Check out our projects inventory for the amazing amount of work in investment that your city government is delivering with your support and local resources. Such a big and wide footprint of the city stretches the essential public services we provide. Park, Fire, Police and Public Works are all the things that our excellent staff is committed to delivering across the miles here. The ‘barbell’ of the city layout, with most dense population densities on either end, was on display when we received a report from a consultant looking at our Fire Department standards of coverage and staffing. That consultant worked closely with our own staff experts to blend fresh eyes and expertise with our home-grown local experts. We went through a similar process last year with our police department. Such examinations are meant to ensure we are always improving and never resting on our laurels (see the results of the latest citizen perception survey where you told us that local City services are well-regarded) . The fire study particularly pointed out that even with additions and changes already invested, we can only really improve our response times and coverage with additional stations. Additional stations require staffing and equipment. So, we are committed to developing a plan and working on budgets to prepare recommendations for our City Council elected leaders to consider and balance with many pressing and critical needs to deliver an environment with a quality of life proposition that keeps you in Pearland. People continually want to come to join us in this big and wide community thanks to our balanced value proposition. PEAR-SCAPE PAINTED PEARS REVEALED AND READY FOR INSTALLMENT Colorfully painted 4-foot high pears will deploy across the City of Pearland for the final installation as part of the Pear-Scape Public Art Sculpture Trail. The project initiated by the Pearland Convention and Visitors Bureau took shape in February of 2016. Collaboration between local businesses and artists resulted in the completion of 16 painted pears to be strategically placed at pre- determined locations around the city of Pearland for visitors and residents alike to enjoy. Gold level sponsors at the $4,000 level are paired with the following artists:
NEW POPULATION ESTIMATE RELEASED WITH COMMUNITY DEVELOPMENT REPORT The City of Pearland quarterly Community Development Report included a new City population of 119,700, with approximately another 24,400 inside of Pearland’s future growth boundary - the City’s Extraterritorial Jurisdiction (ETJ) in unincorporated Brazoria County. The ETJ population brings the total future city service area to 144,100 residents. The total valuation being reported for new single family residential homes was $50.1 million resulting in the average value of $215,160 per single family residential structure. More than 1,200 single family home permits were issued, with the average value reported by applicants of $216,770 per single family residential structure. 2016 also saw a total of 1,206 single family home permits issued. Essential City services of high quality – the police/fire, public works, and parks system – are being grown to support the large and diverse population being welcomed to Pearland. For the year, the total valuation of all permits issued in 2016, as reported by applicants, equaled $792.1 million. The City experienced a substantial increase in total valuation of all construction projects due to permitting activities in October 2016 - the highest monthly total since 2011. Dedicated professional staff in the City’s Community Development-Permits group performed over 35,000 building inspections on over 13,000 permits issued through 2016 to ensure that construction met basic minimum life- safety codes and standards. PEARLAND TO HOST TAAF 2018-2019 WINTER GAMES OF TEXAS The City of Pearland is proud to welcome the 2018-2019 Winter Games of Texas sanctioned by the Texas Amateur Athletic Federation (TAAF). City of Pearland Parks & Recreation and Pearland Convention & Visitors Bureau were awarded the bid in fall 2016 after a lengthy process. The City of Pearland has been a member city of TAAF for 5 years, hosting the Winter Games will allow Pearland to further establish itself within the statewide organization. Plans are underway for the Olympic-style, multi-sport event that will take place over the Martin Luther King Jr. holiday weekends – January 12-14, 2018 and January 18-20, 2019 at both indoor and outdoor venues in locations around Pearland. Between 9-15 sporting events will be held, consisting of both team and individual athletes in the youth and adult categories. “We’re proud Pearland was selected for the TAAF Winter Games of Texas 2018-2019. It’s a coveted sporting event and gives us an opportunity to welcome athletes and visitors for a long weekend stay in Pearland,” said Kim Sinistore, executive director of the Pearland Convention & Visitors Bureau. Funding for the event will be handled through a collaborative partnership between the Parks & Recreation Department and the Pearland Convention & Visitors Bureau, along with sponsorships and event revenue. There is an estimated economic impact of $1.5 million to the local Pearland economy. “The City of Pearland, and the Parks & Recreation Department, couldn’t be more excited to host the Winter Games of Texas and the premiere group of competing athletes. We hope through a time-tested and consistent model for this event, we can continue to build the TAAF legacy and tradition of strong athletic foundations within Pearland,” added Chris Orlea, director of City of Pearland Parks & Recreation Department. POLICE DEPARTMENT’S COMMUNITY OUTREACH DIVISION LAUNCHES SEVERAL INITIATIVES IN 2017
The Law Enforcement Explorer Program 237 is for teens ages 14 – 19 to develop leadership skills and experiential learning through team-building activities, as well as law enforcement training. The Senior Citizen Outreach program is designed for the Police Department to partner with administrators from the assisted living
The Pearland Police Department added the Community Outreach Division to build strong partnerships with residents, civic organizations, community leaders, school officials and local businesses to meet the ever-changing law enforcement needs of the community.
To do so, the Division has several initiatives that further the department’s philosophy of community policing and work to
and senior citizen facilities around Pearland to develop a relationship and share information with both the employees and residents. The Police Department holds quarterly meetings with the administrators to keep them on the same page for crime prevention and is planning several outings this year, including monthly chats and coffee with the residents. A collaborative effort between Pearland Police, Fire, Public Works and Parks and Recreation Departments,
serve the community, many of the programs will be launched in 2017. The Youth Leadership Academy is a new Police
Department initiative for 10th – 12th grade students. The 8-week long program aims to assist teen participants in developing leadership skills. THRIVE is another first for Pearland. It is a proactive initiative that

