Gatien, vous avez le droit de faire tous les commentaires que vous voulez […] Cependant lorsque vous vous présentez comme directeur de Russell, on ne croit pas que c’est la bonne place pour faire des commentaires. Dans la lettre, on n’a pas critiqué les commentaires que vous avez faits comme citoyen. On a critiqué le commentaire que vous avez fait comme directeur de Russell, ici», a affirmé M. Campeau. Daniel Gatien a rétorqué cependant que ses interventions au conseil municipal étaient faites à titre de citoyens. « […] lorsque j’ai fait le commentaire que j’étais le directeur du développement économique du canton de Russell, c’était pour vous donner un conseil gratuit. Je ne représentais pas le canton de Russell, je représentais Daniel Gatien, payeur de taxe et résident de Clarence-Rockland». Pour sa part, le maire Marcel Guibord a publiquement présenté des excuses. Il a admis qu’un tel comportement des membres du conseil n’est pas approprié.

ROCKLAND | L’ex-directeur général de la Cité de Clarence-Rockland, Daniel Gatien, s’est dit victime d’harcèlement de la part de membres du conseil municipal de Clarence-Rockland. Cette accusation fait suite à une lettre signée par trois élus municipaux, René Campeau, Diane Choinière et Guy Félio, envoyée à l’employeur actuel de M. Gatien, le canton de Russell. «Monsieur Campeau, pouvez-vous m’expliquer pourquoi vous avez envoyé une

«[…] je ne suis pas d’accord avec ce qu’ils (trois conseillers) ont fait. Je ne suis pas d’accord avec la lettre, parce que ce n’était pas le rôle du conseiller, c’était le rôle du maire […] Ça ne se reproduira plus». Le maire a toutefois affirmé que lui-même avait l’intention de discuter avec le maire de Russell à ce sujet. «[…] à cause du fait que vous êtes directeur économique pour le canton de Russell, que vous saviez de quoi vous parliez, donc vous

late January and most of his review work on the city’s current infrastructure situation has been limited to going over past reports on the condition of roads and bridges and other infrastructure, and also of services like snow removal. He’s gotten out and about for on-site viewing of situations when possible and he plans to do more on-site inspections now that spring has arrived and the snow is disappearing with the thaw. First on the list of his spring review work is a “snow removal week” session with pub- lic works crews to go over the current snow removal program and get their comments and feedback on how it could improve. Mi-

randa already has one idea for making the service more resident-friendly. “What I want to do is improve sharing the information on when the plow will be on people’s streets,” he said. Miranda noted that often homeown- ers suffer inconvenience when a city plow comes along clearing the streets and blocks up driveways. He wants to work out a way to let residents know when their streets are due for snowplowing so they can schedule plowing or snowblowing their own drive- ways for after the plow has passed. After “snow removal week” is done, Mi- randa plans to get out of the office more for

on-site inspection of the condition of local roads and also municipal bridges. “Potholes, right now, are a big issue,” he said, adding that the current practice of cold-patching the worst potholes that erupt during brief winter thaws is a tempo- rary measure at best. “I want to try to find a solution that is more permanent,” he said. “There’s a lot of good solutions out there for a minimal amount of money.” Miranda will also look over the situation with problem roads like Bouvier Road in Hammond-Bourget and Baseline Road east of the Landry Road intersection in Clarence Creek. He noted that a recent excavation of the top of Baseline Road to smooth out the humps and dips turned up a rotting layer of planking more than a foot below the surface. The boards may have been put in place years ago and covered over with gravel as a temporary solution back then for previous potholing problems for that por- tion of Baseline Road.

La garderie Vazimolo essuie une défaite

L’objectif du CSDCEO était de confier la gestion d’une garderie pour bambins, enfants d’âge préscolaire et parascolaire dans l’école Saint-Trinité à un seul fournisseur, soit lamunicipalité de Clarence- Rockland. Lemaire a ajouté qu’il serait plus opportun d’accepter la demande du CSDCEO afin de permettre une transition assurée par la municipalité. Pour la coordonnatrice de la garderie Vazimolo, Marie-Josée Bergeron, il s’agit de la principale inquiétude. «C’est la transition qui sera vraiment importante que ce soit au niveau des employés, mais surtout au niveau des enfants», a-t-elle confié. Le conseil a d’ailleurs adopté une résolution qui prévoit la création d’un comité de transition entre les services de garderie municipaux et la garderie Vazimolo. Il a également été question que les employés actuels puissent conserver leur emploi. Cependant, les procédures exigent que les candidats se soumettent à une entrevue. ROCKLAND | Après 20 années de service, la garderie Vazimolo, organisme sans but lucratif à l’école élémentaire catholique Sainte-Trinité de Rockland, n’accueillera pas d’enfants en septembre prochain. Dans un vote, quatre pour et trois contre, le conseil municipal de Clarence-Rockland a accepté que la Ville assure la gestion de la garderie scolaire. Le gouvernement enfreint sa loi dit Phil McNeely

Conséquemment, en raison des défis posés par le transport, plusieurs opteront d’aménager dans l’ouest d’Ottawa. «Le transfert de ces personnes aura une incidence sur l’économie locale qui dépend grandement sur la présence de ces travailleurs à Orléans, indique M. McNeely. Dès lors, la perte d’emplois dans cette communauté pourrait grimper à 15 000. C’est un nombre important pour une communauté d’environ 109 000 résidents». Dans sa lettre, il cite également un article de la professeure Anne Gilbert, spécialiste sur les communautés à

minorités francophones. Celle-ci précise qu’environ un résident d’Orléans sur trois a le français comme langue maternelle. Cela représente environ le tiers de la population francophone dans la ville d’Ottawa, soit 119 445 selon les données du recensement de 2006, qui vivent à Orléans. Le député espère ainsi que le Commissaire aux langues officielles ouvrira une enquête afin d’évaluer en détail les impacts. Il souligne avoir également retenu les services juridiques du cabinet d’avocats CazaSaikaley SRL pour appuyer les démarches.

