New York, NY based Mill Rock Capital, a growth and operations oriented private in- vestment firm, announced that its portfolio company, Mill Rock Packaging Partners LLC, has acquired All Packaging Company, a spe- cialty paper packaging company focused on various consumer end markets. Mill Rock Packaging is a specialty packaging company focused on leading design, innovation and technology; strong operational capabilities and excellent customer service. Terms of the transaction were not disclosed. All Packaging, based in Aurora, Colorado, and founded in 1946, is a full-service provid- er of specialty paperboard packaging to the food and beverage, health and beauty, phar- maceutical and other consumer end markets. The company’s comprehensive service suite includes all requirements of a folding carton program, including graphic and structural design, prepress and proofing, printing and converting, in-house cutting and creasing and ancillary services. A TAPPI member since 2001, Dr. Frank has updated, (re)developed, improved and/or validated more than 50 TAPPI Standards and Techni- cal Information Papers (TIPs). The former Chair of the Corrugated Division’s Fiberboard Shipping Container Testing Committee (Fiscotec) as well as the Quality and Stan- dards Management Committee (Q&SMC), Dr. Frank is actively involved in dozens of Standard Specific Interest Groups (SSIGs) as well as the U.S. Technical Advisory Group (TAG) to the International Standards Or- ganization’s Technical Committee 6 (ISO TC 6). NV Matriarch Jacqueline Vilardi Dies At 87 In New Jersey Jacqueline M. Vilardi, 87, passed away on Friday, Febru- ary 19, 2021, in New Jersey. She was predeceased by her husband Theodore “Ted” Vilardi, founder and publisher of NV Publications, in 2013. More recently, in 2018 she was predeceased by her son, Thomas “Tom” Vilardi, President and Publisher of NV Publications, and Board Converting News . Born in Hoboken, NJ, on April 6, 1933, to John Blangey and Marie Mancini, Jacqueline attended Union Hill High School in Union City, NJ, and worked for Otis Elevator. Sur- viving her are daughters, Barbara Vilardi; Victoria Donato and husband, Jerry; and Jeneane Vilardi, Tom’s wife. Jeneane recalled how much her mother-in-law loved living in Avon-by-the Sea, NJ, when Ted moved the NV

“My mother-in-law was a force to be reckoned with,” remembered Jeneane. “She was never at a loss for words and had a sly sense of humor. I will remember the good times, laugh quietly about the hyster- ical ones and silently revere the sad ones. I find peace knowing she was greeted by her two favorite men...and Frank Sinatra wasn’t one of them.” NV Publications’ current President and Publisher, Robyn Smith, who assumed Tom Vilardi’s role upon his passing, said, “I had the pleasure of working with Ted and Tom starting in 2004 after having been a com- petitor of NV for 17 years. My first official duties with NV were coordinating the trade show booth and ordering refreshments for SuperCorrExpo in Atlanta. Tom hired me with Ted’s blessings, but Jacqui wasn’t too sure since I’d been on the other side of the fence for so long. I think I eventually passed muster. To no one’s surprise, she was a woman fiercely devoted to her men.” “My fondest remembrance of Jacqui was of her welcoming me at a family dinner as the newest member of the NV team,” said Len Prazych, Editor in Chief of Board Con- verting News . “I was immediately struck by her ability to make me feel at home and part of the family. She had the grace, dignity and love befitting the matriarch of the generous Vilardi family. Paper And Plastics Exports To China Drop Again In 2020

According to a report on , re- covered paper shipments from the U.S. to China slowed immensely in 2020, newly released figures show. Mean- while, scrap plastic exports decreased during the year, but shipments to certain countries grew sharply. The U.S. Census Bureau recently released trade data for December 2020, allowing for a full-year analysis of recovered commodity exports. Recovered fiber exports totaled 15.9 million short tons in 2020, down from 18.3 million short tons the prior year. That’s the lowest volume exported since 2003. It’s also down 27 percent from 2016, before China and other countries announced significant import restrictions on recovered commodities. China bought the bulk of U.S. recovered fiber in 2020, importing 4.8 million short tons; however, that’s an 18 percent decrease from the 5.9 million short tons China brought in during the previous year. December 2020 represented by far the lowest total for monthly recovered fiber shipments to China on record, and November was the second-lowest. Monthly shipments to China hit a peak in December 2007, when they totaled 1.9 million short tons. The December 2020 volume is just two percent of that peak. The Chinese government reduced its import permit approvals as 2020 progressed.

PPC Spring Conference Offers Members A Virtual Taste Of Denver If not for the pandemic, members of the Paperboard Pack- aging Council (PPC) would be traveling to Denver this March for the association’s 2021 Spring Outlook & Strat- egies Conference. Alpha Packaging Delivers Customized Solutions With Help From Baysek Machines Alpha Packaging, Inc. was founded in 1987 and is the largest indepen- dent corrugated plant in Arkansas, according to President Mike Stec. The 150,000-sq-ft facility in Greenwood sits on 14 ½ acres and converts about 23 million-sq-ft of board per month. The company has grown consider- ably since its founding. It was started in a design room and relocated to a 20,000-sq-ft building in 1988 and then a 30,000-sq-ft facility in 1989. It was moved to its current facility in 1992 and has expanded several times, adding warehouses in Missouri, Louisiana, Fort Smith and Springdale, AR.

