UCDSB okays $353M school budget
BROCKVILLE | While students cram on fi- nal exams or get graduation gowns in or- der, Upper Canada district school trustees had one key piece of financial business to finish up before they could look forward to their summer vacation break. Upper Canada District School Board trustees (UCDSB) approved a $353 million operating budget for the 2014-2015 fiscal year during their June 18 regular session. The board also approved $45.8 million ear- marked for capital works projects over the summer season and regular school term. “The biggest thing this budget does is ensure quality and consistency in our pro- gramming and operations,” stated UCDSB Chairman Greg Pietersma in a news re- lease. “It provides assurance for parents that schools will be open, math and science classes will run, (school) driveways will be cleared, competition will take place on our sports fields, and buses will be running.” UCDSB Director David Thomas noted that changes in the budget reporting process mean department heads will keep trustees better informed in future through quarterly status reports as part of the new Account- ability Framework protocol. “The development of the Accountability Framework has had a very positive impact on our senior team,” Thomas stated. “It has helped us to become more purposeful, fo- cused, responsive, and transparent in our operations, and that is reflected in this bud- get.”
Funds in the 2014-2015 operating budget come from the provincial education min- istry’s annual student needs grant to the UCDSB. The grant is based on total full- and part-time student enrolment in the Upper Canada school district. Other school dis- tricts also receive their provincial student needs grants based on their total student numbers. Any increases in the annual grant not accounted for through inflation are the result of increases in student numbers at district schools. The major portion of the UCDSB 2014- 2015 operations budget goes toward staff salaries for teachers, principals, para-pro- fessionals and others. The allocation is $241 million for wages. Another $25 million in the operations budget goes towards trans- portation costs, with $34 million for opera- tion and maintenance of school facilities, and $8.5 million for administration and gov- ernance costs. The next term’s capital works budget in- cludes plans for building and equipping two new elementary schools in Cornwall and Kemptville. Those schools will open in 2016. The budget also has allocations for school renewal work and improvements to meet the needs of the new expanded Full- Day Kindergarten program. The 2014-2015 budget also includes $46 million in Special Education funding. That breaks down to $19.4 million for special education teachers and $17.7 million for program assistants, along with $1.2 million
for a new technology fund to help with stu- dent learning. Other operation budget allocations in- clude: $2.9 million for human resources, $4.4 million for the director’s office, $5.4 million for information technology services, and $3.7 million for programming. There is also $90.3 million for facilities, divided be- tween design and construction, and facili-
ties operation and maintenance. “This budget reflects our philosophy that proper support for student learning is at the heart of everything we do,” stated Pieters- ma. “We are funding new school projects, enhancing the instructional skills of our teachers, and funding special education programming. All the kinds of efforts that allow students to learn and thrive.”

Rappe- lons que le conseil avait voté pour aller de l’avant avec le processus d’évaluation et, conséquemment, la vente de l’édifice. «Pour l’aréna Jean-Marc Lalonde, on ne devrait pas la vendre. C’est du terrain qui nous ap- partient, au centre de Rockland, qui devrait être gardé». Guy Desjardins a également été ques- tionné sur le projet du centre Éco Larose. Récemment, la municipalité a approuvé le changement de zonage donnant la chance aux Comtés unis de Prescott et Russell (CUPR) d’aller de l’avant pour l’obtention de financement. Il a toutefois assuré que le projet continuerait d’être scruté par Cla- rence-Rockland. «Ils devront possiblement
revoir les routes d’accès parce que nos pompiers ne semblent pas avoir d’accès. Mais ils (CUPR) devront nous revenir avec un plan d’aména- gement. C’est nous, le conseil, qui allons déci- der si oui ou non, le plan est accepté.» Guy Desjardins avait notamment précipité l’annonce de sa candi- dature en février après avoir constaté un item à son sujet dans un autre hebdomadaire local.

