Counties cover fire dispatch bill

Anyone calling 911 in Prescott-Russell, when a house or barn fire is involved, can now be sure of seeing the fire trucks arrive in time. The United Counties of Prescott-Russell council (UCPR) gave unanimous approval to a new three-year contract for fire dispatch service with the Town of Hawkesbury. The approval vote during a June 14 special ses- sion of counties council brings to an end several months of uncertainty for six UCPR municipalities about whether or not they would have a fire dispatch service anymore this year, and relieves Hawkesbury’s worries about the immediate fate of the fire dispatch relay service it has had in place for itself and other communities within Prescott-Russell. “Thank you, gentlemen, for agreeing to this agreement,” said mayor Jeanne Charle- bois of Hawkesbury. “I think we will have a few good years together.” The fire dispatch service for Prescott- Russell has been the subject of debate for the past couple of years. Hawkesbury has provided the service for itself and six other municipalities in the UCPR, along with a couple of communities in neighbouring Stormont-Dundas-Glengarry (SDG), for many years. The City of Clarence-Rockland has had an arrangement for several years with the City of Ottawa for fire dispatch ser- vice, at a lower cost than municipalities that deal with Hawkesbury. During the last couple of years, the dis- patch client list for Hawkesbury began to shrink with the SDG municipalities swit- ching over to Cornwall for fire dispatch. The remaining UCPR municipalities then found their shares of the cost increased. That prompted Russell, Champlain, East Hawkesbury and Champlain townships, The Nation Municipality, and the Village of Casselman to investigate the feasibility of contracting with Ottawa for fire dispatch, at a rate comparable with what Clarence- Rockland pays. Hawkesbury also contacted Ottawa about the possibility. But Ottawa replied that it was not in- terested in signing any more individual contracts. It would only consider a single Prescott-Russell contract for fire dispatch. Clarence-Rockland’s existing contract for fire dispatch remained at status quo. The existing contract between the six municipalities and Hawkesbury was due to expire this year. The UCPR negotiated an extension of the existing agreement and then began talks with Hawkesbury for a three- year fire dispatch agreement between the town and the counties, ending Feb. 29, 2020. Under the terms of the agreement, the coun- ties will cover the cost for fire dispatch for the six municipalities and then redistribute the expense to those municipalities through the 2018 county levy. During the second and third year of the deal, the counties will cover the fire dispatch cost for all eight munici- palities, including Clarence-Rockland’s bill from Ottawa. With the fire dispatch agreement appro- ved, the administration for both the counties and the eight municipalities can now focus their attention on the needed equipment upgrades for municipal fire departments’ communications systems.

Counties council unchanged on cement plant vote
nal public review process. The second public hearing took place last month in Vankleek Hill, with more than 400 people attending, and the second vote was then scheduled for June 14. The results of the registered vote remai- ned the same with five of the eight mayors voting for the zoning amendment. Mayors Gary Barton of Champlain Township, Robert Kirby of East Hawkesbury Town- ship, and Jeanne Charlebois of the Town of Hawkesbury voted against the amend- ment. A registered vote means that the actual tally considered the “weight” of the vote for each municipality represented on counties council. The weighted vote result was 19-7 for the amendment.

The report recommendation was for UCPR council to stand by its original vote to allow the rezoning amendment in spite of oppo- sition from around the Village of L’Orignal. “It is still very clear that part of the popu- lation of the region of L’Orignal is concerned with this project,” Prévost stated. “Despite this strong public opposition, there is no rea- son to change my initial recommendation. It is my professional planning opinion that OPA 30 to the county Official Plan represents good planning and that it conforms to the Provincial Policy Statement 2014.” At that point, and several times later du- ring the special meeting, the boos and other vocal protests became so loud that warden Gary Barton, who represents Champlain Township as mayor, had to call for order and
even threaten to either eject anyone who continued to disrupt the meeting or clear the chamber altogether. The OP amendment deals with a piece of property just outside of the Village of L’Orignal in Champlain Township, where Colacem Canada Ltd. plans to build a ce- ment plant. The project has been the focus of controversy for months now with local residents, township council, and Action Champlain, a grassroots community group, all opposed to the project and the rezoning. Earlier in the year, UCPR council had approved the rezoning change to the OP but then decided to hold a second review of the issue, along with another public hearing, to deal with a complaint from Action Cham- plain about a procedural error with the origi-

