la signature de Jacques Martin, natif de son village. « C’est un bon entraîneur », a déclaré Richet, avant dementionner quelques autres signatures de sa collection d’autographes de la LNH. « J’ai aussi Bobby Ryan et Ander- son. » JacquesMartin était le héros de l’heure, le lundi soir 8 août à Saint-Pascal-Baylon, alors qu’il escortait la Coupe Stanley dans son village natal pour une célébration spéciale au parc communautaire. Pour Martin, c’est sa plus récente réalisation après plus de trois décennies comme entraîneur de hockey dans la LNH. Au cours de la dernière sai- son, il a réalisé son rêve et a gagné la Coupe Stanley en tant qu’entraîneur adjoint avec les champions, les Pingouins de Pittsburgh. « Je suis extrêmement fier d’être en mesure d’apporter la Coupe Stanley ici aujourd’hui », a déclaré Martin devant les spectateurs debout à l’intérieur de la tente. Il a rendu un hommage spécial à son oncle, Conrad Guindon, et Jean-Marie Maison- neuve, l’homme qui a dirigé Martin pen- dant ses années de hockey mineur, celui qui l’a inspiré à faire de grands rêves et à les atteindre. « Ce sont eux qui m’ont éclairé et motivé », a-t-il ajouté. Entre 1500 et 2000 personnes ont défilé sous le chapiteau lors de la soirée. Alors que la plupart étaient des voisins, des membres de la famille et des amis de Jacques Martin,

Local heritage experts testify for Parc Du Moulin

He noted that the official heritage guide- lines for the province and the federal govern- ment stipulate that a building or a place is deemed worthy of heritage designation if it meets one or more of three criteria. They include: architectural uniqueness, historical value, and/or context value. “Parc Du Moulin has great contextual value,” said Jubinville, noting the park’s loca- tion along the Ottawa River, now an official heritage river, and the important links that Parc Du Moulin has with the community and with Clarence-Rockland’s development history over the decades. Parc Du Moulin, Chartrand noted, in- cludes several of the remaining traces of the foundations of the sawmills which were the reason for Rockland’s existence in the mid-1800s, and the park received its own official inauguration as a community feature in 1967 as part of Rockland’s celebration of the Canadian Centennial. Several council members wondered whether official heritage designation for the park would place any restrictions on future improvements to the property. Coun. Michel Levert asked if something like a community bandshell for the park would still be possible. Jubinville assured council that improve- ments like that should still be possible and welcome additions to the park in future. “If you respect the attributes that make it a heritage park,” he said, “then there should be no problem.”
The Ottawa River nowhas official heritage status with the federal government. Local history and heritage buffs argue that Parc Du Moulin merits similar treatment, at least on the municipal level. Back from their July summer break, the members of council for the City of Clarence- Rockland gave quick approval Monday evening to a resolution to authorize both the municipal infrastructure and planning department, with help from the City’s heri- tage advisory committee, to start the process for giving official local heritage status to the community park. The process involves drafting a bylaw and also providing a public notice of the plan to allow any comments and feedback from residents. At least three people hope there will be no delay in Parc Du Moulin joining the list of official heritage sites within the City of Clarence-Rockland. Gilles Chartrand, local historian/archivist and museum curator, and Michel Jubinville and Louis Aubry of the heritage advisory committee, made a special presentation during the Aug. 8 com- mittee of the whole session that followed the regular council meeting.They were pleased with approval for the start of the heritage designation process and wanted to assure council that this was a real benefit for the community. “It is important to protect this beautiful

