(b) All public records of an agency as defined in subsection (a) of this Code section, except those which by order of a court of this state or by law are prohibited or specifically exempted from being open to inspection by the general public, shall be open for a personal inspection by any citizen of this state at a reasonable time and place; and those in charge of such records shall not refuse this privilege to any citizen.

The County Clerk serves as the Department Head for the Office of the Clerk to the Commission.This Person manages staff, oversees the preparation of the Agenda/Post Agenda and other official documents (permanent minutes, contracts, Certificates of Need, research request, etc.), supervises the arrangements for all Board Meetings, sounds the Agenda at Board Meetings, administers oaths, provides certifications, maintains indigent burial records, and responds to the needs of Commissioners and Commission Staff

Chief Deputy Clerk to the Commission

The Chief Deputy Clerk to the Commission is responsible for preparing the Agenda/Post Agenda, preparation of the departmental budgets, processes financial documents, research request, purchasing, requisitions, oversees records management, travel training and may perform all the required duties of the Clerk.

Serves as the BOC liaison for Payroll/Personnel and Finance. Provides administrative and executive support to the Clerk and the Board of Commissioners. Handles on-boarding and off boarding process, processes financial documents and special events.

Manages/updates and maintains over fifty (50) various Boards/Authorities/Commissions/Task forces to whom the Commission appoints, and other functions for the Office of the Clerk to the Commission.

Serves as direct support to the Office Manager and Deputy Clerk by functioning as a Purchasing Liaison, who is responsible for the monthly reconciliation of the Department Travel and Purchasing Card, as well as the processing other financial documents. This position is also responsible for the yearly creation and publication of the Clerk to Commission Annual Report.

Serves as the point of contact for the Executive Offices of the Clerk to the Commission as well as the County Manager’s Office. This position also includes other related functions such as indigent burials, submitting work orders, managing room reservation calendars, and handling a high volume of phone calls alongside over the counter citizens.
