The Chartered Institute of Building Services Engineers’ (CIBSE) Northern Ireland Region held its annual dinner at the Europa Hotel in Belfast on February 24. Construction professionals from throughout the Northern Ireland region attended the popular event and enjoyed an evening of networking and reconnecting. Master of Ceremonies was comedian Andrew Maxwell, who kept the audience entertained during the hugely successful charity draw. In total, £2,900 was raised on the night and split between the CIBSWE Benevolent Fund and Dementia NI. Paul McGreevy, Chair of CIBSE NI Region commented, “It was great to have so many influential construction industry representatives in attendance. NIE NETWORKS IS TO INVEST OVER £3BN IN NI’S ELECTRICITY NETWORK

Northern Ireland’s electricity network will receive a £3bn upgrade in the next 10 years. The investment made by NIE Networks aims at facilitating climate change targets and should create more than 1,000 jobs between now and 2032. According to the NIE, the upgrade would help its 910,000 customers connect to low-carbon technologies like electric cars, solar panels and heat pumps in an attempt to meet the target of net zero emissions in Northern Ireland by 2050. According to the Centre of Advanced

Sustainable Energy (Case), the investment would also go a long way to enabling NI to meet the target of 80% of electricity coming from renewable sources by 2030 which, in turn, could ease the pressure on energy bills. However, the upgrade will cost an additional £10 to £20 a year for NIE customers. “It is important to be transparent with our customers,” said NIE Networks Managing Director Derek Hynes. “It is critical we invest now to avoid higher costs in the future”.

HIVE GROUP EXPANDS OPERATIONS INTO BELFAST WITH DIRECTOR APPOINTMENT

Leading sustainability engineering company Hive Group has expanded its operations into Belfast, appointing Aaron McCarthy as director to grow a delivery team across Northern Ireland, Ireland and Scotland. In his move to Hive Group, Aaron will combine his experience in developing client relationships with his expertise in sustainable engineering and MEP project delivery across the education, office, residential and pharmaceutical sectors. Andy Burbridge, Hive Group Managing Director, said, “The delivery of net zero carbon within buildings is heavily

Northern Regional College’s Ballymena campus hosted the inter-campus heats of SkillBuild NI 2023 for brickwork. Governed by the Construction Industry Training Board NI (CITB NI), SkillBuild NI is the largest multi-trade competition in the UK for young students and apprentices. A total of 37 Northern Regional College students took part to secure their place in the SkillBuild 2023 NI finals in May and a chance to represent NI in the Skillbuild National Finals. David Russell, from the Department of Advanced Technologies at NRC, said, “We have some highly-skilled apprentices and trainees, and SkillBuild NI allows them to demonstrate their ability and potential.” Rachel McKeeman, Director of Industry Training and Support at CITB NI, commented, “Thanks to the high standards of training and the commitment of the competitors and staff, the College continues to be at the forefront of driving talent in the construction industry.” The winners included Eoin Donnelly, who placed first; Ronan Rodgers, second and Ben Shaw, third. MACBLAIR TEAM HIKES SLIEVE DONARD TO RAISE FUNDS FOR CRS

In April, a team from MacBlair & Wood Floor Warehouse took on the mighty Slieve Donard alongside their charity partner, the Community Rescue Service. The team, along with CRS volunteers, braved treacherous weather conditions to make it to the summit of Northern Ireland’s highest mountain. The expedition aimed at raising vital funds for lifesaving equipment for CRS, enabling their team to carry out their job of bringing our loved ones home. Bostik Industries Ireland sponsored the event. MacBlair is incredibly proud to support the CRS’ incredible work in our local communities. This was the first of many challenges the MacBlair team are taking on over the course of 2023 for both charity partners CRS & AWARE. L eading construction industry supplier, Haldane Group, has announced major new growth and development plans, which will see over £50 million invested across the business over the next five years. The company will invest £17.5 million towards organic development, whilst over £30 million will be allocated to enhance acquisition and greenfield development to ensure continued job creation and company growth. This latest news follows the recent appointment of David Haldane to the position of Chief Executive of Haldane Group. He will be supported by Brian McAuley as Managing Director of Haldane Fisher Northern Ireland, Simon Walling, who will lead the Haldane Fisher brand in England and the Isle of Man, as well as GE Robinson, and Phil Lomas as Managing Director of the newly acquired specialist timber business Prowood Ltd. According to the latest RICS and Ulster Bank Residential Market Survey, the housing market in Northern Ireland showed signs of improvement in March, with increased new buyer demand and sales. A net balance of 52% of chartered surveyors who responded to the questions reported an increase in newly agreed sales in the month of March, which is higher than the UK average. However, surveyors are not optimistic about the future, and a flat picture is expected over the next three months. The pricing balance has also modestly improved, with a net balance of +33% for prices, up from +28% in February. The survey found that there was a rise in new buyer enquiries, but new instructions fell flat through the month of March. Looking ahead, Northern Ireland respondents are more positive than UK counterparts, with expectations of higher prices and sales over the next year. LATEST FIGURES SHOWS GROWTH IN NI HOUSING MARKET

