she said. The end of the tour is the part that many students remember most of all as they get a chance to enjoy an old Canadian candy treat, the maple taffy with fresh maple syr- up poured onto clean snow and then rolled up on a stick for eating.
