L’ORIGNAL | Clarence-Rockland’s mayor took a leave of absence last Wednesday. Mayor Marcel Guibord and Councillors Diane Choinière and Guy Félio along with local lawyer and businessman, Stéphane J. Lalonde, were scheduled for a first appear- ance in provincial court in L’Orignal Oct. 23. They were to appear before a Justice of the Peace on breach of trust charges. Lalonde is also charged with counselling to commit breach of trust. None of the four were present but their designated representative did attend as is allowed for a first appearance session. Their case has been remanded to the Dec. 4 pro- vincial court session for another appear- ance date as part of the court process. Crown Prosecutor Julie Scott from the Ottawa office was assigned for the initial hearing of the case. During a later phone interview she explained that it is standard procedure to designate a Crown attorney from a neighbouring jurisdiction for a case where a local member of the legal profes- sion is involved to avoid any possible pres- ent or future conflict situations with the lo- cal Crown office. Lalonde is a lawyer with a practice in the Prescott-Russell region so the Crown office in Ottawa has taken up the case from its L’Orignal counterpart. The charges against the four resulted from an OPP investigation of a series of emails exchanged between them follow- ing the 2010 civic election. The content of most of the emails concerned ways to force the resignation of Daniel Gatien, the city ad- ministrator at the time. Gatien had a defa- mation suit in place against Lalonde, who was a former business partner of Guibord. Besides being absent from court Oct. 23, Guibord was also absent from the United Counties of Prescott-Russell council ses- sion scheduled for the same day and on the opposite side of the building in L’Orignal which houses the provincial court offices. HAMMOND | Come next spring Clarence- Rockland council members will have some “food for thought” to ponder when they start thinking about the municipal elec- tion in the fall. The True Vote Clarence-Rockland move- ment got underway by the end of an eve- ning meeting Oct. 23 at the Alphonse-Carri- ère Community Centre in Hammond. The goal of the group is to gather enough names on a petition to convince Clarence- Rockland council to suspend electronic vot- ing in the local civic election in favour of going instead with a traditional paper bal- lot system. Jacques Taillefer launched the initiative because of concerns with the security and validity of electronic voting systems in place right now. During last Wednesday’s organi- zational meeting for the True Vote initiative, he cited an Election Ontario study, Alterna- tive Voting Technologies Report June 2003, which highlighted problems with e-voting at the municipal level. “This confirms what we lived through last election,” said Taillefer, “and also that we’re not alone.” The Election Ontario report covered the e-voting setups in Ontario and other prov- inces, in some American state elections, and also in other countries like Australia. The re- port noted that in Ontario 44 municipalities used e-voting as part of their civic election setup and 33 of those municipalities report- ed “technical difficulties” that hampered getting a final accurate count of votes.
“This is not just a Clarence-Rockland is- sue,” said Taillefer. He cited report observations that current e-vote system setups cannot guarantee a “one person one vote” result in some cases, may have trouble authenticating votes, and protecting voter confidentiality. The report also noted that there is “no conclusive evidence” that an e-voting sys- tem has a positive effect on local partici- pation in an election. There is no certain evidence that an electronic voting system results in more people taking part in the election process or that there is any cost- savings for the municipalities. The goal of the True Vote Clarence-Rock- land initiative is a moratorium on use of e-voting for Clarence-Rockland’s civic elec- tion and a return to an all-paper ballot sys- tem. Volunteers will canvass door-to-door for signatures on a petition to present to Clarence-Rockland council next spring. There is also an electronic version of the petition at www.change.org and the non- partisan group has a Facebook page set up with a link to the e-petition. Éric Paquette, the I.T. expert for True Vote Clarence-Rockland, noted that young peo- ple are more inclined to get involved with petitions and causes through their social media networks. The group will use Face- book, Twitter and other social media to tar- get this demographic. “We will get their support by using the technology,” Paquette said. Coun. René Campeau, Ward 7 representa-
tive, attended the True Vote meeting as an observer. He is also reviewing a copy of the Election Ontario report. “I’m really on the balance on this,” Campeau said during a later phone inter- view. The Ward 7 councillor agrees that the e- voting system has its flaws. But he noted that every voting system has its own poten- tial for fraud or error.
“That’s why I’m on the fence right now,”he said. “My (final) decision is still open at this time.” Campeau noted that the municipal clerk’s office is preparing a report for council to re- view concerning e-voting systems and pos- sible safeguards to prevent or reduce the chance of fraud or errors. Council has also asked for a financial assessment as part of the report.

