Ce ne sont pas des cris de réjouissance qui ont retenti par la suite, mais plutôt les sirènes des véhicules d’urgence. Les policiers ont rapidement bloqué la circulation. «C’est à ce moment qu’une personne est venue nous dire qu’il y avait eu une explosion. On pensait toujours qu’il s’agissait peut-être d’une fuite de gaz ou quelque chose du genre». Arrivés à leur chambre d’hôtel, la chaîne des nouvelles racontait une différente histoire. Deux bombes, placées près de la ligne d’arrivée, ont détonné à une dizaine de secondes d’intervalle. Sans le savoir, Lynne Ethier se trouvait dans le rayon de l’explosion depuis 10h le matin, attendant. Daniel Ethier a complété le marathon en un temps de 3:39:37 heures. Dès lors, il était environ 14h lorsque Daniel a franchi la ligne d’arrivée. La première déflagration s’est produite à 14h49. «Moi et ma femme on s’est regardé, quand on a vu de quoi il s’agissait, particulièrement où s’était produit l’explosion, c’était près de l’endroit où ma femme se situait. On se disait, ça aurait pu être nous», a confié Daniel Ethier. Dehors, le temps s’était pratiquement arrêté. Seuls les véhicules d’urgence pouvaient circuler à ce moment. De leur côté, M. Ethier et sa conjointe ne pouvaient sortir de l’hôtel. «C’était terrifiant. C’était

l’inconnu. On regardait les nouvelles en direct et comme tout le monde, on attendait de voir la suite des choses. Ma femme était en état de choc». Après avoir passé à travers la sécurité fortement rehaussée à l’aéroport, le couple a pu retourner à la maison. En effectuant un retour sur les événements, Daniel Ethier se dit chanceux de ne pas avoir été ralenti dans sa course. Il pleure surtout les victimes. «Ce sont des gens innocents qui ont perdu la vie et qui ont été blessés. On n’aurait jamais imaginé un tel geste dans le cadre d’un marathon, mais il s’agit du sport le plus prestigieux au monde», a confié l’athlète de Rockland. Bien que l’événement tragique reste à jamais gravé dans la mémoire collective, plusieurs athlètes, comme Daniel Ethier, n’ont pas l’intention de cesser de vivre leur passion. Pour sa part, M. Ethier court les marathons depuis huit ans. «Je ne m’empêcherai pas de reprendre le marathon à cause de ça», a-t-il affirmé. Les événements de Boston engendreront vraisemblablement une hausse des mesures de sécurité à l’avenir. Chaque année, environ 25 000 coureurs participent au plus vieuxmarathon dumonde. On estime que chaque coureur est accompagné de trois proches, ce qui se traduit par près

Une vingtaine de minutes, c’est tout ce qui a séparé Daniel Ethier et sa conjointe Lynne Ethier de la catastrophe. Le couple a été témoin de l’attentat au marathon de Boston, qui a causé trois morts et blessé une centaine de personnes, le 15 avril dernier. Tout juste de retour du marathon, Daniel Ethier, athlète âgé de 48 ans, originaire de Rockland, a bien voulu parler de son expérience à Boston. Lors de cette journée, comme elle le fait depuis les cinq dernières années, sa conjointe Lynne Éthier s’est postée devant le magasin de sport Marathon Sports, lieu où la première déflagration a eu lieu. Elle attendait son mari à quelques mètres de la ligne d’arrivée. Après avoir complété le marathon, le coureur de Rockland est allé chercher sa médaille alors que sa conjointe l’attendait toujours devant le lieu de la déflagration. «J’ai complété le marathon environ 45 minutes avant que les déflagrations ne se produisent. Je suis allé chercher ma médaille et mes vêtements, ce qui a pris une vingtaine de minutes. Ensuite, j’ai retrouvé ma femme. On s’est mis à marcher pour se rendre à notre hôtel et on a entendu les explosions. Au début, on pensait que c’était

d’une centaine de milliers de personnes le long du trajet du marathon.

Perennial spring scam warning

promote a low-cost contract for driveway paving. The key to success with this scam is that the group does a good job at the agreed-on price for their first contract and then uses that example, along with word- of-mouth promotion, to secure more con- tracts in the neighbourhood. The group’s primary targets are older homeowners and retirees. They use aggres- sive sales tactics to get a contract and also get all or most of the contract fee paid in advance. After that they may start their contracted jobs but not finish them or else all the jobs are completed within a very short time but the homeowners soon discover that the work is shoddy and the asphalt materials used may be cheap and prone to cracking and crumbling.

By then the cut-rate contractor crew has moved out of the area and set up opera- tions somewhere else, often using a differ- ent name to make them hard to track. Police urge homeowners to avoid letting anyone pressure them into agreeing to a contract without getting a list of satisfied customers that can be checked for refer- ence. Also get a written estimate for the

proposed job and check that against two or more local contractors for comparison. If anyone feels they are being pressured to sign a contract, they should tell the person to leave the premises. Call the police then and pass on any information noted about the suspect contractor, including a licence plate of the vehicle the person promoting the contract was driving.

