Hawkesbury OPP warn about the Unlucky 7 Cons list

from the year before or may be entitled to extra refund money from the government. The CRA does not call or email taxpayers demanding payment on any outstanding tax debts and does not have the authority to send police to make an arrest. The “family emergency/grandparent scam”, is another scam. It mainly targets seniors, trying to convince them that a grandchild is in trouble and needs either bail money or a loan for travel expenses, a medical emergency, or some other reason. The “Mystery Shopper” scam is simple. The con artist claims to represent a “mystery shopping” outlet that does price compari- sons for its business clients. The victim is asked to help evaluate the customer ser- vice of a local MoneyGram or other kind of storefront cheque-cashing outlet in return for a “finder’s fee” payment. A “cheque” is sent to the victim involving a large sum of

money. The cheque is taken to a MoneyGram or other such outlet, cashed, and the bulk of the funds, minus the “finder’s fee” for the victim, then forwarded to another “mystery shopper” who is in actual fact the con artist. The cheque-cashing outlet later discovers the cheque is a fake and the victim is forced to repay the money lost. Other scams include the “Microsoft Anti- Virus”, “Internet Service”, and the “Internet Phishing” scam. These scams depend on the victim not being too knowledgeable about Internet sales services and systems. Such scams may lead to identity theft. Last of the “Unlucky 7” is the “fake charity donation” scam, which is becoming more common as con artists rely on sympathy for people and groups in trouble as a result of natural disasters and civil unrest or other causes. Businesses are also becoming a more common target to support alleged commu-

nity aid projects. These may be legitimate but the con artists may be using them as a cover for their scams. Anyone who suspects they are the target of a fraud routine should refuse to provide any information or provide any payments requested. They should report the incident to police and to the Canadian Anti-Fraud Centre at 1-888-495-8501 or www.anti- fraudcentre.ca. Residents and business owners who want to be better informed about the most common fraud routines, how to recognize them, what to do when approached, and how to avoid losing either their money or their personal identity can get The Little Black Book of Scams from the federal go- vernment’s competition bureau website at www.competitionbureau.gc.ca, and look under “Publications”.

GREGG CHAMBERLAIN gregg.chamberlain@eap.on.ca

The Hawkesbury OPP has had a few busy weeks, early in the year, dealing with com- plaints about con artists trying to scam their way into the bank accounts of area residents with the Unlucky 7 Most Popular fraud routines. Police have received a number of calls about phony telemarketers and also people pretending to represent the Canada Revenue Agency. Therefore, police want to make resi- dents aware of the Unlucky 7 most popular cons showing up again in Prescott County and surrounding areas. The “phony tax agent/Canada Revenue Agency (CRA)” scam is one such scam, whereby the con artist claims that the reci- pient is either overdue with a tax payment

Property owners in Champlain Township can expect to see their tax notices showing up in the mail soon now. During last Tuesday’s final discussion of the budget before its approval, several council members expressed concern about the levy increase.

noted that the origi- nal draft for the 2017 budget, presented to council last autumn, suggested that more than a 10 per cent

increase to the municipal levy might be needed to meet all operation and capital expenses. Revisions to the budget by ad- ministration staff and department heads pared the suggest levy to about nine per cent during council’s public review sessions early in the new year. Barton observed that bringing the municipal levy increase below the seven per cent mark represented a re- markable achievement for staff to try and meet the needs of the community without a huge expense to taxpayers. “We are spending that much money,” Barton said, “but we’ve also got more (mu-

council that the 6.6 per cent increase is “un- avoidable” because there are some expenses included in this year’s budget, such as an increase to the policing service contract fee, which are fixed and cannot be either held off to another year or ignored. This year’s township budget also includes about $10 million for capital works, part of which are some of the costs for the planned upgrade of the municipality’s waste water treatment system. The township is getting provincial funding assistance with that ex- pense.

He also expects the SNC will be working “very closely”, during the next two years, with the agricultural community of the South Nation River watershed région, to deal with the issue of maintaining and improving the forest cover for the region, which helps both protect wetland and other natural habitats, and also aids in soil conservation and rec- reation. Recent SNC studies show that the water- shed’s forest overall forest cover has slipped below the percentage deemed acceptable for sustainable support of wildlife habitats for an area of its size. Part of the reason is land development for residential housing and also expansion of existing agricultural areas. St-Amour, who operates a working farm in The Nation Municipality, expects successful results for SNC in resolving the situation through its partnership with the regional farming sector. “They (farmers) know all about the prob- lem,” St-Amour said. “There are things that can be done without infringing on anyone’s property rights.”

GREGG CHAMBERLAIN gregg.chamberlain@eap.on.ca

The mayor for The Nation Municipality will helm the board of directors for the South Nation Conservation Authority for the next two years. Mayor François St-Amour was acclaimed without opposition or competition to the chairman’s position at the South Nation Conservation Authority’s (SNC) annual general meeting in Finch, Feb. 17. Alfred- Plantagenet Township Mayor Fernand Dic- aire was also acclaimed as the SNC board’s vice-chairman for the next two years. “I do believe in the SNC,” said St-Amour during his acceptance speech. “It does a lot of good. 2017 is going to be a very eventful year, loaded with activities.” St-Amour observed that the coming year should present “lots of opportunities” for the SNC to meet its mandate for conservation, research, and working with local landowners and municipalities on flood management, environmental protection, and enhance- ment of local recreation opportunities. Dicaire noted that the SNC has “a great staff” of employees, experts in their fields, and able to work with area residents. Doug Thompson, who became past- president of the SNC board at the close of the meeting, reflected on the 16 years he has sat on the board of directors, including his past two years as chairman and also on the 70 th anniversary of the creation of the SNC. “Since that time (70 years ago) the South Nation has become one of the leading con- servation authorities throughout the prov- ince,” Thompson said. “We are blessed with an incredible staff and dedicated volunteers.” During a later interview, St-Amour noted that one of his immediate goals as chairman- elect is “to oversee a good transition” in the changeover from Dennis O’Grady to Angela Coleman as SNC’s general manager. O’Grady steps down as general manager for the regional conservation agency when his official retirement takes effect later this spring. Coleman, a longtime SNC senior executive, was named as the new general manager last autumn and she is working with O’Grady to familiarize herself with her expanded range of responsibilities.

Grenville-sur-la-Rouge fait un 180 o sur le projet minier

MAXIME MYRE maxime.myre@eap.on.ca

during his earlier years with the agency in various other posts. “I can still remember the first time that I met Dennis,” Perrault said, adding that he mistook O’Grady for a student worker then, not realizing the other was SNC’s youthful general manager. Perrault noted that one of O’Grady’s great strengths over the years as a general manager is his ability to make sure that all members of the SNC board are aware and up-to-date on what SNC staff are working on and the projects and programs that the agency is involved in or trying to set up. He also observed O’Grady has demonstrated great respect and openness in dealing with the municipal members of the SNC region on the concerns of their communities. “Thank you very much from the whole of the watershed,” Perrault said. “He (O’Grady) cares so much for the watershed.” A formal celebration event for O’Grady’s official retirement day is planned for later in May at the SNC office in Finch. Dennis O’Grady will soon be absent from the South Nation Conservation Authority board, after his official retirement as general manager, later this spring. —photo Gregg Chamberlain
