City budgets for emergency sewer line fix

blocked sewer lateral line.The lateral link to the school is a lengthy one and connects to the manhole setup on Chêne Street. The company’s crew had trouble clearing the blockage and consulted with the Ontario Clean Water Association (OCWA), which brought in another company, Aqua Drain, to try and unclog the pipe. “A great deal of material was removed from the pipe,” stated the administration report, “and flushing of the service lateral was undertaken as well.” Three days later city staff received a call from the school that plumbing situation was “still slow.” The OCWA brought in a vacuum-flusher truck and also a sent in a drone camera unit. The drone camera revealed the service lateral from the Chêne Street manhole to the school property line in “very bad shape” with various types of pipe making up sec- tions of the lateral. Some sections are out of alignment and “full of tree roots”. The report indicated access to the service lateral between the property line and the school building was impossible and that section also needed repair work. The cost for repairs is shared between the city and the CSDCEO, with the city res- ponsible for the lateral section from the Chêne Street manhole up to the property line right-of-way. The school council is res- ponsible for the repairs on its own property. Council approved a recommendation from administration to have STP Enginee- ring and Construction deal with the city por- tion of the lateral repair, since the company was already hired for the St-Joseph Street reconstruction and extension project for this year. The cost of the city’s share for the lateral repair will be figured into the overall budget for the St-Joseph Street project. Police seek help on sex assault case The OPP askfor help from the public in tracking down a suspect wanted in a sexual assault investigation in Rockland. Police have received a report of the in- cident, alleged to have taken place at Dal- rymple Park in Rockland, sometime between 9:30 and 10 p.m. on Feb. 2. Problems with a blocked up sewer line to a neighbourhood school prompted Cla- rence-Rockland city council to approve an emergency repair budget allocation. Council received and approved a report and recommendation fromadministration, during its Feb. 6 regular session, for a $15,000 emergency repair allocation to deal with a sewage line blockage and break problem on St-Joseph Street, near l’École catholique élémentaire Ste-Trinité. Le conseil a choisi la troisième option, une élection partielle plus tard cette année. La première option était d’offrir le poste au candidat qui avait décroché la deuxième position lors des élections municipales de 2014. Charles Berlinguette avait recueilli 189 voix contre 714 pour M. Simoneau. La deuxième option consistait à annoncer le siège vacant au conseil et puis choisir un remplacement approprié dans la liste des candidats. Le conseiller Mario Zanth a fait valoir que l’option trois était le seul voie à prendre pour le conseil. « C’est la façon transparente et démocra- tique de le faire, a déclaréM. Zanth. Je pense que c’est à la population de ce quartier de le faire. »
Les résidents du Quartier 4 de la Cité de Clarence-Rockland pourraient être appelés aux urnes plus tard cette année. Lors d’une réunion spéciale le 2 février, le conseil municipal a choisi de tenir une élection partielle pour remplacer Yvon Simo- neau comme conseiller du Quartier 4. M. Simoneau avait présenté sa démission plus tôt dans la semaine, évoquant des raisons de santé personnelles. «M. Simoneaumérite des remerciements pour son dévouement envers les résidents du Quartier 4 et les citoyens de Clarence- Rockland », a déclaré le maire Guy Des- jardins. Les membres du conseil ont consacré plusieurs minutes au début de la séance extraordinaire de jeudi soir à féliciter M. Simoneau pour son travail auprès de ses électeurs. On a aussi souligné sa grande capacité à traiter à la fois des questions cri- tiques et des affaires ordinaires pendant les réunions du conseil et des comités. « Il avait une étonnante facilité pour lire un rapport et donner un aperçu sur tous les sujets », a déclaré le conseiller André J. Lalonde. A message of peace and hope from local Muslim leader

