Conflit d’intérêts: la Cité ne devrait pas couvrir dit Choinière
municipalités en Ontario des contrats d’indemnisation ou d’inter-assurance réciproques, conformément à la partie XIII de la Loi sur les assurances, dans le but deprotéger unmembredu conseil ou d’un conseil local de la municipalité qui, de l’opinion d’un tribunal, n’a pas contrevenu à l’article 5, contre

Une résolution en ce sens devait être déposée. Cela n’a pas été fait puisque certains conseillers ont déploré ne pas avoir obtenu toutes les informations. C’est le cas notamment pour le conseiller Bernard Payer. « Je n’ai absolument rien reçu », a-t- il déclaré lors d’une réunion spéciale tenue le 13 décembre. Le même son de cloche a été entendu de la part du conseiller Guy Desjardins à la réunion ordinaire du 10 décembre. « J’aimerais que ça (résolution) soit tablée parce qu’on n’a pas toutes les informations. C’est quelque chose qui va nous concerner à un certain moment », a-t-il déclaré. La résolution consisterait, entre autres, à l’envoi d’une lettre à la compagnie d’assurance de la municipalité afin de s’assurer que cette dernière respecte la loi. L’article 14 de la Loi sur les conflits d’intérêts municipaux stipule que :
les frais ou les dépenses que ce membre a engagés à la suite d’une instance introduite en vertu de la présente loi et dans le but d’acquitter en son nom ces frais ou ces dépenses ou de l’en rembourser.

C’est ce qu’a souligné la conseillère Diane Choinière lors de la réunion plénière du conseil municipal de Clarence-Rockland tenue récemment. « On n’est pas une banque, a-t-elle affirmé. Rappelons que le conseiller Raymond Serrurier a récemment été accusé d’un conflit d’intérêts. Une requête a été déposée par les citoyens Jacques Archambault et Jean-Claude Marinier. Le conflit émanerait du fait que le fils de M. Serrurier est employé de la firme Levac, Robichaud, Leclerc qui offre ses services à la municipalité. Le conseiller aurait omis de se retirer des discussions entourant le choix de cette firme par la municipalité. À cet effet, lors de l’assemblée ordinaire du 11 juin, le citoyen Jacques Archambault avait exigé la démission du conseiller du quartier 4. « J’aimerais rajouter que j’étais scandalisé et sans parole qu’un sujet qui touche directement les droits contractuels d’un individu soit soulevé sans préavis par la conseillère Choinière », a affirmé M. Serrurier.
Le conseiller Raymond Serrurier s’est dit scandalisé par les agissements de la conseillère Diane Choinière lors de son intervention concernant les assurances municipales lors de la réunion plénière. Selon M. Serrurier, l’intervention de Mme Choinière l’aurait placé en situation de conflit d’intérêts. « Avec le recul, même si je n’ai pas participé à la discussion, je reconnais que j’avais un intérêt direct et je désire déclarer un conflit d’intérêts possible rétroactivement. » La conseillère a discuté des assurances municipales concernant les conflits d’intérêts. Par ce fait, elle aurait indirectement attiré l’attention sur un processus judiciaire actuellement en cours.