Le conseiller de Saint-Pascal-Baylon, Guy Desjardins, a procédé lundi au lancement de sa campagne pour la mairie de la cité de Clarence-Rockland, lors des élections municipales en octobre. C’est devant une salle de plus d’une soixantaine de personnes, à la résidence des Jardins Belle Rive, qu’il a donné le coup d’envoi de sa campagne. Il sollicitera ainsi un troisième mandat comme élu au conseil municipal de Cla- rence-Rockland. Son but premier, a-t-il affirmé, sera de redonner la confiance aux citoyens de Clarence-Rockland en leur gou- vernement municipal. «Depuis quatre ans maintenant, le manque de leadership au conseil municipal a rendu son fonctionne- ment dysfonctionnel, a affirmé M. Desjar- dins. Il est important que le conseil regagne la confiance de ses citoyens, des déve- loppeurs et de ses employés.» S’il est élu le 27 octobre, Guy Desjardins s’engage ainsi à rencontrer tous les conseil- lers élus. Il souhaite créer une équipe unie afin de desservir les citoyens de la cité. Le budget 2014-2015 soutient donc la réussite scolaire des quelque 13 500 élèves des 38 écoles du CEPEO par l’augmenta- tion du nombre d’enseignants réguliers, l’accroissement de l’offre de stratégies d’ap- pui à l’apprentissage des élèves, la boni- fication de l’Offre en enfance en difficulté par une hausse du nombre d’enseignants, de techniciens en éducation spécialisée, d’orthophonistes, de travailleurs sociaux et de conseillers pédagogiques, l’ajout de 10 nouvelles écoles qui offriront le programme d’apprentissage à temps plein de la mater- nelle au jardin d’enfants (PAJE) pour la pro- chaine année scolaire, la hausse du nombre de postes pour l’expansion des centres édu- catifs de la petite enfance, la bonification des services aux étudiants internationaux et de nouveaux programmes spécialisés Le Conseil des écoles publiques de l’Est de l’Ontario (CEPEO) annonce l’adoption d’un budget de 211millions$ pour l’année 2014-2015, conséquemment aux visées de son plan stratégique.
«On pouvait lire dans l’article que M. Archam- bault avait obtenu plus de votes que moi aux dernières élections. Je ne comprenais pas parce que je ne l’ai pas affronté en élection», avait confié Guy Desjardins. Au mois de janvier dernier, le conseil mu- nicipal avait accueilli le nouveau conseiller Jacques Archambault. Celui-ci avait obtenu le siège laissé vacant en novembre 2013 par le conseiller Raymond Serrurier. La situation s’était envenimée entre Guy Desjardins et le maire actuel, Marcel Guibord, en juillet 2013. À ce moment, le Guy Desjardins
conseiller du quartier six avait été destitué de ses fonctions au sein des comités muni- cipaux. Le maire l’avait alors accusé d’avoir fourni une fausse déclaration dans un affi- davit. Celui-ci visait à appuyer le conseiller Raymond Serrurier qui faisait alors face à une plainte pour conflit d’intérêts déposée par Jacques Archambault et Jean-Claude Marinier. Rappelons que la plainte avait été abandonnée.

Guy Desjardins launches his mayoral run
ROCKLAND | «My name is Guy Desjardins, and I am running for the position of mayor of the City of Clarence-Rockland.» With that opening introduction, the sole declared and registered candidate for the mayor’s seat in the October municipal election in Clarence-Rockland outlined his policy platform during his official campaign launch June 23. “For the past four years now, the lack of leadership at city council has made it a dys- functional mess. I will be a real leader, an or- ganizer, a man of action to work with others to achieve our goals.
“As soon as I am elected mayor, I will meet with all the elected councillors with as little delay as possible to put together a unified team with just one goal: to serve the citi- zens of Clarence-Rockland as best we can. It is important for council to regain the con- fidence of the people, as well as developers and also of its own staff. The division and mistrust that has existed over the last four years must be repaired. It is imperative that we regain the confidence of our stakehold- ers. “As mayor, I will do everything in my pow- er to present a budget with no tax increase.
“In preparing our first budget, we will re- view all services and adjustments will be made as required. We will stop ordering a lot of studies which end up tabled with no action taken on their recommendations. This review of municipal expenses will not be limited to holding back on any tax in- crease. We will also look at cost-savings with the money saved going towards our infrastructure. “That will be my number one priority dur- ing the first year of the new council’s man- date. It is clear that I will require council to stop chopping away at community services
in the budget, as has been typical for the past two municipal budgets. Our young parents depend on municipal programs to bring up their children in an environment that offers essential services. More than ever, we need to offer sustainable programs that are affordable. We all have a vision for our city and how it should operate. “The new council will give clear directions to its staff and then we will leave them to do their jobs without hindrance. The daily operation of the city is the job of the mu- nicipal employees, and we should trust and respect them.”

