Dear Friends of MADD,

As we reflect on 2025, we are inspired by how far we have come and energized by what lies ahead. This year was defined by meaningful progress, bold action, and the collective belief that ending impaired driving is within reach and will be achieved. That collective strength was powerfully demonstrated in Washington, D.C., during MADD’s 45th Anniversary . Hundreds of victims and survivors, joined by advocates, staff, and partners from across the country, met with elected officials to urge swift action on lifesaving anti-drunk driving technology. Our unified message was clear: the National Highway Traffic Safety Administration (NHTSA) must move forward with the HALT Drunk Driving Law to ensure this technology is standard in all new vehicles. These voices continue to drive the change that saves lives. MADD’s Advocacy Network continues to grow , with nearly 600 advocates in the last year. This national network is helping shape policies that protect families, strengthen accountability, and move us closer to ending impaired driving for good. We also reached new audiences through MADD Sports . Almost 1,500 college student athletes participated in training focused on mental wellness, personal accountability, and impaired-driving prevention. Grounded in research-driven harm reduction, this program empowers student-athletes as influential role models on the field, campus, and beyond. Strategic partnerships expanded our reach throughout the year, allowing MADD to deliver safety messages to the right audiences at the right moments. Through year-round safety campaigns and collaborations across sectors, we elevated awareness, encouraged responsible choices, and reinforced the urgency of prevention. Community engagement continued to evolve with the reimagining of our signature fundraiser. Formerly the Walk Like MADD event, Move With MADD reflects a commitment to inclusivity by encouraging many forms of movement—walking, rolling, dancing, and more—so everyone can participate. This modern approach invites creativity, new partnerships, and broader community involvement. With drunk-driving fatalities up 22% since 2019, getting our message out and preventing more crashes from happening has never been more urgent. Through advocacy, education, partnerships, and community action, we are protecting lives and building a safer future for generations to come. WHY THIS MOMENT MATTERS For the first time in history, we are on the brink of preventing drunk driving before it happens—not just responding after tragedy. The decisions made in the next few years will determine how quickly this life-saving technology reaches every new vehicle on the road.

We’re at the point where a rule needs to be made by NHTSA to determine which technology solution will ultimately be adopted. MADD is leading the national movement to ensure this life-saving technology is implemented —working with policymakers, automakers, and safety leaders to move from legislation to real-world impact. We are neutral on which system should be standardized.

In 2025, our primary focus continued to be the full implementation of the HALT Drunk Driving Law. Passed with bipartisan support in 2021, this landmark federal law requires all new vehicles to be equipped with anti-drunk driving technology that will passively detect and prevent impaired driving before a crash can occur. This innovation will save more than 10,000 lives each year and prevent hundreds of thousands of injuries.

A range of cutting-edge technologies are being tested and deployed—bringing us closer than ever to stopping impaired driving before it starts. MADD is fully engaged with auto suppliers whose technologies range from breath-based or touch-based alcohol detection systems, in-cabin sensors, and camera-based impairment detection technologies – some of which are currently being tested by major automakers. IT’S GOING TO TAKE ALL OF US This work is powered by an unprecedented coalition of leaders across technology, automotive, public health, and government. MADD led a strong national advocacy push, including more than 200 meetings with lawmakers and direct engagement with federal leaders including champions like Congresswoman Debbie Dingell, Congressmen Mike Lawler and Kevin Kiley, and Senators Ben Ray Luján, Rick Scott and Shelley Moore Capito, to help drive progress toward implementation of the HALT Drunk Driving Law. Hundreds of survivors and families impacted by impaired driving shared their stories to inspire action and keep urgency high. The 45th Anniversary event in Washington, D.C., gathered leading voices from partners and organizations including IIHS, Smart Eye, Seeing Machines, Vodafone Automotive, Mazda, Uber, Waymo, Diageo, the National Institute on Alcohol Abuse and Alcoholism (NIAAA), FIA Foundation, UMASS Chan Medical School, Substance Abuse and Mental Health Services Administration (SAMHSA), Flock Safety, the Connecticut Department of Transportation, and Responsibility.org, which served as the Host Sponsor. 2025 LEGISLATIVE SUCCESSES FOR STATE GOVERNMENT AFFAIRS In 2025, MADD volunteers, staff, and survivors worked tirelessly in state capitols and congressional districts across the country. Their dedication resulted in stronger impaired‑driving laws, enhanced safety technologies, and a powerful grassroots movement pushing for a future with zero drunk and drug‑impaired driving deaths. MAJOR STATE ADVOCACY DAYS Across the country, MADD’s grassroots strength was on full display through a series of powerful state advocacy days that brought survivors, families, and passionate volunteers directly to the halls of government. In California, a dedicated group of 15 advocates met with more than 30 legislative offices, sharing their stories and urging action. Texas volunteers showed extraordinary commitment as more than 20 advocates met with over 35 offices in a single day to push forward four major DWI measures. South Carolina held its own advocacy day to rally support for DUI reform, while North Carolina mobilized for two separate advocacy days focused on strengthening ignition interlock incentives. In New York, MADD National Ambassador Erica Linn briefed legislative staff alongside NTSB leaders and bill authors on the importance of a .05 BAC standard, with MADD returning later in the year to contribute to a statewide briefing on drug‑impaired driving. In Hawaii, MADD’s presence was felt as volunteers gathered for an advocacy day and community sign‑waving to raise awareness. Together, these advocacy touchpoints reflect the heart of MADD’s mission— ordinary people moved by extraordinary loss stepping forward to influence change, elevate victims’ voices, and transform grief into meaningful action that saves lives. MADD promotes the passage of effective laws to help stop impaired driving and support victims and survivors from all communities: All-offender ignition interlocks: Require ignition interlocks for all drunk drivers for a minimum of six months and close loopholes that allow offenders to avoid this device. .05 BAC: Lower illegal blood alcohol concentration (BAC) from .08 to .05. Traffic safety: Deploy proven countermeasures such as high-visibility enforcement of impaired driving laws. Drug-impaired driving prevention: Ensure cannabis legalization efforts include funding for underage substance use prevention, education, high-visibility enforcement and officer training. Justice for victims: Support legislation to ensure victims and survivors of impaired driving obtain justice, such as Bentleys Law and Dram Shop laws. REFORMS THAT PROMOTE PREVENTION State Highlights

