PETER STERLING 2026 Letter from the President
Howdy Rodeo Fans,
We welcome you to your Santa Maria Elks 83rd Annual Rodeo. Rodeo is a unique sport that grew out of the old west. The cattle ranchers used horses to work their stock, and they developed techniques to separate their cattle to rope, tie and brand the calves. Much of what we see today is still being used at branding time on our local ranches. Rodeo is not only enjoyable to watch, but it also plays a very important role in carrying on the Western Lifestyle promoting love for God, Family and Country. We are always looking for ways to bring even more excitement to our
program. Last years Rodeo was a smashing success. Many of our fans recall a “bull riders only” event we had a few years ago. Many of our fans since then have expressed an interest in bringing that back to our rodeo, and last year we added an additional PRCA “Xtreme Bulls” performance on Wednesday. It was such a success that we added it to our schedule once again this year. Our Board of Directors are privileged to bring this rodeo experience to you. The rodeo performances that you are enjoying did not happen by themselves. A top-quality rodeo requires planning and requires a committed staff and volunteers who commit literally thousands of hours to bring you this first-class event. The rails are painted, weeds cleared, welding, digging, cleaning and maintaining landscaping and much, much more all done by selfless volunteers. Rodeo not only plays an important role in providing our community entertainment, it also is instrumental in providing funds to charities through our Rodeo Queen Contest. It brings total funds raised to date of over $18 million that is distributed back to our local non-profits in our community. These funds are used for youth programs, sports, scholarships and countless other projects in our community.
I would like to thank you for coming out and being a part of the family tradition of rodeo. We promise you an exciting event and a good time for all.

Exalted Ruler of Santa Maria Lodge #1538 STEVE REYBURN
Welcome to the 83 Santa Maria Elks Rodeo! nd
For a few months each year, everyone gets into western, a cowboy, a rodeo frame of mind. Out come the Wranglers and Resistol hats, boots are dusted off and now you are here, ready to see the most traditional American entertainment, the best of the west, the Santa Maria Elks Rodeo. This great production would not exist without the combined efforts of a lot of people. Flying U Rodeo provides outstanding rough stock to test the skill and courage of the riders in the bareback, saddle bronc and of course, the crowd favorite, bull riding. Over the years first Cotton Rosser and now his son Reno and his entire crew provide us with specialty acts designed to thrill and entertain us.
World famous announcer Anthony Lucia keeps the action flowing with explanations of the event and even personal anecdotes on the riders. Barrelman Matt Merritt will keep us all entertained.
The entrants in the timed events such as team roping, tie down roping and of course barrel racing are not out there by themselves. They compete with their highly trained partners, their horses. Be sure to encourage all the contestants with your cheers and applause. They work hard to get in that arena for such a short time.
Of course, the rodeo would not exist were it not for Elks Recreation, Inc., Santa Maria Elks Lodge 1538, and the volunteers dedicated to this annual event.
Since 1943 hundreds of volunteers come together each year to accomplish the daunting task of producing our community’s most famous annual event. It is a testament to our civic pride that, over the years, thousands have given time, labor and especially enthusiasm to ensure a successful rodeo. From the time you enter the grounds until you are ushered out, you enjoy the benefits of their labor of love. Please take a moment to thank a volunteer. I guarantee it will bring a smile to a busy face. There was a reason for the genesis of our rodeo way back when our country was at war. Our kids are our future and what better investment in their future than to raise money for youth recreation? In just over 80 years various sponsor groups have entered a young lady in our annual queen contest. These organizations have raised over eighteen million ($18,000,000). Thank you to all the generous contributors. I am honored to be the Exalted Ruler of Santa Maria Lodge #1538 this year. My First Lady and I welcome you to our 83rd Elks Rodeo. On behalf of the Lodge Officers Corp., the Directors and members of Elks Recreation Inc., we hope you enjoy Rodeo and the related activities.

