Counties ask for housing subsidy review

Casselman Mayor Conrad Lamadeleine asked, during the February UCPR council session, about the feasibility of increasing the per diem rate by two dollars. The Domiciliary Hostels Association (DHA) had also asked the UCPR, last au- tumn, to increase the per diem to $52 effec- tive January 2015. At that time, the UCPR

There will be no increase this year in the subsidized housing assistance from the United Counties for owner/operators, but that does not mean rule out the chance for an increase next year. The United Counties of Prescott-Russell council (UCPR) decided to let the status quo remain in effect for the annual per diem provided to owner/operators of domiciliary hostels, for each resident staying at their

council decided against the request based on recommendations from its social services department. UCPR staff, at the time, were trying to work out budgeting needs tomain- tain the counties social service programs, including the domiciliary hostels per diem, which would allow for last year’s provincial government’s own cuts in support funding for local social service programs. Counties council reviewed a summary report from Anne Comtois-Lalonde, UCPR social services director, on the per diem situation, during its March 11 committee of the whole session. Council decided to keep the per diem at its present $50 rate since the 2015 budget was already approved. But counties council asked the social services director for a follow-up review report on the per diem situation for later in the year as part of the 2016 budget discussion.

Hawkesbury OPP Constable Jonathan Lacelle inves- tigated a complaint of fraudulent cheques that had been made in the town of Hawkesbury. The investiga- tion revealed that a 21-year-old man wrote a series of cheques by using someone else’s cheques and forging the person’s signature.Twenty-one-year-old Eric Brunet of Hawkesbury was charged with two counts of fraud under $5,000, of section 380(1) of the Criminal Code of Canada. Brunet is scheduled to appear at the L’Orignal Court on April. Aquahackers focus on Ottawa River

Ottawa Riverkeeper, based in the Ottawa re- gion.The United Counties of Prescott-Russell council (UCPR) received a delegation from the two groups, explaining the conference aims and encouraging the UCPR to designate its own delegation to attend the conference. «It’s a very complicated jurisdiction in the Ottawa River watershed,» saidMeredith Brown, Ottawa Riverkeeper representative, noting that while the Ottawa River falls under the environmental jurisdictions of both the federal and the two provincial governments, there is no single regional authority for the watershed itself as is true for some of its tributary system like the South Nation River. One of the goals of the Aquahacking sum- mit, Brown said, like past regional confe- rences concerning the Ottawa River, is to lay the groundwork for a complete and proper integrated management plan for the river system. Several mayors on UCPR council also wondered whether any of the conclusions or results of the conferencemight affect tra- ditional agricultural use of the Ottawa River. Mayor Conrad Lamadeleine of Casselman asked whether the conference could result in regulations or programs that would limit local farmers from being able to use the Ottawa River to help irrigate their crops or water their livestock. Brown stated that interfering with far- mers’ legitimate efforts to raise their livestock or crops is not on the Aquahacking agenda.

She noted there already exist government regulations to prevent misuse of the river through dumping or shore erosion due to poor land management. Mayor Jeanne Charlebois of Hawkesbury suggested that the UCPR could help organize

a public information and feedback session in advance of the conference, to give resi- dents a chance to report their concerns and interests in the Ottawa River, so that infor- mation could become part of the conference discussion forums.

The terms “hacker” and “hacking” conjure up popular images of lone wolf cyber-sa- murai digging into computer networks and leaving behind Trojanworms, viruses and other assorted malware for either their own amusement or as a planned attack on corporate or government databases, or as part criminal efforts at identifying theft or fraud. A coalition of regional environ- mental groups wants to take those images, spin themaround, and then pour out a new image where cyber technology becomes a promoter for the protection of the Ottawa River system. Aquahacking 2015 is a three-day confe- rence in Gatineau, at the end of May, aimed at bringing together representatives fromen- vironment groups, the federal government, the provincial governments for Ontario and Québec, along with local government groups on both sides of the Ottawa River, and any and all interestedmembers of the public.The focus of the conference is to both highlight the value of the Ottawa River systemand look at ways that modern technology, including cyber technology, can help to both protect the existing river system and enhance it for future users. Seat belt related deaths hit ten year low

