Le Festival de la bine comble les visiteurs

Le succès était encore au rendez-vous lors de la 6 e édition du Festival de la bine, qui se déroulait le weekend dernier à Plantage- net. La pluie de samedi n’a pas dissuad é les participants et les spectateurs qui se sont rendus nombreux — 2000 personnes —à Plantagenet afin de profiter de ce weekend riche en activités. Le coup d’envoi a été donné vendredi, avec, entre autres, le concours LOL Juste pour rire auquel ont participé cinq jeunes humoristes, qui ont fait rire aux éclats les 1650 personnes rassemblées sous le chapi- teau. La soirée s’est achevée avec un spec- tacle de Jean-Claude Gélinas. La journée du samedi était pluvieuse, mais le public n’a pas été découragé pour autant. Les enfants ont pu profiter de struc- tures gonflables et d’un jeu d’escalade. Certains ont même eu la chance de faire un petit tour de poney. La journée du samedi a été marquée, entre autres, par la compétition d’hommes forts amateurs et professionnels, qui avait lieu sur un terrain à l’extérieur. La compétition était animée par Jean-François Caron. Les parapluies ont décoré les tribunes qui étaient pleines à craquer. Une visite guidée de La Binerie Plantage- net a eu lieu de 11 h à 15h. Au cours de la journée du samedi, le public a pu revivre des chansons d’antan avec l’évènement chanson
De jeunes humoristes ont bravé la scène du Festival de la bine à Plantagenet, le soir du vendredi 16 septembre, pour nous présenter leur numéro d’humour. Ces jeunes humoristes qui ont tous participé au concours LOL n’étaient pas à leurs premières aventures sur scène. Leur numéro était rodé et semblait très à l’aise, mais surtout ils ont tous eu droit à des rires bien gras de la foule. Nicolas Lacelle, à l’arrière du groupe est porte-parole de l’ACFO et qui a présenter les jeunes humoristes sur scène . manche : la compétition de tir au poignet et la compétition de bûcheron avec comme épreuves la coupe à la sciotte et la coupe au godendard. Un beau spectacle de Johanne Lefebvre a clôt le festival, qui a, encore cette année, séduit tout son public. Les chaudrons
de bine en ont également régalé plus d’un. « Cette année encore, nous sommes vrai- ment heureux », a déclaré Alain Lapensée, de La Binerie Plantagenet, l’entreprise qui chapeautait l’organisation de cet événement. « C’est une 6 e édition nettement réussie! »

Fire dispatch issue smoulders away

agreement with the other Prescott-Russell communities must be as a single regional contract. It is not interested in having to work out the details for several new indivi- dual contracts. This leaves the other six municipalities needing an extension agreement for at least 18 months with Hawkesbury for continued fire dispatch service. Part of the reason, besides working out some kind of regional arrangement withOttawa, is that eachmuni- cipality needs to do a review of its existing fire dispatch communications equipment and relay tower setup. MeanwhileMayor Charlebois has decla- red that she wants each of the sixmunicipal councils to send a formal signed letter asking for a service contract extension. “Now they’d like to buy our services un- til they don’t need us anymore,” explained Mayor Charlebois during a phone interview Sept. 16. “So I have asked for a letter from each of them as our clients. I’ll wait for the letters.” The original resolution fromHawkesbury town council to the UCPR included a sug- gestion that the counties should also take on 911 emergency call service as a regional program. Right now the UCRP contracts with the OPP for 911 service through a bilingual setup out of the OPP’s Orillia station. All sides agree discussion is needed to try to resolve the situation. Mayor Gary Barton of Champlain Township was the spokesman for the other municipalities at the beginning of the whole fire dispatch service issue. He observed during a phone interview Sept. 15 that both sides need to work together to reach a settlement. “We’re all in this together,” he said, “and we all need to co-operate with each other. To get something to happen, we’ll have to work something out.”
The future of fire dispatch service continues as a burning issue for several municipali- ties in Prescott-Russell. Hawkesbury Mayor Jeanne Charlebois delivered her town council’s resolution on the matter to her fellowmayors at the Sept. 13 committee of the whole session for the United Counties of Prescott-Russell (UCPR). Hawkesbury town council wants the UCPR to take on fire dispatch as a regional service but the suggestionmet with a cool reception from both the other mayors at the UCPR table and also counties administration. Stéphane Parisien, UCPR chief adminis- trator, explained, during both the counties session and during a later interview, that fire dispatch service is the responsibility of individual municipalities and not a duty of the counties. “It’s not up to the counties to take over fire dispatch,” he said. “And why would we take over something with no clients?” Hawkesbury has provided bilingual fire dispatch service for several years for itself and six other communities in Prescott-Rus- sell, as well as for North Glengarry and North Stormont townships. Those two townships have now switched to Cornwall for their dispatch service and that has since raised the individual cost share for the six Prescott- Russell municipalities who still contract with Hawkesbury. Now they are all thinking of following the example of the City of Clarence-Rockland, which contracts with Ottawa’s fire dispatch program. Clarence-Rockland has been part of the Ottawa fire dispatch system since 2000. Hawkesbury has also made inquiries on its own to Ottawa. The problemnow is that the City of Ottawa has stated that any new fire dispatch service

