Frosty fun for Russell Winter Carnival

The Family Day long weekend put a bit of a chill on some of the planned activities for Russell’s Winter Carnival. But there were still more than enough things to see and do and enjoy during all of the five days of the Carnival. Russell KinClubmembers, volunteers and supporters kept busy all around the village last week, setting up, managing, and looking after the various events scheduled for the Winter Carnival. KinClub President Doug Anthony reported, during a short weekend chat, that the livemusic shows proved popu- lar as always for carnival goers. The Russell Pub and the KinClub’s own Rockin’ the Night events had excellent turnouts. The extreme cold that hit Eastern Ontario over the Valentine’s Day weekend forced cancellation of a couple planned events with the Castor River Ice Fishing Derby being the big event that had to go by the wayside. Derby organizers decided to cancel the event out of concern for anglers whomight suffer serious exposure or worse out on the ice if they did not have a heated ice hut to take shelter in. Other events like the Amazing Race, the craft fair, the chili cookoff, and the Knights of Columbus pancake breakfast carried on as scheduled.There was also a steady stream

of children and a good number of adults into and out of the arena on Saturday to celebrate Hockey Day in Russell. Father Christmas makes the best chili He sometimes shows up at malls or as a special guest in Christmas parades, dressed all in red, a right jolly old elf. But Pierre Al- berti also has a gift for making good chili. “It has to have a little bit of kick,” Alberti said, while spooning out a sample of his prize-winning chili during Saturday’sWinter
Carnival Chili Cookoff in Russell. “Once you eat it, you got to feel a little bit of heat.” Alberti’s entry wowed the judges and ear- ned himfirst place in the competition. Close behind was Winter Carnival mascot Rockin’ Russell, for second place, and Chantal Bat- childer with third. Put seven chili cooks in one room with their slow-cookers and the question of “what makes for good chili?” ends up with seven different answers. Alberti claims giving it
heat makes for the best chili. Rockin’ Russell, through his interpreter-partner Katie Frigon, replied “It’s a secret.” Batchilder claimed good chili depends on “chunky vegetables” for mouth-watering taste. “Chili is an expe- riment in progress,” said Gregory Ball. “You never know what you’ll end up with until after.”“Thick and rich,” said Marie Longtin. “It has to have good aroma and flavour,” said Solie Kimble. “It has to warm you up.”“The right balance of heat,” said Rod Giles.

De la magie au Carnaval de Crysler
Dans le cadre du Carnaval de Crysler, les élèves de l’École élémentaire catholique Notre-Dame -du-Rosaire, à Crysler, se sont plongés dans la tradition en participant à la cérémonie qui marquait le début des activités du Carnaval. Lors de la journée du 12 février, le roi et la reine de l’école ont été choisis. Il s’agit de Mika Harkness et Sélina Landriault, que le bonhomme Carnaval a félicités.
Le samedi 14 février, le jour de la St-Valentin, le magicien Le Duc de la magie a donné un spectacle incroyable qui en a laissé plusieurs bouche bée (photo du haut). Le jeune Daniel Niederegger, à droite, a été le premier à sauter dans les bras du bonhomme Carnaval lors du Carnaval de Crysler qui se tenait du 11 au 15 février. Malgré le froid intense, les activités se sont déroulées, pour la plupart, à l’intérieur et ont attiré comme chaque année des centaines de visiteurs. Au cours duweek-end, les gens ont pu assister à des parties de hockey amicales, des soupers et des tournois de billard pour ensuite clore les festivités avec un feu d’artifice, le dimanche 15 février, en soirée. Au cours de ce Carnaval, des fonds ont été amassés pour Jonathan Pitre, de Russell. Un montant de 350 $ luis sera remis.

Le directeur général des Comtés unis de Prescott et Russell, Stéphane Parisien, a ajouté que la Société de développement économique de Prescott-Russell mène présentement une analyse de l’impact des recommandations du Rapport Godbout. Dans son synopsis du rapport, Marc God- bout a noté que le collège communautaire est situé au coeur d’une région essentielle- ment agricole de Prescott-Russell, un endroit où l’agriculture forme 70%de l’économie lo- cale. L’agriculture dans la région emploie une main-d’oeuvre de quelque 43 000 personnes, dont 70% sont bilingues. M. Godbout a aussi déclaré que, malgré son potentiel, la survie du Collège d’Alfred passait par l’amélioration de ses opérations et de l’infrastructure. Dans un communiqué de presse émis le 30 janvier, le ministre de l’Agriculture a déclaré qu’il conservait le campus de Kemp- tville tout en négociant avec lamunicipalité de North Grenville pour lui transférer les