REGISTER TODAY Registration begins on May 1 for members and May 8 for the public . City of Pearland Parks & Recreation has made it easy for you to get registered for the class of your choice. A participant may not register more than seven days after a class has started. Classes will not be prorated for an individual registering after a class has begun. There are two ways for you to submit your registration: 1. ONLINE You must have a Pearland Parks & Recreation Department account in our database in order to register online. Visa, Master Card and Discover are accepted. Online service is available 24 - hours a day and is the preferred method of registration for the majority of program participants. 2. WALK - IN Walk – in registrations are accepted at the Pearland Parks & Recreation Department Office (4141 Bailey Rd.) from 7:30 a.m. - 5:30 p.m., Monday - Friday. Registration is also available at the Westside Event Center (2150 Countryplace Pkwy.) while the facility is open for programs and classes. For facility hours of operation, call 281.412.8900.

JUNIOR LIFEGUARDING CAMP Cost: $150 resident / $187.50 non-resident Age: 11 - 14 years Location: RCN The American Red Cross Junior Lifeguarding Program is designed to guide adolescents, ages 11–14, through the Red Cross Lifeguarding course by building a foundation of knowledge, attitudes and skills of future lifeguards. It serves to bridge the gap between the “Learn-to-Swim” and “Lifeguarding” programs, and includes the following topics: the development of swimming skills and endurance, victim recognition, First Aid/CPR/ AED and water rescue skills. Participants are not required to perfectly execute skills. However, please be advised; this is an introductory camp and its intent is not to train students for the actual lifeguard certification. Participants will, however, receive a Junior Lifeguard Camp certificate of completion on the last day. Guard pack, lanyard with whistle and t-shirt are included with registration. Prerequisites for the course: • Swim the front crawl 25 yards continuously while breathing on the front or side. • Swim the breaststroke for 25 yards using a pull, breathe, kick and glide sequence. • Tread water for 1 minute. • Show a level of comfort on the back by floating on the back for 30 seconds or swimming on the back for 25 yards using the elementary backstroke or back crawl. • Submerge and swim a distance of 10 feet under water.
SWIM TEST Cost: $10 Age: 4 years and up Location: RCN
Need to know what swim lesson level to enroll your child or need a specific swim card to go to camp? Each participant will be evaluated based on the American Red Cross Learn-to-Swim Skills Assessments for the respective level being tested. The highest-level certificate will be awarded upon successful completion. After this test, participants will be grouped and tested for specific swim skills required by various camps.

