Tom Schulein, a retired professor at the University of Iowa, will join us to discuss how some of the older buildings in downtown Iowa City succumbed to urban renewal in the 1970s. Others have been lost to fire and other periods of demolition. However, a number of these historical structures remain, and many of them have been repurposed and are still in use. Tom will tell the stories of 19 historic buildings within a defined area of downtown Iowa City, emphasizing their original purposes and weaving in local and national events during their eras of construction to give us some historical perspective. The Cedar Rapids Fire and Police departments are partnering together to bring awareness on two risks affecting homeowners: fire and burglary. Nighttime Tour at the Eastern Iowa Observatory The Eastern Iowa Observatory and Learning Center (1365 Ivanhoe Rd, Ely) Monday, April 27, 8:00-9:30 p.m.
The Cedar Amateur Astronomers (CAA) invite you to bring your curiosity and enthusiasm to Iowa’s premier astronomy site. The Eastern Iowa Observatory and Learning Center houses two large observatory domes and the Boller & Chivens telescope—a two ton, nine-foot long telescope – in addition to many exhibits. Members of the CAA will lead a tour through the observatory’s exhibits, and, if weather and sky conditions permit, viewing through telescopes. PREVENTING ELDER FINANCIAL ABUSE: RED FLAGS TOWATCH FOR
Seeing your parents, grandparents, and other relatives grow old can be bittersweet. Though there are many joys in getting to one’s golden years, there are also a number of new areas of concern that responsible caretakers and relatives should be aware of, including elder financial abuse . Elder financial abuse (also called financial exploitation) is any fraud or otherwise illegal or improper activity that uses the assets, belongings, benefits, or resources of an older person for financial gain. Unfortunately, this abuse is often perpetrated by the people responsible for a senior’s care, including their children and other caregivers. As a caregiver, loved one of an elder, or a future patient, here are some types and examples of financial abuse and fraud to be aware of – and some red flags to watch out for. Examples of elder financial abuse There are a number of different scams and tactics used to financially exploit elderly people, including: • Coercion: Forcing the elder to sign away their rights or possessions, often using emotional manipulation – like promising to help or provide care only if they comply • Forgery: Faking the elder’s signature on a check or other document, such as a will, deed, or power of attorney • Fraud: Wrongful or criminal deception. Fraud targeted toward the elderly often uses deceiving language, exaggerated claims, or scare tactics to convince them that they need a particular service or product. • Theft: Stealing money from an elderly person, charging purchases to them without their permission, and even stealing their identity Fraud, scam, and illegitimate offers Here are a few examples of common scams, fraud, and other illegitimate products and solicitations targeting seniors: • Fake investment, insurance, or charitable giving offers • Impersonating an agent from well-known organizations, such as the IRS or AARP • Pharmaceutical/health/diet products that are unreasonably expensive and/or don’t work
• Lottery or sweepstakes “winnings” that come out of the blue • Tech support for real or made-up computer or smartphone issues
Though the examples above are not always fraudulent, it’s important to be aware of typical approaches these scammers use so you can better protect those who are most at risk of being victimized: over half of fraud victims in the U.S. are individuals over 50, according to the AARP.

Red flags for elder financial abuse Hills Bank has measures in place to try and detect fraudulent activity. There are also steps you can take to better protect the senior(s) in your life. If you’re responsible for the care of an elder, or even are just visiting an elderly loved one, you can make him or her aware of the different ways scammers and other unscrupulous people may try to take advantage of them. Knowledge is the best form of protection! With the elder’s permission, you can also keep an eye on their finances. You can see all the transactions on a Hills Bank account through our online banking interface or through our mobile banking app on iOS or Android devices. Here are a few financial red flags that may be signs of elder abuse: • Frequent large, unexplained withdrawals • Sudden overdraft or non-sufficient funds alerts • Overdue notices from bills or services, which may indicate a loss of funds or access to funds • Closing or opening accounts without regard to penalties or services • Uncharacteristic attempts to wire large sums of money If a senior in your life has another caregiver you interact with, there are also some behavioral red flags to consider: • A caregiver or other individual shows excessive interest in the elder’s finances or assets, does not allow the elder to speak for him/herself, or is reluctant to leave the elder’s side during conversations • The elder shows an unusual degree of fear or submissiveness towards a caregiver, or expresses a fear of eviction or nursing home placement if money is not given to the caregiver • You are unable to speak directly with the elder, despite repeated attempts to contact him or her
In general, you should watch for a sudden change in an elder’s financial situation or accounts, as well as changes in their outlook or behavior. Unexplained withdrawal from normal activities, a change in alertness, unusual depression, and other signs of emotional stress could mean that he or she is experiencing elder abuse – whether related to their finances or otherwise.

