pieces of legislation aimed at making Ontario roads safer. The report states the fatality rate in 2012 of 0.60 per 10,000 licensed drivers was the lowest in Ontario history, and the second lowest in North American history, just behind The District of Columbia. This translates to 568 fatalities on Ontario roads in 2012. This is the third lowest number since 1944. Transport Canada states road fatalities in Canada were down 7.4 per cent in 2013 to 1,976 from2,076 deaths in 2012.The number of road deaths worldwide was 1.24 million. Impaired driving is the highest cause of road fatalities in Ontario with 25.2 per cent, or 143 deaths, followed by pedestrian fatalities with 19.9 per cent, or 113 deaths. For the first time in 2013, road fatalities in Canada were below 0.9. For the past 14 years, Ontario has ranked first or second in North America for lowest fatalities per 10,000. The federal, provincial, and territorial governments continue to work toward having the safest roads in the world. According to World Life Expectancy, Canada ranks 38 out of 192 countries in safest roads. Maldives ranks lowest fatalities, and Namibia ranks highest.

The latest Transport Canada statistics state fatalities due to car accidents have declined in recent years bymore than seven per cent. That’s a good thing, but there are still a lot of accidents on Canadian roads. The 2012 Ontario Road Safety Annual Report from the Ministry of Transportation states Ontario roads are among the safest in North America. Deadline for bike path funding help Staff at the United Counties of Prescott-Russell (UCPR) are under the gun to get a brief worked up in time for the June 9 deadline for applications to the Canada 150 Community Infrastructure Program. The federal government created the one- time-only program as part of next year’s celebration of Canada’s sesquicentennial. The counties’ public works department wants to apply for funding help to extend the UCPR’s effort to provide proper paved shoulders along county roadsides to accommodate the increasing amount of bicycle tourism traffic passing through Prescott-Russell. Last year, the counties modified its roadwork improvement pro- gram policy to include paving of county road shoul- ders to make them more attractive for cyclists and thus keep bicycles off of the actual vehicle traffic lanes of county roads. Making that a mandatory part of the annual roadwork program does reduce the number of kilometres of county roads that are repaved or get upgraded to paved condition. A Canada 150 grant would help extend the UCPR paving program in 2016. – Gregg Chamberlain A two-car collision at Maple and Route 148, in Grenville, brought one woman to the Hawkesbury General Hospital on the afternoon of May 12.

DIANE HUNTER diane.hunter@eap.on.ca

The Dean family commented in the press release how Vankleek Hill is a wonderful community, and thanked Mayor Gary Barton, the town of Vankleek Hill and the Champlain Township for their support. “Your community is truly an excellent place to call home. You continue to take pride in your community. It has been our pleasure to support themany organizations and groups. Mayor Gary Barton and council have truly been very supportive. Lifejackets save lives The OPP regional office reports a 10-year low in the number of fatal boating accidents in Eastern Ontario with the start of another summer boating season. But boaters are still urged to remember to wear lifejackets or some kind of personal floatation device when out on the water. Last year, the number of boating fatalities totalled 20 compared to 28 in 2010. Police statistics still show that most boating fatalities are a result of failure to wear a lifejacket or a personal floatation device. This includes both motorized boats and paddle-type craft like kayaks or canoes.

Applause greets Jessup’s Falls land decision

GREGG CHAMBERLAIN gregg.chamberlain@eap.on.ca

council’s decision affects plans for local developer Pierre Bernard for development of an asphalt plant in the escarpment area. Bernard’s company, PB Paving Ltd., needs access to a designated minerals aggregate resource for asphalt production. Opposition to his proposal is based on concern that an asphalt plant could affect the aquifer which supplies local wells. Bernard has stated during past meetings of counties council and during the Official Plan review that hewill take thematter to the OMB if theminerals aggregate designation is removed from the escarpment site. While council waits to see if Bernardmakes good on that promise, UCPR administration will organize a public informationmeeting for June 24 to present details on the changes to the Official Plan before it goes to council for final review and approval in August.