The Law Society of Upper Canada (“LSUC”) is presently conducting an in- depth investigation of these events, and has not released any findings yet. For those of you who are wondering why the name of Charron formed part of the name of CHARRON LANGLOIS, LLP, Barristers & Solicitors, the answer is simple. Nine years ago, when Mr. Pierre R. Charron sold his law practice, the use of the name Charron formed part of the goodwill that was sold. At the time of the events, Mr. Charron was not a partner or a part owner of CHARRON LANGLOIS, LLP, but rather an independent associate. Over the past three weeks, the lawyers and staff of the new law firm CHARRON PILON SAUVÉ, LLP, Barristers & Solicitors, have been dedicated to assisting our clients. Hriz, un homme fier et déterminé, ne traîne pas et obtient un emploi comme gardien de sécurité dans un bloc à appar- tements à Beirut, en échange d’une petite chambre pour y installer sa famille. Ce sont des conditions difficiles mais il se compte chanceux que sa famille n’ait pas à vivre dans un camp de réfugiés. Durant plus de cinq ans, les Hriz vivent dans l’incertitude totale, dans leur petite chambre. Pourront- ils retourner en Syrie? Qu’est-ce que l’avenir réserve à leurs enfants? Combien longtemps peuvent-ils vivre comme réfugiés au Liban? Ils avaient tellement de questions et si peu de réponses. L’appel Après cinq ans au Liban, la famille Hriz, qui était sur une liste de réfugiés des Nations Unies, reçoit un message d’un ami établi à Ottawa, lui disant que le diocèse d’Ottawa appuie les paroisses voulant accueillir des familles syriennes et que plusieurs paroisses de la région tentent de parrainer des fa-
milles de réfugiés syriens. Quand les images d’Alan Kurdi, cet enfant syrien trouvé mort sur une plage turque en tentant de quitter la Syrie, font surface, un comité d’accueil de la paroisse Très Sainte-Trinité se forme. Ce comité compte 18membres et est coordon- né par Donna Poupart. Les paroissiens de Rockland semobilisent et amassent 28 000 $ pour aider les Hriz à venir au Canada. M. Hriz, sa femme Tereze qui était enceinte à ce moment-là, et ses deux jeunes fils, John et Sharbel, ne pouvaient pas croire qu’ils pourraient venir s’établir loin des conflits, dans un pays prospère tel que le Canada. L’arrivée La famille Hriz arrive à Ottawa le 2 mars 2016 et est accueillie par une douzaine de membres du comité d’accueil de la paroisse Très Sainte Trinité. Un des membres de ce comité est Khalil Fidaoui, un Canadien d’ori- gine libanaise, établi au Canada depuis 40 ans, et qui a passé plus de 25 ans à Rockland. Il se porte volontaire pour conduire la famille Hriz d’Ottawa à Rockland. M. Fidaoui est
toujours très engagé auprès de la famille Hriz. À leur arrivée, les Hriz passent cinq jours chez Laura et Jim Johnston, pour en- suite emménager dans un appartement, au centre de Rockland, ce qui leur permet de tout faire à pied. L’intégration La communauté de Rockland a accueilli les Hriz à bras ouverts et M. Hriz en est re- connaissant. C’est avec des larmes aux yeux qu’il remercie, tout au long de l’entrevue, les citoyens de Rockland et le Canada. Le Club Optimiste a donné des fonds, la friperie de Rockland a donné des vêtements et les élèves de l’École secondaire catholique l’Escale ont amassé des fonds pour envoyer John, cinq ans, à un camp d’été et Sharbel, quatre ans, à la garderie. Après avoir tout perdu et mis une vie entière derrière eux, les Hriz se récon- fortent en pensant à leur avenir et surtout celui de leurs enfants. Peu de temps après son arrivée, M. Hriz commence à travailler au Café La Roche sur la rue Laurier. Issa Saikaly, propriétaire de l’établisse-
ment raconte: « Dans notre culture, quand quelqu’un est dans le besoin, l’ignorer n’est pas une option. Le jour où j’ai entendu dire que Mazen avait besoin d’un boulot, il a commencé le lendemain. Travailler c’est une fierté, ça remonte le moral et moi je me suis fait un ami». Mazen et Tereze Hriz ont choisi Donna Poupart et sonmari pour être marraine et parrain de leur plus jeune fils, Fadi, qui a sept mois. Avec l’incerti- tude, la violence et la peur derrière eux, ils peuvent maintenant se préparer à affronter leur premier hiver canadien avec l’appui d’une communauté tissée serrée.

