In fact, “Hawkesbury is a perfect example of what Canada should be,” he declared, not- ing that 77 per cent of its residents are bilin- gual and 80 per cent are francophone. Businesses have provided services in both official languages for decades, he contin- ued. “I don’t see us as being a racist town.” Andrews countered that equal-sized let- ters for both languages on signs “would
send a better message.” But Berthiaume said signs have not been raised as an issue at town council. He noted that francophones have complained about the inability to receive service in their moth- er tongue at certain local businesses. Ironically, Andrews’ comments come as l’Association canadienne-française de l’Ontario has resumed calls for mandatory bilingual commercial signs in Hawkesbury, saying that the primarily francophone town has been overly anglicized. At the same meeting, town council de- cided that when streets signs are replaced, French accents be added to accurately re- flect the names.

Water and sewage work Champlain Township has begun the process of improving water and sewage facili- ties in L’Orignal and Vankleek Hill. An engineering firm, WSP Canada Inc., has been retained to prepare plans for work on the L’Orignal water standpipe and to prepare a pollution prevention and control plan for a Vankleek Hill wastewater pumping sta- tion. Such plans are required by the Ontario Ministry of the Environment, public works director James McMahon reminded council. A sum of $220,000 had been set aside in the township budget for the L’Orignal job but the municipality figures it will need another $75,000 to finance that work. McMahon also told a water and sewage ser- vices committee meeting that the township has a new water meter reader gun as the previous device was outdated. He also informed the committee that the Vankleek Hill meters are over 20 years old and will eventually need to be replaced because they will no longer provide an accurate reading.

Berthiaume protests county’s dispatch study

Mayor Barton emphasized that getting a re- port on the benefits and costs of a fire dispatch contract with either Hawkesbury or Ottawa is not meant as a criticism of the service Hawkes- bury has provided in the past. “Bottom line, it’s dollars and cents,” Barton said.
“I cannot support this,” said René Berthiaume, Hawkesbury’s mayor, during the June 25 regular session of council. Hawkesbury’s mayor made the statement several times during a half-hour-long discussion following a verbal report from Michel Chrétien, UCPR emergency services director. Chrétien summarized his research into a request originating from Champlain Township Mayor Gary Barton about getting a consultant to report on the pros and cons of the counties continuing with its fire dispatch contract with
Hawkesbury or dealing with the City of Ottawa instead. An Ottawa consulting firm has offered to do the study in time for the August committee of the whole session of countes council. Cost would be about $12,000. If neighbouring muni- cipalities North Glengarry and North Stormont townships agreed to be part of the regional fire dispatch package, then they would be res- ponsible for an additional $2000 for the study. The City of Clarence-Rockland already has a fire dispatch arrangement with the City of Ot-

Par contre, le conseil du canton de Champlain a différé une mo- dification au règlement de zonage jusqu’à ce que l’emplacement des bâtiments soit déterminé pour l’entente du plan de mise en œuvre. À ce jour, la municipalité n’a pas reçu de
demande de plan de mise en œuvre, a ex- pliqué l’urbaniste Dominique Lefebvre. La propriétaire de l’édifice, Josée Tom, a hâte que le dossier avance, a souligné le maire Gary Barton. «Mais nous n’avons pas l’infor- mation nécessaire», a-t-il ajouté. Les rues doivent être élargies mais le promoteur a averti le canton que l’élargis- sement était une « embûche sérieuse au respect des marges de recul minimum et à l’aménagement du stationnement donnant sur l’avenue Stanley». Une grande partie de l’ancien couvent, datant de 1900, a été démolie dernière- ment. Ce qui reste de la structure sera converti en quatre unités. Avant que le projet puisse aller de l’avant, des modifications au plan directeur et au
règlement de zonage ainsi que la création d’un nouveau lot doivent être acceptées par la municipalité et les Comtés unis de Prescott et Russell. La demande de création de terrain vise à détacher le bâtiment existant afin de le séparer pour des fins de corporation de condominium. Le canton ne pourra pas émettre de permis de construction sans qu’une entente de plan d’implantation ne soit conclue avec le propriétaire. Mme Tom a, par le passé, essayé de vendre la propriété après avoir abandonné, en 2009, son idée de transformer l’édifice en spa. Avant sa fermeture en 2009, le couvent était utilisé par les Sœurs de Sainte-Marie- de-Namur, un ordre qui avait fait son appa- rition dans le secteur en 1886.