SETANTA CONSTRUCTION LEADS LOW ENERGY HOUSING REVOLUTION

Setanta Construction, based in Mid Ulster, is set to revolutionise the housing market by developing low- energy, volumetric Passive certified homes. The company has designed and manufactured the first-ever volumetric Passive House in Ireland, which is highly energy-efficient and eco-friendly. Setanta’s off- site construction method allows for the delivery of high-quality, energy-efficient homes with minimal construction time and costs. VINCENT LUNDY, PUBLIC AFFAIRS EXECUTIVE AT THE CONSTRUCTION EMPLOYERS FEDERATION (CEF) TALKS ABOUT THE IMMENSE AMOUNT OF WORK NECESSARY IN NI’S HOUSING STOCK TO REDUCE EMISSIONS ON THE PATHWAY TO NET ZERO… Construction facing a changing climate

T he local construction sector compounded by a dysfunctional new planning portal to rising costs, skills shortages and uncertainty over a pipeline of work prompted by the latest period of political stasis. continues to face challenges from an underwhelming planning system It was refreshing then to attend a bustling event such as BUILDEX, brimming as it was with new technologies, glistening new machinery and interested parties from across the industry, and where a clear sense of optimism prevailed. I attended to speak on the changing nature of regulation and the accelerant effect climate change is having, not least impacting building regulations. I was struck by the number of other speakers who also touched on the mismatch between climate change policy, which is advanced with targets set to reduce emissions sharply, and the reality on the ground. If we take statistics as a starting point: • 25 % of UK emissions are directly attributable to the built environment • 19 % of the UK’s carbon footprint is from operational emissions energy needed to heat, cool and power our buildings

• 80 % of buildings which will be occupied in 2050 already exist, meaning decarbonising existing stock is a key priority. The Climate Change Act (Northern Ireland) sets a target of Net Zero emissions by 2050 along with interim targets including at least a 48% reduction in net emissions by 2030, just over six short years away. Each of these statistics then is a strand indicating the immense amount of work that is needed to reduce emissions, requiring strategic planning, sustained and targeted investment and joined-up thinking across government at every level. If we take retrofitting our housing stock as one local example, the scale of investment required is immense. The Housing Executive produced a report in 2021 which estimated that it would cost £9.2bn to upgrade 586,000 homes locally to an Energy Performance Certificate (EPC) Band B. The calculation was made long before inflation surged. In February, the Department for Economy published a progress report on the implementation of the Energy Strategy, confirming it has missed a target to launch new energy efficiency schemes for homes and businesses. The department said after consultation that

it became clear that a pilot scheme for homes would not be feasible at present. It added officials were now “progressing the development of a multi-year energy efficiency intervention programme”, which includes determining how much money will be needed for an effective scheme to insulate homes. With news that some departments are expected to see cuts of up to 10%, it is clear that much more money is needed than is available. Regarding building regulations, the 2022 CEF manifesto called on the incoming Executive to deliver over the next decade the extensive uplift of building regulations detailed in the Energy Strategy. In the absence of an Executive, this too has been delayed as the consultation requires approval. In short, with emission targets looming, it is difficult to progress without a restored Executive leading a concerted effort to change. Should Stormont return, perhaps speakers at the next BUILDEX event can report on the renewed efforts underway to realise the immense ambition of the Net Zero emission targets and the undoubted opportunities they bring. B UILDEX Belfast was back at the Titanic Exhibition Centre with a record number of visitors, who were able to see a staggering collection of top-quality products and services. The first post-Covid event proved that when it comes to the construction industry, it is all about its people. Nothing beats having a great face-to-face chat with professionals, seeing new products on the market and what the future holds. The event is the only trade show in conjunction with the Construction Employers Federation (CEF) and featured many top brands in landscaping, offsite building solutions, stonework, timber, acoustics and concrete and cement, among other

product lines. The dedicated tool area was a huge hit, and no one left empty-handed thanks to great offers and giveaways, prize draws, special discounts and even a very welcome free beer at happy hour. Building specialists had a chance to reconnect with people in the industry, keep an eye on the competition and learn more about the latest construction methods and products. BUILDEX Belfast also welcomed a great number of students and apprentices, who had the opportunity to get a feel for the sector they will be working in, talk to experts in their vocational area and learn more about progression through apprenticeships, further education and employment.

