There were clear signs that we would get to this point.” Tessier is optimistic that Clarence- Rocklandcancontinuetogrowbyadopting a longer-termplanning strategy for both its infrastructure and service needs and also its future economic development. “That is part of the maturing process for any municipality,” he said. “There is nothing like growth for waking you up to the possibilities that might exist. It is clear that growth drives a lot of things.”

Immediate ones concern dealing with outstanding is- sues and files like public transit and finding ways to keep those files from coming back year after year to haunt council and staff. “If we do the right thing now, then we can avoid a situation later where the people are unhappy.” The future growth of the city, both in its urban and rural areas, are part of his short- term and long-term goals. Tessier emphasize that there is no simple, quick-fix
Challenge and comfort are the two reasons why Pierre Tessier chose to pursue the municipal director’s job for the City of Clarence-Rockland. He was already serving as the interim director while city council did a formal candidate search but he decided he wanted to become a permanent part of the municipality’s future. “I tend to gravitate to jobs that have challenges, in the broad sense of theword,” Tessier said during a later interview. “I like finding solutions, I like to figure things out. What I like to do is build on the strengths, not focus on weaknesses, as in what do we do really well and how can we make it better.” Clinching his decision and desire to make his temporary position with the city a permanent one is the reception and help he has received over the past few months from city staff at all levels. “They made me feel very comfortable very quickly,” he said. Tessier’s background in municipal affairs features more than three decades of experience in management, much of it already related to the Prescott-Russell region. During the 1980s and 1990s he was Hawkesbury’s CAO then later city mana- gerforGloucesterpriortoitsamalgamation into the Greater Ottawa Area. Before coming on board as Clarence- Rockland’s CAO, he held the regional manager post for the Western Region for the provincial economic development and

Tessier foresees lots of fun for himself in figuring out ways as municipal director to help Clarence-Rockland grow and prosper as a community both tomeet the immediate challenges of the global economy and the current budgetary restraint atmosphere on Parliament Hill and at Queen’s Park. “There are some really interesting chal- lenges,” he said. “It’s a very interesting time to be in city management in general.” He noted that for communities like Cla- rence-Rockland, with the current tight global economy and the new focus on restraint for senior governments, there is a