De plus, iI est de mise et d’actualité de voir qu’une entreprise se dote d’une politique clarifiant les compor- tements éthiques de ses employés, qui plus est lorsque cette entreprise est publique et redevable à une population. Place Mont-Roc, a changed place OPINIONS

C’est la saison pour penser Nous vivons présentement une saison calme dans le monde du gouvernement muni- cipal. La plupart des conseils prennent une pause au cours de l’été, reportant les réunions en juillet, à moins qu’il y ait une raison pour convoquer une réunion spéciale. Puisque c’est une année d’élection, la plupart des politiciens actuels vont prendre les mois d’été pour commencer les préparatifs de la campagne élec- torale de l’automne. Au même moment, les personnes qui songent à se pré- senter comme candidat(e)s doivent commencer à penser comment ils pour- raient faire les choses différemment, et mieux que nos représentants actuels. On entend souvent dire que ça prend du sang neuf, de nouvelles idées. D’abord, il faut que M. et Mme Tout le Monde commencent à s’intéresser à leur gouvernement. La plupart des hôtels de ville sont presque vides lors des réunions du conseil munici- pal, à moins qu’il y ait une grande controverse sur un certain sujet. Il y a plusieurs raisons pour cet état de léthargie: les gens n’aiment pas les réunions; les gens se méfient des politiciens; les gens trouvent la politique plate; les chaises ne sont pas confortables; il faut trop beau; les gens sont trop occupés. Mais n’oublions pas que la démocratie n’est pas toujours un processus facile. Les gens doivent investir leur temps, leurs idées et leur énergie dans nos gouverne- ments pour s’assurer que nos élus nous représentent comme il se doit. Il y a toujours des problèmes, des enjeux et des dossiers qui dérangent. Les taxes, les frais pour les services et la condition des routes sont parmi les plaintes les plus fréquentes des contribuables. Parfois ces plaintes ne sont pas légitimes. Par exemple, personne ne veut payer des taxes plus élevées, mais tout coûte plus cher aujourd’hui. Si les gens ne veulent pas payer des taxes plus élevées, ils doivent être prêts à accepter des coupures dans les services. Cette année, à Hawkesbury, il y a encore une fois plusieurs dossiers qui provoquent l’intérêt et la colère des citoyens. Les salaires des pompiers, la fermeture d’une patinoire et la fermeture de la piscine pour quatre mois sont quelques exemples. Dans chacun des dossiers, c’est bien évident qu’il n’y a pas de solution facile. Dans le dossier de la glace numéro 2, au Complexe sportif Robert Hartley, le conseil a lancé la balle dans la cour des utilisateurs, dernièrement. C’est possible que la Ville ouvre cette patinoire en 2015, si les organismes trouvent les moyens d’effacer la dette encourue par les installations. Pour la piscine, l’avenir dépend d’une entente proposée entre la Ville et les munici- palités avoisinantes. Les contribuables et les candidats potentiels auront la chance de discuter des grands dossiers cet été. Mais il ne faut pas oublier que la tâche semble toujours plus facile quand vous êtes assis de l’autre côté de la table. Père et prêtre L’ordination de Léo Villeneuve dernièrement, à la paroisse Saint-Jean-Baptiste de L’Ori- gnal, a suscité beaucoup d’intérêt de la part de nos lecteurs, et avec raison. Le nou- veau curé a suivi un parcours unique. Il a grandi à Chute-à-Blondeau avant d’épouser Claire Pilon en 1975. Le père et grand-père est veuf depuis 2005. Infirmier, le résident de L’Orignal a travaillé à la Résidence Prescott-Russell à Hawkesbury avant de décider de répondre à l’appel du Seigneur. Son ordination a aussi suscité beaucoup de discussions quant à l’avenir de l’Église catholique romaine. Lorsqu’il s’agit de comprendre sa congrégation, un prêtre comme Léo Villeneuve est indispensable – il connaît les défis d’être père de famille et de vivre dans le «vrai monde». Les temps ont changé et changent constamment. Est-il temps que l’Église fasse un changement radical et enlève l’interdiction aux prêtres de se marier?
I write to you with the hope you will understand the enormous and serious effect all your articles have on all the residents of Place Mont-Roc. Over many months, all articles written by your newspaper concerning any aspect of the Retirement Home Sector has and continues to make reference to that horrible incident of the fire which took place in May 2012. This horrible incident took place over two years ago but yet, it is consistently repeated over and over again, even though reference to our home could definitely be omitted. It’s not necessary to remind us, as well as all those family members who suffered their loss on that horrible evening. We are elderly people who have and continue to struggle with that horrible evening and wish to put it behind us and live the rest of our days in peace and tranquility. It is necessary to mention that, in none of the articles written by your newspaper, does it ever make mention of the enormous changes and improvements that have since taken place. Since August 30, 2013 when the new owners acquired our home, great and immediate changes were implemented. Place Mont-Roc is now equipped with the most recent state of the art sprinkler system which covers all units, in bedrooms, kitchens, washrooms, common areas, and even our closets. In conclusion, as President of the Resident Committee at Place Mont-Roc, I speak for all of us and say that we are very happy to be living at Place Mont-Roc. We can further state that our new owners, who are at the home every day, have and continue to do all which is possible to provide us with a home which is safe, has great family atmosphere, great meals and an environment of peace and tranquility. We would appreciate your understanding and would like for all to know what a great home Place Mont-Roc has become.