Law enforce- ment have also said they would pay regular visits but urged the Imam to remain careful and mindful of their security. “At a breakfast in Rockland, I offered the mosque to the St-Isidore priest for his service. I told him that he was more than welcome and that it would be an honor to host him for as long as he needed. This is the house of God and all are welcome to worship here.This is amessage of Islam that dates back 1400 years.That message of love is what the Ahmadiyya community stands for” added the imam. Fighting ignorance with education Imtiaz Ahmed proudly explained the vari- ous programs and initiatives his organization is creating and supporting.These initiatives are meant to educate and create bridges with other Canadians of all faiths. One of those programs is called demystifying Islam. “We went to more remote areas where we did open houses in libraries to let people come and ask questions. The library acts as a neutral place where people are more comfortable asking questions. There is a difference between culture and religion and it needs to be known. Genital excision, for example, is a problem in certain areas in Africa; it is not an Islam problem. Stoning has nothing to do with Islam. You cannot find any verse in the Holy Quran about stoning. Some cultures practice this, and yes they might beMuslims, but it is not part of Islam. It is actuallymentioned in the Bible but that doesn’t mean it should be an acceptable punishment for any crime for that matter. Education is the key to understand- ing and understanding is the key to peace and prosperity”. The mosque holds several events; the mosque can be used for special events for the community.They even host a Christmas and Easter market and will host any other com- munity meetings. Their next outreach pro- gram is called Coffee and Islam, a national campaign. “Coffee goes back to theMuslims actually. It was a guy who had goats and that whenever they were eating these plants they were jumping left and right, that’s how cof- fee beans were discovered, way before Tim Hortons,” he said, laughing. He continues: “We are offering Cana- dians to sit with us over a cup of coffee to answer question about Islam. Not to convert anybody but to take out the mystery sur- rounding our very open religion. In Islam, the Holy Quran says that killing one soul is akin to killing all of mankind and that saving one soul is akin to saving all mankind. My community and I firmly believe this to be a cornerstone of Islam,” said Imtiaz Ahmed, in conclusion.
Imtiaz Ahmed is an imamandmissionary at the Cumberland Ahmadiyya Mosque. Ahmadiyya is a Muslim reformist move- ment that started with its founder Mirza GhulamAhmad in 1889, who they believe to be a messiah. The Ahmadiyya mosque is frequented bymembers of the Prescott- Russell Muslim community. In the wake of the terrorist attack in Quebec, Imtiaz Ahmed has amessage of peace and hope for his community and Canadians as a whole. The Ahmadiyya sect of Islam wants to reform the religion with amessage of peace and understanding. They are even trying to rebrand the word Jihad, which in the last couple of decades, had a negative connota- tion. “There is one verse in the Holy Quran that states that Muslims have the right to defend their sect. But we take that verse in a historical context whereMohammed had to take up arms after traveling for 13 years. But today, everybody, at least in Canada, is free to exercise their fate. So the meaning, the violent meaning of Jihad, is not relevant to this day and age. For us Jihad is not about violence but about struggle. The struggle to become a better human being and overcome life’s challenges” explained Mr Ahmed. The Ahmadiyyah sect is profoundly paci- fist and promotes understanding through the educational programs for both the Muslim community and the community as a whole. They see the terrorist attack in Quebec as an act perpetrated by one person that does not

represent a community, race or religion. “You know I do not like to use one brush to paint a whole race or religion. My mes- sage tomy congregation will always be that it was one individual who was radicalized and committed an horrendous act. But he could’ve been black, white or brown, it doesn’t matter. Violence is violence no matter how you look at it. Being a religious leader, if I would use the podium to say ‘look at what the white man did’ I would just create more divisiveness. I think that’s
where we need to be very careful. I salute the Canadians and the people of Quebec for showing somuch support when it could bemuch easier to divide us all.Themessage that they sent out to the world is that we are all on the same page and we stand united to fight terrorism, no matter the ideology behind the act” Threats “We have had in the past, threats made towards our mosque and community. In the span of sixmonths, our mosque was vandal- ized twice. In October 2016, a pumpkin with an axe in it was left on our doorsteps with the words ‘f*** theMuslims’ with swastikas and other hateful messages. Later, three young individuals, that we saw on the cameras, came and vandalized the mosque. But we tell our community not to take the law into their own hands and let the authorities deal with such incidents. “I am a big supporter of freedom of speech. But with words come a certain re- sponsibility. Everyone is free to say whatever he or she wants but there is a difference between voicing an informed opinion and spewing hate. We have zero tolerance for hate speech in our community and here at the mosque. “But on the positive side, for example, the Rockland’s Lions Club sent me an email with amessage of solidarity after the Quebec attacks. The message was that they stand with us. The support and cooperation that we are receiving from the community, the government and law enforcement is heart- warming and overwhelming. We will not let the actions of one man disrupt our mes- sage of peace and our relationship with the Canadian people,” Imtiaz Ahmed said in an