rapport à la population et par rapport à la superficie des municipalités. Dans les deux cas, la distribution de routes ne semble pas être basée sur la population ni sur la superficie. Le comité s’est ensuite penché sur la définition d’un chemin de comté. «À partir des définitions, on a tenté de trouver ce qu’est une route de comté. Et pourquoi certaines routes sont des routes de comtés et d’autres ne le sont pas», a affirmé M. Félio. Celui-ci a notamment utilisé l’exemple de la Vieille 17 qui se rend àWendover, mais appartient à la cité. «[…] on s’est demandé pourquoi est-ce que ça n’appartient pas aux Comtés unis, et on n’a pas trouvé de réponse», a ajouté M. Félio. Ce dernier a ensuite émis des commentaires en utilisant un tableau qui démontre le montant envoyé par les citoyens de Clarence-Rockland aux CUPR. Les citoyens paieront environ 10,5 millions aux CUPR en 2014. Pour chaque 100 000 dollars de ce montant, environ deux kilomètres de routes sont entretenus. Le tableau souligne, entre autres, que, par 100 000 dollars, le canton de Hawkesbury- Est, qui paie 1,42 million aux CUPR, voit 11,02 kilomètres de route entretenus. Pour sa contribution de 5,25 millions de dollars, la Nation voit 5,75 kilomètres de chemins entretenus par les CUPR. «La municipalité de la Nation a 1,5 fois plus de routes de comté que Clarence-Rockland, mais sa contribution est la moitié de ce que les citoyens deClarence-Rocklandenvoient aux Comtés unis. Encore, les enfants pauvres de ces échanges-là, ce sont toujours Clarence- Rockland et Hawkesbury, Casselman et Russell. Le comité des travaux publics des CUPR doit se pencher sur les nouvelles propositions d’échange. Il sera également question de la définition d’un chemin de comté, de l’entretien hivernal des routes de même que le besoin d’un plan directeur des transports.

Il reprenait cette remarque faite lors de la présentation du projet d’échanges de routes entre Clarence-Rockland et les Comtés unis de Prescott et Russell, le 11 juin dernier. Le conseiller a offert une présentation semblable lors de la réunion plénière du 17 juin. Rappelons que le 16 septembre dernier, la municipalité avait mandaté le comité d’infrastructure de préparer une résolution pour un échange de routes. La Ville de Hawkesbury avait également fait une demande en ce sens pour un transfert de routes plutôt qu’un échange. Le 9 avril dernier, le service des travaux publics des CUPR avait rejeté la demande de Clarence- Rockland et de Hawkesbury. Le 11 juin, le comité d’Infrastructure de Clarence-Rockland a donc refait une présentation au conseil. Un nouvel échange de routes a été demandé. Clarence- Rockland reprendrait la rue St-Jean, qui doit être reconstruite notamment dans le but d’accommoder le développement urbain de la cité. Les CUPR reprendraient le chemin Baseline, une partie de Canaan jusqu’à Landry et une partie de la Vieille 17, soit de la rue Dallaire jusqu’au village deWendover. «On a eu une réponse assez froide à la demande, a commenté Guy Félio. J’ai remarquéune attitudedu «moi aussi». Donc, des municipalités qui veulent redonner des routes aux CUPR. Il y a des demandes de transferts de routes aux Comtés unis sans offrir d’en reprendre comme nous avons proposé.» Le conseiller a ensuite présenté des tableaux de distribution de routes par

911 award for local child-hero ORLÉANS | His quick thinking saved his grandfather’s life. It has also now earned Maddox Baker a 911 Children’s Achieve- ment Award.