DESCRIPTION DES BIENS : Le parc municipal du Moulin situé au 101, rue Edwards à Rockland, sera désigné comme ayant une valeur patrimoniale. Les trois structures de l’ancien Moulin Edwards seront les biens associés à cette désignation. DÉCLARATION DE LA VALEUR OU DU CARACTÈRE SUR LE PLAN DU PATRIMOINE CULTUREL : En 1868, William Cameron Edwards construit un moulin à scie sur la Pointe McCaul à Rockland, avec deux employés. À ce moment, Rockland avait environ 350 habitants. M. Edwards a embauché plusieurs Canadiens français afin d’abattre des arbres. Les hommes traînent les arbres coupés jusqu’à la rivière où ils flottent jusqu’à la scierie. En 1875, un feu ravage la scierie, mais la reconstruction se réalise l’année d’ensuite. Vint ensuite le chemin de fer, en 1888, afin de transporter le bois ainsi que la marchandise. Les produits du bois étaient transportés vers Montréal pour ensuite être acheminés en Angleterre. Dans les années 1920, la scierie fut vendue. En 1926, le moulin à scie ferme ses portes, suite au marasme économique après la Première Guerre Mondiale. Vers 1938, la cheminée du moulin fut démolie et en 1967 le parc municipal, le Parc du Moulin, fut inauguré. DESCRIPTION DES ATTRIBUTS PATRIMONIAUX DU BIEN : Il existe encore dans le parc, trois fondations en pierres d’anciens bâtiments du moulin à scie, dont la fondation de la cheminée. Les trois fondations de pierres sont les éléments du parc à conserver et protéger pour l’avenir. DESCRIPTION OF PROPERTY: The municipal « Du Moulin Park », located at 101 Edwards Street in Rockland, will be designated as having a heritage value. The three structures of the former Edwards sawmill will be associated to this designation. STATEMENT OF CULTURAL HERITAGE VALUE OR INTEREST: In 1868, William Cameron Edwards built a sawmill at the point McCaul, in the Rockland area, with two employees. At that time, Rockland had about 350 inhabitants. Mr. Edwards had hired several French Canadians to cut down trees. The men hauled logs up to the river where they floated up to the sawmill. In 1875, a fire destroyed the sawmill and it was reconstructed the year after. Then came the railroad, in 1888, to haul wood and merchandise. Wood products were transported to Montreal and then delivered to England. In the 1920’s, the mill was sold. In 1926, the sawmill closed its doors following the economic stagnation after World War I. Near 1938, the chimney of the mill was demolished and in 1967 the municipal Park, the municipal « du Moulin Park » was inaugurated.
DESCRIPTION OF HERITAGE ATTRIBUTES: In the Park, there are still the remains of three old stone foundations of the former sawmill. The three stone foundations are the park’s elements to preserve and protect for the future.