2026 QUEEN CANDIDATE ANNABELLA WILLIAMS Los Alamos Valley Men’s Club
Hello, my name is Annabella Williams, and I am proud to be the 2026 Elks Rodeo Queen Candidate representing the Los Alamos Valley Men’s Club. It is an honor to bring our small town back into the competition for the first time since 1953. The LAVMC supports local youth and families through community programs that have positively impacted my life since childhood. I am 17 years old and a junior at Righetti High School. I am active in the Los Alamos Grange, volunteer each summer at the Santa Barbara County Fair, and have played softball my entire life, primarily as a catcher. Recently, I also became a competitive cheerleader, where I’ve learned leadership, teamwork, and confidence. Giving back to my community is very important to me. I met my parents when I was three years old, and the Los Alamos community supported my family through difficult times and helped shape who I am today. I grew up surrounded by the people and programs of the Los Alamos Valley Men’s Club, and I am grateful for the opportunity to give back to the community that raised me.
After high school, I hope to attend college and pursue a career in social work. Most importantly, I hope to inspire young girls the same way past Rodeo Queens inspired me.
2026 QUEEN CANDIDATE MORGAN FASSE St. Joseph’s High School
My name is Morgan Fasse, and I am honored to be a 2026 Elks Rodeo Queen Candidate representing St. Joseph High School. I am 17 years old and currently a senior, where I have grown academically, as a leader, and as an active member of my community. I founded my school’s Kindness Club to help create a more positive and inclusive environment on campus and encourage others to give back. Next year, I plan to attend the University of Mississippi and major in Business Management while continuing to stay involved in my community and support meaningful organizations. Growing up in a big family has taught me the importance of leadership, involvement, and helping others. Giving back is something that truly matters to me, which is why I am proud to support the St. Joseph High School Boosters and efforts to improve our athletic facilities for future students. Through this campaign, I hope to bring people together, make a positive impact, and proudly represent my school and community with leadership and integrity. I am excited to raise money for the community and build relationships with the other candidates. Thank you!
2026 QUEEN CANDIDATE REIYNA SARIN Hancock Athletic Booster Club
My name is Reiyna Sarin, and I am a 16-year-old sophomore at St. Joseph High School running on behalf of the Hancock Athletic Booster Club. I maintain a 4.14 GPA and am involved in California Scholarship Federation, National Honor Society, ASB, and serve as a school Ambassador. I am also the varsity football team manager, a member of the varsity dance team, and a lead singer in the school choir. Outside of school, I enjoy giving back to my community by mentoring youth in football and cheer, playing tackle football, and performing the National Anthem at events including the Elks Rodeo, Mid-State Fair, and Cruizin’ for Life. I also help with my family’s annual Basket Brigade supporting local families in need. Supporting athletics is especially meaningful to me because I believe student-athletes deserve the resources and opportunities to succeed. I am excited to be part of the Boosters’ first Rodeo Queen Campaign to help fund athletic equipment and campus improvements. My family has taught me the value of hard work, service, and community involvement, and I hope to continue giving back and inspiring others to pursue their dreams. I am honored to represent the Hancock Athletic Booster Club.
2026 QUEEN CANDIDATE SAVANNAH SALCIDO Kiwanis of Guadalupe
My name is Savannah Salcido, and I am honored and grateful to be running for Kiwanis of Guadalupe. I am 17 years old and currently attend Pioneer Valley High School, where I have been involved in ag leadership, volleyball, swim, cheer, softball, soccer, FFA, AVID, Link Crew, and college prep courses. These experiences have taught me discipline, teamwork, and perseverance. FFA has had the greatest impact on my life. Through public speaking and leadership opportunities, I found my confidence and voice. I was honored to be named Outstanding President three years in a row and to finish my senior year with a first-place team award. Raising animals for the Santa Barbara County Fair through FFA and 4-H has also taught me responsibility, patience, and dedication. My faith, family, and community have shaped who I am today. My dad served in the Marines, my brother serves in the Air Force, and my sister serves in the Army, inspiring my passion for service. After graduation, I plan to join the Army National Guard as a combat medic while pursuing my dream of becoming a labor and delivery nurse. I am proud to represent the Kiwanis Club of Guadalupe and its mission of helping children and supporting the community. I am incredibly grateful for this opportunity and thankful for the support of my family, mentors, and community.

Elks Citizen of the Year BILL OSTINI
In the Santa Maria Valley, where the scent of red oak smoke defines the horizon, few names carry as much weight as William "Bill" Ostini. To know Bill is to know a man whose life story is woven into the very fabric of the Central Coast, from the baseball diamonds of his youth to the late afternoon hours he still spends tending the roses at the original Hitching Post. Born in 1949 as the eldest of Frank and Natalie Ostini’s six children, Bill’s roots in Santa Maria run deep. He grew up through St. Mary’s Catholic School and Santa Maria High, marked early on by a competitive spirit and steady hand. Whether he was excelling on the baseball field or claiming a State Junior Championship in trapshooting at age 12, Bill demonstrated the focus that would later define his career. That same sense of duty led him to serve his country as a Vietnam veteran before returning home to the family legacy that awaited him in the hills of Casmalia. Bill’s journey with The Hitching Post began at the tender age of 10. For over sixty years, he has been the guardian of a culinary tradition that is world-renowned. While he and his brother Frank expanded the family name to Buellton in 1986, Bill eventually returned his full focus to the original Casmalia location. The restaurant became more than a steakhouse; it became a living museum of Santa Maria- style barbecue. Even today, Bill ensures the quality of every cut of meat and maintaining the standards his father set decades ago. Beyond the grill, Bill’s impact is measured by the lives he has touched. He has been an Elk member for 49 years and longtime member of the Santa Maria Country Club and the Santa Maria Gun Club. Bill has presided over the Casmalia Community Services District for 26 years, and this all speaks to his commitment to his neighbors. His quiet generosity has fueled countless local causes—from the Boys & Girls Club and the Santa Maria Humane Society to Jack’s Helping Hand and Cruzin 4 Life and so many more. The passing of his beloved wife, Sally, in 2023 marked a profound personal loss, yet Bill continues to find purpose in the work and the land. He remains a fixture at the restaurant, a man who leads by example. Whether he is ordering the week’s meat, cutting steaks alongside his chefs, or meticulously caring for the roses in the garden, he embodies the grit and grace of a bygone era.

