Carrier. « Les Trésors de Jacob et la Corporation, ne pou- vant plus continuer l’entente contractuelle sous les termes et conditions existantes pour les deux prochaines années, ont le désir de la résilier mutuellement et ami- calement ». « L’entente initiale était centrée sur la lo- cation de chariots et cabanons sous une thématique rurale de la Place des Pionniers et son extension avec les Trésors de Jacob. La thématique a été changeante selon les saisons et les fêtes populaires. Malgré des efforts pour attirer des artisans locaux,

Par ailleurs, la décision prise par le con- seil municipal, lors de sa dernière assem- blée régulière, a semé le doute quant à l’avenir du parc. Depuis deux ans, grâce aux efforts des promoteurs Dominique Carrière et Ovila David Huard, le « trou noir » est devenu un atout pour la ville, affirme la conseillère Jo- hanne Portelance. Après la validation du règlement sur l’affichage bilingue, à Russell, un autre pas vient d’être franchi en ce qui a trait aux langues officielles au sein du gouvernement fédéral avec le dépôt, lundi, du projet de loi C-419. Présenté par la députée néo-démocrate Alexandrine Latendresse, le projet de loi obligerait les agents du Parlement à communiquer avec tous les parlementaires et les Canadiens dans les deux langues. Lors du dépôt, tous les partis à la Chambre ont donné leur appui au projet. La connaissance obligatoire des deux langues s’appliquerait à dix postes d’agence gouvernementale, notamment le vérificateur général du Canada, le directeur général des élections et, bien entendu, le commissaire aux langues officielles du Canada. La compréhension du français et de l ’ anglais sans l ’ aide d ’ un interprète ainsi que la capacité de s ’ exprimer clairement dans les deux langues officielles sont des conditions préalables à la nomination d ’ une personne […] , peut-on lire dans le projet de loi.

M. Tessier faisait référence à un com- mentaire du conseiller Alain Fraser envers la conseillère Johanne Portelance lors d’une assemblée le 26 novembre. Lors de l’assemblée de lundi, M. Fraser a exprimé ses regrets pour avoir décrit une résolution de Mme Portelance comme étant « vicieuse ».

Pendant la période de questions, M. Tessi- er a critiqué le maire René Berthiaume pour son attitude envers les contribuables. Sou- vent, le maire « coupe la parole » aux gens qui veulent s’adresser aux élus, a mention- né M. Tessier. Les « gens se sentent haut de même » quand il parle au conseil, a ajouté M. Tessier. M. Tessier a demandé à ce que M. Fraser présente ses excuses à Mme Portelance. Lors de la réunion du 26 novembre, Mme Portelance a présenté une résolution pour que la ville donne 5000 $ à la Banque ali- mentaire centrale de Hawkesbury.
Le maire René Berthiaume, les con- seillers Michel Beaulne, Alain Fraser et Marc Tourangeau ont voté contre la suggestion tandis queMme Portelance et les conseillers André Chamaillard et Michel Thibodeau ont appuyé. « Vicieux » est le terme que le conseiller Fra- ser a utilisé en dénonçant la résolution qu’il a qualifiée comme étant une stratégie politique pour mettre ses collègues dans une situation fâcheuse. Malgré le fait que M. Fraser se soit excusé pour son écart de langage, Mme Por- telance a demandé que le maire Berthiaume déclare M. Fraser « hors d’ordre ».