Seeing seat belt-relateddeaths onOPP-pa- trolled roads shrink from120 ten years ago (2005) to 50 last year (2014) has theOntario Provincial Police (OPP) optimistic about the growing importance roadusers are placing on using proper restraints when driving. “We are proud to see Ontarians come such a long way with seat belt safety over the past ten years. In spite of the steady progress, we need all road users to start recognizing the significant role a seat belt plays in inc- reasing one’s chances of surviving a road crash and reducing the severity of injuries,” said Chief Superintendent Chuck Cox, Pro- vincial Commander of the OPP Highway Safety Division. Over the Easter Long Weekend the OPP will conduct province-wide, education and targeted enforcement of seat belt laws to address those few road users who need to be nudged to buckle up.The OPP would pre-

fer to see drivers do this through their own initiative rather than police enforcement. Over the past ten years (2005 to 2014), 856 people have died in road crashes in which not wearing a seat belt was a causal factor in their deaths. More than two thirds of the deceased were males (646) and 210 were females. The majority of those who died were drivers (611) and 245 were passengers.

Comme membre de l’exécutif de l’OPA, Charles Leduc est resté quant à lui au sein de l’organisation des Concours de labours qui ont suivi et se réjouit de revoir l’événement revenir à proximité pour 2015, alors que le village de Finch, dans les Comtés de Stormont-Dundas-Glen- garry en sera l’hôte. M. Leduc et sa famille ont par ailleurs profité de la tenue de la convention pour faire un don au CIL qui servira à défrayer une partie du barbecue des laboureurs, moment for de l’événe- ment. Le chèque a été remis aussi pour souligner le 25 e anniversaire de décès de M. Leduc père, Noël Leduc. M. Charles Leduc d’Alfred a été élu pré- sident de l’Association des laboureurs de l’Ontario (OPA /Ontario Plowmen’s Association), lors de la convention an- nuelle qui s’est tenue au Centre Civic à Cornwall, le 28 mars dernier. M. Le- duc devient ainsi le premier président francophone de l’organisme en 104 ans d’histoire. Charles Leduc a d’abord été élu di- recteur et représentant du Comté de Prescott, avant d’occuper les sièges de 2 e vice-président et de 1 er vice-président, jusqu’à sa récente élection. Membres de l’Association des laboureurs de Prescott, il en a été également président en 2009. Dans la famille Leduc, les labours font partie de la tradition, le père de Charles, Noël et son grand-père Ubald, ayant eux aussi contribué à l’essor de l’Association. « On a été élevé sur une terre et mon père était très impliqué dans l’Association des laboureurs. Il a été président en 1979. Mon grand-père en a été membre aussi et secrétaire en 1954. Penny’s Market in Vankleek Hill held egg-painting and egg-tapping contests for visitors on April 4 during their regular market hours. “Growing up, we did that all the time,” said Peter Amstutz, owner of the Market. “If you tap two hard boiled eggs together, one cracks.The last standing egg wins a prize.” Ten-year-olds Paloma Ruiz and Brianne Amstutz were enjoying the day at Penny’s Market April 4, while painting eggs in order to win the contest. Winners received dollar amounts that could be used at the market.