Le CEPEO adopte son budget Le Conseil des écoles publiques de l’est de l’Ontario (CEPEO) a adopté un budget équilibré de 244 M$ pour la prochaine année scolaire. Le budget comprend une augmentation des effec- tifs de 2,2 %, soit l’embauche de 33 employés supplémentaires afin de soutenir la croissance des élèves et mieux appuyer les écoles. De plus, le budget comprend le financement de 1,9 M$ pour les priorités locales, afin d’appuyer les régions dans la dotation en personnel et pour les élèves ayant des besoins particuliers, un appui ponctuel de 770 000 $ en matière de développement professionnel du personnel ainsi qu’un investissement de 1,5 M$ pour l’achat d’outils technologiques au service de l’apprentissage. En effet, au cours des dernières semaines, le CSDCEO recevait les lettres de retraite de Dyane Bissonnette, Monique Rondeau, Denis Désaulniers et approuvait le prêt de service de Denis Tardif. À la suite de ces annonces, le conseil en a profité pour pro- céder à un certain remaniement. Au chapitre des mutations, Guillaume Racine sera affecté à la direction de l’ÉÉC de Casselman, tandis que Paul Cadieux sera affecté à la direction de l’ÉÉC Embrun. « Chacun, selon ses forces, va pouvoir aller aider d’autres écoles », a souligné M. Racine, qui était à la direction de l’ÉÉC Embrun depuis huit ans. Du côté de Hawkesbury, Yanick Barrette sera affecté à la direction de l’ÉSCRH, Pas- cale Desjardins sera affectée à la direction de l’ÉÉC Paul VI, et à Plantagenet, Maryse Legault sera affectée à la direction de l’ÉÉC Saint-Paul.

Le Chenail célèbre en blanc et amasse plus de 28 000 $

Paula Assaly and Antonios Tsourounakis welcomed everybody under the massive tent. Lately, the Chenail received the support from the town’s council to proceed with the much needed renovations. The event raised over 28 000 $ and received 12 500 $ more from Harden Group and an additional 5 000 $ from Caisse Desjardins for their cultural programs. La quatrième édition de la Fête champêtre en blanc du Centre culturel Le Chenail a eu lieu sous un chapiteau, sur le bord de la rivière des Outaouais, derrière l’iconique Maison de l’île, le 17 juin 2017. Plus de 28 000 $ ont été amassés pour la program- mation culturelle. Les invités arrivaient au son de la harpe de Ian Hepburn et des percussions de Dr Blair MacKay, le temps de déguster des pe- tites bouchées et prendre l’apéritif. Plus de 35 artistes se sont manifestés pour l’évènement ainsi que plusieurs personnalités politiques régionales, provinciales et fédérales. Le tout était animé par Pascale et Miki Mihalovich. La fête s’est poursuivie tard en soirée au son de la Roxanne Potvin Band. Jacques Charbonneau, artiste en art numérique et sculpteur de Grenville- sur-la-Rouge, a non seulement créé les quelques sculptures devant le chapiteau, mais s’est aussi donné en spectacle en créant une œuvre devant les participants. Lynda Clouette Mackay, directrice générale du Centre culturel Le Chenail, était ravie des résultats financiers, mais surtout du dérou- lement de la soirée. « On a eu le nombre de participants que nous souhaitions, soit 170 personnes incluant les bénévoles. C’est réellement un grand succès malgré le petit peu de mauvais temps que nous avons eu s. J’aimerais remercier le Groupe Harden qui nous a donné 12 500 $, la caisse Desjardins de Hawkesbury qui nous a remis 5000 $ et aussi la Banque Scotia qui a versé un montant équivalent au nombre de billets vendus. » Pour plus de détails sur la programmation du Centre culturel, il suffit de consulter leur site Web www.lechenail1975.com.
