LIMOGES l La municipalité de La Nation a invité la population de Limoges, le 3 juin dernier au Centre communautaire, à pren- dre part à un atelier dans le cadre du futur Plan stratégique 2034. Une cinquantaine de personnes ont répondu à l’appel. Le futur Plan stratégique de La Nation, le tout premier, s’échelonnera sur une période de 20 ans. C’est la raison pour laquelle le maire François St-Amour, et le planificateur d’infrastructures de la compagnie Delcan, Douglas Grant, organisent deux rencontres à Limoges et Saint-Isidore afin de prendre le pouls de la population et de connaître ses besoins. Les commentaires et suggestions guideront ainsi les membres du conseil municipal au moment de produire des plans, des programmes et des projets pour ensuite leur attribuer un ordre de priorité et les exécuter. Le conseil entend proposé des initia- tives structurantes dans le respect des contraintes financières, en s’appuyant sur l’expérience professionnelle des membres du personnel de la municipalité. Il veut éga- lement gouverner dans un environnement ouvert à la consultation qui donne lieu à une prise de décisions transparente et qui favorise un sentiment d’appartenance au sein de la municipalité. Quatre secteurs sont visés : l’environ- nement culturel, naturel, social et écono- mique. L’aménagement des communautés urbaines et rurales tient une place impor- tante dans le Plan stratégique afin d’inci- ter des styles de vie sains et actifs. Le Plan veut également promouvoir la croissance et la diversification économiques, ce qui permettra de générer des emplois pour les résidents tout en leur assurant un accès pratique aux biens et services dont ils ont besoin. Cela, tout en prenant en considé- ration les forces et les faiblesses de chacun des villages qui font partie de La Nation. A crowded ballot awaits Glengarry- Prescott-Russell voters when they go to the polls in Ontario’s 41st provincial gen- eral election June 12. Seven candidates, one more than in 2011, are vying for the support of about 84,600 eligible voters. Incumbent Liberal Grant Crack is on the ballot along with Libertarian candidate Darcy Neal Donnelly, independent Marc Antoine Gagnier, Freedom Party hopeful Carl Leduc, New Democrat Isabelle Sabou- rin, Green Party representative Raymond St. Martin and Conservative Roxane Ville- neuve Robertson. Voter turnout has slipped in recent years. In 2007, about 52 per cent of electors cast ballots. In 2011, the turnout was about 487 per cent. In the last election, Crack won by a 1,372- vote margin over Conservative contender Marilissa Gosselin. The Liberal got 17,345 votes, or 43 per cent of all ballots cast, while Gosselin got 15,973, or 39.76 per cent. The NDP, represented by Bonnie Jean-Louis, received 5,721, or 14.24 per cent, while the Greens, represented by Taylor Howarth,

La cinquantaine de personnes attablées par équipe s’est mise au travail afin de produire des listes de priorités qui ont été remises au planificateur à la période de discussions. La majorité des personnes pré- sentes a fait une ébauche des priorités qui se rejoignaient pour la plupart. Plusieurs points sont ressortis de cet atelier, et la cli- nique médicale a forcément refait surface. Le Centre communautaire est un autre dos- sier qui préoccupe les résidents de Limoges. Selon ces derniers, il ne répond plus à leurs besoins. Ils voudraient y voir s’y rattacher une piscine intérieure et un gymnase. Les résidents de Limoges souhaiteraient également la création d’un festival qui ras- semblerait la population et auquel ils pour-
raient s’identifier. On a également fait valoir qu’un sentier récréatif dans Limoges, relié à un réseau dans Prescott-Russell, serait aussi bien accueilli. Enfin, l’emplacement du
centre touristique, situé dans le stationne- ment du parc aquatique Calypso, est peu stratégique selon le public.

Nous présenterons le document au conseil de ville à la fin du mois d’août. Chaque année, la Planification stratégique sera évaluée, et à tous les cinq ans, on y ap- portera des améliorations.»