ORLÉANS | Le député provincial d’Ottawa- Orléans, Phil McNeely, estime que le gouvernement enfreint sa propre loi en déménageant les bureaux de la Défense nationale et de la Gendarmerie royale canadienne dans l’ouest d’Ottawa. Le député doit déposer aujourd’hui une plainte formelle au bureau du Commissaire des langues officielles. «Le but de cette lettre est de formuler une plainte concernant ce que je j’estime est une violation de l’article 41 de la Loi sur les langues officielles», peut-on lire dans la lettre. L’article 41 (1) (Partie VII) de la Loi sur les langues officielles stipule que : Le gouvernement fédéral s’engage à favoriser l’épanouissement

Défense nationale. En tout, environ 10 000 emplois de la fonction publique doivent être déménagés dans l’ouest d’Ottawa. Cela s’ajoute à près de 1700 emplois de la Gendarmerie royale du Canada qui ont été déménagés dans le secteur de Barrhaven. De plus, le député avance le transfert probable de 10 000 autres emplois gouvernementaux dans le secteur de Tunney’s Pasture, à l’avenir, lorsque le site sera développé. «Je suis très préoccupé de l’impact que cela aura sur les communautés francophones d’Orléans, de l’Est/Vanier et Ottawa dans son ensemble, explique M. McNeely. Une proportion importante des employés touchés sont francophones ou sont membres d’un ménage francophone qui vit dans ma circonscription». De plus, selon une étude menée par le député lui-même appuyé de collaborateurs, ces transferts engendreront une perte directe de 6100 emplois dans la région

Robillard Cardinal was doing a la- ser radar check on Highway 417 the early afternoon of March 25 when he clocked a Toyota Corolla going 128 kilometres an hour in a posted 100kmh zone. After pulling the car over the officer dis- covered the vehicle licence plate was ex- pired. The 33-year-old Ottawa man driving the car also did not have valid insurance. The car was towed to the impound yard

and the driver ticketed for driving with no insurance and without a valid vehicle per- mit. OnMarch Const. Sébastien Brissonwas on afternoon patrol on Highway 417 when he pulled over a speeding Mazda Tribute. The 42-year-old Ottawa man driving the Mazda wasn’t able to provide a valid vehicle insur- ance card and a computer check showed his driver’s licence was also suspended. He is now charged with driving while under suspension, speeding, and failure to have a valid vehicle insurance card. Two residents of Alfred-Plantagenet Township also have appointments pending in traffic court in L’Orignal.

Const. Anne-Christine Gauthier pulled over a red Chevrolet on County Road 9 in Plantagenet on March 27. The officer sus- pected the vehicle was not insured and a check proved her right. The 41-year-old woman driving the car is now charged with driving without insur- ance. Just before midnight that same day Const. Gauthier intercepted a 1999 Buick Regal on Concession Street in the village of Plantagenet. The 46-year-old driving the car is now charged with driving without insur- ance. Police warn drivers that the fine for not having valid vehicle insurance is $5000.

A Québec woman will be making a return trip to Ontario to face a collection of charges resulting from her April visit to Rockland. The OPP received a call April 3 about a vehicle seen swerving along County Road 17 through Rockland. Police found the vehicle in a ditch near the Canaan Road intersection. The woman who was driving the vehicle was taken back to the OPP station in Rockland on suspicion of impaired driving. While at the station there was a disturbance and several officers were assaulted. The 30-year-old woman from Les Côteaux, QC, now faces charges of dangerous driving, minor possession of marijuana, impaired driving, and driving with a blood-alcohol content exceeding 80 milligrams. She also has two counts of mischief under a value of $5000 and four counts of assaulting a police officer. Her provincial court date in L’Orignal is April 24. Drunk driver racks up charges A 22-year-oldWendover man is charged with impaired driving causing bodily harm, dan- gerous driving causing bodily harm, and failure to submit to a breathalyser test after an incident April 7 on County Road 17. The man was driving a vehicle when it went off the road and hit a street light post. A woman who was a passenger in the vehicle was taken to Ottawa Civic Hospital for treat- ment of serious injuries. The driver was also taken to the hospital for treatment of minor injuries. Slow drunk Taking it slow on the road earned a 26-year-old Plantagenet man a date in provincial court later in the month. OPP highway patrol April 5 found a driver going very slow on County Road 17 in Rock- land. The vehicle was also noted swerving side to side as it went. The driver of the vehicle now faces charges of impaired driving and driving with a blood- alcohol content exceeding 80 milligrams. He is also charged with dangerous driving and, following a vehicle search, with cocaine possession and possession of a minor amount of marijuana. Stunt driver stopped An 18-year-old Hammond man lost both his driver’s licence and his car for seven days after he was stopped for speed racing on Bouvier Road in Clarence Creek. An OPP patrol along that road April 7 clocked the vehicle at 105 kilometres an hour in a posted 50kph zone. The driver was charged under the speed/stunt driving section of the provincial Highway Traffic Act. Domestic assault A 22-year-old Wendover man will be in provincial court in L’Orignal at the end of the month for a domestic assault case that began in Rockland. Police received a call April 4 about a domestic disturbance in the Giroux Street neigh- bourhood. A woman filed a complaint of assault against her ex-partner. Weekend accident Alcohol was involved in a weekend accident in Rockland.