Weekend tragedy claims fire fighter’s life

Vachon’s family, friends and colleagues remember him as a big protective man who loved his family and his community and who was proud to be a part of the local fire department. He worked as an auto me- chanic and turned down a recent job offer in Calgary so he could remain in his com- munity and continue serving as a volunteer fire fighter as he had done for the past four years. Vachon and others who attended the mu- nicipal employees party were driven by bus from Rockland to the arena. He later real-
ized he had left his dress shoes behind on the bus and got a cab to take him over to the bus company lot to retrieve them. The lot was closed so he got back in the cab and returned to the arena where he stayed for dinner and then left the arena on foot just after 9 p.m. Fire Chief Pierre Sabourin reported that Vachon had a couple of glasses of wine at his table during the evening meal but showed no signs of intoxication. Vachon was walking along the side of Landry Road near the Baseline Road intersection when the accident happened. A car, containing two people, hit Vachon. Specific details of the incident are not avail- able at present. OPP investigation of the ac- cident is ongoing. The Casselman village fire department had a crew on standby to cover for the Clarence-Rockland area the night of the municipal Christmas party. Casselman fire fighters arrived at the scene and performed CPR on Vachon but he later died en route to hospital. The driver and passenger in the car that struck Vachon were also taken to hospital for treatment for shock. Police do not sus- pect alcohol had anything to do with the fatal collision. Fire Chief Sabourin reported the Christ- mas party shut down as soon as a report came in about Vachon’s death. He went to see the family of the deceased that night to report the tragedy and offer consolation. Funeral arrangements for Vachon are pending as of press time. Scam tradition returns It’s an old one but still a good one for many con artists and police want older people to be wary about any unexpected calls for help fromdistant family members during the holiday season. The OPP detachments in Eastern Ontario and the Ottawa Metro Police department are passing on a warning from their coun- terparts elsewhere in the province about a familiar phone scam re-surfacing as the holiday season gathers momentum. The con routine involves a phone call from someone claiming to be a relative. The usual victimof the scam is a senior whomay be a grandparent or great-grandparent but may not be aware of the holiday plans of their relatives or may also suffer frommem- ory lapses about who are their grandchil- dren or great-grandchildren. The scammer claims to be in some kind of trouble, either under arrest and needing bail money or else on a trip and either lost all their money or had it stolen from them, or else they had an accident and need mon- ey for medical expenses. The call ends with a plea for help and a request not to tell anyone else in the family because of the embarrassment. Anyone who receives this kind of call or anything similar through their email is asked to first check with another family member to make sure it is factual. If not, then report the call to police and also to the Canadian Anti-Fraud Centre, toll-free, at 1-888-495-8501.

government has also been able to retain 20,000 school-related jobs with all of its past actions, including Bill 115. “It’s a tough stand of the government,” said McNeely, “and one I support.” He conceded that some of the policies contained in Bill 115, in an attempt to meet budget economy goals, have ended up creating friction with the education unions with potential consequences both for the government and Ontario’s education sys- tem in general if they are not addressed. “We looked for savings in other areas, and that’s when we got into trouble,” McNeely said. “I think we have to get together or we risk losing what we have gained.” While the current labour unrest is just affecting the English public schools, the Ottawa-Orléans MPP noted that the gov- ernment, the unions, and all of the school districts have all got to work together to find a solution satisfactory to all parties. “It’s shared responsibility,”he said, “so that we don’t lose the gains we made, and we don’t keep the kids in the centre of this.”
ORLÉANS | Liberal MPP Phil McNeely doesn’t mind seeing picket signs wav- ing outside of his riding office in Orléans. Even if it does mean that Ontario’s teacher unions are less than happy with some of the labour policies his own government put in place that now affect the education sector. “Picket lines don’t bother me,” McNeely said. “People have the right to do that and thank God for that.” MPP offices, both government and Op- position, were the target Dec. 12 of one-day rotating pickets from teacher and school support staff unions to protest Bill 115, BROCKVILLE | Some of the English public schools in Eastern Ontario may become temporary daycare centres when elemen- tary school teachers stage a one-day walkout. Superintendent David Coombs of the Up- per Canada District School Board (UCDSB) said that the district will make an effort to keep schools open and running, even if on a limited basis, during Dec. 20 strike action by the Elementary Teachers Federation of Ontario (ETFO). Rockland high school helps family left out in cold
Centre receives aid
Coun. Stephen Blais expressed satisfaction with the committee’s decision to correct the oversight. “The Orléans-Cumberland Community Resource Centre does amazing work in our community,”Blais stated.“This funding from the city will help offset the costs of their re- cent expansion.” The centre operates a food bank from its Centrum Boulevard location and also pro- vides various programs and services in both French and English for the physical, social, economic, and mental health needs of Ot- tawa’s east end neighbourhoods. “Despite our wealth, there are families in Orléans and Cumberland who are strug- gling,” stated Blais. “The OCCRC provides much needed support for our friends and neighbours in their time of need.”