ROCKLAND | La Caisse populaire Trillium remettra une somme de 700 000$ en ristourne à ses membres cette année. «L’approche adoptée par la Caisse, celle de privilégier l’équilibre et la prudence dans le partage de ses bénéfices, s’est avérée per- tinente en 2012. C’est pourquoi nous som- mes en mesure de distribuer un montant de 700 000$ à nos sociétaires», a annoncé Ronald Tourigny, président du conseil d’administration de la Caisse populaire Tril- lium lors de l’assemblée générale annuelle, qui a eu lieu le 16 avril dernier. L’an dernier, les membres avaient béné- ficié d’une ristourne de 600 000$. Depuis les trois dernières années, la Caisse populaire Trillium a remis 1 500 000$ à ses sociétaires, sous forme de ristourne. Au cours du dernier exercice, la caisse a réalisé des revenus, avant impôts et ris- tournes, de 4 797 000$. Au total, le vol- ume d’affaires s’est élevé à 1 181 901 000$, soit une hausse de 7,5 % au 31 décembre 2012 par rapport à l’année 2011. «C’est une grosse augmentation, a affirmé le directeur général de la Caisse populaire Trillium, Normand Leroux. ROCKLAND | Jean-Marc Lalonde has a new mission. “You can rest assured that I am going to get involved,” he said during a Friday morn- ing breakfast meeting in Rockland of the Upper Canada District School Board Cham- pions for Kids Foundation (UCDSB). The feisty ex-mayor, and former Liberal MPP for Glengarry-Prescott-Russell, was in- ducted April 19 as an honourary executive director of the foundation. The non-profit agency helps children in the UCDSB region who come from working-class and lower- income families live happier, healthier lives. Mark Calder, foundation publicity direc- tor, recalled the origins of the UCDSB’s non- profit charity arm in January 2008 when a member of the school district board learned that a Brockville area parent was going through some financial hardships and, as a result, the children in the family were miss- ing out on chances to get involved in orga- nized sports. A fundraising effort to provide the children with needed hockey equip- ment evolved into an organized charitable foundation with one main goal. “It was established to help kids from working families or from low-income fami- lies to take dance lessons,” Calder said, “to play sports, to do all the things that make childhood worthwhile.” Calder recalled one of his own experienc- es of the effect Champions for Kids has on students in the Upper Canada region. A boy was saved from a destiny of delinquency when the foundation helped him get in- volved in minor soccer. “It was an amazing transformation,”Calder said. “He was a kid who hadn’t made a lot of friends. Now he’s a kid who wants to play football. He’s looking at going to college, and he’s thinking about getting into the military. He’s a kid who’s got a future now.” “There are many awesome stories about how Champions for Kids has helped chil- dren,” said Mary-Lynn Wilcox, vice-principal

at Rockland District High School. She noted that the foundation supported efforts by local students to help a Rockland family left homeless last December by a house fire. Since its creation, the foundation has raised more than $400,000 for use in pro- viding sports equipment or assistance with fees for students to take part in arts and cultural programs. OPP confirm bilingual 911 service is possible

and its member municipalities about pres- ent and future 911 service. “I am quite satisfied,” Chrétien told the UCPR council during a recent meeting. One of the main concerns for the counties council and municipal councils in the UCPR was whether or not Prescott-Russell’s fran- cophone majority could be sure to get 911 service in French and not have situations where a resident with a weak or no grasp of English had to deal with a 911 dispatcher who spoke no French. “The OPP can confirm the ability to re- spond in French,” stated Sgt. Mike Milner

in the MPB letter. “As per OPP policy all 911 calls are initially addressed in English. How- ever, there are personnel on staff within the North Bay Provincial Communications Cen- tre on each shift who are conversant in the French language.” Sgt. Milner noted that the communica- tions centre has 27 designated French lan- guage service positions and that 38 of the 111 OPP staff members, both officers and civilian personnel, at the centre are fluent in both French and English. The centre has a procedure in place to deal with callers who can speak only French or English.

OTTAWA | The City of Ottawa is giving its walking and cycling paths policy a review. The city is doing a shared-use policy re- view of rural pathways. These comprise three major paths, with branch connec- tions, that wander through the rural areas for a combined total of 65 kilometres. They include the Prescott-Russell Path- way east from the greenbelt near Blair Road through Navan and connecting to the Prescott-Russell Recreational Trail at Canaan Road, the Osgoode Pathway south

from Leitrim Road to Buckles Street in Os- goode, and the Ottawa-Carleton Trailway west from Bells Corners near Fitzgerald Road through Kanata and Stittsville to Ash- ton Station Road and past that to Carleton Place where it becomes of the Trans-Cana- da Trail. Ottawa’s Rural Pathways Shared Use Poli- cy bans motorized vehicles from the paths from spring through fall and just allows snowmobiles to use them in winter subject to curfews and speed limit conditions. Police deal with elder abuse

Cocaine charge An OPP patrol along Emerald Street in Rockland pulled a car over for a vehicle infraction. While talking to the driver the officer noted a tell-tale smell coming from inside the car. A vehicle search turned up a quantity of cocaine. A 22-year-old Gatineau man now faces charges of possession of cocaine and fail- ure to comply with a police request. His companion, another 22-year-old Gatineau man, is also charged with failure to comply with a police request and failure to comply with a legal undertaking. Both will appear in provincial court in L’Orignal June 5 on the charges. Domestic break-in A Rockland man has a court appearance in L’Orignal in May after his ex-partner charged him with break-and-enter. OPP answered a domestic dispute call April 19 at a home on St-Jean Street in Rock- land. The woman who phoned in the com- plaint said her ex-partner had tried to force his way into the house. Police have now charged a 28-year-old man with two counts of domestic mischief, one charge of break-and-enter with intent to commit an indictable offence, and one charge of assault. Domestic case A 26-year-old Rockland man will be in provincial court in L’Orignal May 8 following police investigation of a domestic dispute call April 16 at a home on St-Joseph Street. The man is charged with domestic mis- chief and with assault.