Community rallies around fire victims

BROCKVILLE | A strike by teachers will not close Upper Canada District School Board schools, however, officials are en- couraging parents to arrange for alter- nate childcare should a walkout occur. A one-day strike, scheduled for Thurs- day, will mean that teachers will not be in their classes and will have picket lines set up outside their schools. Superintendent David Coombs said for the benefit of par- ents who cannot find childcare, the board will attempt to keep schools open and operate them on a limited basis during a one-day strike. “We strongly encourage parents to find alternate childcare arrangements during a one-day walkout,” said Coombs. “How- ever, we recognize that this will not be an option for many parents. To that end, our intent is to keep our schools open. Our schools will not run instructional pro- grams and students will be congregated in locations such as gymnasiums where they will be safely supervised by non- teaching staff.” To ensure the board has the necessary resources in place to safely supervise stu- dents, board officials are asking parents to “preregister” and inform their school whether their children will attend school should a teacher walkout take place. Pre- registration letters are being sent home with elementary students asking parents about their plans in the event of a strike. “We encourage parents to fill out the pre- registration forms on the letters and re- turn them to school as soon as possible,” said Coombs. Water and sewage rates in the munici- pality are to rise by nine per cent next year under changes that are expected to gener- ate $310,000 in additional revenues next year. Current revenues do not cover the costs of the sewage and water systems, which are in deficit positions. Landlords are hot about a change in the billing system, whereby charges will be lev- ied on individual dwelling units, rather than the current system whereby fees are based on the number of meters in a building. Now, consumers pay $109 every two months, plus a charge based on consump- tion over 28 cubic meters. PLEASANT CORNERS | A simmering de- bate over higher water rates in Champlain Township boiled over last week when a group of landlords told municipal council that multiple-unit building owners were being used as “scapegoats” in the town- ship’s efforts to erase its waterworks defi- cit. Delegation representative Sibylle Aalders declared that the increases would “kill” communities in the municipality and drive landlords into bankruptcy. After a few heated exchanges, and a brief adjournment, council decided to delay a decision on the rate hikes, which have reached the second-reading stage of the HAWKESBURY | No charges will be laid fol- lowing an investigation into complaints filed against the Hawkesbury Ontario Pro- vincial Police detachment recently. Woman assaulted in shower A 29-year-old man has been charged after a woman was assaulted several times at a Hampden Street, Hawkesbury apart- ment building on the evening of Decem- ber 13. An intoxicated man had assaulted his girlfriend on multiple occasions, re- ports the Hawkesbury Ontario Provincial Police detachment. The mother of two was choked multiple times and beaten in her bathroom as she was taking a shower. During the attack, the man told his victim that he would kill her, say police. The 26-year-old woman escaped the grasp of her boyfriend and was able to run outside to call for help. Police quickly in- tervened and arrested the attacker. The man has been charged with assault causing bodily harm, uttering threats to cause death or bodily harm and overcom- ing resistance to commit an indictable of- fence. 23 charges In the week of December 10th to De- cember 17, the Hawkesbury Ontario Pro- vincial Police detachment responded to 187 occurrences and laid 23 charges. Officers investigated three assaults and eight thefts, and laid one impaired driving charge.

ALEXANDRIA |Two men have been charged in connection with two separate break-ins in Alexandria recently. Jonathan Hall, 24, and Andrew Ross, 23, both of Alexandria, face two counts of break, enter and theft. Hall was also charged with possession of a controlled substance after a small quantity of mari- juana was found on his person, relates the Stormont-Dundas-Glengarry Ontario Prov- incial Police detachment. The charges were laid following burglaries at homes that were undergoing renovations. Both were released and scheduled to appear in Alex- December 15, at approximately 9 p.m., while conducting a traffic stop on County Road 10, North Glengarry, SD&G O.P.P. of- ficers charged William Hambleton, 50, of North Glengarry, with impaired driving. He is scheduled to appear January 9 in Alexan- dria court. Fraud alert Over the last few days, the SD&G O.P.P. detachment has received three reports of fraud/scam incidents from area citizens. In one scheme, referred to as an “Emergency Scam,” the suspect claims to be a relative who is in trouble and requires money for assistance. The other two reports, referred to as “overpayment scams,” are where over- payment for goods is sent to the victim with the instructions to send the suspect the difference by way of cash transfer – andria court February 6. O.P.P. detachment now officially bilingual lice Hawkesbury detachment has officially become the first detachment in the prov- ince to be fully operational in both Eng- lish and French.
All positions at the Hawkesbury O.P.P., both uniformed officers and civilian em- ployees, have been designated bilingual by the Ministry of Community Safety and Cor- rectional Services and the Office of Franco- phone Affairs, effective December 1. There are 58 officers and eight civilian full-time members working at the detach- ment. The detachment’s bilingualism status gives it the ability to serve its local resi- dents in either language and also ensures all employees of the detachment can com- municate fully with each other. “I’m pleased that the Hawkesbury O.P.P. detachment is committed to bilingualism. It shows how committed the people who work there are to serving their community, and it speaks to the OPP’s commitment to serve the French community across On- tario,” says Madeleine Meilleur, Minister of Community Safety and Correctional Ser- vices and Minister Responsible for Franco- phone Affairs. “A proud moment” “French-language services remain a criti- cal operational component to providing exemplary policing services to the citizens and visitors of Hawkesbury and the sur- rounding area.