Loud applause from the public gallery greeted a decision of the United Coun- ties council to ignore the advice of its own planning director and instead go with the recommendations of its advisory plan- ning council that may end up landing the counties in a legal bind with the Ontario Municipal Board (OMB). The United Counties of Prescott-Russell (UCPR) council gave unanimous approval May 27 to a recommendation from its adviso- ry planning committee to not identify part of the Jessup’s Falls Escarpment as an aggregate minerals resources sitewhen the final version of the revisedOfficial Plan for Prescott-Russell comes up for approval in August. “Good job, mayors, good job,” said Ian Walker, one of dozens of residents in Alfred- Plantagenet Township who live in or near the escarpment area and who opposed the minerals aggregate designation all during the Official Plan review period. During his own mayoral election cam- paign, Alfred-Plantagenet Township Mayor Fernand Dicaire expressed opposition to developments that had potential environ- mental repercussions for the area. Asked for comment during a later interview following themeeting,Mayor Dicaire said that counties council was just acting on the recommenda- tions of one of its advisory committees. “It’s not a question of (my) being pleased or not being pleased,” Mayor Dicaire said. “It’s not a win. It’s not a victory.” Counties Caller spoofing The Hawkesbury OPP received complaints from local residents regarding “Caller ID Spoofing”. The homeowners advised that their own phone number was displayed on their caller ID when receiving a call from a telemarketer. Caller ID is a useful function allowing information on the identity and number of the caller to be seen before answering the call. Some telemarketers will mask or falsify this information. This practice is called “spoofing” and is an indication that the call may not be legitimate. A spoofed number can appear as a string of digits such as 000- 000-0000 or 123-456-7890, a random number or another company or person’s real number. If such a call is received by a telemarketer believed to have a spoofed caller ID, a complaint should be filed by going to the National DNCL website at https://www.lnnte-dncl.gc.ca/ or call toll-free 1-866-580-DNCL (1-866-580-3625). Calls from a TTY device, call 1-888-DNCL-TTY (1- 888-362-5889). Fraudulent calls or a spoofing incident should be reported to the Canadian Anti-Fraud Centre at 1-888-495-8501. Residents living near the Jessup’s Falls Escarpment wait for counties council’s decision on an Official Plan recommendation that would decide if an asphalt plant would become part of their neighbourhood.

Ian Walker, a staunch opponent of a proposed asphalt plant in the Jessup’s Falls Escarpment area, stands and waits for counties council to announce its decision on an Official Plan change which is key to whether the project goes ahead or not.

Premier comptoir de produits locaux de Prescott-Russell

ANNIE LAFORTUNE annie.lafortune@eap.on.ca

A Pond Wolrd Tour Doug and Judy Harvey of Pond World Inc. Among some of the homes visited on the tour will be former NHL coach, Jacques Demers, and former NHL player Stephane Richer. The tour will show how simple backyards are turned into an outdoor oasis.

Despite the threat of rain and some construction, people were out and about shopping at the dozens of garage sales happening throughout Hawkesbury, L’Orignal, and surrounding areas last weekend. The fee-free weekend had plenty of families taking advantage of the day, which turned out to be pretty nice. As many families did last weekend, Simone Lalonde, Robert Campeau, Jean Roger Lalonde and Jean Claude Lalonde spent the day talking to would-be customers and enjoying each other’s company.

Dubois’s presentation was followed by a humorous talk about drugs from Caporal Jean Juneau from the RCMP. He explained that a drug is anything liquid, solid or gas that affects a person’s brain or emotional function. “It does not matter what type of drug,” he told the kids. “You can call it whatever you want. They will all have an effect on your health.” Juneau talked about a drug called GHP that has no taste and no colour. It can easily be slipped into a person’s drink without their knowledge. He spoke of how important it is to be with people you trust and to watch out for each other. “Our role today is to show you some of the potential consequences. Do you have the right people around you for when you do not make the right choices?” Pierre Dore fromCo-operators Insurance explained the costs of driving while under the influence. He explained that an average annual insurance premium for an 18-year- oldmale with no tickets and no accidents is approximately $3,100. If that same person has five tickets and a suspension, even if it is only a 12-hour suspension, the cost rises to $13,704 per year for the next five years. The most dramatic part of the presentation came when a mock accident was staged just outside of the school. The scene at Vankleek Hill Collegiate Institutewas quite poignant June 2, as grade 12 students participated in a Safe Grad activity, showing the realities of drinking and driving and distracted driving. Veronique Berthiaume, from the Eastern Ontario Health Unit, began the presentation with a welcome and a video depicting the possibilities of what could happen when faced with drinking and driving. Constable Pierre Dubois, from the Hawkesbury OPP, explained to students what exactly being impaired means and what the legal limit for blood alcohol level (BAC) is. For people under the age of 21, it is zero. “Prom is one party, but it won’t be the last one,” said Dubois. “At some point, you will have to make the decision not to drive drunk or impaired. Impaired driving can have severe consequences.” Dubois went on to explain that impaired driving does not necessarily mean drunk driving. With volunteers from the audience, Dubois explained how long it takes for alcohol to leave a person’s system. For a male, approximately 200 pounds having consumed 10 drinks, it would take eight hours. For a female, approximately 165 pounds having consumed 7 drinks, it would take 9 hours.