Students at Vankleek Hill Collegiate Institute celebrated Pink Shirt Day on April 8 in an effort to celebrate diversity and raise awareness to the issue of bullying. Communities across the country dressed in pink on April 8 to show their support and bring awareness to the fight against all forms of bullying or homophobia. Pink Day started in Nova Scotia when two students noticed a fellow student being bullied for being gay and wearing pink.The two wanted to do something, so they purchased pink shirts and a few days later their entire school was wearing pink standing in solidarity against bullying. There will be several events this month at the Oasis Centre in Hawkesbury to benefit The Canadian Mental Health Association. Thursday, April 9 will see a baking activity at 1:30 p.m. A group will be leaving the centre to go bowling on Tuesday,April 14 at 1:30 p.m., and return to the centre at 5:30 p.m. for a $4 supper.Tuesday, April 24, there will be another $4 supper. The centre will also host Wednesday morning Fitness with alternating walking club and gym workout, and there will be yoga Friday mornings. You can’t buy a ticket, you have to earn it.” Governor General David Johnston presented the Governor General Caring Canadian Award to Zhou and 19 other deserving students during the We Day celebration. “There are no shortcuts to caring,” said Johnston at the event. “You are literally changing the world. It just goes to show you, you are never too young to change the world, or too old.” “It’s so positive, it’s palpable,” said VCI teacher Ilze Hillier. “I feel like we can take on somuchmore. It is an incredible experience for the students, and for the teachers.” VCI grade-12 student Anika Talukder said We Day is inspiring. “There are lots of people with such incredible stories. I particularly liked the story of the girl with HIV. She is so inspiring.” Ashley Rose Murphy is a 16-year-old HIV positive motivational speaker and AIDS activist. “Our weakness can turn into our strength.” Her message at We Day was stirring and powerful. Bringing a generation together We Day is an initiative of Free the Children, founded by Craig and Marc Kielburger in 1995. When he was 12 years old, Craig Kielburger was moved by the story of a young boy who had been sold into slavery at the age of four, and eventually lost his life defending the rights of children. Iqbal Mashih fromSouth Asia was chained to a carpet-weaving loom for six years. He was just 12 years old when he was murdered for speaking out against child labour. In 2007, the first We Day saw 8,000 people at the Ricoh Coliseum in Toronto. “In the near future, Craig andMarc Kielburger will not be able to find a stadium big enough for We Day,” said Johnston. “My dream for

The 50 th We Day celebration saw more than 16,000 visitors at the Canadian Tire Centre in Ottawa, April 1. Local schools such as Pleasant Corners Public School and Vankleek Hill Collegiate (VCI) were invited to the annual event, which had a stunning line up of guest speakers, musicians, and actors. Guests at We Day offered inspiring messages to youth to speak up, fight for what’s right, and change the world. Young Russell resident, Jonathan Pitre, received a standingovation for his courageousmessage of strength, hope, and perseverance. “Every morning, I wake up thinking about my dreams and I feel I can do anything. Great things and great deeds do not come easily. I may not have the physical ability, but I have a voice. If I can do it, you can do it.” 14-year-old Pitre suffers froma rare disease called Recessive Dystrophic Epidermolysis Bullosa (RDEB). Pitre has raisedmore than $100,000 for a small charity dedicated to helping those with EB. Students cannot buy tickets for the event; they must earn the right to attend. Students from 500 schools were invited by the organizers of We Day for their volunteer work in social justice and global awareness. Some students traveled from as far as Thunder Bay to attend the event. In order to be invited, each school must have been involved in at least one local and one global initiative. The Interact Club at VCI has been raising funds and awareness on a number of issues throughout the year, with events such as Dining in the Dark, and selling Rafiki Friend bracelets made from women in Kenya. “I think We Day is really fun,” said VCI grade

Celle-ci dit avoir fait attention à chaque détail et se réjouit d’autant que le français n’est pas sa langue maternelle. « Ce n’est pas ma langue mais j’ai toujours étudié en français par exemple. » Elle non plus ne sait pas encore dans quel domaine elle se lancera après le secondaire. Même s’ils n’étaient pas sous son aile, l’enseignante de français Linda Brabant, étaient très fière de cette réussite, elle qui n’a de cesse de motiver les élèves à participer à toutes sortes de projets et d’activités. « Voici un bel exploit réalisé par cinq de nos élèves et tout un honneur pour notre école. » Le Français pour l’avenir est un organisme à but non-lucratif qui encourage les élèves du secondaire à étudier et vivre en français. Ses défis visent à promouvoir le bilinguisme officiel et les avantages d’apprendre et de communiquer en français auprès des élèves de la 7e à la 12e année.