OPP food bank drive in Rockland

There was a great turnout for the OPP food bank drive event that was held in front of L’Escale catholic high school on Friday September 16. Volunteers and represen- tatives from food banks in Casselman, Em- brun and Rocklandwere present to receive the food and the funds that were raised. The food bank drive was held days before the arrival of Joe Roberts, an entrepreneur turned youth homelessness advocate, who himself was once homeless and hungry. Each food bank present at the event received $725 and many boxes of non pe- rishable food ready to be given to people in need in all three communities.The food was delivered by the OPP, including Rockland’s chief superintendant Chris Harkins and inspector June Dobson. The food was then loaded onto trucks by students of L’Escale catholic high school, Even their mascot participated. Food banks are the number one institu- tion in rural areas when it comes to fighting homelessness and food insecurity. Sadly, Prescott-Russell does not have the necessary means to fight poverty and youth homeles- sness. It is with initiatives like these that local food banks are able to provide the services to the community. Yvon Huppé, of the Rockland Help Center, confirms that “the demand for such services is on the rise but so are the donations. In this commu- nity, when you start making phone calls and emails, people respond.That’s what’s great about Rockland”. Joe Roberts will be in town on the Sep- tember 25 and will stop at the Jean-Marc Lalonde Arena at 10 a.m. He’ll be taking a well-deserved break from his 9000 km goal he’s planning to achieve by crossing Canada while pushing a grocery cart, to raise awareness about drug abuse and youth homelessness.

Canada turns 150 next year and the Upper Canada District School Board has plans for students, staff and parents to join in a year-long celebration starting this fall and leading up to July 1. —photo archive
Canada becomes 150 years old in 2017. At least one Eastern Ontario school already has plans for a year-long ses- quicentennial birthday celebration starting now and leading up to July 1st of next year. The Upper Canada District School Board (UCDSB) plans a 150-day celebra- tion throughout its coverage area during the 2016-2017 school term of the 150th anniversary of Confederation. Each of the 85 schools in the district will host one or more special events to commemorate the birth of Canada. The UCDSB is also sponsoring a Building a Better Canada project to give students, at both elementary and secon- dary schools, a chance to express their thoughts and ideas about what makes Canada a good country to live in and how it could be even better, through either video or school presentations. “The Upper Canada District School Board is thrilled to be committing to cele- brating this monumental occasion in 150 different ways throughout the course of the school year,” stated Stephen Sliwa, UCDSB education director. “As Upper Canadians, we feel strong ties to our country, and see this as an incredible opportunity.” Also, as part of the 150-day cele- bration plan, the UCDSB hosts a spe- cial “milestone days” raffle to choose the three schools that will receive extra resources to help mark Day 1, Day 100 and Day 150 on the district’s Canada 150 Celebration calendar, through both their curriculumand their special community event. In the Five Counties region, Maxville Public School won the draw as the Day 100 school. 2016 FALL CLEAN-UP RESIDENTIAL ONLY
The City of Clarence-Rockland is inviting its residents to prepare for the Fall Clean-up. A special collection of heavy items (household appliances) and rubbish will be made: NORTH of BASELINE September 26, 27, 28, 29 & 30, 2016 SOUTH of BASELINE October 3, 4, 5, 6 & 7, 2016 Please note that the special collection will be done on the same day as your garbage collection. Your regular garbage (3 items), yard waste and recyclable products should be placed on the same side of your entrance and your heavy items/rubbish should be placed on the other side. Also, you may bring your unwanted articles to the municipal landfill site at 2335, Lalonde Road, Bourget at no charge except for appliances containing refrigerants (applicable charges will apply): September 30 and October 1, 2016 October 7 and 8, 2016 from 8:30 a.m. to 5 p.m. Only cars, pick-up trucks and utility trailers will be accepted free of charge. APPLICABLE CHARGES FOR TANDEM TRUCKS, DUMPING TRAILERS AND FARM WAGONS NOTE : Charges will apply to businesses and institutions. EXCEPTIONS : We will not pick up: • tires • animal carcasses • construction materials, such as: wood, wood with nails, dry wall, earth, stones, rocks, bricks, asphalt paving, patio stones • hazardous materials, manufacturing & liquid waste • propane tanks and fluorescent tubes • vehicle bodies, vehicle parts, truck caps, boats • organic yard waste (bush, trees, grass, leaves, stumps, etc.) • blue box and black box recyclable materials • electronics (TV, radio, DVD etc…) • Bale wrapping plastics Note: Only the refrigerators or similar appliances with appropriate sticker from a certified household appliance technician stating item is free of CFC (Freon) will be picked up. Doors must be removed. YOUR WASTE SHALL BE PLACED ON THE GROUND AND NOT ON A TRAILER OR PLATFORM. YOUR WASTE WILL BE PICKED UP IN REASONABLE QUANTITIES NO MORE THAN 4' X 8' X 4' HIGH. ANY QUANTITY EXCEEDING THESE DIMENSIONS WILL NOT BE PICKED UP. METAL MUST BE PLACED APART BECAUSE IT WILL BE PICKED UP SEPARATELY.