CDSBEO takes lead on sensitive issue
The subject of teen suicide is gainingmore attention in both the media and the com- munity because of tragic incidents through- out Canada and other nations, where young people have taken their own lives as a result of depression, bullying or for other reasons. In EasternOntario, several school districts have come together to develop a common plan to tackle the subject and help save young lives before they are lost. The Catholic District School Board of Eastern Ontario (CDSBEO) took the lead on this sensitive issue through a joint com- mittee of community partners.The group has developed the Community Suicide Preven- tion, Intervention and Risk Review Protocol (SPIRR). The protocol aims at helping both teens and children in crisis, who face per- sonal, social and/or family situations that may drive them to consider suicide as either a logical or their only option. Trudy Rook, a behaviour crisis consultant, andMichelle Neville, amental health expert, presented details of the new protocol dur- ing the Feb. 3 CDSBEO board meeting. The protocol is meant to help school boards and other community and social agencies work Mosquito control survey Russell Township will work withThe Nation Municipality on doing an official survey in Limoges about the need and desire for a biological mosquito control program. A cit- izens committee has presented results of an information survey to councils for both municipalities. The unofficial survey indi- cates Limoges residents want a biological mosquito control program for their area andmost would be willing to pay extra for it, though how that would happen is not certain yet. For now, both municipalities will get an official survey done so they can use the results to approach the province for help on a community improvement project involvingmosquito control using biological methods that would target the insect’s larvae without the risk of chemical contamination.

together to both identify and help students who may be at risk of suicide. «This protocol helps to define howwe can communicate and share relevant informa- tion,» Rook told trustees. «Communication is a key piece of the protocol, and one which helps to ensure adequate support to those in crisis, as well as sufficient follow-up and after-care.» Neville noted that the protocol outlines a number of «risk alerts and identifiers» that can help teachers, community workers, and others identify a child or youth who may be at risk of suicidal behaviour, and also provides guidelines for dealing with such a child in a positive and supportive way. «The protocol outlines the components of pre- vention, including education and training,» stated Neville, «intervention guidelines, and postvention (intervention) plans. The protocol emphasizes making sure staff, both administrative and teaching, can take part in specialized training programs like SafeTALK or Applied Suicide Interven- tion Skills Training (ASIST). The EOWRC receives equal support fund- ing of $50,000 from both the UCPR and the City of Ottawa. Its year-end financial state- ment to the UCPR showed that it had a sur- plus of about $12,700 from its 2013 budget to supplement its 2014 revenue sources. During the past operations year, with support from partner groups, the EOWRC decommissioned 15 defunct wells in the Prescott-Russell and Ottawa areas. It man- aged a floating wetland project in the Limo- ges area to both improve water quality and also provide habitat shelter for waterfowl and local fish. It participated in several water quality impact studies in the region, and also sponsored the annual Eastern Ontario Children’s Water Festival in Casselman, in May 2014. Some of the EOWRC’s 2014 budget funds were set aside to use as leverage for funding aid fromother sources for several key water quality and environmental studies and en- hancement projects planned for 2015.They include construction work for the Scotch River Restoration Project, the Alfred Bog Hydrology Study, and a Septic SystemEduca- tion Program for the Eastern Ontario region.
One funding subsidy item not at risk in this year’s budget for the counties is the money dedicated to the group chargedwith helping protect drinking water sources in Eastern Ontario. The Eastern Ontario Water Resources Committee (EOWRC) presented its budget aid request in a letter received during the United Counties of Prescott-Russell council’s (UCPR) regular session on January 28. Dur- ing that same session, the council reviewed the revised counties budget for 2015, due for approval by the end of February. The EOWRC asked for a continuation of the $50,000 support funding it has received in past years from the UCPR to help cover its own budget needs for its various water quality protection and promotion projects and programs. Stéphane Parisien, UCPR chief administrator, reported in a phone interview following the counties council session that the EOWRC’s support grant was secure. “We always put that money in the budget,” Parisien said.