CONSTRUCTION EMPLOYERS FEDERATION UPDATES MEMBERS ON ONGOING ISSUES… As the certified representative body for the construction industry in Northern Ireland, the Construction Employers Federation (CEF) represents the interests of not only its member companies but also those of roughly 65,000 skilled workers engaged within the wider construction sector. MARKET ENGAGEMENT EVENTS AT THE CEF

In recent weeks we were delighted to host the Belfast Region City Deal partners and representatives from Ireland’s National Transport Authority in two separate market engagement events with members. The first event focused on three upcoming tender opportunities in the BRCD programme: Lagan Pedestrian and Cycle Bridge – £13m; Newry City Centre Regeneration – over £30m and i-REACH Health – over £45m. All three are due to come to the market during 2023/24. Members then met with Ireland’s National Transport Authority to understand the opportunities in its pipeline – specifically the €15bn allocated to the NTA to the end of this decade to support delivery of sustainable transport across Ireland. CONSTRUCTION SKILLS REPORT CEF in partnership with Unite and GMB unions last year commissioned EY to review the structural challenges to meeting the skills needs in construction. The report is expected to be launched by the All Party MLA group on construction at Stormont in May. Headline findings are the need for the industry to take ownership of its issues in the absence of a joined-up government.

REVIEW OF SCORING SOCIAL VALUE PROCUREMENT POLICY NOTE

As part of reviewing PPN 01/21 – which, from June 2022, mandated that public sector tenders must include a minimum of 10% of the total award criteria to social value – CEF members have recently met twice with the Strategic Investment Board to discuss the progress of the implementation of the PPN to date, as well as opportunities for further refinement in the scoring criteria. This engagement has been particularly critical as we approach the originally proposed date of June 2023 for moving to 20% of the total award criteria being set aside for social value. The expectation is that, in the continued absence of an NI Executive, this proposal will now be delayed but we await formal confirmation of this.

ENGAGEMENT WITH NI HOUSING EXECUTIVE

NEXT STEPS ON BUILDING REGULATIONS AND THE FUTURE OF THE ELECTRICITY GRID A delegation of members recently met with DoF, DfE and SIB officials to discuss the impact of building regulation changes on new build developments and the links between these changes and grid connections. This meeting took place in the context of there being a delay in the next proposed uplift that was due this year – this is now likely to be at some point in 2024 due to the NI Executive needing to be in place to approve the consultation, accompanied by concerns regarding NIE Networks’ grid. Additionally, we continue to await the Utility Regulator consultation on the proposed socialisation of connection charges – as well as the NIE Networks consultation on its forthcoming Price Control proposals. In the context of members raising a significant number of issues with NIHE planned and response maintenance contracts, a number of meetings have recently been held with senior representatives of NIHE to discuss improvements to contract delivery as well as future tenders. This work – through several working groups – remains ongoing and has recently focused on matters such as assessing quality submissions.

PLANNING IMPROVEMENT PROGRAMME Although the fundamental reforms that are required to our planning system are delayed while we await the formation of a NI Executive, the Department for Infrastructure has established an interim regional planning commission to advance and oversee its improvement programme. At a practical level, the CEF is directly involved in work with DfI around improving the existing pre-application community consultation and pre-application discussion processes, while also attending separate workshops on the new planning portal given concerns within the sector as to its existing usability.

FOCUS ON WESTMINSTER While we remain without an NI Executive, we retain a strong interest in matters progressing through Westminster and the UK Government which affect Northern Ireland. These include the advancing of the legislation for a 2023/24 NI Executive Budget; the imminent legislation relating to the Procurement Bill/Act which will, in around a year from now, effect significant change in the existing public procurement regulations; the implementation of the Building Safety Act in GB and what medium- term impact this may have locally and; proposals around amending and improving the existing Reporting on Payment Practices and Performance Regulations on which we are engaging with colleagues at Build UK regarding their response to the current consultation.