Lettre à l’éditeur Le 24 janvier dernier, le maire Gary Barton et une majorité de conseillers de la municipalité de Champlain ont dit non à une cimenterie à L’Orignal, respectant ainsi les vœux de la population. Cependant, le lende- main, soit le 25 janvier, se tenait la réunion des Comtés unis de Prescott et Russell. À la surprise de tous, une décision contraire au bon sens tombait. Unemodification au plan directeur fut acceptée sur-le-champ pour ouvrir la voie à Colacem. Quatre maires, soit ceux des municipalités de Clarence- Rockland, de Russell, de Casselman et de La Nation ont voté en faveur de la cimenterie. Quant auxmaires des municipalités situées à proximité du futur site, ils se sont prononcés contre la cimenterie. J’aimerais remercier la mairesse de Hawkesbury, Jeanne Charlebois, lemaire de Champlain, Gary Barton ainsi que le maire de Hawkesbury Est, John Kirby, pour avoir voté contre unemodification au plan direc- teur des Comtés unis de Prescott et Russell permettant à la multinationale Colacem d’établir une cimenterie dans lamunicipalité de Champlain. Nos élus se sont ralliés au bon sens et à la volonté populaire, ce qui est tout à leur honneur puisqu’ils nous représentent ! Cette modification au plan directeur signifie que le terrain visé par la demande de Colacempasse de « secteur des politiques rurales » à « secteur des politiques commerce et industrie ». Voilà un très gros changement pour un terrain situé à proximité de rési- dences, de terres agricoles et de L’Orignal. Aimeriez-vous demeurer à côté d’une cimenterie polluante, bruyante, dégageant poussières et odeurs, et voir jusqu’à 110 camions par heure circuler devant votre maison ? Sachez que les dangers pour la

Le 18 octobre dernier, Guy Desjardins, maire de Clarence-Rockland, a affirmé que la fumée qui sortira de la cheminée de Cola- cem est essentiellement une poussière de calcaire contenant surtout de la chaux que les fermiers utilisent en agriculture. Non, mais il faut le faire ! La fumée qui sortira de la cheminée de Colacem contiendra plus que de la chaux. Cette fumée est remplie de gaz toxiques tels que des oxydes d’azote, des oxydes de soufre, etc. Ces deux polluants, oxydes d’azote et de soufre, réagissent dans l’atmosphère et forment les pluies acides et nous en connais- sons tous les conséquences. La dispersion des gaz dans l’atmosphère n’a pas de fron- tière. Les résidus (mercure, etc.) se retrouve- ront partout dans la région, y compris dans la rivière des Outaouais. M. Desjardins parle aussi des revenus d’impôts supplémentaires pour Cham- plain et les Comtés unis. Les quatre maires semblent oublier le coût des conséquences d’une usine lourde et malpropre telle que celle de Colacem : détérioration de la san- té des gens, contamination des sols et des infrastructures. Qui payera pour tout ça ? NOUS. Nous payons déjà des millions pour la décontamination des bassins de la CIP à Hawkesbury. Aucun des cinq maires en faveur de Colacem n’était présent lors de la réunion publique, le 17 octobre dernier, où près de 400 personnes étaient sur place pour se ren- seigner. Où étaient ces maires ? La Coupe Grey à Rockland