People have been doing double-takes lately as they drive by the former Amoco Fabrics and Fibers factory site on Cameron Street, Hawkesbury. Asphalt shingles, produced by the nearby IKO Industries Ltd. plant on Spence Avenue, are being stored on the property. The company, which employs about 100 people, is getting ready for a routine summer shutdown to carry out maintenance, related Derek Fee, manager of corporate communications with the firm. The stockpiles are meant to ensure that the firm can continue to supply customers while production has been temporarily stopped. IKO is renting space from the town which last year had the vacant Amoco building demolished.

Les résul- tats de l’exercice seront dévoilés au cours des prochaines semaines et permettront, entre autres, de déterminer la présence d’espèces menacées. Ils permettront aussi de jeter les bases pour évaluer l’unicité du territoire avec ses cavernes et sa topogra- phie karstique. Les propriétaires de la ferme Mariposa, Ian Walker et Suzanne Lavoie, ont travaillé très fort pour rejoindre les propriétaires vi- sés et obtenir les autorisations nécessaires à la tenue de ce BioBlitz. «Pratiquement tout le monde a embarqué et les organisa- teurs ont été vraiment surpris de la taille du territoire qu’ils ont à couvrir aujourd’hui», a indiqué Mme Lavoie. PLANTAGENET | Une impressionnante brochette de scientifiques se sont donnés rendez-vous le 6 juin dernier à la ferme Ma- riposa de Plantagenet pour la tenue d’un BioBlitz, le premier à se tenir sur des terres privées. L’évènement était organisé par Conservation de la nature Canada (CNC), avec la collaboration d’Ontario Nature, Cette activité de recensement de la faune, de la flore et des caractéristiques géolo- giques présentes dans l’aire visée, soit l’Es- carpement de Jessup’s Falls, a mobilisé une bonne quarantaine de personnes, incluant des bénévoles, pendant 24 heures. «On est très excité, a indiqué Gary Bell, chef du programme de l’est de l’Ontario pour CNC. On pense, entre autres, qu’il y a ici l’un des plus importants karst de l’Onta- rio. Le vendredi 6 juin, 263 finissants du collège Bourget participaient à la grande Soirée desToges, à l’église Sainte-Madeleine de Rigaud, où plusieurs trophées ont été remis. Cinq élèves ont remporté les Grandes distinctions cette année. Meghana Kuriya et Shawn Grenier ont reçu le Prix du Lieutenant gouverneur, accompagné d’une bourse de 250$ chacun, pour leur engagement et leur rayonnement. Catherine Lachapelle est repartie avec la Médaille du Gouverneur général du Canada, et une bourse de 500$, pour avoir conservé la meilleure moyenne générale pendant 5 ans au collège Bourget. Le prix Fide Et Labore Valebo, d’une valeur de 500$, a été remis à Marilou Octeau-Pineault pour sa contribution au rayonnement du Collège à l’extérieur. Enfin, la Bourse Pierre Charpentier, d’une valeur de 2000$, a été attribuée à Juliette Lacombe pour son excellence aux niveaux académique, scolaire et sportif.