Growing up in a family of Arroyo Grande Ranchers, attending the annual Santa Maria Elks Rodeo was one of his passions! As an adult, Phil's strong commitment to his duties was reflected in his dedication to his family, his military service, and his years as an engineer with the San Diego City Fire Department. After retiring in 2002, Phil returned to Nipomo and shortly after, became an instructor at Allan Hancock College, and a mentor for future firefighters who benefitted from his many years of experience Phil joined the Santa Maria Elks Lodge 1538 and quickly became active in the Santa Maria Elks Rodeo. He was content volunteering to work with the animals and run the chutes. But in 2012 when the Elks Recreation Inc. President position became available, Phil accepted the challenge and was dedicated to bringing the Rodeo back to its former greatness. Under his guidance, the Queen contest retumed and to this day has allowed Elks Recreation, Inc., to distribute $18+ million dollars for youth recreation in our community. His greatest accomplishment is that the Elks Rodeo has achieved national recognition which we continue to enjoy today. Phil took pride in developing a first-class team of volunteers which made him so very proud.

Thursday Performance Dedication MICHAEL MIRANDA
Michael Miranda is a true Santa Maria pioneer… born and raised right here in the Santa Maria Valley!
Michael knows the rodeo life firsthand. He began attending the Santa Maria Elks Rodeo & Parade as a young boy and started competing in the rodeo event “Wild Horse Racing” (now referred to as “Xtreme Bronc Riding” when he was just 18 years old. Over the years, he traveled countless miles, driven by his love for rodeo, its people, and of course “the roar of the crowd!” His dedication paid off when he and his team earned the title of National Finals Champions in 1988.
His rodeo career continued through 1998, and even after stepping away from competition, Michael stayed deeply involved… serving as a judge and remaining an active part of the rodeo community.
Michael is also a proud and dedicated member of the Santa Maria Elks, with 38 years of membership… a testament to his commitment to community and tradition.
“Once an Elk, always an Elk.”
For the past 13 years, Michael has served as Committee Chairman of the “Cowboy Shuttle.” Understanding what rodeo is like, he helped create the shuttle alongside Tina to assist transporting contestants and their gear to and from the arena. The committee has become an invaluable part of the Santa Maria Elks Rodeo experience!
Even after moving to Tennessee in 2022, Michael hasn’t missed a single year… always returning back to be part of the Santa Maria Elks Rodeo, because Santa Maria will always be home!!
Alex came as a “temporary” resident to Santa Maria in 1978 to work for the City of Santa Maria’s Recreation and Parks Department and never left! In 2025, after working for the department for more than 46 years, Alex retired as the Director of Recreation and Parks, a position he held for the last 30 years. During those years the City’s park system and recreation programs grew to meet the needs of the growing community. His involvement with the Elk’s Rodeo and Parade began in the 1990’s when the department took on the City’s role in providing the logistical support needed for the annual rodeo parade. A great partnership with Elk’s Recreation Foundation over the years grew even stronger when Tina Tonascia assumed the leadership role at the foundation. Over the years, the City and Elk’s Recreation supported one another by collaborating on many community events like the rodeo, parade, fourth of July and the city’s centennial events. The partnership grew even stronger during the COVID 19 pandemic, offering diversions for our local families including the Christmas in the Country, Haunted Hills, drive through events, and drive in movies. As members of the Santa Maria Kiwanis Club, Alex and his wife Julie, helped organize the Kiwanis Rodeo Queen candidates, raising over $500,000. The Kiwanis Club invested these funds in community programs and youth scholarships. Alex also served as a trustee for the Santa Barbara Foundation, board member for Southern California Special Olympics and a volunteer for the American Red Cross. Today, Alex continues to support recreation programs by serving on the board of directors for the People for Leisure and Youth (PLAY), Inc, raising funds to support the programs and services of the city recreation and parks department. Saturday Performance Dedication JULIAN AZEVEDO
Julian Azevedo was born and raised in Santa Maria, where he built a life rooted in hard work, community, and family. He spent 18 years working with Pacific Beverage Distribution, gaining extensive experience in the industry. Alongside his career, he devoted a decade to bartending at the Santa Maria Elks Lodge, where he formed lasting connections. His commitment and leadership eventually led him to become Club Manager of the lodge, a role in which he continues to serve his community with pride. Outside of his professional work, Julian is deeply involved in volunteer efforts. He regularly helps in the Elks kitchen on Sundays and serves as co-leader of the Old Town 4-H sheep group, mentoring local youth. This marks his Third year overseeing bar operations, token booths, and managing orders and deliveries for all bar-related needs at the Santa Maria Elks Rodeo—an event that relies heavily on his organization and dedication. When time allows, Julian also volunteers for the Golden Circle of Champions and supports the Antlers youth program, further demonstrating his commitment to giving back. Despite his many responsibilities, he always makes time for what matters most—his family. Julian is a proud father of five children—three boys and two girls—and a devoted “Papa” to six grandchildren. He cherishes every opportunity to attend their sports activities and be an active part of their lives.
Sunday Performance Dedication NATALIE BENNETT
A long-time resident of Santa Maria, I have spent the past 16 years actively participating in the Santa Maria Elks Rodeo. My volunteering began working in the VIP tent and Coors Dance Hall and has since grown into my current role as Chairman of the Bars. I’m fortunate to lead an incredible and dedicated team of volunteers—if you’ve visited the dance hall on a Friday or Saturday night, you’ve seen firsthand how busy and energetic it can be.
Outside of volunteering, I’ve worked for the State of California for 17 years. I began at one of our local elementary schools and now serve as an analyst for Caltrans in the Maintenance Department.
Rodeo volunteering is a true family affair for us. I’m a proud mother of three children: Breanna, who helps with Mutton Bustin’; Konner, who supports the Golden Circle of Champions and jumps in wherever mom needs a hand; and Lilianna, who always makes sure everyone knows who her mom is. I am a firm believer in that the only way to do great work, is to love what you do.