“Having this happen to your family at any time of year is rough, but at Christmas it’s a particularly crushing blow for any family. “We’re asking our community to reach out and help Jimmy and his family through this terrible time.” Students and staff hope to raise $5,000 for the family. They have started collecting donations, and are holding a variety of fun- draisers including bake sales, a charity bas- ketball game between staff and students, and a donation booth set up at the local Wal-Mart. The school is also seeking gift cards for the family along with clothing donations and any other items people think will help the family through their difficult time. Public donations will be accepted at the RDHS school office, or can be mailed to the school. Duck hunters still hoping to bag some- thing before the end of the winter migra- tion are urged to take care not to become a victim of the chilling temperatures. The OPP Snowmobile, all-terrain vehicle and vessell enforcement division (SAVE) issued a warning for both hunters and an- glers making plans for winter-time hunting and fishing trips. Both should be sure to have all necessary boating safety gear on board their vessels and also stow extra survival gear in case of emergency. Standard safety gear includes lifejackets for everyone on board and extras in case of problems. With winter weather conditions and the open water that still exists, hunters and anglers should wear a survival wet suit underneath their regular clothing and also don a floater jacket that will fit over heavy clothing. Before going out, make sure one or more other people know where you are going and how long you expect to be gone. For expeditions on the water during the early dawn or late dusk hours, make sure the boat has proper navigation lights in work- ing order. Riders of ATVs must wear approved hel- mets with fluorescent orange stripes or coverings during hunting trips. Rider safety rules apply at all times and ATVs must keep to designated trails and only go on the road where permitted under local municipal by- laws. Loaded guns are not allowed on either boats or ATVs when they are not in use. ATV riders and boaters also much obey the rules against alcohol. The same penalties for im- paired driving apply to impaired riding and impaired boating. Drivers are also reminded that the annual R.I.D.E. ORLÉANS | There is more room for both the food bank and other social aid pro- grams at the Orléans-Cumberland Com- munity Resource Centre thanks to the city. The City of Ottawa council accepted its community and protective services com- mittee’s approval of an extra $135,000 in support funding for the resource centre. The money will go towards cost of recent upgrades at the facility. The current building housing the centre was finished in 2010 but at that time did not receive any municipal funding aid because of budget restrictions. Cumberland Ward
ROCKLAND | Staff and students at Rock- land District High School are coming to- gether as a school family to help one of their own following a devastating house fire. The family of Jimmy-Dean Payette, a Grade 9 student, lost their home and all of their belongings because of an afternoon house fire Dec. 11. The family did not have insurance coverage. “As a school family we really feel for Jim- my,” said Jeff Campbell, RDHS principal.

ORLÉANS | Alain et Mélanie Audette ne ménagent pas leurs efforts pour que l’incident qui a causé la mort de leur fils, Jérémie, ne se reproduise. Rappelons que le 28 juillet 2010, le petit Jérémie, âgé de deux ans, a perdu la vie, après être tombé dans la piscine hors terre d’une garderie privée. L’incident avait été qualifié d’un accident par la cour. Les garderies privées devraient être assujetties aux mêmes règlements que les garderies publiques. C’est ce que propose le jury impliqué dans l’enquête du coroner entourant le décès de Jérémie Audette qui s’est conclue la semaine dernière. Le but de celle-ci était de formuler des recommandations. « Nous sommes vraiment satisfaits de la façon dont le dossier avance, a confié Mélanie Audette. Les recommandations seront adressées aux paliers gouvernementaux dans l’espoir que des lois soient amendées et que de nouvelles soit adoptées. Il s’agit d’une première étape franchie. selon Mélanie Audette Quelques faits En Ontario, 80% des enfants qui nécessitent un service de garde sont envoyés dans des garderies privées. C’est que souvent, il y a peu de place en garderie publique. Dans la région de la Capitale nationale, environ 12 000 enfants sont en attente d’une place. Il n’est pas nécessaire d’obtenir un permis pour ouvrir une garderie. Les garderies privées ne peuvent pas accueillir plus de cinq enfants âgés de moins de 10 ans, et ce, excluant les enfants du propriétaire de la garderie.