In 2025, MADD launched a bold new chapter for one of its most recognized community fundraising events — transitioning from Walk Like MADD to Move With MADD. The refreshed name reflects a more inclusive, accessible, and dynamic movement that welcomes everyone to participate in ways that work for them. The new identity has broadened participation opportunities beyond traditional walks, encouraging communities across the country to engage through a variety of activities and forms of movement including 5k Walks, 5k Competitive Races, Fun Runs, Cycling Races, Fishing Tournaments, Golf Tournaments, and more. These events inspire communities across the nation to get active in the fight against impaired driving. With drunk-driving fatalities up 22% nationwide since 2019, funds raised through Move With MADD events around the country are more critical than ever. EXPANDING THE MOVEMENT. At its core, Move With MADD is about connection, action, and hope — honoring lives lost, supporting survivors, and empowering communities to move forward together so that impaired driving ends here. In its first year as Move With MADD, the nationwide movement united communities in 73 events across the country, bringing together more than 13,000 participants and over 1,200 volunteers and staff members.

NEW UNDERAGE PREVENTION PROGRAMS

MADD’S PROMPOSAL: Designed to spark meaningful conversations among high school juniors and seniors, MADD’s Promposal equips students with the knowledge and confidence to make safe, informed choices around underage drinking, cannabis and medication misuse, and impaired driving. Timed to coincide with prom season, the program challenges common misconceptions about peer substance use while encouraging students to celebrate one of high school’s most memorable milestones safely and responsibly. Delivered nationwide in May and June, the presentation combines research- based prevention strategies with relatable, youth-focused messaging that empowers students to protect themselves, their friends, and their futures. In 2025, MADD’s Promposal reached 17,528 students across the country, marking the program’s first year of national implementation. *This reach is separate from and not included in Power of You(th) participation totals.

MADD SPIRIT: MADD Spirit is MADD’s homecoming- themed, research-based substance use prevention program for high school students. Through engaging and interactive presentations, the program encourages conversations about the dangers of underage drinking, cannabis use, medication misuse, and impaired driving — particularly during high-risk celebrations like tailgates, parties, and school dances. MADD Spirit encourages students to challenge assumptions about peer substance use while reinforcing a powerful message of self-worth, responsibility, and community: every student deserves to get home safe. The program helps young people make safer choices for themselves and their friends. Implemented nationwide during the Fall — MADD Spirit reached 1,277 students through presentations in its inaugural launch period in select markets. *This reach is separate from and not included in Power of You(th) participation totals. Following its release to all markets, 2026 will mark the program’s first full year of widespread national implementation.

Interactive Learning: Alcohol Impairment Goggles

Fatal Vision Alcohol Impairment Goggles enhance both MADD’s Promposal and MADD Spirit by providing a hands-on, immersive learning experience.