Parade Chairman JAIME FLORES
Howdy Santa Maria Valley,
Last year we celebrated the 82nd Annual Rodeo Parade and it was one for the record books. There were over 120 entries from all over the region and thousands of parade fans lined the streets from Mill Street to Enos Drive. Entries and participation were at capacity as was the prior year's event and we are expecting the same this year. As we are preparing for our 83rd Anniversary the Parade Committee has continued to recruit and add new volunteers, we have been fundraising, seeking sponsorships and the parade will return to local TV with our partners at KSBY. For all the support I'd like to thank the volunteers, of course all our attendees and their families as the parade is not possible without you, Santa Maria Elks Lodge 1538, our Parade Committee, a huge thank you to all our sponsors and the Chairmen before me. These individuals have laid the foundation for me and Parade Chairmen of the future to ensure this long-standing tradition continues to support and give back to the community that has embraced it for the last 82 years. I am looking forward to what the future holds for the parade and continuing to celebrate this long-time tradition for our community.
-Jaime Flores
Parade Chairman Elks Lodge 1538
Parade Grand Marshall PATRICK CUSACK
Patrick Cusack considers his greatest accomplishment in life to be marrying his high school sweetheart, Dana Hebard, more than 38 years ago. Together they built a life grounded in strong family values and a shared commitment to serving others. Both Patrick and Dana were raised by wonderful parents who modeled generosity, hard work, and community service. Family has always been at the center of Patrick and Dana’s lives. They raised five children, all of whom live on California’s Central Coast. Their family has grown even larger with the addition of 17 grandchildren, who bring tremendous joy, laughter, and occasional chaos into their lives. Watching their children raise families of their own has been one of the greatest blessings Patrick and Dana have experienced. Faith is another cornerstone of Patrick’s life. He credits his mom for his Christian faith which influences the way he approaches both life and business. He believes deeply that God calls people to love and serve others, and he feels grateful for the many blessings he has received, loving parents, a strong family, meaningful friendships, and opportunities to contribute to his community. Patrick has dedicated many years to community involvement and service. His efforts have included work with organizations such as the Five Cities Homeless Coalition, the Fellowship of Christian Athletes, Camp Arroyo Grande. He has also coached youth sports and served as President of the local Chamber of Commerce. In recognition of his philanthropic efforts, Patrick and Dana received the 2024 Santa Barbara Foundation Philanthropic Award. In business, Patrick has been involved in a wide range of ventures, including auto dealerships, car washes, waste services, and real estate development and as of late the Santa Maria Speedway. Working alongside family and friends is the best. Creating opportunities for people is what he feels called to do. He realizes how special it is to be part of businesses that have been around since the 1960’s and the importance of investing in people to carry the torch into the future.
For Patrick, life’s greatest rewards have never been measured by business success but by faith, family, friendships, and the opportunity to serve others.

Emmy competed against 1 place winners in four other states and took 2 overall with 20 out of 25 shots, only one shot away from 1 place.
