St. Joseph work overdue and over budget but just about done

The road is now 99 per cent complete, with only two small items left to finish: minor landscap- ing and the installation of a water fountain and park bench that was donated by the Lavictoire family. These remaining works will be done in the spring of 2018. A delay in construction that occurred in July led to extra costs. Administration had gone ahead with a construction plan that had not been approved by council. Construc- tion was halted at that point and delayed for a month while the entire design was re- assessed.The final decision was tomaintain the three lanes (two northbound and one southbound) on St-Joseph, eliminating the idea of a bike path on both sides of the road. As for the Clark Road Easement Project in the amount of $100,000, the project saw a sharp decline in costs after the City ran an assessment. The point of the project was to identify low points along the roadside ditch line and to seek out alternative drainage easements with affected property owners. As a solution to several drainage problems on

The project, however, is now 99 per cent completed. The initial budgeted cost of the work at the intersection of St-Joseph Street and Laurier Street was $2,470,000.The City has now cal- culated, however, that $2,544,990 is needed to cover all the final project expenditures. Instead of the projected eight-week plan, the work at the intersection ran over the course of 16 weeks. To compensate for going over budget, the City will be re-allocating the needed $75,000 from the 2017 Capital Program for Clark Road Easements, which had an initial budget of $100,000. The St-Joseph Street project was award- ed to STP Construction on December 13, 2016. Construction on the street began in the spring of 2017 and was substantially

Council reaches compromise on high garbage pickup rates

Council has come to a compromise regard- ing a highly debated budget item: resi- dential and commercial rates for garbage pickup in Clarence-Rockland. Themunicipal council of Clarence-Rock- land has made changes to the residential and commercial rates for weekly garbage bag and pickup. This decision is to accom- modate home-based businesses that were getting the short end of the stick. Not only did they have to pay the large commercial rate, without producing as much garbage as larger businesses, they also had to pay the residential rate. Council has also decided to reimburse those who were affected last year. The residential rate for garbage pickup will remain constant at $187.50 a year. Com- mercial properties with bags received a 30 per cent reduction, for a fixed rate of $400 a year. The rate for commercial properties that use bins is at $70 per ton with a mini- mum rate of $1000 per year. In addition, an amendment has been made to ensure that owners of home-based businesses will only be charged the commercial garbage pickup rate, and not also the residential rate. Ten home-based businesses in Clar- ence-Rockland will be receiving a refund of $358.50 for the unjustly cost they paid last year. Upon reevaluation, council has issued a reduction – from $571
to $400 – for commercial bag rate but has increased the rate for commercial bins from $35.50 per ton last year to $70 per ton. The initial budget proposed an increase to $50 per ton instead of the now-established $70. These new rates for weekly garbage pick- up will be effective beginning in the new year, on January 1, 2018 and will stay in effect every other year after that until repealed.

D’ailleurs, la recherche fait remarquer que l’isolement est largement utilisée comme forme de puni- tion dans les prisons. Bien que les données du recensement aient révélé que la majorité des Canadiens qui vivent seuls font partie de la population vieillissante du pays, il reste qu’un Canadien sur dix âgé de moins de 60 ans vit seul. De plus, un récent sondagemené par l’Associa- tion canadienne des personnes retraitées a révélé que près de 15 % des personnes interrogées, qui vivent seules, déclarent avoir manqué de camaraderie et trouvé difficile le fait de n’avoir personne à qui parler. Bien sûr, cela ne veut pas dire que tous les individus qui vivent seuls ressentent nécessairement des sentiments écrasants

Selon les données, le nombre de Canadiens vivant seuls constitue 28,2%de tous les mé- nages du pays. Ce constat n’a rien pour rassurer les professionnels de la santé, qui s’inquiètent depuis longtemps de cette tendance crois- sante. En effet, des recherches récentes ont souligné que l’isolement social peut avoir autant d’effets négatifs sur la santé d’un indi- vidu que le tabagisme et l’obésité. Selon la recherche menée par Julianne Holt-Lunstad, professeur de psychologie et de neuroscience à l’Université Brigham Young, l’isolement social est un facteur de risque pour la santé autant qu’un individu qui fume 15 cigarettes par jour. L’isolement et conséquemment les chan- gements d’habitudes alimentaires peuvent être vaincus avec une routine. D’après une étude faite par Harvard Health, une façon de combattre des sentiments d’isolement chez les gens vivant seuls est d’établir une routine telle que se joindre à un club, une équipe ou une organisation quelconque.