Le GTRC saisit deux tonnes de tabac de contrebande

En à peine deux semaines, le Groupe de travail régional de Cornwall a réalisé un important coup de filet en saisissant pas moins de deux tonnes de tabac de contre- bande. Tout avait commencé le 19 juillet dernier alors que les policiers avaient procédé à l’arrestation de Joey Bouchard, 18 ans, après une courte poursuite à pied. L’individu était à bord d’une camionnette avec une autre personne. À l’intérieur du véhicule, on avait découvert 48 sacs à ordures contenant 740 kg de tabac de contrebande haché fin. Joël Bouchard a été amené au détachement de la Gendarmerie royale du Canada (GRC) de Cornwall où il a été soumis aux procédures habituelles, puis a été remis en liberté après s’être engagé à comparaître devant la cour le 30 août 2016. Son complice, une personne d’âgemineur, a été appréhendé le 28 juillet. L’adolescent a été remis en liberté en atten- dant sa comparution le 30 août 2016. Dans la soirée du 20 juillet, grâce à un tra- vail concerté du GTRC, de la Sûreté du Qué- bec et de la GRC de Valleyfield, un homme de 24 ans, de la région d’Akwesasne, qui conduisait un Ford Explorer, a été arrêté puis remis en liberté après s’être engagé à revenir en cour le 13 septembre 2016. En plus de l’Explorer, 25 sacs contenant 390 kg de tabac de contrebande haché fin ont été saisis par la police. L’identité de l’homme impliqué dans cette affaire ne peut être révé- lée puisque les accusations n’ont pas encore été déposées devant la cour. Cependant, en plus d’être accusé de possession de produits de tabac de contrebande, il fait face à des accusations de conduite dangereuse d’un véhicule motorisé et de refus de s’arrêter pour la police. D’autres saisies Juste après minuit le 25 juillet 2016, des membres du GTRC ont été appelés au port d’entrée de Cornwall pour saisir des pro- duits de contrebande. Erica Francis (24 ans) d’Akwesasne, en Ontario, et Adam Bom- berry (22 ans) d’Akwesasne, dans l’État de New York, ont été arrêtés pour avoir en leur possession environ 20 kg de tabac à pipe aromatisé non estampillé. Les membres se sont rendus au port d’entrée où ils ont arrêté et interrogé les deux individus, qui ont ensuite été remis en liberté sur promesse de comparaître devant la cour le 27 septembre 2016. Le véhicule impliqué, une Mercedes GLK350 2010, a été saisi avec les produits de contrebande. Finalement, le soir du 26 juillet, des membres du GTRC ont appréhendé une camionnette chargée de 800 kg de tabac de contrebande haché fin. Un homme de 36 ans, de Valleyfield, au Québec, a été arrêté

du Groupe de travail régional de Cornwall. Depuis, nous recevons constamment des appels de citoyens inquiets qui soupçonnent que des crimes ont lieu dans leur voisinage. J’aimerais remercier le public pour son aide et son soutien constants », a précisé l’ins- pecteur Éthier. Go take a walk says EOHU
It’s cheap. It’s easy. It’s good exercise for all kinds of weather, indoors or outside. Walking has the stamp of approval from anyone involved in health medicine. The Eastern Ontario Health Unit (EOHU) is trying to promote walking as the “go to/ universal/anyone can do it” exercise for residents in Eastern Ontario. Through its own website, the EOHU is even challenging people to get out and walk more or at least walk whenever they have a chance. “The Canadian Physical Activity Guide- lines state that adults and older adults should strive to accumulate at least 150 minutes of moderate to vigorous physical activity throughout the week,” states the EOHU promo on walking. “The Walking…what a feeling! Guidebook helps adults to achieve the guidelines and encourages a way of life that values physical activity and makes it a natural part of your day.” The EOHU has a download link for a PDF copy of the promotional book, which includes simple stretching exercises for warm-ups, prior to the start of a walking exercise program. The health unit notes that regular walking helps strengthen the heart and makes that muscle more efficient at pumping blood throughout the body, thus reducing the risk of heart disease. Walking on a regular basis also helps strengthen the leg bones and, with a pro- per diet of calcium through drinking milk or eating foods high in calcium, reduces the

Pour la première fois, tout avocat ou juge canadien ayant les qualifications requises peut soumettre sa candidature à la Cour

Quiet grassfire season
Local firefighters are grafteful they have not had to face this kind of grassfire situation yet this summer. Despite a couple of fierce thunderstorms, the overall weather has been hot and dry, resulting in off-and-on burn bans. Residents should check with the fire department on local conditions when applying for open burning permits.