Citizens unite for effective governance
We will continue to voice our opposition to the mayor’s (and his allies on council) deplor- able interpretations of his electoral promises concerning good governance, transparency and accountability, all of which we believe have been grossly violated. Citizens for Ethical Government, along with other groups such as the Citoyen clarence- rockland citizens Facebook site, have long expressed concerns about the future of our mu- nicipality and how it is governed, in addition to the questionable conduct of the mayor and his allied councilors. We will work toward a common goal – the restoration of good governance and ethics in our political process. In three years, this administration has taken hundreds of thousands of dollars from city coffers and our pockets in order to finance questionable, suspicious activities; which these monies could have been better used invested in economic growth and our roads. For example, several hundreds of thousands of dollars were used to neutralize the chief administrative officer, Daniel Gatien, who was deemed to be a hindrance to their political agenda; an estimated thousands more taken from our pockets (Vox Populi city inserts) to fund what, in our opinion, is a political campaign pamphlet, the Prescott-Russell Tribune; and hundreds of thousands more dollars were awarded to two companies singled out by the Charbonneau commission as being heavily involved in collusion. It is our belief that these criminally charged individuals will now likely investigate how they can once again dip into our pockets to cover the legal costs associated with their breach of trust charges. We therefore demand our criminally accused politicians, as a matter of ethics, to volun- tarily step aside and we will continue to demand that the provincial government intervene to facilitate the restoration of what we as citizens of Clarence-Rockland, as Ontarians and Canadians deserve and expect; ethical, good, and effective governance, transparency and accountability.
The October 7th Citizens' rally in Bourget was an exceptional success in voicing and dem- onstrating the resolve of Clarence Rockland's citizens in reclaiming our town. We feel the roughly 300 who participated in the October 7th rally expressed what the overwhelming silent majority feel; the loss of confidence that now exists towards what is visibly a dysfunctional municipal council. If the same proportion of the population that mobilized here on October 7th was to mobilize in Toronto or Ottawa, these cities would see over 50 000 people marching in Toronto and 15 000 in Ottawa. These are huge numbers and indicative of the level of frustration and distrust which exists primarily towards mayor Guibord, councilors Choinière and Félio, more so since they have been criminally charged for breach of trust, and to some extent councilors Campeau and Henrie who more often than not have sided with the mayor's reprehensible policies and decisions. The municipal council should not underestimate the numbers, resolve or energy of citi- zens. The October 7th rally was the first of many actions to come. Planning for initiatives is already underway. We will continue to demonstrate against further attempts to reduce transparency. Mayor Guibord and councilor René Campeau have set themselves up as access to infor- mation coordinator which will make it even more difficult for you to gain access to munici- pal information. All requests must go through them, which, according to the office of the Privacy Commissioner, presents a “highly unusual” arrangement as it adds another barrier citizens must overcome given that such a function is normally assigned to a neutral party or the City Clerk. We will continue to use our legal right to demonstrate and voice our opposition at at- tempts to silence us in our opposition to this mayor’s reprehensible, unethical behavior to protect political agendas.

qui ont la désignation patrimoniale sont: l’église Très-Sainte-Trinité, rebâtie en 1919, le presbytère, bâti entre 1917 et 1919, l’ancien bureau de poste situé au coin des rue Giroux et Laurier, érigé en 1927 (bureau de Realty Executive), et l’ancien école secondaire de Rockland qui est maintenant l’Hôtel de Ville de Rockland.

Un autre pan de l’histoire de Rockland est disparu sous le pic des démolisseurs. Le bâtiment, qui se dressait au 1587, rue Laurier, à Rockland, était autrefois l’église batiste. Celle-ci a été construite en 1890 et a été utilisée comme lieu de cérémonies religieuses jusqu’en 1926, au même moment que la fermeture des Moulins à scie W.C. Edwards. Jusqu’à tout récemment, l’édifice abritait le restaurant-bar Rock’n Rj’s. Auparavant, il a également été un lieu de danse ainsi qu’un lieu de rencontre pour les membres de la Légion royale canadienne. Selon Gilles Chartrand, président du comité consultatif du patrimoine de Clarence-Rockland, l’édifice n’était pas le candidat idéal pour une désignation patrimoniale. «Il y a beaucoup de rénovations à effectuer, selon moi, dans cet édifice-là. Malheureusement, c’est un projet vraiment dispendieux pour un particulier», a souligné M. Chartrand. Lorsqu’une désignation patrimoniale est obtenue entre autres pour un bâtiment, le propriétaire n’a plus l’option d’effectuer des rénovations comme il le désire. Ajoutez à cela, les coûts importants pour restaurer l’édifice dans son état premier, et ce, en employant les matériaux de l’époque. «Les coûts peuvent être décuplés, a ajouté M. Chartrand. Habituellement, lorsqu’il est question de bâtisse historique, il s’agit d’un projet de municipalité. Un particulier n’a pas les moyens de faire ça.» Le terrain devrait accueillir un édifice à condos. Au m ois de m ars, la m unicipalité avait m anifesté son intention d’obtenir une dé- signation patri m oniale pour l’arbre. Cette de m ande de désignation avait été retirée au m ois d’août suite à la reco mm andation du co m ité de l’a m énage m ent. De son côté, le conseiller Bernard Payer n’y est pas allé de m ain m orte pour décri- re l’état de l’arbre. «C’est dégueulasse cet arbre-là. C’est bien do mm age et je co m - prends qu’il y en a qui veulent le sauver, m ais, il en va de la sécurité des gens.» La m unicipalité devait prendre une déci-
sion lors d’une réunion spéciale, tenue lundi dernier. La décision a toutefois été repous- sée afin de présenter une résolution m ieux étoffée. En 1945, la Dre Annie Powers a été l’une des pre m ières Franco-Ontariennes à de- venir m édecin généraliste. Elle a œuvré à l’Hôpital Montfort durant plusieurs années. Elle a égale m ent été conseillère scolaire pendant environ 25 ans. Elle a reçu la dé- coration papale Pro Ecclesia et Pontifice en 1976. Après quelques années de tergiversations La municipalité de Clarence-Rockland à devrait, dans un avenir rapproché, abat- tre l’arbre de la Dre Annie Powers, situé au 1887, rue Laurier. L’arbre âgé d’environ 90 ans serait devenu un danger pour la sécurité du public. C’est ce que soulignait Roger Beaulne, proprié- taire du terrain sur lequel se dresse l’arbre. «Cela fait environ deux ans que je de m ande qu’on retire l’arbre. Il dé m ontre des signes d’affaisse m ent. L’arbre est m alade», a confié M. Beaulne. Ce dernier ajoute égale m ent que plusieurs branches sont to m bées et que le te m ps d’agir était devenu pressant. Le conseiller André Henrie a abondé dans