Rockland a sa part de partisans du Rouge et Noir, particulièrement au sein de la pro- chaine génération. Les champions d’Ottawa de la Coupe Grey et le personnel du club passent ré- gulièrement le trophée à des fins publici- taires, à l’extérieur d’Ottawa, et mercredi dernier, ils étaient à Rockland, à l’École élémentaire publique Carrefour Jeunesse. Anne-Marie Villeneuve, vice-présidente des services événementiels de Place TD, siège social du Rouge et Noir, ainsi que l’équipe de baseball Ottawa 67 et l’équipe de soccer Fury, a trois enfants inscrits à Carrefour Jeu- nesse. Quand son tour est venu d’avoir la Coupe Grey en sa possession pour un jour, elle l’a apportée à l’école. Carl Grondin (à gauche sur la photo) et Michel Allard, tout comme ceux qui en- tourent les professeurs d’éducation phy- sique, étaient impatients d’avoir la chance de toucher au symbole presque légendaire de la tradition canadienne du football. Outre une occasion de la regarder de plus près et de prendre des photos avec la Coupe, les étudiants ont eu droit à une vidéo des faits saillants de la Coupe Grey du mois de novembre, la dernière bataille entre le Rouge et Noir et les Stampeders de Calgary.

3rd Annual GSA Empowerment Day at Russell High School

Plus de 50 élèves de sept écoles secondaires se sont réunis récemment à Russell, pour discuter des moyens pour rendre les écoles plus sécuritaires et plus inclusives pour la communauté LGBTQ + (sigle utilisé pour désigner l’ensemble des personnes non strictement hétérosexuelles). The 3rd annual Gender and Sexuality Alliance (GSA) Empowerment Day was heldThursday, January 12, 2017, at Russell High School.The goal was to bring students together to discuss Lesbian, Gay, Bisexual, Transsexual, Transgender, Two-Spirit and Queer (LGBTQ+) issues, and to determine ways tomake schoolsmore welcoming and inclusive for all students. The event attracted participants of GSA clubs fromSeaway District High School, Cor- nwall Collegiate and Vocational School, St. Lawrence Secondary School, RideauDistrict High School, Rockland District High School, Smiths Falls and District Collegiate Institute and Russell High School. “Participants and supporters had the opportunity to voice some of their questions and concerns, to find out that they were not alone, that other schools have similar problems, and to learn how they handle them,” said Lisa Elminowski, from RHS. “It was a positive day for the UCDSB family. Final report UCDSB schools The Upper Canada District School Board (UCDSB) will hold a public meeting, Feb. 15, to present and review the final recommendations in the staff report on the Future Pupil Accom- modation Review (ARC), for neighbourhood schools in the Upper Canada District.The meet- ing will be at the North Grenville District High School, 2605 Concession Road, in Kemptville. Doors open at 6 p.m. with the meeting starting at 6:30 p.m. The meeting agenda is posted at the UCDSB website. Sous l’initiative de l’Association cana- dienne-française de l’Ontario – Stormont, Dundas et Glengarry (ACFO-SDG), un nou- veau projet destiné aux drôles d’adultes et aux apprentis techniciens voit le jour. Le projet Fou rire collectif ! s’adresse à tous les humoristes en herbe, ainsi qu’aux tech- niciens novices passionnés de gestion de scène, âgés de 19 ans ou plus, et résidant en Ontario. « Que vous ayez déjà écrit ou non un numéro d’humour, que vous possédiez ou non de l’expérience en techniques et gestion de scène, une formation gratuite est offerte à tous les participants », a souligné Jean Fournier, directeur artistique et producteur délégué du projet. Soccer club works on marketing game plan
and keeping a reserve fund intact for any “unexpected expenses”. The RUSC must pay game referees. The club also reimburses its coaches for registra- tion fees when their own children sign up for soccer. Rudeen noted that perk helps encourage local parents to volunteer as soc- cer coaches. “The club is doing its best to keep costs down,” Rudeen stated, “but it is a tough battle.” Rudeen noted that budget planning has cut RUSC’s Internet and phone service costs in half. The club also bought
growing community, and soccer is still one of the cheapest forms of summer entertain- ment around.” He noted the sport is affordable for all ages, requires little equipment, and is a good
way for both children and parents of families new to the area, to meet and make friends. “We hope to seemore people, both youth and adults, playing soccer this summer,” Rudeen stated.