“I am still confident that we could still seriously take a look at this,” Mayor Leroux said during a phone interview January 29. The older portion of the industrial park, located off of the Highway 417 exchange with Russell Township, has several existing commercial and industrial outfits whose premises are equipped with their own wa- ter and waste disposal setups. Township staff have been occupied in finding ways to finance an extension of the municipality’s own sewer and water system to the industrial park to help attract new ventures for the site and also provide existing occupants with an
alternative to their present facilities. One option that the township has pur- sued through the UCPR is funding support through Prescott-Russell Assistance Program (PRAP) that the counties set up to aidmem- ber municipalities withmajor commercial or industrial improvement and development projects within identified areas. The intent of the program is to provide aid in a way that will not affect a municipality’s existing debt capacity. Russell Township, under then-mayor Jean-Paul St-Pierre, proposed the Vars Busi- ness Park Development Project (VBPD or PRAP Project).The proposal, which involved a $5 million PRAP loan from the counties, was turned down at the UCPR because there was concern that it would have a negative impact on the township’s existing debt ca- pacity. During the January 14 in-camera session of the UCPR committee of the whole session, Mayor Leroux asked if the debt capacity concern was no longer an issue, would the
counties reconsider providing the $5million loan at a preferred interest rate. The latest report on the 2015 budget plan for Russell Township indicates the municipality has at least a $15 million allowance remaining on its potential debt capacity if the current budget plan is approved. In the minutes of the counties in-cam- era meeting, Mayor Leroux stated that the township, under then-Mayor St-Pierre, had decided not to ask for a roads transfer agree- ment with the counties because the PRAP Project was under review. If the project does not go through, he added, then the township may pursue the roads transfer deal in future. Counties council, during the January 14 in-camera session, directed UCPR admin- istration to continue working with Russell Township administration on thematter. Dur- ing a later phone interview, Stéphane Pa- risien, UCPR chief administrator, indicated the possibility of aid for the 417 Industrial Park project is not yet over. “We’re still look- ing for a solution,” Parisien said. lent Events, a promotions outfit based in Vankleek Hill, to organize and operate a commercial fair in the Russell Arena in April. The municipal economic development strategy recommends such a project as a means to both promote local businesses and services and also attract new business ventures and consumers to the area. The agreement with the promoter is for the revived Russell Township commercial fair to operate every two years and to al- ternate its location between the villages of Russell and Embrun. The proposed date for the new commer- cial fair this year is the April 18 weekend.

Relay for Life reunion Cancer can be beaten and the annual Relay for Life events in many communities throughout Canada are helping to both fund the battle and support those involved in the fight. Canadian Can- cer Society officials for the Five Counties region have some special events lined up to help boost participation in local relays, starting with a March 7 Relay for Life Reunion, March 7 afternoon in Casselman at the École secondaire catholique de Casselman, and open to all past participants in both the annual Maxville Relay and others throughout the region over the years. Also this year, the Maxville Relay shifts to a daytime start at noon hour on June 6 and continuing on until midnight to help encourage more participation. As well, there will be a new Relay for Life event inaugurated in Plantagenet, June 12, 6 p.m. to midnight, at the École secondaire catholique de Plantagenet. Objectif jeans pour les plus démunis
La classe de mode de 10 e année de l’École secondaire catholique Embrun et son enseignante Isabelle Lecot travaillent sur un projet appelé Teens for Jeans . Ce projet, en collaboration avec lemagasin Aéropostale, a un objectif bien précis, soit celui d’amasser le plus de paires de jeans possible pour ensuite les distribuer à des individus qui ne peuvent pas s’acheter des jeans. Tout le monde est donc invité à déposer ses jeans pour la bonne cause. À ce jour, Mme Lecot confirme que sa classe a amassé plus d’une centaine de jeans qui serviront, grâce également à d’autres écoles canadiennes, à vêtir plusieurs personnes à travers le Canada.

La fièvre du disco revient! Tous les nostalgiques des années 1970 pourront une fois de plus s’en donner à cœur joie et se vêtir dans le style disco, car la Soirée Disco et Rock & Roll revient cette année. C’est le 28 février, au Centre communautaire d’Embrun, que la popula- tion, et plus particulièrement les plus de 35 ans qui ont connu cette époque, est invitée à participer en grand nombre à cette fête organisée par le Club Optimiste d’Embrun. L’organisateur de cette soirée, Philip Benoit, invite les participants à se présenter habil- lés de costumes des années 1970. Le tout débute à 20h30 pour se terminer à 1h. Les 639 élèves du Pavillon la Croisée et de l’école St-Jean, à Embrun, sont très heureux du cadeau que la famille Patrick et Stephen Faucher leur a offert. Les deux écoles primaires sont maintenant propriétaires d’une machine à maïs soufflé. Depuis une semaine, au-delà de 900 sacs ont été servis à l’occasion de deux différents évènements scolaires. Tristan Faucher, Nora Faucher, Alexis Gaudreau, Maryse Patenaude, Victoria Huppé, Sonia Guidon, Vincent Joanette et Sara Barrette ont eu le plaisir d’essayer la distributrice avant tout le monde.
