Bridge closed
The water flooding over the bridge link between Rockland and Clarence Island may not be deep enough to stop some drivers from crossing over for their own reasons, it was still enough of a concern for the City of Clarence-Rockland Public Works Department to issue a road closure notice the day before the Easter long weekend. Heavy spring rains created flooding situations throughout Eastern Ontario though the high waters in some areas are now starting to drop down to normal levels. SEE STORY ON PAGE 5

Ottawa concerning youths dying or being hospitalized due to overdose incidents invol- ving fentanyl, a powerful synthetic opiode drug prescribed for pain treatment. The EOHU began receiving requests from dis- trict school boards for help in telling both, parents and students, about the danger of fentanyl, which has become the latest “fad” in the recreational drug scene. The EOHU also received calls fromother groups about the issue and began making contacts with police, school boards, and others to organize the information forum series. The format for each evening’s event will feature guest speakers talking about the risks of substance use and abuse, inclu- ding alcohol and the more common drugs like marijuana and cocaine, and include information about the current “drug fads” like fentanyl and oxycontin. There will also be a general question period at the end of each session. Getting that conversation started between parents and youth is what’s important.” For Russell Township,The NationMuni- cipality, and Village of Casselman areas, the scheduled dates are May 11 at St. Thomas Aquinas Catholic High School in the Village of Russell in Russell Township, and May 31 at Ecole secondaire de Casselman in the Village of Casselman.
The Town of Hawkesbury and other Eastern Ontario communities are taking a proactive response to rising public concerns about the latest fatalities reported about young people using drugs like fentanyl. Mayor Jeanne Charlebois announced, during the April 12 committee of the whole session of counties council, about a drug information forum planned for May 4 at the Robert Hartley Arena, with parents and youth of Hawkesbury invited to attend. “It will be a good event,” Charlebois said. The OPP, the Eastern Ontario Health Unit (EOHU), district school boards andmunici- palities, with support fromother community agencies and service clubs, are taking the lead on organizing a series of drug awareness and information gatherings, during May, with two separate sessions scheduled for each evening’s event. One session will be for Francophones and the other session for Anglophones. “We are planning seven (events) in all of Eastern Ontario,” said Robyn Hurtubise, EOHU programmanager for injury and subs- tancemisuse, during a later phone interview. The first session scheduled is May 1 at Glengarry District High School.The second will be in Hawkesbury and the calendar schedule for the other five are on the EOHU website at www.eohu.ca. Spring flood watch continues throughout region

County Road 8 leading to the Rockland side of the Clarence-Rockland/Thurso/Monte- bello ferry crossing point. City of Clarence- Rockland PublicWorks Department issued a notice of the road closure and affirmed it will monitor the situation and announce when the bridge link to the island and the ferry landing reopens to general traffic. Residents should check municipal web- sites for road closure updates due to floo- ding. Landowners with properties bordering streams should note any signs of undermi- ning of the stream banks.

La société a présenté la plus basse des six offres reçues pour la tâche.– Gregg Chamberlain Pour faire changement, le Vendredi saint dumois d’avril n’était pas froid ni venteux à Rockland, mais ensoleillé et plutôt doux. Les conditions de marche étaient des plus agréables pour les personnes qui participaient à la procession du chemin de la croix, dans le cadre des traditions du weekend de Pâques. L’événement œcuménique conjoint, entre plusieurs églises de Rockland, a vu des dizaines de fervents fidèles se réunir à l’extérieur de l’école primaire Saint-Patrick sur le chemin Heritage et se diriger sur Heritage jusqu’à la rue Laurier et l’église Ste-Trinité. La parade s’est arrêtée à divers points désignés le long de la route, représentant les 14 stations du chemin de la croix, les points traditionnels sur le chemin que le Christ avait emprunté vers le Calvaire et sa crucifixion. City daycare fees come under review running at a deficit because the total revenue does not match the operating expense. Part of the reason is due to past cutbacks in pro- vincial subsidies for local daycare programs. Council and city administrationmust com- pensate for that deficit during the annual municipal budget plan.