Students simulate the visual effects of alcohol impairment at varying BAC levels in a safe, controlled environment—helping them better understand the real-world dangers of impaired driving. This interactive component makes the lessons more tangible, memorable, and impactful.

Law Enforcement INITIATIVE

In 2025, MADD convened a landmark gathering of law enforcement leaders from across the country at the National Law Enforcement Leadership Summit on Impaired Driving— a pivotal step in strengthening the future of impaired driving enforcement. Leaders representing 38 jurisdictions came together to confront a shared reality: impaired driving remains one of the most persistent and complex threats on our roadways. The Summit served as a catalyst for action—reengaging leadership, strengthening national partnerships, and elevating data-driven strategies to address impaired driving. In the months that followed, agencies began translating these insights into practice, from refining enforcement approaches to strengthening training and collaboration.

Through this initiative, MADD is helping ensure that impaired driving enforcement remains visible, supported, and effective—because when law enforcement is equipped and empowered, more lives are saved.

When Danette Goad lost her only daughter in a crash caused by a drunk driver, she could have chosen to retreat into grief. Instead, she became one of MADD’s most committed volunteers and the founder of a global movement in her daughter’s name. On September 11, 2021, Danette’s daughter Ally, compassionate, vibrant, and just 22, was visiting friends in Jacksonville, Texas, when she was struck and killed in a head-on collision. A man under the influence crossed four lanes of traffic and hit her car, killing her. Since then, Danette has spoken at dozens of MADD Victim Impact Panels. She shares Ally’s story with rooms full of DWI/DUI offenders in Texas and Oklahoma, with deep compassion, education, and urgent truth. Ally GOAD IN LOVING MEMORY OF

“There are grown men in those rooms— men you’d never expect—who are crying by the time she finishes telling her story,” said Sherri Shoff, Area Executive Director for North Texas. “Danette turns her pain into purpose every time she tells her story.” Danette and her family created Ally Rocks 405, a nonprofit born just weeks after Ally’s death. It began with a simple gesture: a friend handed Danette 20 painted rocks to hide at Universal Studios and Disney World during a trip that Ally was supposed to attend. On the back of each rock was a message: If someone didn’t drink and drive, Ally would be alive.

What began as a moment of therapy soon became a movement. Today, 783 Unique Locations, 43 Countries and all 50 States are painting and hiding “Ally Rocks”, helping to spread the message of sober driving and keeping Ally’s memory alive. “I just don’t want anyone to forget that my daughter lived. I want to leave her legacy etched in stone long after I’m gone,” Danette said. “That’s what motivates me every day.” The ripple effect of her work is staggering. Danette helped create a CLEET-certified training course for law enforcement that covers DUI education from both the impaired driver’s and the victim’s perspective. She and her family sit on the Coalition to pass .05 Legislation across the United States and testify in support of harsher sentencing for intoxication manslaughter cases and longer-lasting memorial road signs.

For Danette, every panel, every training, every rock tells a story. Each is a small but defiant act of remembrance and resistance.

I always tell people, show me a day on the calendar when someone’s not going to be killed by a drunk driver. That’s the day I’ll take off.”

Until then, Danette Goad continues to fight. For justice. For reform. For Ally.

Student Athlete Prevention EDUCATION & MENTAL WELLNESS

MADD Sports is a national initiative of Mothers Against Drunk Driving. In its second year, MADD Sports has continued to evolve and gain traction with both professional and collegiate athletes. The program is dedicated to advancing prevention education and mental wellness through the influence of sport. By partnering with universities, athletic departments, and professional leagues, MADD Sports meets athletes where they are—during moments of pressure, transition, and leadership development. Our work recognizes that today’s student-athletes face unique challenges tied to performance expectations, identity, stress, and substance use. MADD Sports delivers programming that is relevant, evidence-informed, and grounded in real- world decision-making. Athletes are leaders, influencers, and culture-setters—on campus and beyond. By investing in prevention education and mental wellness within athletics, MADD Sports helps shape safer decision-making, stronger team accountability, and healthier communities nationwide. OUTCOMES Student-athlete satisfaction with MADD Sports sessions ranged from 88% to 100% , with two institutions reporting 100% satisfaction . Consistently high satisfaction across diverse campuses demonstrates the program’s scalability and national relevance. 86% of participants reported that the session changed their perception of impaired driving and its impact .