While talking with 911 operator Danielle Cardinal, Maddox remai- ned calm and followed her instructions, in- cluding answering all questions related to the situation. Maddox also helped to calm and comfort his grandfather until the para- medics arrived. The 911 Awards go out to 11 young reci- pients this year. The award recognizes child- ren for their courage and efforts in the face of emergency situations and also helps pro- mote awareness of the 911 call system and its proper use. Recipients are chosen based on case log report from 911 call operators.
Cumberland Ward Coun. Missing person case becomes homicide file gŏđŏ editionap.ca
WINCHESTER | Police have identified the remains of a body found earlier this spring near Winchester and now changed a five- year-old missing person report into a ho- micide investigation. Using DNA testing, police have confirmed that the human remains found in mid-April are those of Raymond Arnold Collison of Chesterville. Collison was reported missing in September 2009. The remains were found the evening of April 17 this year on Steen Road near the Thompson Road intersection in the Win- chester area. A post-mortem examination was done April 23 and the cause of death
at that time determined “the result of foul play” according to the OPP report. Further testing was then done to deter- mine the identity of the victim. The Stormont-Dundas-Glengarry OPP
Crime Unit has now opened an active homi- cide file on the case under the direction of Acting Detective Inspector Jim Gorry. Anyone with information regarding the death or disappearance of Raymond Arnold

Concerns about out of season catches of bass in some parts of the province have prompted an illegal fishing alert from the OPP and the Ministry of Natural Resourc- es. Police warn against illegal fishing Bass spawning season is in progress and poaching the fish at this time poses a threat to future species stocks. Fishing for bass right now is illegal, even if the catch-and-re- lease method is practised.
Assault charge Telling someone he wanted to hurt them earned a Rockland man a court appointment for next month. Police investigated a domestic assault complaint report June 16 in the Victor Street neighbourhood of Rockland. The OPP report stated that a 48-year-old Rockland man is alleged to have made comments to a woman indicating he wanted to hurt her. The man is now charged with assault and scheduled for a provincial court ap- pearance July 9 in L’Orignal. Slow driver Driving slow after drinking did not help a Rockland man avoid the atten- tion of police. Ntwari D. Mvugusi, 37, of Rockland is charged with failing or refusing to provide a breathalyzer test sample when asked. The charge resulted from police investigation of a slow-moving vehicle seen swerving along a street in Rockland on June 23. Police pulled the vehicle over on Du Parc Avenue and spoke with the driver. The smell of alcohol was noted but the driver refused to submit to the roadside screening test. Mvugusi is scheduled for the July 23 provincial court session in L’Orignal on the charge. Probation breach A Québec man will be in provincial court in L’Orignal next month to ex- plain why he was driving to Rockland in breach of his court release condi- tions. Rockland OPP station received a call June 17 from Ottawa Police Services that Terry L. Johnson, 45, of Gatineau was on his way to Rockland. This was a breach of his release conditions for a prior conviction. He was stopped on County Road 17, east of Rockland, and arrested. Johnson is scheduled for the July 17 court session on a charge of failure to reply with a recognizance order. The season for both largemouth and smallmouth bass in the Ottawa River region begins June 20. If any anglers or other indi- viduals see someone catching bass before the start of the season they should report the matter to either the police or the nea- rest Natural Resources office. La fondation travaillerait de près avec les cliniques vétérinaires de la région. Lorsqu’une clinique juge qu’un client ré- pond aux critères pour un octroi et a be- soin d’aide, les fonds de «La Patte Cassée» paieraient une partie des frais. Ce type de fondation existe déjà notamment en On- tario, comme la fondation Farley qui vient en aide à tous les Ontariens. Les fonds octroyés par cette fondation sont cepen- dant limités. «Nous allons amasser le plus d’argent qu’on peut ici pour les gens qui en ont besoin ici.» La fondation organisera divers événe- ments au cours de l’année. Comme pre- mière activité, un méchoui aura lieu le 12 juillet, à compter de 13h au chenil À La Patte Poilue, à Hammond. Il y aura notamment des démonstra- tions d’agilité de même que des photos d’animaux de compagnie et divers prix à remporter. Il peut arriver qu’une situation ou qu’une décision doit être prise.