Clarence-Rockland, along with other com- munities, has had fire bans off and on during the summer, but Chief Sabourin noted that the season has been very quiet for him and his people as far as any wildfire worries are concerned. “There is a fire ban back in effect again,” he said, adding that the past few rainstorms have helped keep things cool in the neigh- bouring woods and fields, but the returning heat always dries everything up again. “But we have been lucky.” While the burn ban is back in effect, the fire department will still accept applications for burning permits from residents. Those permits are good to the end of the year, but,

The UCPR has had an advisory committee on accessibility issues for seve- ral years now and needs to keep at least a minimumnumber of seats filled tomaintain quorumvoting for recommendations to pass on to the counties council. Themain responsibility for the committee is to do regular reviews of the counties’ five- year accessibility strategy plan and assess the progress made on dealing with accessibility needs and concerns for residents where UCPR facilities, properties, and sponsored events are concerned. But Lacelle, who chairs the advisory committee as the coun- ties’ representative, noted that its mandate is not limited to that. “We’ve had some discussions in the past on transportation (mobility needs),” he said, “which has been an issue.” The committee is also available to look into human resources-related concerns for the counties, and help the UCPR ensure that job postings are open, when possible, to eve- ryone, including those who use wheelchairs, walkers, scooters or other mobility aids. Chief Sabourin noted, each permit approved also comes with a warning that when a burn ban is in effect, there are no outdoor fires allowed, even if a person has a municipal burning permit. “Today I got a call froma guy who wanted to burn stuff in a drum,” said Sabourin. “He was told he couldn’t, there was a burn ban on.” Sabourin noted that the caller did not argue the situation, but accepted that his plans for using a burn barrel were not suffi- cient to override the ban. Any resident who wants information about either the burn ban or municipal burning permits can contact the fire department.
The humidex is still pushing up the heat as the middle of August approaches. But Clarence-Rockland’s fire chief is grateful to see that the summer heatwave has not meant a blaze of calls about grass fires in the area. “No, we’ve been lucky,” said Chief Pierre Sabourin during an interview on Aug. 8. City calls out to artists for special exhibition
The City of Clarence-Rockland has plans for a special exhibition of local art that will run from this fall to the end of next summer. The city is inviting all visual artists living in the Clarence-Rockland area to submit applications for their proposed works to be part of a 12-month exhibition at the Cla- rence-Rockland Recreational and Cultu- ral Centre where the YMCA and Rockland Public Library branch are located.The exhi- bition will run from September of this year to the end of August next year. Deadline to submit applications is mid- night, Aug. 12. Interested artists can email Martin Irwin, cultural and community ac-

Submissions will undergo review by a selection committee which will include professionals in arts and culture. Still time for the Local Food Challenge
Local fans of all the shows on The Food Network channel are more than welcome to sign up for The Second Annual Local Food Challenge and set out on their own foodie safari. The challenge is a joint project of the members of the AllThings Food Community Food Network (ATFCFN), which includes the Eastern Ontario Health Unit, Kozroots Community Empowerment Projects, Centre de santé communautaire de l’Estrie, Seaway Valley Community Health Centre, the Five Counties, and the Social Development Council of Cornwall and Area. The goal is to help educate residents of Eastern Ontario about all the local foods and beverages produced within their own region and also share their experiences and discoveries. “This event is meant to be a fun, yet com- petitive way for residents to explore their local food community and all that it has to offer,” stated Kat Rendek, ATFCFN coordi- nator. Entering the challenge is free but online registration is required at www.localfood- challenge.ca. Registered participants gain access to a full list of local food products, events and promotions within their own community and elsewhere in the region. Last year more than 200 local businesses and community groups and individuals took part in the inaugural food challenge. Organi- zers expect an even bigger turnout this year. Local food businesses, including producers
and event organizers, can also register for free as an event partner at www.localfood- challenge.ca. The mid-August weekend marks the official launch of the Local Food