Seasonal Campaigns MADD SAFE SUMMER: A REFRESHED NATIONAL PREVENTION CAMPAIGN

Teen Safety During Summer Summer is one of the most dangerous periods for teen drivers. According to AAA, over 1,000 deaths occur annually between Memorial Day and back-to-school. MADD urged parents and caregivers to talk with teens about underage drinking, substance use, and impaired driving, using resources like the Power of Parents handbook. Events, Travel & Recreational Safety MADD Safe Summer also addressed risks tied to concerts, festivals, and large gatherings where alcohol and drugs are present. The campaign reinforced that impairment also affects boating and recreational vehicle safety. With alcohol a leading factor in fatal boating crashes, MADD encouraged avoiding alcohol while operating any vehicle and planning ahead for safe travel.

In 2025, we launched MADD Safe Summer, a season-long campaign focused on preventing impaired driving, protecting teens, and promoting responsible choices during high-risk summer months. The campaign unified prevention efforts across major summer holidays and events— Memorial Day, Fourth of July, Labor Day, concerts, festivals, and recreational activities. It encouraged planning ahead, choosing sober drivers, using rideshare services, and celebrating responsibly.

GIVE THE GIFT OF SAFER ROADS

In 2025, MADD introduced a new year-end campaign theme, Give the Gift of Safer Roads, designed to unify MADD’s holiday fundraising, donor stewardship, and community engagement efforts. Centered around Impaired Driving Prevention Month, the campaign highlighted how donations directly support victim services, prevention education, youth outreach, advocacy efforts, and community-based programming across the country. The campaign launched nationally around Giving Tuesday with support from The MADD Network partner Uber, who pledged $50,000 in matching funds to help amplify year-end donations and increase awareness around impaired driving prevention during the holidays. Additional partnerships between MADD, Waymo, and AAA underscored our united commitment to end impaired driving through a cross-channel campaign reaching a broad audience across media platforms. By uniting fundraising, stewardship, prevention messaging, and holiday awareness efforts under one shared campaign, MADD strengthened year-end engagement.

Partner Highlight

TAKE A MINUTE. MAKE A PLAN.

In its second year, the “Take A Minute. Make A Plan.” (TAMMAP) campaign demonstrated the power of collaboration to advance one shared mission: ending impaired driving. MADD in partnership with Diageo , Uber , and the National Football League (NFL) , joined forces for advocacy, transportation, corporate leadership, and professional sports to reach millions of football fans nationwide with a simple but lifesaving message: plan ahead for a safe ride home. Running throughout football season and culminating around Super Bowl celebrations, TAMMAP became one of the most visible public safety campaigns in the country. Together, the partners leveraged their unique platforms and audiences to amplify responsible decision-making through digital advertising, stadium displays, rideshare integrations, broadcast media, billboards, public transit, and fan activations. The partnership’s strength was reflected in its ability to meet fans where they were — at games, concerts, tailgates, watch parties, and on the road home. Through Uber, fans were encouraged to use discounted rides on game days, helping remove barriers to safe transportation. Super Bowl week activations further brought the message to life through branded transportation experiences, interactive fan engagements,

and on-site reminders that taking one minute to plan ahead can save lives. By combining the reach of nationally recognized brands with MADD’s mission- driven advocacy, the second year of TAMMAP showed how cross-sector partnerships can create meaningful cultural impact, elevate public awareness, and inspire safer choices during some of the nation’s biggest celebrations. Decide to Ride Coalition The Coalition continued to grow its national impact in 2025, uniting advocacy, sports, entertainment, transportation, and community partners around one shared goal: ending impaired driving. In its fourth year, this first-of-its-kind coalition with MADD , Anheuser- Busch , and Uber deployed a campaign encouraging millions of Americans to plan ahead for a safe ride home with one simple message: If you drink, don’t drive — Decide to Ride. In 2025, the campaign expanded its visibility through major sports and entertainment partnerships, activating across 27 NFL teams, 17 MLB teams, 5 MLS teams, and 10 Live Nation venues . The message also reached fans through national festival activations, including Lollapalooza, Sonic Temple, and Welcome to Rockville, helping bring impaired driving prevention directly into some of the country’s largest celebrations. The Coalition’s impact extended far beyond stadiums and concerts. Through digital media, rideshare integrations, billboards, radio, television, and local community activations, Decide to Ride continued to be one of the nation’s most visible public safety collaborations. In 2025 alone, 246 of Anheuser-Busch’s wholesaler partners across 47 states participated in campaign activations supporting outreach through signage, social media, merchandise, and community events. Since launching in 2021, coalition partners have contributed millions in campaign support and sponsorship assets to expand the reach of impaired driving prevention messaging nationwide. By combining the influence of major brands, sports organizations, and entertainment platforms with MADD’s mission-driven advocacy, the Decide to Ride coalition continues to inspire safer choices and help save lives.