Smart watch 911 Anyone wearing a “smart” watch needs to be careful not to call 911 by mistake with it. The OPP have issued a notice for people with a passion for recent technology to be more cautious with their gadgets. OPP in the Rideau Lakes area answered a 911 call at a residence to find out it was an “accidental” alert sent from a Smart watch that was triggered when the owner was leaning on his watch, and activated the 911 call app. All Ontario residents are reminded than non-emergency 911 calls distract emergency personnel from dealing with actual emergency situations, and that prank 911 calls can also result in charges. Contre la stigmatisation de la maladie mentale

Des jeunes de diverses écoles secondaires de la région se réunissaient, le temps d’une journée, afin d’être sensibilisés quant aux enjeux liés à la stigmatisation des pro- blèmes de santé mentale. Le 16 novembre dernier, divers orga- nismes r égionaux ont convié des jeunes francophones, provenant de neuf écoles secondaires des régions de Prescott-Russell et de Stormont, Dundas &Glengarry, à leur sommet La tête haute, une initiative lancée en 2014 par la Commission de la Santémen- tale du Canada (CSMC). L’objectif derrière cette journée était d’enseigner à ces jeunes comment réduire la stigmatisation liée à la santé mentale et au suicide. Ensuite, le rôle de ces jeunes sera d’instaurer un plan concret dans leurs milieux scolaires respectifs afin d’y enrayer la stigmatisation. En fait, les organisateurs espéraient que les jeunes présents deviennent « une voix qui luttera contre la stigmatisation de la maladie mentale ». Pour sensibiliser ces jeunes, cinq confé- renciers ont livré de vibrants témoignages sur le sujet. Parmi ceux-ci, celui du confé- rencier Cam Preston démontrait de façon percutante l’effet que le stigmate peut avoir sur une personne aux prises avec des pro- blèmes de santé mentale. « Je savais que je ne pouvais plus gérer mon stress et ma santé mentale, mais le stigmate me gardait très silencieux, a-t-il révélé en racontant aux jeunes une par- tie de son vécu. Soudainement, quelqu’un dans mon équipe de hockey d’école a été hospitalisé pour tentative suicidaire. J’étais proche de tout dévoiler par rapport à mon état mental, mais j’ai entendu les choses que les autres disaient autour, comme ‘‘il l’a fait pour l’attention, il y a dumonde qui vit pire’’, donc j’ai continué à laisser le stigmate me garder silencieux », a-t-il confié par la suite. Ainsi, tout au long de la journée, les jeunes devaient participer à diverses acti- vités de sensibilisation dont le but était de comprendre que « quand on me lance des insultes, quand on me met des étiquettes, quand onme passe des jugements ou qu’on

m’intimide, c’est ma santé mentale qui est affectée », a indiqué Gina Lacombe, direc- trice des services cliniques de l’Équipe psychosociale de Cornwall, qui travaillait à l’organisation de l’évènement. Aussi, afin qu’ils soient conscients des dif- férents services disponibles dans la région, les jeunes avaient également accès à diffé- rents kiosques d’acteurs communautaires de la région. Monter une pièce de théâtre, organiser des journées thématiques, composer une chanson sur la santémentale, effectuer des marches pour la santé mentale, mettre un élève de l’école responsable de l’inclusion dans toutes les activités, organiser unmini- sommet, inviter des conférenciers et mettre des messages positifs sur les casiers pour remonter le moral des élèves ne sont que quelques-unes des idées qu’ont eues les jeunes présents afin de ramener lemessage dans leurs écoles. Interrogée à savoir ce qu’elle avait appris durant cette journée, Anne-Sophie Autate, une élève ayant assisté au Sommet La tête haute, répondait : « Çam’a étonnée de voir à quel point, dans les écoles, on n’en parle pas beaucoup, parce que quand je suis arrivée ici, il y a plein d’affaires que j’ai apprises. Je me suis dit qu’on devrait avoir au moins une partie des cours là-dessus, être plus
sensibilisés, parce que c’est un sujet très important. C’est quand même le bien-être d’une personne qui est en jeu et on est comme aveugle, face à ça, parce qu’on n’a pas l’éducation requise. » L’évènement était organisé par différents organismes de la région, dont l’Association canadienne pour la santé mentale/Cham- plain Est, Valoris pour enfants et adultes de Prescott et Russell, le Conseil scolaire de dis- trict catholique de l’Est ontarien, le Conseil des écoles publiques de l’est de l’Ontario, le Bureau de santé de l’est de l’Ontario et l’Équipe psychosociale avec l’appui de la CSMC. Il avait lieu pour une deuxième année dans la région et, cette année, un suivi sera effectué auprès des jeunes pour savoir où ils en sont avec leur plan et quel est l’impact dans leurs écoles. Le Sommet La Tête Haute de Prescott- Russell et de Stormont, Dundas &Glengarry a été rendu possible grâce au financement provenant d’Entente Canada-Ontario .

Elle laisse ses enfants: François (Kim Novak) et Chantal (Mark Dallaire), ses 2 petites- filles: Martine Filion et Érica Dallaire. Elle laisse également son frère Maurice (feu Haley), ainsi que plusieurs beaux-frères, belles-soeurs, neveux, nièces et ami(e)s. Elle fut prédécédée par sa soeur Lucille.