PRESCHOOL AQUATICS

In this class, your child is introduced to basic skills. These skills lay the foundation for developing water competency and the future skill development of swimming strokes. In addition, your child starts to develop positive attitudes and safe practices around the water. Preschool Aquatics Level 2 In this class, our instructors follow a detailed plan to introduce developmentally appropriate swimming and water safety skills to young children. This level continues laying the foundation for developing water competency and further skill development. Preschool Aquatics Level 2 marks the beginning of independent aquatic locomotion skills. Children continue to explore using simultaneous and alternating arm and leg actions on the front and back to gain greater proficiency in preparation for performing strokes. Preschool Aquatics Level 3 In this class, our instructors follow a plan to introduce new swimming and water safety skills that are developmentally appropriate for young children and help further your child’s development of water competency. Preschool Aquatics puts the fun in fundamentals. Each class is loaded with enjoyable, engaging and challenging activities that motivate children to want to perform and learn to swim. All Preschool Level 3 skills are performed independently.
BAY AREA STARS DIVING TEAM Introduces fundamental diving skills to it’s participants. This includes forward and backward take off, in entries and dive positions. An effort is made to inform all divers about participation in various Amateur Athletic Union meets. We strive to have fun, get in shape and be safe. Prerequisite: all participants must become a member of AAU, display an excellent attitude and be able to swim down to the bottom and sides of a 12.5 - foot pool. The Water Babies program allows parents to participate with their child in an individual introduction to water exploration and water safety. A parent or trusted adult per child is required in each class. Classes consist of eight - 25 - minute lessons. This program familiarizes young children with the water and prepares them for American Red Cross Preschool Aquatics or Learn to Swim courses. This course is not intended to teach children to become good swimmers or to survive in the water on their own.

Level 4 Stroke Improvement Develops participants’ confidence in the strokes learned in Level 3 and improves other aquatic skills. Students should be able to demonstrate the following: headfirst entries from the side in the compact and stride position, swim underwater, feet-first surface dives, survival swimming, front crawl and backstroke open turns, to tread water using two different kicks. The class focuses on improvement in the 5 basic swim strokes. (Prerequisite: Completion of American Red Cross Swimming Level 3) Level 5 Stroke Refinement Students should be able to demonstrate the following: shallow angle dives from the side, glide and then begin a stroke on the front, tuck and pike surface dives (submerging completely), front flip and backstroke flip turns, proper sculling techniques, and to coordinate and refine the front and back crawl, elementary backstroke, breaststroke, sidestroke and butterfly. (Prerequisite: Completion of American Red Cross Swimming Level 4) Level 6 Fitness Swimming Teaches students how to prevent aquatic emergencies in various aquatic environments as well as introduces and practices self-rescue. Discuss and demonstrate how to use various equipment while swimming, describe the principles of setting up a fitness program and apply the principles of water exercise. ( Prerequisite: Completion of American Red Cross Level 5)
For first time and non-adjusted swimmers. Develops positive attitude towards swimming and emphasizes the importance of good habits and safe practices in and around the water. Level 2 Fundamental Aquatic Skills Students learn to float without support and recover to a vertical position. This level marks the beginning of true locomotion skills and adds to the self-help and basic rescue skills that began in Level I. (Prerequisite: Completion of American Red Cross Swimming Level 1) Level 3 Stroke Development Builds on the skills in Level 2 by providing additional guided practice. This course teaches students how to coordinate the front and back crawl, the elementary backstroke and fundamentals of treading water. Students will also learn safe diving rules and begin to dive from the side of the pool into deep water. (Prerequisite: Completion of American Red Cross Swimming Level 2)

Designed to develop confidence in the adult swimmer and is geared toward the needs of the class. This program focuses on comfort and flotation in the water, basic survival, front crawling, back crawling, treading water and basic water safety are just a few of the skills taught.
Private swim lessons are great for participants 3 years to adults who want more individual instruction. This one - on - one instruction is designed to give the participant specific training on what they want to accomplish. Skills range from basic water safety, technical help with strokes, or preparation for swim teams can be covered. Make-ups or refunds will only be given for cancellations.