Early registration opened for this year’s youth soccer season. Officials with Rock- land’s community soccer club have also begun brainstorming ways to boost the profile of both the club and soccer with the goal of buildingmembership numbers. Duane Rudeen, president of Rockland United Soccer Club (RUSC), outlined the club’s present situation in an email to lo-
cal media. Rudeen noted the RUSC had to decide about raising some fees. “This year, only the volunteer fee was increased,” Rudeen stated. “However, anyone volunteering four hours of club-ap- proved service is refunded this fee. We are still lower

than the City of Ottawa’s (soccer) clubs, though our cost structure is similar, but we would like to be even lower.” Rudeen noted that the biggest portion of the club expense budget consists of “fixed costs”, which remain the same regardless of player registration numbers. Fixed costs include labour and materials to mark out playing fields, and maintenance expenses like mowing the grass or providing lights for evening and night games. “These two items alone cost us almost $25,000 annually,” stated Rudeen. The RUSC has “variable costs” like the annual registration fees to the Eastern On- tario District Soccer Association (EODSA) and the Ontario Soccer Association (OSA). There are licence fees and credit card fees for online applications and payments. Other expenses include two part-time staff for of- fice administrator and technical director,
soccer. Rudeen noted that the RUSC does not have a huge budget and that “a sizeable do- nation would go a long way to keeping our registration fees down.” Tim Hortons, through its Timbits ama- teur sports funding assistance program, is a big sponsor of community youth soccer across Canada.The RUSC’s biggest corporate sponsor is the local TimHorton’s franchises through the corporate program, providing uniforms and soccer balls for the “mighty mite” four-to-six-year-old teams. Rudeen noted other local businesses have provided sponsorship aid and in return the RUSC has put the names of those businesses on player jerseys and posted sponsorship banners and signs on site during the club’s annual Soccer Fest. “I think we need tomarket our clubmore,” Rudeen stated. “Clarence-Rockland is a

The Catholic District School Board of Eastern Ontario invites interested contractors to submit a quotation for the grass cutting and trimming services for the 2017 school year, with the provision for an option to extend the contract for an additional two, one year contracts. The Board has 40 schools and 3 administrative offices in the counties of Dundas, Glengarry, Grenville, Lanark, Leeds, Prescott, Russell and Stormont. The Board requires the contractors to have a policy of General Liability Insurance issued by an insurance company incorporated or licensed to conduct insurance business in the province of Ontario during the entire contract period. The Board must be listed as an “additional insured” on the General Liability Insurance of the contractor with limits of not less than two million dollars ($2,000,000) inclusive per occurrence for bodily injury, death, and damage to property, including loss of use thereof. The liability insurance policies shall contain an endorsement to provide named insured with prior notice of change and cancellations. If applicable, the contractor shall submit to the Board at the time of entering into the contract, a Certificate of Clearance from the Workplace Safety Insurance Board. The Board shall only accept bid submissions from contractors operating commercial mowers and tractors (over 20HP) equipped with roll over protective structures (ROPS), seat belts, required safety shields and guards. Bids will only be accepted from contractors who register by contacting Dan Tackaberry, Facilities Planning Coordinator at 613-283-5007, ext. 260, fax: 613-283-8016, or by email at dan.tackaberry@cdsbeo.on.ca. A list of all facilities will be sent to all registered contractors for review. Registered contractors must advise the Facilities Planning Coordinator of the site or sites of interest. Contractors will then be notified when the quotation packages are ready for pick-up. The request for documents will be accepted until 3:00 p.m., on Tuesday, February 21, 2017. Contractors are to pick-up their packages no later than 3:00 p.m. on Tuesday, February 28, 2017. If required, the Plant Operations Supervisors will organize site meetings to be held the week of March 6, 2017. Requests must be submitted no later than Friday, March 3, 2017.