WHAT'S IT LIKE TO TRAVE We asked a group of Friends Club travelers who recently toured Portugal by river boat what they thought of their time exploring the Douro River Valley, cities like Lisbon, and a variety of other locales.
What is something interesting you saw or learned about on the trip? Pat S: Learning about how they make wine in the Douro Valley was very interesting. The river is surrounded by these terraces which were set up many years before there were machines that could harvest the grapes, so they aren’t wide enough for anything but hand-picking. They hire local women to do the harvesting, and men to carry the grapes down and stomp them to make the wine.
Nancy S: I loved the country and was surprised at all of the things that grew there, like cork trees and olive trees and kiwi plants. It seemed like we got to see something new and do something different every day. Ron S: They have to hire hundreds if not thousands of people just for two or three weeks of work. It’s one thing to look at a picture of those terraces – but it’s quite another to see them in person. It’s amazing to see. What was your favorite memory or moment on the trip?
June H: On the last night on the boat, they took us past where we were supposed to dock right out into the ocean. We just drifted out from where the land ends into the open water, and the sun was setting, and it was just so cool. Jeff K: For me it was all the people who worked on the boat, they were so well prepared and friendly. Kay K: The whole trip was very relaxing. Some days I just stayed on the ship and slept in and cruised along the river. Pat S: Some of the towns in Portugal are just as charming as can be. I love walking around the little towns and seeing the people, sitting at an outdoor table and watching life go by. That’s my favorite thing anywhere.

Lincoln Memorial. We’ll also visit Edith Wharton’s home, have dinner at the Morgan House, and enjoy a special performance by the Capitol Steps at Cranwell Resort. Our last full day in the Berkshires will begin with a visit to the Clark Art Institute to admire the museum’s
collection of European and American paintings, sculptures, and prints ranging from the Renaissance to the early twentieth century. After a tour of the home and gardens at Naumkeag, we’ll embark for Tanglewood for the highlight of the tour—a performance by the Boston Symphony Orchestra! The following morning, we’ll begin our journey home, stopping in Ohio for the evening to enjoy a farewell dinner and time to reminisce on our adventure in the Berkshires. Annual Gift Tax Exclusion Each taxpayer is allowed to transfer/gift a certain amount of assets each year, without concern for gift taxes. For 2020, this "annual exclusion amount" is currently $15,000 per donor (this amount is subject to adjustment for inflation in future years). A gift of this amount can be given to each of any number of donees. If husband and wife agree, they can "split" gifts and give twice this amount, currently $30,000, to each of any number of individuals. Marital Deduction There is an unlimited marital deduction for gifts of separate or community property passing from one spouse to another. Educational or Medical Expenses A donor may give, free of gift tax consequences, unlimited amounts for a donee’s school tuition (not books, supplies, or other expenses) or qualified medical expenses. Such gifts must be made directly to the school or health care provider, and not to the donee. Deductibility for Income Tax Purposes Gifts or gift taxes are not deductible for income tax purposes, unless contributed to a qualified charity. Gift Tax Returns These returns are filed annually, generally by April 15 of the year following the gift for amounts in excess of the annual gift tax exclusion. Capital Gains and Losses A donee generally takes over the basis of gifted property from the donor, known as “carry¬over” basis. A later sale of gifted property by the donee can result in a capital gain, a capital loss, or a situation in which there is neither a gain nor a loss. Including Gifts in the Estate If a gift exceeds the annual gift tax exclusion amount, it may be added to the taxable estate as adjusted taxable gifts; but the appreciation on the assets from date of gift until date of death is not brought into the computation. Gifts of life insurance policies, however, are still included if made within three years of death. Certain incomplete transfers (e.g., retained life estates, revocable transfers, etc.) will also be included in the gross estate without regard to when they were made.