Mme Chabot s’occupe également de la popote roulante lorsque le besoin est là. Ce service de livraison de repas chauds aide les gens pour la plupart en convalescence et qui sont seuls à la maison. «C’est un service très important aussi. Les clients ont besoin de ce service un certain temps seulement et il leur permet de rester à la maison», explique la résidente de Clarence Creek. Les Services communautaires de Prescott et Russell offrent également le service télé-jase, un service téléphonique où un bénévole s’occupe d’appeler les gens pour s’assurer que tout va bien. On développe facilement des liens avec les gens. «Les gens seuls ont besoin de jaser. Je leur dis qu’ils peuvent m’appeler à n’importe quel moment. Nous discutons de n’importe quoi. Des enfants, de recettes, ce que deux femmes aiment discuter, souligne Mme Chabot qui se lie rapidement avec les gens. Outre les Services communautaires où elle siège sur divers comités, Mme Chabot apporte son aide à diverses associations caritatives dont l’UAPC (Union des associations paroissiales de Clarence Creek). Elle occupe diverses tâches. Puis, elle siège depuis huit ans sur le conseil d’administration des Services communautaires, une autre façon de faire du bénévolat. Elle quittera après deux termes. Il est important croit-elle de laisser la place à d’autres pour de nouvelles idées. «Le bénévolat est bon pour le moral. C’est bon pour le moral de se sentir utile», conclut Mme Chabot.
Elle a eu une vie bien remplie. Mariée à un agriculteur, elle a élevé une famille, et a été enseignante pendant 22 ans. Aujourd’hui à 69 ans, Madeleine Chabot consacre une dizaine d’heures par semaine au bénévolat. «On ne laisse pas les gens dans le besoin et c’est gratifiant d’aider quelqu’un. Lorsque je les vois discuter, sourire et nous demander la date du prochain dîner, je suis heureuse. Il y en a qui n’ont pas beaucoup la chance de rencontrer d’autres personnes et les dîners communautaires sont donc importants pour eux», souligne Mme Chabot. L’ancienne enseignante, mère de deux enfants, travaille bénévolement depuis 19 ans pour les Services communautaires de Prescott et Russell. Elle explique qu’il existe de nombreux services où les gens peuvent aider à leur façon. Elle a travaillé et fait partie de tous les comités dans sa région. Elle a commencé par envoyer des cartes de souhaits aux aînés. Les gens lui téléphonaient pour la remercier. «Nous étions membres de l’UCFO (l’Union des cultivateurs franco- ontariens où j’ai fait beaucoup de bénévolat mais pour les aînés je croyais à l’époque qu’il fallait avoir 50 ans pour faire du bénévolat. Quand j’ai eu 50 ans je suis allée les voir», se souvient-elle en riant. Aujourd’hui elle s’occupe des dîners communautaires. Elles sont deux à préparer à la maison une trentaine de repas avant de les apporter à la salle. Heureusement son mari Paul l’aide beaucoup. «Paul m’appuie beaucoup. Il transporte les repas chauds, les objets lourds. Il m’accompagne beaucoup. Le bénévolat c’est aussi une affaire de couple chez nous.»
Madeleine Chabot travaille bénévolement depuis 19 ans pour les Services communautaires de Prescott et Russell. Comme elle l’explique, l’engagement des bénévoles permet à des gens de rester à la maison, chose qu’ils ne pourraient faire sans tous ces services.

Ottawa city council approved changes to its municipal taxi bylaw to improve accessible cab service for area residents. The Accessible Taxi Service Area (ATSA) is now expanded to include everywhere in the Greater Ottawa Area, both urban and rural sectors. “The taxi industry is a key part of the public transportation system in Ottawa,” stated Mayor Jim Watson. “The city and the taxi industry are working together to bring this important service to all residents no matter where they live in the city.”

Soumettez votre demande d’ici au 1er mai 2012 (et au 30 septembre, s’il reste des fonds) au Centre de ressources pour propriétaires fonciers. Les subventions vont de 1 000 $ à 15 000 $ selon la nature du projet. Les subventions sont offertes aux propriétaires fonciers et aux agriculteurs du secteur rural d’Ottawa. Pour être acceptés, les demandeurs doivent avoir établi un plan agroenvironnemental - 3e édition (projets à caractère agricole) ou s’être conformés au Guide pour un foyer en santé (projets à caractère non agricole). Les agriculteurs du secteur urbain d’Ottawa seront également admissibles, une fois que le Conseil municipal aura étudié le dossier, le 25 avril 2012.

The OPP Spring Seatbelt Campaign wraps up over the April 22 weekend. The past seven days have seen highway patrol and general duty officers make a point of checking whether drivers and their passengers have their seatbelts secure and that anyone with small children inside a vehicle has them in a secure and approved safety seat. Statistics show that a child in a CSA- approved booster seat has a 75 per cent greater chance of survival in almost any type of collision compared to a child who is not either in a safety seat or not wearing a seat belt. The main problem police find during most vehicle safety checks is that a child booster seat is not properly installed or else the child is not secured the right way. “Children are our future and they deserveeveryprotectionwecangivethem,” stated OPP Commissioner Chris Lewis, in a press release. “Please ensure that any child is properly secured while travelling in your vehicle. Their lives depend on it.” The Eastern Ontario OPP regional of- fice reported that nine traffic fatalities in the region during the first three months of 2012 resulted from failure to use seatbelts. Provincial traffic rules allow for a $240 fine and two points on a driver’s licence for failing to either use a seatbelt or failing to make sure all passengers inside a vehicle are using seatbelts.