PRESIDENT’S ANNUAL DINNER

C EF members and construction industry stakeholders gathered in the surroundings of the Culloden Estate and Spa to enjoy its Annual President’s Dinner at the end of March. Sponsored this year by Hays, the event was supported by leading figures from government clients and some of the local political parties. Hosted by Claire McCollum, around 300 guests enjoyed the sounds of the Ionian String Quartet during a drinks reception sponsored by Investec before the formal proceedings and welcome from CEF Managing Director Mark Spence. During his welcome speech, President Martin O’Kane remarked upon the success and continued necessity of co-working with public sector partners and delivering over £21m of recouped cost for contractors under the Procurement Advisory Note. He went on to note the partnership that CEF has founded with trades unions in developing a strategy to address the fundamental skills challenges faced by the sector. Finishing on a positive note, he pointed out the local industry continues to innovate and lead by example and has much to do, but also much to offer in terms of decarbonisation and showcasing the local economy. Guests then enjoyed the BBC’s Business Editor, Simon Jack’s take on current business sentiment, a few inside stories about fellow presenters and politicians before finishing off with some optimism around the prospects for a functioning Northern Ireland economy. Following a fine meal and wine, Patrick Kielty unleashed on the audience his usual blend of local intuition and irreverent wit, after which the night was rounded off with the sound of Jukebox Unplugged into the small hours. POPLAR INVESTMENTS LTD AND KELLY BROTHERS BUILDING CONTRACTORS HAVE COMBINED TRADITIONAL AND MODERN STYLES TO BRING HISTORICAL WILTON HOUSE BACK TO LIFE… VINTAGE CHARM WITH MODERN COMFORT

P oplar Investments Ltd and Kelly Brothers Building Contractors have allied the best of the past and the present to transform a 19th-century building in the centre of Belfast into serviced apartments with a boutique hotel feel. Wilton House is comprises of 23 luxury apartments divided into two buildings: the original one from 1837 and a brand-new, five- storey tower. The units are available with one, two or three bedrooms, bathroom, smart TV and streaming services, dining space, a totally equipped kitchen and a washer/dryer. The original building was designed by renowned architect Thomas Jackson, who contributed to the iconic baroque look of Belfast. At first, Wilton House actually comprised two homes. Over the next 200

years, it became a hotel and then the headquarters of the Royal National Institute for Deaf People. The building had been vacant since 2012 and, in 2019, Michael Brannigan from Poplar Investments Ltd proposed a £4.5 million redevelopment, including a new build led by Kelly Brothers Building Contractors. In 2023, the property was purchased by investor and entrepreneur Justin Quirk.

character and personality.” Construction started in December 2021, and Michael commented there was a lot of due diligence by the Historic Environmental Division (HED), and for a good reason, as Wilton House is of historical importance. With the help of RPP Architects and conservational architects Consarc Design Group, they established a design that would ensure the historical features would be preserved not only in the appearance of the building but also in the actual build-up, which was exemplified by the use of lime plaster as it was done 200 years ago to ensure wall breathability. “There was actually very little of the old building left when we arrived,” Michael explained. “The floor plan is still the same, but there were next

to no period features left, no doors or fireplaces. It was more like an empty shell. Fortunately, the original staircases were still intact, as were some skirtings, architraves, and covings.” Poplar had to source local traditional craftsmanship and luckily found Palmer’s Mouldings to restore and recreate the ornate covings and centrepieces (see more on page 28), and Spincraft to replace missing spindles and newel posts. Michael is over the moon with the result. “You start off these projects with a picture in your head of how it is going to look and feel once it is done, and there are so many points along the journey when you doubt yourself, but it turned out really well.” MODERN LUXURY The original building and the new one are connected by a courtyard. “The new building is pretty much modern apartment living and we have brought across as many elements from the 1837 building as possible to maintain the flow. They offer the same boutique hotel style and comfort as the main

house,” Michael stated. The work on the five-storey building was done by Kelly Brothers and commenced in March 2022. “The original building not only inspired the design but also the choice of materials for the new one, like Staffordshire blue brick and standing seam cladding,” explained Sean Cunningham, Contracts Manager at Kelly Brothers. Housing and commercial projects are the contractor’s bread and butter, and Kelly Brothers had worked in projects involving historical buildings before, but Wilton House posed some challenges. “The biggest problem was space, as the entire site was practically taken over by the new build. We only had a slither of room to park and get the machinery in,” Sean commented. Being in a busy part of the Belfast city centre, the location also presented some difficulties regarding receiving and unloading deliveries. Extremely poor ground conditions were another issue. The contractors used Continuous Flight Auger (CFA) piles, which went roughly 20 meters in depth.

They also had to employ lightweight materials, such as metal studding and partitions instead of block work, as it would have been too heavy to build the five-storey structure in a small area. “At the same time, we had to be very careful as there are so many early 20th-century buildings nearby,” Sean explained. Even with contractors working on both buildings and in different stages of the project, the work was well coordinated, and Kelly Brothers are very happy with the results. Sean explained: “We brought special tradesmen specialised in finishing to ensure maximum attention to detail to the last touches.