Working parents who use Clarence- Rockland’s municipal daycare program may need to start budgeting for a little extra next year. Pierre Boucher, director for community services, presented council during its April 3 committee of the whole session with a power-point evaluation report on the current municipal daycare fees setup. The good news is that the City’s daycare service fees are competitive, andmost often lower, than comparable service fees in other communities its size or larger in the region. The bad news is that the current fee struc- ture results in themunicipal daycare service
Currently, the municipal daycare ser- vice handles more than 800 children, from preschool and toddler to school age. About three-quarters of the children looked after are school age and the 2017 budget plan included a modest increase to the client fee rate for that age group to help make the municipal daycare service self-sufficient. The community services department report proposes modest increases of 10 per cent and five per cent for the toddler and

Gravel contract proposed As spring thaw makes its slow way throughout Eastern Ontario, the City of Clarence-Rockland’s public works department is looking ahead to gravel supplies for the summer road works program. The committee of the whole council accepted a report and recommendation from administration during its March 20 for three-year gravel supply contracts with Colacem Canada Inc. and Cornwall Gravel Co. Both companies have gravel quarry sites in the Prescott-Russell region and past city practice has been to use gravel supplies from whichever quarry site was closest to the work location. Les jours pluvieux d’avril sont presque terminés et le dernier long week-end a apporté au moins un beau Vendredi saint ensoleillé, ce qui a relevé le moral de tous et chacun. Juste à temps pour le weekend de l’Expo à Clarence-Rockland. « Nous avons de tout pour vous inspirer, a déclaré Anne Lizotte, coordinatrice de la huitième édition annuelle de l’Expo Clarence-Rockland. Le printemps est un temps de renouvellement. » Commandité par la Chambre de commerce Clarence-Rockland, l’Expo CR est devenu un évènement majeur pour les entreprises locales et régionales, à tous les printemps. Anne Lizotte est le cerveau derrière l’organisation de l’expo commerciale annuelle depuis sa création et plusieurs faits saillants feront partie du programme de deux jours cette année, y compris un qui devrait être très populaire chez ceux qui ont envie de faire de la bière. « Nous avons de tout, des voitures aux activités estivales, a-t-elle confié. Vous pourrez également, tout au long du weekend, essayer des bières locales et voter pour votre favorite. » Le concours de popularité pour la meilleure bière comprendra quatre brasseries indépendantes de la région de Prescott-Russell. Just in time for Expo weekend coming up in Clarence- Rockland. “We have the showcases that will inspire you,” said Anne Lizotte, coordinator for the 8th Annual Edition of the Clarence-Rockland Expo. “Spring is the time for renewal.” Sponsored through the Clarence-Rockland Chamber of Commerce, the CR Expo has become a major showcase event for both local and regional businesses on their spring schedule. Lizotte has been the mind behind the organization of the annual commercial expo since it began and she ticked off a list of several highlights for this year’s two-day spectacular, including one that should prove very popular with anyone fond of beer. “We have everything from cars to summer activities,” she said. “We’re also doing through the whole weekend a taste-and-vote for the best local beer.” The “Best Beer Here” popularity contest will feature four independent breweries in the Prescott- Russell region presenting a selection of their best brews for tasters to sample before casting their ballots. The samples cost $5 each and all of the proceeds go to Ovarian Cancer Canada to help support research on the early detection and treatment of ovarian cancer. Also as part of the community support aspect of the Expo, RONA is sponsoring an “upcycled furniture” silent auction. Two local companies will put up for bid a selection of some well-used pieces of furniture which have received new life with a spring makeover restoration and refurbishment. The pieces will all be on display for theweekend and after the final auction bid is collected, all the proceeds will go to Le Partage Bourget which assists the parish in supporting those in need. Other special entertainment featuresat this year’s Expo include a live-demo by Antoine Cantin, Rubik’s Cube champion of Clarence-Rockland, who holds several international titles now. He is fundraising towards an upcoming Latin America Rubik’s Cube competition, which will serve as a prelude for him to the 2017 International Rubik’s Cube Championship in Paris. Afin d’outiller les jeunes de 8 à 13 ans afin qu’ils puissent accomplir des tâches, relever des défis et résoudre des conflits en équipe de façon efficace et positive, Linda Meier prépare ce projet de grande envergure qui, du même coup, soulignera le 150e de la Confédération. En effet, cette course est un parcours de trois jours et deux nuits, dont l’itinéraire de quelque 300 kilomètres mettra en valeur l’histoire de la région. Parmi les attraits visi- tés, on retrouvera la Forêt Larose, l’ancien hôpital de St-Andrew, la tour de l’Horloge de Cornwall, les ruines de St-Raphaël, le sanctuaire de Rigaud, l’ancienne prison de L’Orignal, le musée de Rockland et la gare de Bourget. Lors des arrêts à ces endroits, les jeunes, en équipes de quatre, relèveront des défis physiques, culturels, historiques et cognitifs.