The manufacturing floor is equipped with state-of-the-art machinery, capable of creating virtually any style container, including triplewall, and plastic corrugated. There is even a foam plant within the box plant, which pairs well with in-house kitting. There is also custom made equipment for special projects. Stec describes Alpha Packaging as “service intensive,” providing cus- tomers with vendor management inventory requirements and design op- portunities. Over the years, investments in machinery, staffing and design capabil- ities have ensured high customer retention and satisfaction. One of the newer purchases is a C-170 fully automatic rotary anvil flatbed diecutter from Baysek Machines. The diecutter can cut, strip, count and stack up to 60,000 pieces per hour or 1800 sheets per hour. Stec says he contacted Baysek in 2018 and knew the machine would fit perfectly into his operations as labor became more difficult to find. “We were looking for ways to reduce the number of hand touches required in stripping, stacking of interior diecut packaging and even preparing pizza boxes to cycle through the shrink tunnel.” The C-170 produces nick-free, multiple-out diecuts with one operator. It is ideal for partitions, bakery and pizza circles, and food and pharmaceuti- cal boxes. It can handle sheet sizes from 20- x 20-inch up to 55- x 67-inch and flute thicknesses from F- to B/C-doublewall. While the machine does not run as fast as Alpha Packaging’s other rotary diecutters in the plant, he says, “It can run a larger multiple out because you don’t have to worry about stacker issues. The Baysek is a classic sheet plant piece of equipment that gives your plant capabilities which competition does not have.” The C-170 rotary anvil flatbed diecutter from Baysek Machines is providing la- bor saving efficiencies for diecut corrugated packaging and even foam.

Green Bay Packaging Invests In Eighth Chalmers DST With the startup of Green Bay Packaging’s new paper ma- chine just weeks away, the Kalamazoo, Michigan, division purchased a Chalmers DST to enhance its testing lab and compliment its design capabilities. This will make eight Chalmers DST for the group as they make light-weighting and right-weighting a priority. The Chalmers DST measures the structural quality of combined board produced at the corrugator and measures the damage (crush) that occurs during the converting pro- cess. This quality can be compared to what should be ob- tained on undamaged board and a Performance Indicator calculated. The DST provides feedback in twelve seconds so real time on machine adjustments can be implemented. Based on the calculated Performance Indicator, the DST can give a good idea of what the likely stacking per- formance will be and also the effects of cyclical humidity creep. COVID-19 Prevention Plans OSHA guidance strongly recommends the develop- ment and implementation of a written COVID-19 pre- vention plan, or the addition of a COVID-19 – epidemic/ pandemic section to existing injury and illness prevention programs (IIPP). Implementation of the following actions are advised with respect to your company’s written plan: • Communicate the company COVID-19 prevention poli- cies and procedures to employees. • Perform a Hazard Analysis Critical Control Points (HAC- CP) to identify, evaluate and correct COVID-19 hazards. • Provide physical distancing of at least six feet. • Mandate the use of face coverings. • To reduce transmission risk, practice hazard prevention and control using OSHA Hierarchy of Controls: First -

COVID-19 within two weeks. The EO also instructed the agency to consider establishing a COVID-19 emergency temporary standard (ETS) by March 15. OSHA issued stronger workplace guidance on Janu- ary 29. “Protecting Workers: Guidance on Mitigating and Preventing the Spread of COVID-19 in the Workplace” provides updated guidance and recommendations. The guidance is not a standard or regulation, but that may still come in the form of an ETS. Below is some information on ETS and COVID-19 prevention plans that could be helpful for box manufacturers. Emergency Temporary Standard - ETS Under certain limited conditions, OSHA is authorized to set emergency temporary standards that take effect im- mediately and are in effect until superseded by a perma- nent standard. Unlike regular rulemaking, there is no time

SUN Automation Group Introduces Helios AI/Machine Learning Platform Glen Arm, Maryland based SUN Automation Group last week announced the launch of Helios, the new AI and Ma- chine Learning platform tailored specifically to the corru- gated converting industry. The platform is OEM-agnostic and engineered to provide corrugated manufacturers ac- cess to robust, actionable insights into the performance of their machines -- enabling minimized downtime, optimized maintenance schedules, and maximized profit. Helios is a product of SUN Automation Group. “IIoT makes every bit of data actionable,” says Helios Director of Technology Matthew C. Do you need printed sheets? We have your answer.. Introducing Heartland’s ColorCorr. This is “flexo-printing in the round”. On our corrugator we can print up to 109” wide. The advantage is that we can print the equivalent of ½ roll at a time and not be required to keep several rolls of very expensive preprinted paper on the floor. Much less waste and risk. In continual print mode, we use either laser-engraved rubber rolls or solid rubber rolls to print a “flood coat” or a repeating pattern. If we are printing a repeating pattern, we can run a two-color design on the paper. Customers have found that running sheets we print can allow them to run a lighter-grade due to reduced caliper loss, and in some cases eliminate one or more machine passes.