The OPP is taking its Amber Alert program into the social media mainstream. The provincial police have adding Twitter to its Amber Alert system to help spread the word when a child goes missing. The Min- istry of Transport’s 511 roads information service is also now logged into the Twitter- verse. Arson case The OPP have an open arson case. Police are investigating a garage fire on North Rus- sell Road on May 31. The early-morning fire destroyed the building. No injuries were reported. Anyone with information on the fire can call the OPP detachment in Embrun
or the CrimeStoppers toll-free confidential tips line at 1-800-222-8477. Landlord-tenant dispute OPP arrested a Winchester man after an- swering a disturbance call in Chesterville involving a landlord and a tenant. André Heymans, 60, of Winchester is charged with uttering threats of vandalism regarding the apartment he was renting. He is scheduled for a provincial court hearing in Morrisburg on July 8. Impaired arrests Roy Desormeaux is charged with im- paired driving following police investiga- tion of a May 31 traffic incident on Highway 417 near Casselman. Police report indicates Desormeaux tried to flee the scene on foot. He is scheduled for the June 18 provincial
court session in L’Orignal. Police have also charged Serge D’Aoust for impaired driving and for dangerous driving after dealing with a traffic complaint in Em- brun on May 26. D’Aoust’s provincial court session is June 11. Fake I.D. It began as a routine traffic stop on May 27 and finished with Sasha Mavis of Ottawa being charged under the Criminal Code with obstruction and personation. OPP re- port stated Mavis was not wearing a seat belt and had an expired licence plate when she was stopped. She gave the officer a fake name but was later identified by her real name. Besides the Criminal Code charges, she was also ticketed for not wearing a seat belt, driving without a licence, and driving without a valid plate.
ATV accident rate worries OPP The OPP is looking at a four-year high in the number of reports of fatal ATV acci- dents in the province and that has the po- lice worried. Last year 20 people died in Ontario as a result of off-road vehicle incidents. The year before it was a dozen fatalities related to ATV or other off-road vehicles. In 2011 the number was 14 and in 2010 it was 17. This represents almost a quarter of the number of deaths involving ATVs in Ontario within a decade. “Over the past 10 years, from 2004 to 2014, a total of 263 people have died in ORV (off-road vehicle) incidents within OPP juris- dictions,”stated OPP Deputy Commissioner Brad Blair in a news release. OPP statistics show that 13 of the 20 deaths involving ATVs listed failure to wear a helmet as one of the main contributing factors to the accidents. In nine of the 20 cases, alcohol was another factor. “Imagine how much more devastating losing a family member or friend would be if you knew they were impaired or not wea- ring a helmet,”stated Blair, “and you didn’t intervene to save their life.” The OPP has issued a warning urging ATV riders to avoid drinking and riding when out on the trails and also to make sure they are wearing a CSA-approved helmet. Police are also concerned about the in- crease in the number of motorcycle fata- lities in the province. Last year 28 people died in OPP-policed areas in road accidents involving motorcycles. The year before the number of such fatalities was 26, and in 2011 it was 21. The three main causes listed for these accidents are impaired, aggressive or distracted driving and, in some cases, the rider was not the one at fault. “Among the most tragic of the 26 motor- cycle fatalities last year,” said OPP Chief Su- perintedent Don Bell, “are the 11 in which the motorcyclist was driving properly at the time of the collision.” On the road motorcycles may not be as obvious to drivers in cars and trucks, either at distances far ahead or behind them, in- cluding the rearview blind spot all drivers have to remember to check. Motorcyclists also have no protection in case of a crash. ATV thefts ATV thefts are on the rise in Eastern On- tario and not all of the vehicles stolen were secured inside a garage. Several were either sitting parked outside of a private home or left loaded onto a trailer or in the back of a pickup truck. OPP advise ATV owners to make sure their vehicles are stored in a secure garage or other outbuilding. Make sure the ignition key is removed and kept inside the house. If

