PURPOSE OF MEMORANDUM To provide the Maryland Transportation Authority (MDTA) Finance & Administration Committee with a quarterly and year-to-date update regarding traffic and toll revenue trends compared to the previous year and the forecast. KEY TAKEAWAYS • For the quarter ending September 30, 2025, overall collected revenue was above forecast by $3.8 million. • The overperformance is primarily driven by the following:

o 2-Axle E-ZPass ® revenue at the Fort McHenry Tunnel ($2.2 million). o Continued improvement of the collection of Video Tolls ($0.4 million). o Civil Penalty Fees ($0.7 million) by the Central Collection Unit (CCU).

ANALYSIS This quarterly review looks at traffic and toll revenue trends and compares actual system-wide experience with traffic and toll revenue forecasts. CDM Smith tracks and evaluates the performance of traffic at the lane level and traffic and revenue collected on a cash basis.