Et c’est jeudi dernier que l’on a procédé à l’inauguration officielle. Le Centre éducatif, qui a ouvert ses portes en janvier dernier, accueille de nombreux enfants dans des locaux adaptés pour eux. “This innovative initiative will not only benefit consumers, but also the many com- munities and merchants involved,” stated John Candie, PRCFDC executive director. “For us at the PRCFDC, it is important to note that buying local is an engine of eco- nomic prosperity that is essential to the survival of our communities and our small businesses in Prescott and Russell.” The program allows shoppers who have VIP Cards to earn “PR dollars” by using their cards at participating stores in the region. The PR dollars accumulated on the card can then be used towards future purchases from participating merchants. The program is similar to other “merchant card” promo- tions available through various Big Box stores or other franchises and other retail servers. Merchants wanting to take part in the program must be members of one of the Chambers of Commerce or merchant asso- ciations in the Prescott-Russell area. There is fee for businesses to be part of the program but they must guarantee at least a 0.05 per cent minimum discount on item purchases when a shopper presents their VIP card as well as follow other condi- tions set under the program. Details on the program, including how shoppers can get their own VIP cards, are available at www.cartevipcard.ca or from local chamber of commerce offices.

L’ORIGNAL | It all depends on a turn of a card now for businesses and shoppers in Prescott-Russell. The official debut of the newVIP Card pro- gram took place in council chambers at the United Counties of Prescott-Russell (UCPR) offices in L’Orignal with Warden Jean-Paul St-Pierre enjoying the perk of having the Number One card in the program. “It’s a wonderful initiative,” said St-Pierre. “We wish you luck and good shopping to our residents.” The VIP Card program is a joint project between the UCPR through its economic development and tourism department, the Prescott-Russell Community Futures De- velopment Corp. (PRCFDC), Chambers of Commerce throughout the Prescott-Russell region, and the federal and provincial gov- ernments through their economic devel- opment assistance programs for Eastern Ontario. The goal of the project is to encourage more local shopping in Prescott-Russell and giving residents a reason to spend their dollars in the region rather than drive to Ot- tawa or other larger urban centres for some of their shopping needs.

EMBRUN | A volunteer committee promo- ting the planned Russell Township dog park held a very successful fundraising dogathon in Embrun on Saturday, June 7. About 75 dogs and 200 people attended the dogathon walk which raised $3000. The groups needs about $15,000 to build a fence completely enclosing the park. Be- tween the walkathon, sponsorships from businesses and individuals, and a potential trivia night fundraiser, the group hopes to raise all the money needed soon. Firefighters, bylaw officers, politicians, po- lice… all participated with parade control, barbecue, and other functions. There was almost no friction between the dogs and they all seemed very happy and excited to be out with so many other dogs on a walk. Their masters seemed just as happy, espe- cially given the favourable weather. The Township has donated 2.2 acres on Ste. Catherine Road between Russell and Embrun for the development of a dog park. Robert Excavating and Top Grade Enter- prises will be landscaping the area free of charge. Construction on the park is starting this week and organizers hope it will be open in late fall or winter of this year. The committee has put together spon-

Plus de 140 personnes se sont donné rendez-vous au pique-nique annuel des Gagnon qui s’est tenu à l’ancien village Gagnon, tout près de Limoges. Depuis 2002, les Gagnon provenant de l’Ontario, du Québec et des États- Unis se réunissent sous l’abri le Souvientoit pour prendre part à cette réunion annuelle. L’ancien village Gagnon était très actif à la fin des années 1800. Deux moulins à scie, deux hôtels, un magasin général, un bureau de poste, une fromagerie et une école formaient le cœur de ce village d’antan. Leboisdisparu, les terresont étécolonisées, etpetit à petit les bâtiments et la voie d’évitement du chemin de fer ont disparu. L’école a vu ses derniers élèves déménager à Limoges en 1965. En 2010, une maison plus que centenaire à été donnée aux bénévoles qui l’ont déménagée sur le site. Ils sont actuellement à la remettre dans son état original des années 1880. Denis Pommainville, président du Comité municipal du parc et président des Amis duVillage Gagnon, et Denis Gagnon, organisateur de la journée depuis 12 ans, espèrent amasser des fonds en forme de dons pour progresser dans l’aménagement d’un nouveau musée.

Le maire de La Nation, François St-Amour, et la présidente de la nouvelle Chambre de commerce Clarence-Rockland, Martine Nolin-Simard, ont répondu présents à l’invitation que leur a lancée le président de la chambre, Michel Parent.
